On Thursday August 11, 2016, the Westchester Chamber of Commerce, and the Village of Westchester, along with the family and friends of Dr. Steven Petrak, welcomed the Petrak Family Chiropractic Center to Westchester, Illinois with a ribbon cutting ceremony.

Monday, September 5, 2016 was LABOR DAY in the United States. It is a Federal and State holiday celebrated on the first Monday in September. The holiday celebrates the American labor movement and is dedicated to the social and economic achievements of workers. Labor Day was promoted by the Central Labor Union and the Knights of Labor, who organized the first parade in Union Square, New York City in 1882. President Grover Cleveland established the date of the first Monday in September in 1887. The parade was designed to exhibit to the public “the strength and esprit de corps of the trade and labor organizations’” followed by a festival for workers and their families. In addition to the positive recognition organized labor has done to improve the lives of workers it also marks the end of summer. In high society, Labor Day is considered the last day of the year when it is fashionable to wear white. NFL, college and high school football teams also mark the beginning of their seasons. Good luck to all of our area high school teams as they get their seasons started.

REFERENDUM QUESTION ON THE NOVEMBER 8, 2016 BALLOT

On the upcoming General Election Day of November 8, 2016,Westchester Residents will see a Referendum Question on the Ballot. The board approved an ordinance at our August 9, 2016 board meeting to submit the following question to you for your consideration: SHALL THE LIMITING RATE UNDER THE PROPERTY TAX EXTENSION LIMITATION LAW FOR THE VILLAGE OF WESTCHESTER, COOK COUNTY, ILLINOIS, BE INCREASED BY AN ADDITIONAL AMOUNT EQUALTO 0.238% ABOVE THE LIMITING RATE FOR PURPOSES OF PUBLIC SAFETY, POLICE, FIRE, AND OTHER MUNICIPAL PURPOSES FOR LEVY YEAR 2015 AND BE EQUAL TO 1.676% OF THE EQUALIZED ASSESSED VALUE OF THE TAXABLE PROPERTY THEREIN FOR LEVY YEAR 2016? Supplemental Information that does not appear on the ballot is as follows: The approximate amount of taxes extendable at the most recently extended limiting rate is $6,256,078 and the approximate amount of taxes extended if the proposition is approved is

A Message from the Police Chief I hope everyone had a nice summer, boy they sure go fast!! As we head into September and the beginning of a new school year, I would like to encourage those driving their children to school to be mindful of the school zones, bus stops and the school zone speed limit. You need to adjust your driving habits now that school is back in session to prevent any possible citations or traffic crashes. With the safety of our children being a primary concern, the police department will be out monitoring school zones to ensure motorists are being safe and are in compliance with the law. Remember, NO CELL PHONE USE OF ANY KIND WHILE DRIVING IN AN ACTIVE SCHOOL ZONE. Here are a few tips for you parents driving your children to school as well as all other drivers passing through school zones: Follow the speed limit – the speed limit in a school zone is 20mph Stay Alert!! Speeding in a school zone could result in losing your driver’s license for a time. Yield to Pedestrians Stop for the school buses – don’t try and sneak by Be sure to learn the proper drop-off and pick-up zones for your school. Watch for crossing guards and obey their stop signs Give yourself more time to get the children to school so you are not

rushing. This fall the Police Department will be bringing back the Citizens Police Academy (CPA) to the Westchester Police Department. Classes will run on Wednesday evenings from 6:30 pm to 9:30pm for ten weeks, beginning October 5th – December 14, 2016. The CPA is a wonderful way for the community to enhance their relationship with the police department as well as giving those who attend the chance to get to know the fine men and women who serve you on a personal level. If you are 18 years or older and you are a resident or business owner of the Village, please consider attending the CPA. Applications are available at the police department front desk or you may download one from the police department website. Just fill one out and return to the police department either by hand or mail. All applicants will be subject to a criminal history check. Person(s) unknown took an IPhone that was on a table while the owner was swimming. 2) At 7:19pm on July 19, 2016 a Theft was reported on the 2800 block of Mayfair. The resident reported that 2 UPS packages were taken by unknown person(s) 3) At 9:00am on July 25, 2016 a Burglary to Auto was reported on the 600 block of Newcastle. The vehicle owner reported that unknown person(s) entered and removed a laptop computer that was left in the trunk. 4) At 9:37am on August 3, 2016 a Criminal Damage to Property was reported at High Ridge Park, located at Canterbury and Evers.

