Policy Statement tpm is committed to developing and sustaining a range of high-quality post-16 educational services to learners and employers in the community and to making these as accessible as possible. tpm offers a professional post-16 educational service to employers and learners in a range of occupational sectors. Training delivery takes places both on-the-job at employer’s premises and off-the-job at our training centre in Liverpool and at the premises and associated employer premises of a small volume of learners which are sub-contracted. tpm acknowledges that its current sub-contractor and any increased future subcontracted provision should enhance the following in it’s services: • • • •

Ensuring the availability of high-quality provision Demonstrate good value for money Meeting the equality and diversity needs of the local community Making the provision available to a wider cross-section of the community

The following policy would be used should tpm decide to further sub-contract any provision in the future.

OP’s. 1.0 Supply chain fees and charges management

Scope tpm does not sub-contract large volumes of its own provision, however, that which is, is with a provider that tpm have held a long and effective collaboration over several years. The main reason for this was born out of the Government’s SFA MCL policy. This policy applies to all provision that is sub-contracted to third party providers by tpm. Due Diligence All sub-contractors will undertake a due diligence process that allows tpm to review the policies and procedures, delivery, quality and performance rates before entering into any contracting arrangement. The results of the due diligence will then be subjected to consideration and approval by the Board of Directors. Management Fees and Payments •

tpm retains a management fee from all subcontracted partner organisations, of 15%.

tpm reserves the right to vary these standard management fees depending on the nature and intensity of support required from sub-contractors to effectively comply with their contractual requirements.

Not all subcontractors are charged the same management fee, differences in fees are dependent upon the level of support required, the experience of the subcontractor, their target learners; their track record, published success rates and the level of risk as determined by the due diligence process.

Payments are calculated monthly, once the sub-contractor has submitted their data and invoice and tpm have received the monthly PFR (Provider Funding report) from the SFA.

Once funding is received from the SFA the sub-contractor is paid by BACS within 3 days of its receipt into their bank account.

Should discrepancies arise as a result of the quarterly audit which cannot be rectified; any monies owing to the prime or sub-contractor will be repaid / recovered at the next payment date, subject to negotiation.

Monitoring and Evaluation •

The claims and finance manager will report monthly to the Board of Directors on volumes and financial value of sub-contracted provision for performance monitoring purposes.

Sustaining and Improving the Quality of provision •

Subcontractors working with tpm can expect to receive a high level of support and guidance, by means of monthly performance meetings and regular quality assurance systems and processes which include the following: § Quality data-management systems § Management Information Services and data control advice § Support with Funding Rules compliance § Regular national updates regarding funding and policy guidance § Audit of financial claim and management systems § Sharing and standardising best practice on: § Policy development § Equality and diversity § Safeguarding of Young People and Vulnerable Adults procedures § Observations of teaching, learning and assessment § Self-assessment and improvement planning § CPD opportunities and planned training and development § Sharing best practice and supporting Policy development

Policy Communication •

The Policy is available on-line at http://www.tpmnow.co.uk and can be made available in hard copy upon request.

The name/s, of subcontractors will be published on the Company’s website and will, where applicable detail the following: o o o o o

UKPRN The types of provision (16-18 Apprenticeships etc) Contracting period start and end dates The level of funding paid to subcontractors The funding which was retained by the prime contractor
