Despite all the campaigns by Gov­ ernment and several concerned organizations to sensitize commu­ nities on violence against women and children, women and children are still at the receiving end in this country. Only a fortnight ago, there was an outcry in Vhembe when a nine-yearold girl, Mutshidzi Ramanyimi of Tshilungoma, was found dead after being missing for almost a week. On Monday, the community of Lwamondo-Mathule outside Thohoyandou had a rude awakening when they were roused by screams for help by a dying woman. The community could not help her in time and she was allegedly killed by her lover, who is believed to be a mental care patient. Ms Jane Magadani (62) who once stayed with the suspect but was staying alone in her house, had her head crushed. Her head was crushed by big stones, following what people in the neighbourhood believe was a domestic quarrel. Fearing that he had killed the woman, the man tried to commit suicide by cutting his throat. Residents said the man used to stay with the woman, but he had moved out some time ago. They said quarrels were a constant occurrence mostly towards the end of the month because of money. It is alleged that the couple had quarreled the previous day but

the man left, only to come back the following day whereupon he is said to have killed the woman before cutting his own throat with a panga. The man, whom many thought had died, was taken to hospital in a critical condition. “ The police let us down. They knew the man is a mental patient, and after we had reported that he was becoming violent, they should have taken him to hospital. They left him free and now he has killed the poor woman,” said a resident, who preferred anonymity. News of the gruesome incident came as a shock to the community. Within a short space of time, almost the whole community had gathered at the house of death. There was blood everywhere and the stones that were used to crush the woman’s head were still there. Even the bloodied knife was at the scene. Dean Alunamutwe Rannditsheni of the Devhula Lebowa Circuit and a human rights champion, who was also at the scene, said he had never seen such cruelty. “There is a demon lingering here. There are so many campaigns against violence on women and children, but still women face these horrendous acts at the hands of people who are supposed to protect them,” he added. Suspect in Madombidzha murder arrested The task team at the Tshilwa­ vhusiku police station arrested a 32-year-old suspect for a murder that took place at Rathidili-fhasi-ha-bada in Madombidzha. The suspect was found fast asleep in a shack at Mpheni on Friday evening.

The once-quiet village was rocked by a gruesome murder on the evening on 9 March, where the suspect allegedly stoned a 36-year-old pot maker, Mr Tixaniso Thomas Manganyi, to death in the street and ran away. The suspect was later identified as Peter Nengovhela, who evaded the police until last Friday, when he was eventually apprehended. An elderly lady who came over and covered the deceased with a cloth had since described the shocking murder as an act which was seemingly committed by a “heartless” person who “has no soul in his body”. Although the cause of the murder has not been established so far, indications are such that the two men had a longstanding argument, which started some years ago. When news of the suspect’s arrest started to spread like wildfire through the village, the community leader attached to the Sinthumule Traditional Council, Mr Alfios Mudzwari, who condemned the brutal killing of the hardworking man, breathed a sigh of relief. Nengovhela appeared in the Tshilwavhusiku Magistrate’s Court and the matter was postponed to 4 April for further investigations. He remains in custody. Apparently, Manganyi originally came from Mozambique, while Nengovhela is a Zimbabwean national.

19-Year-old Musina woman raped A 19-year-old Musina woman was dragged from her house and pulled onto the veranda of her neighbour’s house, where she was then allegedly raped on Saturday morning. The victim was apparently fast asleep in her bedroom when she heard a strange noise inside the house and raised her head to investigate, at about 04:30. She saw a human figure, who quickly sprayed something in her eyes.

As a result, she groped around with her hands and finally fell down because she couldn’t see. According to the spokesperson for the Musina police, Lt Peter Mudau, the intruder demanded the woman’s Blackberry cell phone and warned the complainant to remain silent or else he would spray more chemicals in her eyes. “He then dragged her out of the house and forced her to the neigh-

bour’s house, where he allegedly raped her on the veranda,” said Lt Mudau. When the suspect had finished raping her, he left her sobbing on the veranda and ran away. The suspect is unknown and has not been arrested yet. “We appeal to members of the community who might have information about this case to let us know, so that the criminal can be brought to book,” Mudau said.

Several successes for Makhado police The Makhado Police had sev­ eral successes over the past weekend when they managed to arrest 18 suspects. On Saturday evening, they arrested a 27-year-old suspect in Eltivillas in connection with a charge of the possession of an unlicensed firearm and ammunition. A second suspect, aged 26, was arrested a while later for pointing the fire arm for which the first suspect had been arrested. Local police spokesperson Capt Maano Sadike confirmed on Monday that investigations into the origin of the firearm are still on-going.

Another four suspects were arrested and charged with possession of suspected stolen property relating to robberies that took place in town. Two more suspects were arrested for allegedly stealing a refrigerator in Makhado (Louis Trichardt), while another three suspects were arrested for allegedly stealing from chain stores in the town’s central business district. Police also arrested another suspect for reckless and negligent driving. In Tshitale, a 36-year-old suspect was arrested for allegedly growing dagga in his garden.

The dagga, according to Sadike, weighed 53kg. In a separate incident, the police have also arrested five suspects between the ages of 22 and 43 after they had allegedly robbed a well-known local furniture store. According to information provided by the police, all five suspects were employees of Russells, one of whom was the manager. They allegedly teamed up to steal electrical appliances worth R15 000, which included televisions sets, laptops and music systems.

