5.11 Tactical®’s new UCR System (Urban Casualty Response) was created to provide first responders and professionals within the public safety market with a solution for reacting to Active Shooter or Mass Casualty Incidents (AS/MCI). Specifically, our UCR System supports the Hartford Consensus’s second and third actions within the T.H.R.E.A.T. Protocol.
The Hartford Consensus T.H.R.E.A.T. Protocol 1 1. Threat suppression 2. Hemorrhage control UCR Slingpack, Thigh Rig and IFAK Pouches are designed to carry an assortment of hemorrhage control supplies in a format that allows easy access and carry. 3. Rapid Extrication to safety UCR Litter is a lightweight packable litter that allows one or two-man carry of an AS/MCI victim. 4. Assessment by medical providers 5. Transport to definitive care The UCR System has been developed with input from combat and tactical medics, patrol officers, medical professionals, and civilians, all who may find themselves in a first responder role in an active shooter or multiple assault situation. The Hartford Consensus notes the number one cause of preventable death by penetrating trauma is hemorrhage. The UCR Slingpack, Thigh Rig, and IFAK Pouch were developed to provide ready access to hemorrhage control supplies.
The American College of Surgeons (ACS) brought together senior leaders from medical, law enforcement, fire/rescue, EMS first responders, and military experts to produce a document that will stimulate discussion and ultimately lead to strategies to improve the survival chances of victims. They produced a paper titled “Improving Survival from Active Shooter Events”, otherwise known as the Hartford Consensus. 1