Unknown person(s) damaged the street sign with spray paint. 5) At 1:23pm on August 5, 2016 a Burglary to Garage was reported on the 1400 block of Heidorn. It was reported that unknown person(s) removed tools and lawn chairs from the garage. 6) At 11:06am on August 9, 2016 a Theft from Auto was reported in the parking lot for the FedEx\Kinko’s. The vehicle owner reported that unknown person(s) removed a purse from the unlocked vehicle. 7) At 9:19am on August 14, 2016 a Criminal Damage to Auto was reported on the 2500 block of Monticello. The vehicle owner reported that unknown person(s) had thrown eggs at their front door and vehicle causing damage.

For the 2016 levy year, the approximate amount of additional tax extendable against property containing a single family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $63.51. If the proposition is approved, the aggregate extension for 2016 will be determined by the limiting rate set forth in the proposition, rather than the otherwise applicable limiting rate calculated under provisions of the Property Tax Extension Limitation Law (commonly known as the Property Tax Cap Law.) Those persons who have been attending our meeting have heard me speak in favor of hiring 3 police officers to increase our staffing to 32 officers from the current 29, in an attempt to provide additional security and services similar to when we had 38 officers back in 2003. The second issue I commented on was to follow the recommendation of a commissioned study of our fire department operations to increase staffing by 3 firefighter/paramedics to run a second ambulance. The study indicated our ambulance calls have increased and represent 69.3% (3 year average) of total calls for service.

2, 2016 Three events were held in August, the first being the Westchester Police Sponsored National Night Out (NNO). This was our 5th year of joining in the NNO Program. Participation in the event highlights our law enforcement professionals and what having these committed men and women protecting us means to a community. All of which cannot be taken for granted,and cannot be successful without your assistance. Since the Village’s inception we have had dedicated personnel serving Westchester as law enforcement officers. Our interaction with the residents and citizens, both children and adults alike, usually occur when a call for service is made or during enforcement of traffic infractions. This community event spotlights police as regular people whose duty to protect lives and property is becoming increasingly difficult with several high profile incidents occurring throughout our country. Our goal is to highlight the positive interactions and build relationships that will assist the police in doing their job effectively and efficiently. Patrol Officer and School Resource Officer Rob Verber as well as Police Chief Steven Stelter and his staff are to be recognized for their leadership in this annual event.

Another highlight of the night was a walk on audience member named Karen, a music teacher from Berkeley, IL. who did a superb job singing the Gloria Gayner song “I Will Survive” with the Afrodisiacs lead singer.

Village Trustees Carl Celestino, wearing red, Trustee Angelo Calcagno, wearing white, and I wearing blue proudly carried the National Night Out banner down Westchester Bouvelard in our Red-White-and Blue outfits as a tribute to our American flag. What makes it more special is the fact that we did not coordinate the colors. Great minds think alike I guess. We were joined by many residents and community groups in our Unity Walk down Westchester Boulevard to the Park. I would like to thank all of our participants and vendors who provided handouts, tips, and giveaways to the people in attendance. Thanks to all of you for making NNO such a successful event!

Thanks to all of our Chamber of Commerce volunteers who operated the liquor sales and the Westchester Park District for soft drinks and water sales. Thanks to Boy Scout Troup 1 for selling nacho’s and pizza nad Sugar Mama’s for providing hot dogs, cotton candy, snow cones and popcorn and has been a constant presence at all our special events. The weather could not have been more cooperative and everyone looked like they were enjoying themselves on that Saturday afternoon and evening. Thanks again go out to Katy Noffsinger and the Special Events Group who work very hard to bring entertainment to our back door.