Slow progress with new dumping site When will the Makhado Mu­ nicipality ever start developing the much-needed new wastemanagement site for Makhado (Louis Trichardt) and why is the progress so slow? “A firm of consulting engineers have been appointed to conclude construction designs and drawings and to supervise construction,” the Makhado Municipality said in an answer per email on 12 March. The name of the consulting engineer was asked but was not supplied. A local firm of good reputation was already in possession of the complete design for the new landfill site more than two years ago. At that stage, a Pretoriabased company had apparently been awarded the tender and it was expected that this company would sub-contract a local company. That was after concerns about the intolerable state of the existing landfill site had been raised for more than a decade. Council has been dragging its feet regarding the new landfill site on the Vivo road since at least 2007, when the local taxpayers association attended a steering

committee meeting. When asked recently to whom the tender had been awarded, the municipal spokesperson, Mr Louis Bobodi, said that the project had been advertised but “the municipality could not appoint as bidders could not meet the prescribed requirements. The latter implies that the project should be re-advertised.” In December 2011, the municipality said that the development of the new waste-management site would start the moment that funds became available. Makhado Mayor David Muthavatsindi said in his budget speech in June last year that the municipality would develop a new landfill site in Makhado and that an amount of R5 million had been set aside for the project. “We shall be closing the existing landfill site in Makhado and an amount of R1.2m has been set aside [for that],” the mayor said. Bobodi confirmed that the project was included in the 2012/13 budget. The source of funding was indicated as the Municipal Infrastructure Grant. The construction of the first phase of

the new landfill site has not yet commenced. The process for a new landfill site, as cited by the South African Waste Information Centre (Sawic), indicates that the design has to be completed before the permit for the new landfill site is issued by the Department of Water Affairs. Since the feasibility studies had been done and the permit had been obtained, it is time for the next step, which is the preparation of the new site. Once that has been done, the department gives its approval of the site and the new landfill can be operated and maintained in terms of the standard minimum requirements. The Makhado Municipality said that no tenders had been advertised as yet for the closure or the rehabilitation of the existing landfill site. The objectives of landfill closure are to rehabilitate the landfill, so as to ensure that the site is environmentally and publicly acceptable and suited to the implementation of the proposed end-use (Sawic).

With the current landfill site in Makhado (Louis Trichardt) brimming over, the question has been raised when the new landfill site will get off the ground.

Zimbabwean and South African stake­ holders met in Beit Bridge on Monday to explore ways to contain the rapid spread of cholera between the two countries. The meeting, which was called by the Beit Bridge Civil Protection Unit (CPU), follows an outbreak of the disease in Musina town, where four suspected cases were detected three weeks ago. The senior clinical manager at Musina Hospital, Dr Allick Dube, said of the four cases, only one involving a 39-year-old patient, was confirmed. Samples for three others tested negative. The cases involved a 10-year-old boy, a six year-old girl and a three-month-old baby. The baby later died, however, despite having tested negative. “The situation is, however, under control as of now,” he said. The district medical officer for Beit Bridge, Dr Takaitei Kanongara, said they had nine suspected cholera cases detected from four rural clinics in the district. He said there was one confirmed case of a man from Shashe village, who is suspected to have contracted the disease in South Africa where he had visited a farm in Musina. Kanongara said they had also conducted sample tests on nine suspected cases in Makakavhule, Tshamnangana, Swereki, Shashe and Beitbridge District Hospital and they had all tested negative. He said the sample tests conducted so far indicated that the cholera strain was less harsh. The acting Beit Bridge CPU chairperson, Mr Peter Moyo, called for joint efforts in fighting cholera, which had claimed dozens of lives in 2008. In Beit Bridge, the disease left 54 people dead from about 5 000 recorded cases. Speaking during the meeting, the provincial senior manager for health care

services in the Department of Health in Limpopo, Dr Nkadimeng Moo, said Vhembe District had recorded an increase in cases of diarrhoea. He also urged stakeholders to intensify awareness campaigns at the Beit Bridge Border Post. “We need to intensify our awareness campaigns, especially at Beit Bridge Border Post, where we anticipate a sharp increase in the volume of traffic as travellers, particularly ZCC members, will be travelling to Limpopo for their annual church conference during the Easter holidays. We urge the worshippers to take great caution. We need to work collectively as the communicable diseases have no boundaries,” he said. Stakeholders also noted that there was an urgent need to engage both Zimbabwean and South African immigration and customs authorities, so that they speed up the flow of human traffic at the border post, adding that delays and the slow movement of people had the potential to cause a volatile situation. Musina municipal manager Mr Johnson Matshivha said as a decongestion drive, they had offered their show grounds to be used by SA Home Affairs as a pre-clearance facility during the Easter holiday. Matshivha said it was important to extend the twinning arrangement that they have with Beit Bridge Rural District Council to the town council also. Musina Municipality signed a memorandum of understanding with Beit Bridge Rural District Council in 2004. Beit Bridge Town Council secretary, Dr Sipho Singo, also called on both Zimbabwean and South African health officials to scale up efforts in the fight against cholera through joint monitoring programmes. He said it was critical

to address the issue of water provision, solid waste management and sanitation to contain another massive cholera outbreak. “We need to collectively work together as stakeholders from Zimbabwe and South Africa in fighting cholera. As council, we managed to rope in the World Bank, which assisted us with funds to rehabilitate our sewer and water infrastructure under the emergency water and sanitation programme. This really helped in reducing the flow of sewerage, although it still remains a major challenge. We need to significantly improve our systems through complementing each other as stakeholders from the two countries,” he said. The district environmental officer for Beit Bridge, Mr Noti Dube, said they had since deployed health promotion teams to hot spots in the district where they were conducting anti-cholera awareness campaigns. During the meeting, stakeholders resolved to form an inter-border monitoring and evaluation committee on cholera. The committee would comprise representatives from the two countries’ port health departments, Beit Bridge Town Council, Musina Municipality, health promotions and environmental health officials, South Africa’s Department of Water Affairs in Limpopo and the Zimbabwe National Water Authority (ZINWA) and CPU. Singo and Matshivha were assigned to play an advisory role in the committee, whose terms of reference are yet to be formulated. Some of the areas in Beit Bridge identified as hot spots include Dulibadzimu bus terminus, the border post, where toilets are not working, and Hlalani Kuhle residential area, which has no sanitation facilities.

