Real Estate Market Expected to Continue its Climb in 2014 By Timothy Branco

All indicators are pointing toward another upswing year in 2014 for real estate in the New England region. After what was considered one of the best years in the last decade 2013 set strong numbers for singlefamily units, condominiums and new home construction. In a Report by RE/MAX of New England in January things seem to be off to a fast start in the New Year. “Low interest rates and rising consumer confidence are cited in the report for propelling the New England housing market into a solid recovery throughout 2013. An ebbing supply of inventory coupled with low interest rates and pent-up demand fueled the market and

drove up pricing throughout the region”. “The significant improvement in median price we saw in most market segments across the region is the result of reduced inventory,” said Dan Breault, executive vice president and regional director of RE/MAX of New England. “While interest rates did rise upwards of one point over the summer of 2013, it did not dissuade buyers from moving forward. In fact, it appeared to have the opposite effect of creating competition and driving prices up in key markets.” Strong home sales during 2013, especially in the second half of the year, bode well for the 2014 housing market.

“The traditionally slower fall and winter months showed very strong activity in key markets across the region,” Breault said. “This is an excellent bellwether of how we can expect the first quarter of 2014 to shape up.” February 2014 | NEHomeLife.com

The average median sales price of a single-family home in Massachusetts increased 8.8% from $287,841 to $313,109 in 2013. Home transactions in all three categories all surged ahead. Single-family home sales increased 8.8% and condominium transactions increased 11.9% yearover-year, while multi-family home sales grew 4.2%. 2013 Closed Out with Year-over-Year Growth across New England as Rising Consumer Confidence and Low Interest Rates Fueled the Market What is driving the market right now is supply. There are more buyers out there looking for homes, which is creating a seller’s market and pushing home prices in our region. The shortage of homes for sale is also having a profound effect on our regional building industry as new home construction has surged in the last 12 months at one of the fastest rates in 10 years. All indicators point toward even stronger trends

in construction of single family homes in 2014. Many builders are bucking the big house trends of the last 2 decades and opting for smaller more energy efficient designs that incorporate more technology and features for the buyers. There are huge gaps to be filled in today’s home market and consumer trends are driving builders to offer greater value, more diverse designs, more amenities and energy smart construction. Baby Boomers reaching retirement age are creating a new market for housing that

New Laws Changes for Consumer Mortgages in 2014

As many of you are aware, significant regulatory changes resulting from the DoddFrank Wall Street Reform and Consumer Protection Act went into effect, January 10, 2014. These new regulations will be managed by an entity known as the Consumer Financial Protection Bureau (CFPB). This memorandum provides the key components of these changes most notably referred to as "The Ability To Repay" (ATR) and the "Qualified Mortgage" (QM) Rules.

Ability to Repay (ATR) Section 1026-43 (c) of Regulation Z indicates that beginning with applications dated January 10, 2014, lenders must make a reasonable and good faith determination that the borrower has the ability to repay the loan according to the terms.

ATR Standards Lenders must consider the following eight factors when determining a borrower's ability to repay their loan: 1. Income/Assets 2. Employment status 3. Monthly payments on the mortgage loan 4. Monthly payments on simultaneous loans secured by the same property 5. Monthly payments on mortgage related obligations

Loans meeting the standards of being "Qualified Mortgages" are automatically deemed to meet the "Ability to Repay" requirements. There are two (2) types of QM loans: Standard QM Requirement and Temporary QM Requirement. Requirements for Standard QMs are as follows: 1. Verification of income and assets, debt obligations, alimony, and child support in accordance with Appendix Q of Regulation Z.

2. The underwriter must consider payments under the maximum interest rate during the first 5 years after the first payment due date over the term.

8 Credit history

3. DTI cannot exceed 43%.

6. Current debit obligations

Underwriters will be required to show that each of these eight factors has been considered. Some of our investors will require the completion of their own specific forms to evidence that these items have been properly considered. More information will follow on documentation requirements.

This list will be delivered by FFSB's Disclosure Unit just as the TIL and Good Faith is provided today. The list is made available the CFPB website.