MAYFAIR CELL TOWER ISSUE At our August 9th meeting, I asked our Village Board to take a formal vote indicating whether they would be in support of spending up to $70 thousand dollars, an estimate provided by our attorney, to fight the installation of the Mayfair Park Cell Tower. Our law firm has told the Board that, in their opinion,theVillage did not have a strong case and even provided us with court cases regarding cell tower decisions from around the country documenting cases that were unsuccessful and some that were successful. After discussion and public input, as well as a statement I read in support of following through with the lawsuit, the six-member Board unanimously rejected the idea and voted NOT to pursue the fight based on the cost to the Village and what service and programs would suffer should the Village be unsuccessful. A true fact is that we do NOT have extra money around to spend on many items we would like to, especially a costly law suit. Verizon, a $130 billion dollar company, does have the financial wherewithal to make defending a lawsuit very costly. As I mentioned before, I was not in favor of the Cell Tower being constructed in

PMSA NAMED TOP HIGH SCHOOL IN SUBURBAN COOK COUNTY BY CHICAGO MAGAZINE Proviso Mathematics and Science Academy (PMSA) has been named the number one high school in suburban Cook County by Chicago magazine. In its September 2016 cover story on Best Schools in the Chicago area, Chicago magazine noted PMSA’s 100 percent graduation rate for the last three years. The article also noted the low perpupil spending at PMSA at $7,661 per student.This was more than $3,000 less than the next lowest-spending schools on the top 20 list. Dr. Jesse J. Rodríguez, superintendent of District 209, said that the number one ranking for PMSA was a win for all of Proviso Township High Schools District 209. “PMSA works in collaboration with Proviso East and Proviso West in defeating the odds and creating opportunities for all students,” Dr. Rodríguez said. “This is a great honor for our district, and I appreciate Chicago magazine recognizing the great schools that we have.” Dr. Bessie Karvelas, principal at PMSA, said that she and the school’s faculty were happy for the honor.

I have seen the extraction up close and personal when my wife Maureen had to be removed from her vehicle after being broadsided at Mannheim and Balmoral Ave. some 15 years ago. The debate of good nutrition vs fast food always enters the equation. I came across an article written in Woman’s Day magazine that I thought I would share regarding school lunches. The article was written by Ms. Margie Major. Check out these 13 different ways to make your kid’s afternoon meal more enjoyable:

A cute bento-style container with separated food compartments allows kids to look—and pick—at everything all at once. (Plus, they’re reusable, which will help you save in zip-top bag costs over the long haul!) 4. Choose easy-to-eat foods. Though you may not mind peeling an orange or biting into an uncut sandwich, your kid most certainly does—especially when she’s at the lunch table, where socializing, not eating, is a priority. Instead, pack foods that can be easily snacked on: sugar snap peas and other vegetables, like zucchini, cucumber and carrots, which can be sliced into more manageable matchsticks, and small bites of the main meal, such as sandwich triangles, pizza cut into small squares or cut up pita bread paired with hummus. 5. Get a little goofy. Skewers are a kid favorite according to Birkeland. “It’s a lot easier to eat and it looks cool. As a kid, you care about that and in the lunch, it looks fun,” she says. Stack toothpicks with various fruits, cheeses or alternate grape tomatoes and small mozzarella balls. 6. Create smaller portions out of bulk goods. Snack-size items are always ideal, but that doesn’t mean you should buy them that way from the store.“Buy proteins in bulk, then date and store them properly,” Steel suggests. The same applies to sides, treats, and fresh fruits and veggies. You’ll save money by buying in bulk and, if you get into the habit of cutting and portioning the food out on Sunday night, you’ll also save time during the hectic school week. 7. Get creative with what’s available. Lunch doesn’t have to be made with same standard staples (bread, deli meat, etc). Go beyond the basics by using last night’s leftovers in a new way. “Repurpose everything,” McCord says. “If you have chicken fajitas Monday night, then it’s chicken quesadillas for Tuesday’s lunch. I would dare say almost anything you make for dinner can be put in a quesadilla the next day.” McCord is also a fan of making pancake sandwiches with breakfast leftovers, layering the pancakes (or waffles) with cream cheese and preserves. Steel advises parents to “make dinners with lunches in mind—roast chicken or turkey can be turned into sammies later in the week, pasta can be used in salads or made into pasta primavera.” 8. Give your child options.“Empower your child,” Steel says. “The number