Disability no excuse for not working Those who still believe that disability is a stumbling block to success have a good lesson to learn from Mr Enos Mukhovhi (77) of Tshififi village outside Sibasa. Mukhovhi is a zealous achiever, who has put his disability aside to set a shining example by becoming a torchbearer for the disabled members of his community. Mukhovhi became disabled when his arm and left leg were totally cut off during a train accident in 1967. Although he was fortunate to receive an artificial leg, Mukhovhi continues to leave his disability aside and do everything on his own, including working in his vegetable garden. During summer, Mukhovhi plants vegetables and tomatoes, which he sells to the public to supplement his disability grant. Local dumping site remains health risk “The waste pickers shouldn’t be working under these conditions,” an AfriForum team from Pre­ toria said when they saw the reclaimers at the Vondeling waste-management site of Makhado (Louis Trichardt). This municipal landfill site has been an on-going source of irritation and a health risk for residents who use it to dump their waste or who stay in the vicinity, battling to survive amid the flies, the odour, unsightly litter, dust and smoke. For the reclaimers who work at the dumping site, the health and even safety risks are magnified. Women with children were spotted in the area before the control gate. In the area inside the control gate, reclaimers were sorting waste. They were not wearing adequate protective clothing and waded knee deep into the refuse. “We do reclaiming for a company,” one of the women said to Dr Ben van der Waal, executive member of the local AfriForum branch during the AfriForum inspection visit at the end of February. They sort the waste into bags to get them ready to

be transported and sold to recycling companies. “Recycling must be done at the beginning and on a cleared area. An area must be cleared next to the fence inside the control gate or even before the control gate. The recycling has to be done before the waste is dumped on the site,” said Mr Julius Kleynhans, AfriForum’s head of environmental affairs. Kleynhans said that the new regulations for a waste management plan put much more emphasis on recycling. The recycling at the Vondeling dumping site is done amid the heaps of waste. An estimated 88 000 people nationwide earn their living by picking waste. Waste pickers and their associates can also become entrepreneurs as was seen at the Vondeling site where an entrepreneur had put up the odd spaza shop. The sight of children at the landfill site visibly upset Mr Tiaan Esterhuizen, AfriForum’s Limpopo organiser. “Recycling must be done according to health regulations,” Esterhuizen said. Waste reclaimers are exposed to waste on a regular basis and therefore a greater health risk. The network organising reclaimers in the Tshwane municipal area states in its own regulations that they will, among others, “not drink and gamble at landfill sites” nor “bring children to landfill sites.” The safety risks that waste reclaimers are exposed to include being run over by heavy machinery since they are sometimes so covered in waste that they are not easily seen. Van der Waal saw a container of putrefied chicken meat lying around. The minimum requirements for landfill operations prescribe the immediate covering of putrescibles, according to the South African Waste Information Centre (Sawic). “Release all political prisoners in Swaziland” A campaign to have political prisoners in Swazi­ land released received a major boost when many structures pledged their support and indicated that they would not rest until King Mswati gave in to their demands. The prisoners include a resident of Limpopo, Mr Amos Mbedzi. This was during the launch of the Break the Chains campaign at the University of Venda last Friday. The campaign was initiated by the Alpheus Malivha SACP district in South Africa and the exiled Communist Party of Swaziland. During the meeting, veteran politician Dr Tshe­ nuwani Farisani was named as national convener to lead the campaign. This gave hope to the family of the local MK activist, Amos Mbedzi who was sentenced to 85 years in prison by the Swaziland High Court after being convicted of murder. In an interview after the launch, Ms Muofhe Mbedzi, the mother of Mbedzi, said the jailing of her son had affected the whole family. “His jailing came as terrible blow to us as a family. We just keep on praying to God that He opens the gates of jail and that one day he will be released and come back to help his family. Now that there is this campaign, our hopes have been raised,” she said. She added that the family had given up hope, thinking that everyone had forgotten about her son. “We hope that the campaign will shake the forces that be and that he will be released soon. Amos was everything in the family. He took care of us all and he was helping the children with their schooling,” she said. Farisani, who addressed the gathering, said he had been approached by several leaders from Swaziland, asking for his assistance. “King Mswati must allow the people of Swaziland what other people in the world, including Africa, enjoy,” he said. Farisani said they would campaign for the ostracism of the Swazi government until Mswati unbanned political organisations and freed political prisoners. Kenneth Kunene, who is the exiled Communist Party of Swaziland’s general secretary, said they needed help to bring the situation in Swaziland to normality. “Activists are harassed and tortured and trade unionists are not allowed to organise in the country. Something needs to be done because people are suffering,” said Kunene. Many structures from Swaziland and South Africa attended the campaign launch. Malawian not guilty of vehicle theft

