The merit principles require that agencies provide adequate public notice of every competitive service vacancy that they are filling. Adequate public notice means that any person who wants to apply for a position will have access to all of the information necessary to apply, and will be given an open and fair opportunity to be hired. What constitutes an adequate open period may vary depending on your recruitment plan, the nature of the position(s), promotion potential, available labor market, and other considerations.
