Tips for safe Undas observance

East Visayas tourism industry performance encouraging National Economic Development Authority Region 8 Director Atty. Bonifacio Uy described as encouraging the positive performance of the tourism industry in the Region. Director Uy made the observation during the recently-held closing program for this year’s National Statistics Month celebration in Eastern Visayas at the Multi-Purpose Hall of Bangko Sentral ng Pilipinas Tacloban Branch. The NEDA Director who is also the chairman of the Regional Statistical Coordination Committee based his observation on the earlier presentation of the Department of Tourism in the Region.  In 2011, foreign visitor arrivals totaled 27,368 while domestic visitor arrival was placed at 338,099. The average length of stay is 2days/1night with average expenditure per day placed at P3,984.52.

In 2012, the foreign visitor arrivals increased by 0.77% with a total number of 27,578 while the domestic visitor arrival increased by 36.91% with total number of arrivals placed at 462,894. The average length of stay remains at 2days/1night with P3, 3885.16 average expenditure per day. The tourist receipts generated in 2011 was pegged at P2,329,936,913 while in 2012 the total tourist receipts generated in 2012 was lower by 10% because the value of Peso versus Dollar declined. Eastern Visayas visitor’s arrival in the first half of 2013 is up by 56.60% comparing it to the same period in the previous year 2012. From January to June of 2012, visitors arrival was tagged at 237,492 while from January to June of 2013, visitors arrival totaled 371,913. The target visitor arrivals for 2013 is continued on page 5

Philippine National Police Regional Director Elmer Soria made the pronouncement as he gave out several tips to the public to ensure safe observance of All Saints Day. The tips are for those leaving their homes, inside the cemeteries, when traveling and when taking public transport, as it continues to implement police visibility, mobile patrols and checkpoints to prevent crimes and other threats to peace and order. For those leaving their homes, Director Soria bid the public to lock all doors and windows and ensure that all possible entrances to the house are blocked. If possible, install a burglar alarm to alert the neighbors if someone breaks in. Do not leave notes outside the house indicating the homeowner will be away; keep some appliances like the radio on to give the impression that someone is inside the house. One must request a trusted neighbor to keep watch over your house while the family is away. Ensure no candle, gas stove, leaking faucet or plugged appliance is left unattended. Moreover, secure all items outside the house, such as clothes being hung out to dry and bicycles or vehicles. Inside cemeteries, bring protection against heat and rain. The good old fashioned umbrellas and hats are important when visiting cemeteries on All Saints Day. They keep the sun’s rays continued on page 5

DOH-Leyte to conduct health summit

Dr. Antonio Ida, Leyte health team leader of the Department of Health (DOH) disclosed the information and said the accomplishments of the health program will be presented during the summit slated sometime this November. He also said awards will be given to local government units (LGUs) which implemented the health programs which best addressed the concerns of the constituents. Dr. Ida revealed DOH-Leyte is continually enhancing and upgrading its health services and health facilities and targets to provide health care coverage to all Leyteños in accordance to the government’s mandate for universal health coverage of all Filipinos. he Office of the Ombudsman (OMB) Regional Office No. VIII, together with the Region Eight Administrators League (REAL), the Regional Development Council (RDC), and the Association of Ombudsmen (ARO) of Region 8, will be holding a Caravan of Government Services on 21 November 2013, in the City of Catbalogan, Samar. The said activity will bring together various government agencies and institutions who will deliver a range of basic services and assistance to the people of Catbalogan. The kind of services that will be offered will be grouped into six components such as: Medical/Dental Services; Social Services; Employment and Livelihood Services; Licensing and Registration Services; Certificate Issuances and Legal Services; and lastly, the Trade and Agrifair. Relative to this, the organizers are inviting the various government entities to be a part of this worthwhile undertaking in providing the needed services to the people of Samar, which is one of the most depressed provinces in the country.

wo days after the barangay elections ninety nine percent of the winning candidates for the barangay polls in the Province of Leyte have been proclaimed. Leyte Provincial Election Supervisor Lawyer Sabino C. Mejarito said almost all winning candidates were already proclaimed except in barangays where there were tie-results for the position of barangay councilors. Mejarito pointed one precinct in Barangay San Antonio Dulag Leyte where the counting of votes were stopped Tuesday due to some complaints from a number of candidates who opposed the manner by which the appreciation of ballots were conducted by the board of election tellers. Thus, he assigned new board of election tellers as substitute to the old ones who gave up in the middle of counting of votes. “With the new members of the board of election tellers, the canvassing of votes is expected to be finished at the earliest possible time so the winners will be proclaimed,� he said. As of writing, no election protest or other formal complaints regarding the 2013 barangay elections was raised before the Office of the Provincial Election Supervisor in Leyte. It may be recalled that allegations of vote buying and other election-related offenses were hurled against each other by opposing candidates and its supporters during the day of election. n line with its goal to help grow the coconut industry in Eastern Visayas, the An Waray Partylist through representatives Victoria Noel and Neil Montejo staged the 5th Oktubafest at Leyte Park Convention Center this city. Several activities were made during the half-day festivity such as showcasing of a variety of tuba, public tuba tasting, cultural presentations, boodle fight, among others. Some highlights of the celebration were the announcement of winners for “Best Bahal and Best Bahalina Contest” participated in by various tuba producers coming from 10 municipalities in the region and the giving of recognition

to tuba producers/proponents and other stakeholders who in one way or another have contributed to the promotion of tuba not only as a tasty drinking wine, its cultural aspect but also its potential for a good source of livelihood of the people in Eastern Visayas. Vino de Coco, the only tuba producer in Eastern Visayas that has captured the international market was given special recognition during the festivity. The occasion made more gracious and colorful when Leyte Governor Leopoldo Dominico L. Petilla danced the courtship dance locally known as “curacha” partnered with

Catbalogan City Mayor Stephanie Uy-Tan and the other guests. from directly hitting the body and head. Remember also to wear light colored clothing; light colors repel heat while dark colors absorb and retain heat. Keep clothing loose to allow air to freely circulate between skin and clothing. Leave tight girdles and bodyhugging support underwear home. Avoid clothes made of synthetic material; cotton is the best as it absorbs sweat, dries fast and allows air in. One must bring sufficient food and water keeping in mind that liquor and food sold by vendors inside cemeteries are prohibited. Do not bring deadly or bladed weapons, loud speakers, and gambling paraphernalia. Closely watch items brought inside cemeteries and make sure that lighted candles will not cause fires. Moreover, remind children not to roam around, especially in crowded areas. Have them wear or bring a form of identification. Keep the surroundings clean and bring your own trash bag to put garbage in. It is a must to know where the first aid stations and PNP assistance booths are in case of emergency or the need for police assistance. When traveling, make sure to bring all pertinent documents, including driver’s license, vehicle registration and insurance certificate. Before taking on the trip, make sure the vehicle is roadworthy, and follow the “BLOWBAG” rule: Battery, Light, Oil, Water, Brakes, Air, and Gas. Make sure the doors are locked and the windows closed, especially if children are on board. Ensure control of the vehicle at all times. Avoid one-handed driving or using a mobile phone; avoid driving while drunk or sleepy. When driving at night, always use headlights and signal lights. Don’t drive when you have poor eyesight. If one does not live too far from the cemetery, don’t bring the car so as not to add to traffic. When taking public transport, don’t wear expensive jewelry or bring large amounts of money. Keep watch over one’s mobile phone. Do not bring too many items. Be early at airports and seaports, especially if traveling with

By 2016, DOT-8 is targeting that women, children and senior citizens. If one sees a suspicious package, or someone acting suspiciously, notify authorities.