During February, Munna Ndinnyi men’s forum visited several farms around the Kutama area to discuss the prevalence of HIV/Aids among farm workers. The campaign ended at Limpopo Dairy, where the coordinator of the High Transmission Area (HTA), Ms Dorin Munyai, expressed her concern about the spread of the disease. “We want our farm workers to develop a fear for this dangerous disease, as that will dramatically reduce the infection rate,” she said. A professional nurse, Joyce Seema, told those who were not infected to remain HIV negative. “We also try to promote voluntary testing, so that the farm workers can live responsibility,” she said. Seema further advised farm workers to disclose their HIV status to their relatives, so as to get more support and curb the stigma attached to the people living with HIV. One of eight Malawians who were allegedly linked to an or­ ganised syndicate that stole five top-of-the-range cars worth R4 million from Durban in South Africa before smuggling them into Zimbabwe, has been acquitted. Lee Shas Ajiba (31) of Muchenjili village under Chief Jalasi area in Malawi had pleaded not guilty to smuggling and car theft charges when he appeared before Regional Magistrate Joseph Mabeza two weeks ago. Ajiba could not hold back tears of joy and jumped as he stood in the dock. He shouted in his native Chewa language, celebrating his acquittal. In acquitting him, Mr Mabeza noted that there was no substantial evidence linking Ajiba to the alleged offence. The complainant, a South African, also refused to attend court as a key witness. Allegations against Ajiba were

that, on 8 August last year, he teamed up with seven other Malawians and went to the complainants’ houses in Durban where they allegedly stole five cars and drove off unnoticed. The court heard that on 13 August, Ajiba and his alleged accomplices smuggled the stolen vehicles into Zimbabwe through undesignated entry points along the Limpopo River near Dumba village in Beit Bridge. Acting on a tip-off from local villagers, police officers were deployed to the various sites along the river. They also sealed off major highways. During the course of the operation, they arrested the Malawians, following an ambush near the Limpopo River. Three of the Malawians were arrested after their vehicles, a Toyota Fortuner and a Toyota Raider, got stuck in the sand on the Limpopo River. They then allegedly informed

police that there were five more people on their way and another ambush was laid, leading to Ajiba’ s arrest and that of two others, following the interception of their cars, a Nissan Navara twin cab and a Toyota Hilux Raider at a road block in Lutumba. Two men managed to escape and were, however, later arrested after the rear tyres of their cars were shot at by police officers while they were fleeing from another roadblock near Bubi along the Beit BridgeMasvingo road. The Malawians were found in possession of fake vehicle registration documents, counterfeit temporary import permits of the stolen cars, duplicate keys and the tracking and locking systems were also tampered with. The court heard that the eight men were using Zimbabwe as a transit point before later smuggling the stolen vehicles into Malawi through Mozambique.

fied education as one of our priorities. Education is a catalyst for development, and we cannot afford to encourage pupils to pass with flying colours, only for them to roam the streets because of a lack of funds. Shooting incident shocks bus passengers A bus driver and 45 passengers escaped death two weeks ago, when the unknown driver of an Isuzu bakkie aimed a firearm at them and shot at the bus. According the spokesperson for the Musina police, Lt Peter Mudau, the incident happened between the Sasol garage and

the Baobab toll gate along the N1 road. According to a police report, the bakkie was driving in front the bus and then made a u-turn before the driver started shooting at the bus. "He was also heard swearing at the bus driver," said Mudau. "Luckily, no one was

injured during the shooting." Mudau said that the police had opened a case of attempted murder and that the suspect had not been arrested yet The driver, Mr Langton Rambwe (38), said that the Scania bus was destined for Zimbabwe.

Well-known Tshivenda musician buried Songs by the award­winning Tshivenda tra­ ditional music composer Mr Tshivhangwaho Raedani were aired during his funeral at the Mutale Community Hall on Saturday. Raedani was, among others, the lead vocalist and composer of the Adziambei Band. Well-known musicians, including Zozo, Rapson Rambuwani, Solomon Mathase and Kenny Murabi, attended the funeral. Due to the fact that the hall was packed to capacity, many mourners had to follow the funeral proceedings from outside the hall. Many of the speakers warned the people to stop making illegal copies of the songs from artists as this practice is destroying the music industry. “Some of our Vhavenda creative artists have died paupers because people do not stop making copies of their work instead of buying original CDs,” said Mr Mpho Nefale of PhalaPhala FM. Notorious robber gets two years in jail A 27-year-old Masvingo man was sentenced to an effective two years in jail for conniving with five accomplices before they robbed a Beit Bridge resi­ dent of R200, a cellphone and a pair of sports shoes. Rusenga Bheji Chauke of Chief Chitanga village outside Masvingo area pleaded not guilty to the charge of robbery but was convicted by Magistrate Gloria Takundwa. The prosecutor, Mr

Tawanda Musina, said that on an unknown date during the month of September last year, the victim was assisting a group of border jumpers tocross into South Africa illegally near Dulibadzimu Gorge, when he was spotted by Chauke, who was in the company of five men. The group, armed with axes and logs, confronted the complainant and ordered him to lie on the ground. They took R200, a Samsung cellphone and

a pair of sports shoes. Soon after committing the offence, Chauke and his accomplices, who are still at large, fled the scene. On 29 November, Chauke was arrested for unlawful entry, following a routine border operation, and he was taken to Beit Bridge Police Station, where an identification parade was conducted. Chauke was indentified positively by the victim.

"Mayors have come and gone in Thulamela and never was there anyone of them who thought of paying us a visit here. This is history for the church, and we feel very honoured and blessed when a person of the mayor's calibre visits us," said the church's founder, Dr Maxwell Masakona. Elim Superspar is at the forefront of community upliftment Elim Superspar revisited four schools who all won prizes last year in the Elim Superspar Omo school challenge. The four schools who shared in the R20 000 prizemoney are Djunanae Primary school, who took home a R10-000 first prize, Nkhensa primary, who collected the second prize of R5000, whilst the third and fourth prizes of R2500 each were received by Hlalelani and Mariadze primary schools respectively. As an initiative to empower women in business, the hawkers who sell their wares at the Elim Superspar complex each received umbrellas. Ms Lilian Maluleke, Elim Superspar manager, said that the donations were a thank you to the community around Elim, who have supported them since they started doing business. Mr Geoffrey Musandiwa, assistant manager at Elim Superspar indicated that all the youth must involve themselves in participating in different sporting codes. Education is the key for the future of our youth, he said. “Teachers should be proud of their profession and the work they are doing in order to restore the dignity of their profession,” he said. He praised educators for being hard workers and committed teachers; “You don’t have to be a special teacher to produce quality results, but it rests upon your shoulders to succeed. We are faced with tough situations and we must not allow changes to disturb our goals, but instead, we must work hard towards attaining these goals.” He further urged the teachers to be united with the sole aim of developing learners as the future leaders of the community. Lack of unity brings hatred, and it will affect your progress at school. He added that parents should make sure that the pupils do their work during their free time at home. He pointed out that the learners should also devote their time to school work,