one tool in getting your children to eat healthy every day, while they are at school and away from your prying eyes, is to get them involved in choosing what they want to eat.” But having a say isn’t the same thing as free-reign; narrow down the options—at the supermarket or at home—and then let your kid choose. McCord recommends offering two choices, such as a peanut butter and jelly or a tuna salad sandwich; pasta or rice. “So instead of them opening their lunchbox and being like, ‘Oh, I don’t want this!’ you’ve already set them up for success.” 9. Recreate popular foods to fallback on. Kids will invariably go through phases of what they like—and what they envy about other kids’ lunches. If those foods are too expensive or not nutritious enough,get inspired by them. Birkeland suggests asking your children what they like about a particular food, so you can invent a creative alternative. In response to her children’s cries for Lunchables, she’s created less expensive, more nutritious “Momables,” using whole-wheat crackers, organic meats and cheeses (cut into circles), and a small brownie. Pantley offers up another suggestion:“Substitute half the ingredients with healthier options,such as making a sandwich with one piece of white bread and one piece of wheat, mixing half high-sugar jelly with an allfruit spread or half processed peanut butter with all-natural nut butter.” 10. Get your kids into the kitchen. “I think we don’t give our kids enough credit.They get excited,they get to help you make their lunch, and they have a part in it,” McCord says. Steel agrees. In addition to helping you shop, have them be as active in the preparation and packing of food as possible. “Whether it’s baking oatmeal cookies or granola or assembling a wrap, have your child help out to help ensure he or she feels good about eating it.” 11.Rely on inexpensive staples.Wholegrain pasta, wraps and bread can take you far, especially when paired with simple basics like cream cheese and jam, nut butter or, in the case of pasta, a little Parmesan or pesto.“My kids will eat beans and rice until they’re blue in the face,” McCord says.“Serve it with a little salsa or something like that, and it has tons of nutrition.” 12. Include a treat. There’s no getting around it: children love sweets. Make it work for both of you by re-thinking what and how much you give them. McCord will pack treats with substance, such as homemade banana muffins, sweet potato muffins or Rice Krispies treats made with peanut butter instead of marshmallows. KEEPING RAIN WHERE IT FALLS: So much of our community is paved—there’s nothing to soak up the rain when it falls. Instead, the clean water lands on those hard surfaces and is channeled towards our sewers and storm sewers, which all ultimately lead to the Chicago River system. Heavy rains can exceed the capacity of water reclamation plants and the sewer system. Research by MWRD shows that as little as .3 inches of rain, depending on location and severity, can trigger a combined sewer overflow at any number of the more than 300 outfalls that flow directly into the Chicago and Little Calumet Rivers. SAVE THE DATE - SHREDDING EVENT TO BE HELD ON OCTOBER 8TH Our second shredding event of the year will be held on Saturday, October 8, 2016, and will be held in conjunction with our electronic recycling at the Westchester Water Tower from 9am until 11:30am.

ELECTRONIC RECYCLING (WESTCHESTER RESIDENTS ONLY) – SEPTEMBER 10TH At our August 13, 2016 event there were 103 vehicles which dropped off electronic products to be recycled. From 9am to 11:30am volunteers, including Boy Scout Troop 1 members, braved the heat and operated with great efficiency. The Scouts even received some donations and cash from the sale of chocolate bars to assist in their programs and projects. Our next Electronic Recycling Event will be held Saturday, September 10, 2016, at the Water Tower. Members of the Environmental Sustainability Committee will be accepting electronic items at 9am until 11:30am. People have been arriving as early as 8:15 am while members are involved in the set-up. Please do not arrive until the start time of 9am. Remember all members are volunteers and not compensated for donating their time, energy and enthusiasm. We close the container doors promptly at 11:30am in accordance with our contract with Credential Wholesalers, Inc. who provides staff to load their truck. As always we do recommend that residents drop off some non-perishable items for the Westchester Food Pantry.