instead of spending all their time having fun. “We are assisting our community out of compassion, because of the love we have for our local brothers and sisters. We know the harsh conditions most locals live in and we cannot just look away and pretend as if all is well. We will continue to identify needy communities and assist where possible,” he said. “We have been assisting many communities and we are following the command of the Bible that those who are blessed should bless others, and we have a long-standing relationship with this community,” Musandiwa added. Musandiwa further applauded the community around Elim who buy at the store, and he concluded in saying that they wish to remind schools that the competition is still ongoing, even for this year. Ms Georgina Muthemana, one of the hawkers said that she was happy about what Spar had done for them. She appealed to other business people to follow the example that had been set by Elim Superspar. The principal of Djunane primary school, Mr Steven Mabunda said that they were happy at the visit by Elim Superspar. The money that we won in the Omo competition we used to run the school’s needs. “We want to motivate learners to stick to education and advise them not to use drugs and alcohol,” he said. “We are very thankful for the donation. It is good to see that business people are also getting involved in education. I am sure that other local business people will do the same. The department on its own cannot manage, so we encourage other stakeholders to get involved. Together we can do more,” he said. Mabunda added that the pupils were always in need and that the donation would make a much-needed difference for the children; “we are very grateful for what the Spar people have done for us.”

Shayandima churches denounce violence

Churches in Shayandima, un­ der the umbrella of All Saints Fellowship, made a bold state­ ment on Sunday, denouncing violence that is perpetuated against women and children. As part of their annual Palm Sunday celebrations, which celebrates the triumphant entry of Jesus Christ into Jerusalem, the members held palm tree branches and crosses and marched while denouncing violence against women and children. The march ended at the local Shayandima Lutheran Church, where a formal service was held. Wearing different uniforms, the faithful from different denominations sang hymns all the way to

the church. The convener of the function and the forum’s chairperson, Rev Jabulani Monegi, said the march was to sensitize the community about the horrors that women and children were facing in their daily lives. “As the church, we would like everyone to know that we strongly condemn the raping and killing of women and children by some of our menfolk. Daily we hear of the shameful deeds by men who are turning out to be monsters in the community which they are supposed protect; they are terrorising their families, and women and children live in fear. As Christians, we cannot just

keep quiet and pretend nothing is happening. We cannot tolerate the raping of children,” he said. Monegi said the evil deeds had become quite disturbing as some of those who commited them did that while hiding under the guise of the church and Christianity. “Gathered here today, we are praying against the horrendous deeds. We are gathered here to cry to our Lord to heal our land of the evil spirit which is making men to commit the ghastly deeds. We are also here to urge our women and children not to keep quiet in the face of this violence and also to expose those who commit these crimes,” he added.

The faithful, carrying palm tree branches, marched through the streets of Shayandima, denouncing violence against women and children.

Mixed fortunes for Mahematshena Flying Birds After losing 0-1 to Univen at home the previous day, Mahematshena Flying Birds only managed a 2-2 draw in their SAB League match against Tshifula­ nani Crystal Palace at the Tshifulanani Stadium on Sunday. The two goals for Crystal Palace were scored from the penalty spot. Their first one came four minutes into the game. Their striker, Rendani Mavhungu, was brought down within the penalty box and the referee awarded a penalty to Palace. Mulalo Ragadza sent the Birds’ keeper, Maanda Mukwalakwashi,

the wrong way. Tshimangadzo Matsea of Flying Birds was not happy with the referee’s decision to award Palace a penalty. He was engaged in a heated debate with the referee and ultimately the referee decided to calm him down by reprimanding him with a card. Flying Birds did not stop fighting, despite conceding an early goal. In the 18th minute, Shavhani Nelwamondo beat the offside trap and scored with a ground cutter. Crystal Palace took the game to the visitors soon afterwards. That prompted the technical team of Flying Birds to ef-

fect some changes to their starting line-up. They introduced Dzivhuluwani Mbedzi and Murendeni Mafenya for Oscar Siphuma and Lucky Mangenge respectively. That did not save the situation as they conceded another goal in the 28th minute. Their defender, Master Ndou, handled the ball within his own penalty area and it was another penalty for Palace. Mulalo Ragadza took it again and succeeded. Flying Bird came back from the halftime break more organized. Their equaliser came in the 69th minute via Fhedzisani Khodani.

The elders around Sinthumule/Kutama led by example during the annual 13km health walk from the Tshilwavhusiku Police Station to Madombidzha on Human Rights Day last Thursday. According to the spokesperson for the event, Mr Parks Phathela, the event was meant to encourage members of the community to take good care of their lives through exercising. It was also organised to raise awareness of health risks emerging from physical inactivity. “We want to make a contribution to restore the dignity of the residents. Engaging in exercising can also release stress and prevent other illness,” he said. Makhado Municipality’s mayor, Cllr David Mutavhatsindi, also attended the event. He said that it was good to see members of the community engaging in exercise for their health. He added that although the municipality had done a lot of things, he was aware that a lot of challenges were still facing the municipality. He said that if people could increase their daily levels of physical activity, they would benefit a lot. Government health lifestyle programmes focus on four elements: promotion of regular physical activity, promotion of good nutrition, safe sexual

behaviour and a decrease in smoking and alcohol abuse. The mayor appealed to community members to engage in 30 minutes of moderate physical activity at least three days in a week. Dr Vincent Mpilo, organiser of the event, said

that the main idea was to keep the people fit and teach them about health. He said that this was the third year that the walk had taken place and he was happy with the attendance. He said the elderly were a true example to the young people.

Celebrate human rights through sports Human Rights Day was cel­ ebrated in style at the rural Mulenzhe village outside Tho­ hoyandou, when the whole community gathered together in the name of sport. They took part in the Mulenzhe 21 km road race, which had prizes totalling R20 000. There were other races, which included a 10 km race for men and women. The elderly were not left behind, as there was a 5km fun walk for them. The 21 km race, which saw international stars Martin Nduvheni and Bethuel Netshifhefhe

ploughing back into their communities by means of mentoring youngsters in the sport, took place at the local sports field. The event is the brainchild of the Mulenzhe Development Trust, who put the money for the prizes on the table. The Naudé family, Harry and Marge of Klein Karoo Saad, and operators of the Fish Eagle Resort at Nandoni cosponsored the event. As early as 6:00, participants young and old from the villages of Dididi, Tshitomboni, Tambaulate, Tovhowani, and Rotovhowa gathered at the starting point.

The coordinator of the event, Mr. Maluta Mabannda, said the event was to revive sport in the village and also to encourage people to exercise for the sake of their health. “Our villages boast some of the country’s biggest athletes, but youngsters do not seem interested in the sport. We are trying to revive the urge in them and this is the reason we roped in these stars to come and motivate them,” he added. Sydwell Masingi won the men’s section of the 21km race, while Joyce Netshifhefhe won the women’s section.

Sweet revenge for Supersport United? After a break of three weeks, the affiliates of the Absa Premiership Division will be back in action this weekend. The only Limpopo side in the Absa Premiership, Black Leopards, will be away to test their strength against Supersport United at the Lucas Moripe Stadium in Pretoria tomorrow evening. It will be time for Supersport United to avenge the defeat they suffered at the hands of Lidoda Duvha in their second-round league match last season. Madomdidzha’s Stars demolish Benny’s Care 4-1 Madombidzha Western Stars silenced the youth team of Benny’s Care, the current log leaders of SAB Safa Vhembe, by beating them 4-1 in their league match played at the Madombidzha grounds on Saturday. Stars showed a spirit of commitment from the onset and the victory was their well-deserved reward. Although Stars showed cohesion in all departments throughout the match, the performance of their strikers, Percy Munonoka and Lucky Masutha, was outstanding. Munonoka was everywhere, giving support to both his midfielders and making sure that his danger area was always clean. Stars broke the ice in the 15th minute, when Maanda Magoro blasted in a rocket after a rebound, following an attempt by Thabo Matuba. Stars continued to pressurise Benny’s in their search for more goals. Their efforts did not pass without reward. Their second goal came nine minute before the half-time whistle. Percy Munonoka hit the target after a scramble within the box. The halftime score was 2-0 in favour of Stars. Players who were reprimaned were Andani Nemalili and Modishane Mashego. Magistrate Rambau still receives his full salary It has been more than three years since the legal battle of senior regional magis­ trate Ronnie Rambau, who is currently facing charges of corruption, began. Despite his suspension, Rambau is still receiving his full salary and benefits. Rambau, together with his co-accused, attorney Tivoneleni Edmond Lubisi and ex-state prosecutor Estene Willemse, are facing corruption charges in the Musina Magistrate’s Court for allegedly trying to influence the outcome of court cases. Last year, the Zoutpansberger reported on a progress report that the magistrate’s commission (Rambau’s employer) had submitted to the justice committee of Parliament. The magistrate’s commission, according to law, has to report to the justice committee every three months on magistrates they have suspended. What became clear at this meeting was

that the justice committee was “extremely displeased” by the fact that magistrates charged with crimes are sometimes only suspended much later. In the very same meeting, Parliament suggested that Rambau’s salary be withheld, due to the fact that the matter has been dragging on for so long. Rambau was suspended in November 2010. A year later, in October 2011, the State closed its corruption case against him. Since then, the court has been waiting for Rambau and his co-accused to bring forth new evidence to prove their innocence. In January of this year, the magistrate’s commission submitted yet another mandatory progress report on Rambau to the justice committee. This report, of which the Zoutpansberger was able to obtain copies, does not differ much from October last year’s report. In fact, the report looks

almost identical. The minutes of the report were made available by the Parliamentary Monitoring Group. Asked for comment last year, the magistrate’s committee’s secretary, Mr Danie Schoeman, said that the withholding of Rambau’s salary was still under consideration by the magistrate’s commission but that no final decision had been taken. He also said that a new date for Rambau’s misconduct trial was being negotiated with his attorney. Schoeman’s answer did not differ much this week. Asked whether the magistrate’s commission had secured a date for the trial, Schoeman said that they were still negotiating a date with Rambau’s attorney. As was the case last year, however, it is not clear at this stage who Rambau’s attorney of record is since his previous advocate withdrew due to alleged nonpayment for his services.

It supports civil society organisations in South Africa and the region that implement programmes that promote and protect human rights. The Foundation's mission is to address the historical legacy of apartheid, to promote and advance transformation in our country and to build a human rights culture using the Constitution as a tool. The Foundation, in partnership with the Government of Flanders has embarked on the “Participation and Development of Capabilities of civil society in realising Socio-Economic Rights in South Africa” (SERSA) Programme. The SERSA Programme is an extension of the Access to Justice and Promotion of Constitutional Rights Programme (AJPCR) with which it shares the same objectives of improving access to justice, raising awareness of constitutional rights and participation of civil society. The focus of the SERSA Programme is on the following specific sub-result areas related to Realising Socio-Economic Rights and Civil Society Organisations public policy dialogues: • Land reform and land tenure; • Food security; • Socio-economic rights and job creation; • Small scale and subsistence farming; • Climate change.

Call for Proposals Review of land reform: 100 years after the Land Act Reference No: SERSA/RA1.4.1/S01 Closing Date for Applications: 19 April 2013 The year 2013 marks the centenary of South Africa’s notorious Native Land Act (1913) which legalized colonial dispossession, and was a foundational piece of legislation in twentieth century segregation and apartheid. Its’ devastating legacy is still evident in the country’s divided rural areas and deeply racialised inequalities. In 1994, the first democratically elected government designed and implemented a land reform programme in an attempt to overcome the legacy of this Act and the land dispossession it legitimated. However, the pace of the transfer of land is far slower than planned, and there is limited support for productive activity on land that is transferred through the programme. The focus of this Call is on reviewing the state of land reform in South Africa to date, highlighting successes and challenges in realising a more equitable distribution of land, as well as the use of land reform in widening the productive base of agriculture to include historically disadvantaged small-scale producers. The Call will support: • Events mobilising communities in commemoration of the anniversary of the 1913 Land Act, • Review of the state of land reform, and • Assessing land reform in relation to small-scale and subsistence farming. Where possible, applicants should show how their proposed interventions are connected to longer-term processes of community mobilisation and knowledge production, with the goal of producing a more equitable distribution of land in South Africa. Applicants are encouraged to draw on international experiences of land reform for comparative purposes, in particular with southern African and African experiences. Activities should be conducted in partnership with groups, organisations or communities who do not possess land, or who are in the process of securing, or have secured, land through the land reform programme. Who can apply? Applicant organisations should meet the following criteria in order to be considered eligible: 1. Be registered, or in the process of registering as a non-governmental organisation (NGO), community-based organisation (CBO), Section 21 company, or a non-profit trust; 2. Have a track record of working on issues of land access and/or small-scale agriculture; 3. Demonstrate that the proposed project will involve active community participation. Grants valued between R150, 000.00 and R350, 000.00 will be awarded. Priority will be given to applications from Kwazulu-Natal, Limpopo and the Free State.

Call for Proposals Promoting the rights of small-scale farmers, farm workers and farm dwellers Reference No: SERSA/RA1.4.2/S01 Closing Date for Applications: 19 April 2013 Most food consumed in South Africa comes from large-scale commercial production. Yet this model faces both ecological and social limits. Ecologically, commercial production is over-dependent on fossil fuels for inputs and distribution and the pool of seeds and other genetic resources is shrinking. The availability of new land and water is coming to an end while existing land and water are being polluted and degraded. This long-term ecological crisis is compounded by the social crisis caused by technology’s displacement of productive human activity. Small-scale farming mostly cannot compete with large-scale production. Although there are millions of small-scale food producers, dedicated support is usually only provided to those perceived as potential participants in these agribusiness-dominated markets. The majority are left to fend for themselves in adverse conditions even though food production makes an important contribution to household and local food security.

This Call aims to support practical interventions bringing more people into productive activity that is directly beneficial to their households, and which aims to improve the lives of farm workers and farm dwellers on commercial farms. Proposals will be considered if they focus on support for access to resources; and if they facilitate ecologically and socially sustainable small-scale and subsistence agriculture. Proposals focused on improving the living and working conditions of farm workers and dwellers, including tenure security and access to land for productive use will also be considered. The Call supports advocacy, mobilisation and technical and organisational capacity building. Who can apply? Applicant organisations should meet the following criteria in order to be considered eligible: 1. Be registered, or in the process of registering as a non-governmental organisation (NGO), community-based organisation (CBO), Section 21 company, or a nonprofit trust; 2. Have a track record of working with farm workers and dwellers and/or historically disadvantaged small-scale farmers, and in particular be engaged in projects that support secure land access and tenure and/or small-scale agricultural production; 3. Call for Expression of Interest National review and dialogue on the right to food Reference No: SERSA/RA3.2.1/S01 Closing Date for Applications: 19 April 2013 The right to food is written into the Constitution. It is framed as the right to access to sufficient food, but does not have any further content beyond that. The mainstream interpretation of this is to pursue a strategy of national food security to ensure there is enough food to meet the needs of the country. The domestic agricultural system produces most of the marketed food in South Africa and additional needs are met by imports. There are regular surpluses, especially for maize. At the same time, about a third of the population goes hungry, at least some of the time. Food security considers whether sufficient food is available, whether people can access the available food, and whether the food meets standardised nutritional levels. Unfortunately, food security says little about how food reaches consumers, about alternative nutritional options and measures that might be more effective or contextually appropriate, or how food is produced in the first place. This call aims to support a programme to systematically review the range of government, civil society, donor and private sector programmes in the context of the right to food. The objective of the Call is to facilitate dialogue on the right to food, including the character of the existing food system and deepening the meaning of the right to food. This includes documenting the range of initiatives and programmes being implemented to realise the right to food, to identify potential synergies and collaborations and to clarify the local factors affecting the implementation of these programmes. It also includes the mobilization of resources for a systematic review of the impact of these programmes in relation to the right to food. The main activities will be: • A national conference on the right to food, attended by CSOs, government departments and agencies, private sector, donor agencies, researchers and donors. • Provincial conferences to follow-up on local interventions and to deepen the dialogue at a provincial level, will take place after the national workshop. • A national review workshop to collate the findings of the provincial workshops and to advance considerations for a national food strategy and the right to food. • Communications and advocacy work to feed findings into public policy and into the public debate. Who can apply? Applicant organisations should meet the following criteria in order to be considered eligible: 1. Refuse transfer station for Dzanani Residents of Dzanani and other areas of Nzhelele will now have a refuse transfer station of their own, where they will deposit refuse matter for management before it can be transferred to the Makhado dumping site. This follows after the mayor of the Makhado

Municipality, Cllr David Muthavatsindi, launched a refuse transfer station project last Wednesday (20 March). The construction of the facility, which is estimated to have a completion budget of R1,5 million, includes a waste-separation and storage room, guard room, an office and ablution facilities. “We will also ensure that we erect quality access roads within the facility and provide for the electrification of the station,” said Semono Consulting Engineers’ project manager, Mr Harry Sithole. Semono Consulting Engineers are both the consultants and contractors for this project. The project will create work for at least 20 persons who will work at the refuse management site at its completion. “These people will come from the local communities,” Sithole said. Ward 25 councillor John Mamafha said that the construction of the refuse transfer station was long overdue, but mentioned that he was pleased with all the stakeholders who eventually met and finalised the paperwork and structural designs. “When we see projects like this one in our communities, we know that development is taking place among us,” Mamafha said. “This project comes Semono Consulting Engineers’ project manager, as good news since our area will get to be cleaner Mr Harry Sithole, says the Dzanani Refuse than before. Dzanani taxi driver shot in Witvlag road

A 46-year-old taxi driver based at the Dzanani 1 taxi association, Mr Ndivhoniswani Mukosi, was allegedly shot dead by three men before they vanished with his taxi on Saturday night at Murunwa. The taxi was later found stuck at Maelula. Members of the Nzhelele community are still shocked about the brutal murder of Mukosi and believe his death is related to taxi violence. “We regarded him as our pillar. He was always available to solve our problems,” said a family member, Albert Neluvhada. He mentioned that it was difficult to understand why his cousin was killed. “He was a visionary man and the strategic thinker of the family’s transport business,” he said. Mukosi was apparently driving along the Witvlag road when unknown gunmen approached him and shot him several times. His taxi was subsequently taken, said the spokesperson for the Siloam Police, W/O Edward Tharaga. He said that it was not known whether the assailants had been following him. “Investigations continue and no one has been arrested yet,” said Tharaga. He appealed to members of the community to furnish the police with information that can lead to the arrest of the suspects. Tharaga extended his condolences to the bereaved family. Financial boost for Thulamela’s teams Hundred­and­thirty­two teams affiliated to the Thulamela Local Football Association (Thulfa) will be engaged in PIB, MTG and Black Leopards Soc­ cer Tournament matches over the next 10 weeks. The first matches will be played tomorrow, Saturday March 30. The competition was officially launched during a ceremony at the 2 Ten Hotel in Sibasa last Thursday afternoon. During the ceremony, a representative from one of the sponsors, Mr Shudufhadza Magwabeni (PIB and MTG), revealed that this year’s sponsorship has been increased from R50 000 to R100 000. Mr Tshifhiwa Thidiela from

Black Leopards said that he was impressed with the developments at the Thohoyandou Stadium and that indications were that the team would soon return to their slaughter house and play in front of their loyal supporters. The winners of the competition will take home a cheque of R12 000, gold medals, soccer kit and a floating trophy, while the secondplaced team will be presented with a cash prize of R5 000, silver medals and soccer kit. The thirdand fourth-placed teams will become R3 000 and R2 000 richer respectively, and they will also receive soccer kits. The teams booted out of the competition in the quarterfinal stage will each receive a consolation prize of R1

000. Several individual awards, including player of the tournament, top goal scorer, goalkeeper of the tournament and the man of the match, will be presented to players. The team of the tournament will also be presented with a cash prize of R1 000. During the ceremony, the president of Safa Vhembe, Mr George Kubayi, expressed his appreciation towards the sponsors, saying the fact that they had decided to increase the sponsorship was a clear indication that they had confidence in the management of the Thulfa. The draw for the opening matches of the competition was held at the Thohoyandou Indoor Sports Centre last Saturday.

No match for Basel and Young Killers The Safa 2nd division match between Lephalale Young Killers and Basel FC, which was sup­ posed to have been played at the Makwarela Stadium last Wednesday, did not materialise. Basel waited in vain for the arrival of Young Killers at the stadium, until the referee blew the final whistle. Last weekend was difficult for the Vhembe-based Rospa United. They were brutally walloped 1-4 by the rookies, Baobab Zero Fake, at the Nkowankowa Stadium on Saturday. Last Saturday’s defeat was the third in a row for Rospa United. They lost 1-2 to Basel FC at the Makwarela Stadium and 0-1 to Giyani Hotspurs at the University of Venda Stadium before their match against Zero Fake. Baroka’s league title hopes are still alive. They are currently lying in the second position on the log. Modimolle Aces lost 0-1 to Magezi, despite the fact that the match was played at their home ground, the Ephraim Mohale Stadium. Nobela All Stars are fast becoming the milk cow of the league. They lost 0-1 against Ray Pillars at the Malamulele Stadium on Saturday. Mosesetjane All Stars beat Mighty FC 3-1 at the Peter Mokaba Athletics Stadium. Phungo All Stars held Blue Rocks to a 1-1 draw at the Eltivillas grounds in Makhado. It was a feast of goals when Winners Park crushed The Dolphins 5-3 at the Seshego Stadium. Winners Park are still leading the pack, following their impressive results.