NOTE: PROJECTION TV’S AND FLOURESCENT BULBS ARE NOT COLLECTED AND ARE PROHIBITED. If you bring them you will be taking them back. DISPOSAL

PLEASE DO NOT BRING LATEX PAINT TO HOUSEHOLD HAZARDOUS WASTE COLLECTIONS. IEPA’s Household Hazardous Waste Program is a widely accepted and acclaimed system that works with

local governments to divert residential waste materials with hazardous characteristics out of local solid waste landfills. The demand for this service far exceeds state resources available to deal with the wastes. A number of cost-containment features have been implemented over the years to increase efficiency, but demand continues to accelerate. At every collection, in every part of the state, paint is the most common material delivered by Illinois citizens. Encouragement to use up leftover paint or give usable paint to a neighbor has not decreased the amount of latex paint significantly.Today’s latex (waterbased) paint has a very low level of toxicity. Disposing of it at a household hazardous waste collection day is very expensive. Therefore, the Illinois EPA encourages people with unwanted latex paint to use other options. Disposal Alternatives After your painting job is done you may have some leftover paint. The question now is:“What should you do with it?” Here are some alternatives: Keep Painting! This may sound simple, and it is. What better place to put that last pint or so of paint but right up there on the wall where it blends in perfectly with all the other paint you just put up there. Sure, it’s a little extra work - and right when you thought you’re done for the day - but you’ll be rid of that extra paint for good. Simply let the can dry and then recycle or dispose of it. Paint Something Else! It doesn’t even have to need the paint. Use an old piece of cardboard, some scrap lumber, or the inside of your garage. Just about anywhere would probably work to use up that last bit of paint. Again, let the can dry and recycle or dispose of it. Use an Absorbent like Kitty Litter! Kitty litter, sawdust, shredded paper or just about anything else that will absorb moisture and let the paint dry out should work here. Depending on how full the can is, you can just add the absorbent to the can and mix it up. When the liquids are absorbed, dry the mixture out or dispose of it directly. You may be able to empty the can, dry it out, and recycle it. Give it to Someone! Look around and you may find somebody who needs to paint a small area. Some schools or local theatres will take some small amounts of paint for scenery. Store it for Later! Everyone has good intentions to use half-filled paint cans for “touch-ups” that never come. Also, many people have saved paint that becomes unusable over time before it’s called into action. If you do save your paint for later, follow some easy tips to make the paint last longer. Just cover the opening with plastic wrap, and make sure the lid fits securely so the paint doesn’t leak. Then turn the paint can upside down! This creates a

WESTCHESTER CIVIC THEATRE- CALLING ALL CUB FANS WCT is dedicated to the community – Its’mission is to enhance the community with the performing arts. They do this by performing shows, keeping theater fun for audience and cast alike and by providing opportunities to mentor and learn all aspects of theater. WCT is a community theater group that puts on high quality performances of plays and musicals for fantastic audiences using people from Westchester and surrounding communities. On August 8, 2016, the Centers for Disease Control (CDC) and the Florida Department of Health confirmed Zika virus infections and persistent mosquito populations in the Wynwood neighborhood of North Miami, Florida. With this new information and the risk of continued active transmission of Zika in that area, it is important for city leaders to understand both the situation in Florida, as well as the necessary precautions cities across the United States can take. Travel to Florida-designated Areas The CDC has issued travel, testing and other recommendations for those who traveled to the Wynwood neighborhood on or after June 15, 2016. This is the first time the CDC has warned against travel to any area within the continental United States due to the outbreak of an infectious disease. The greatest risk, of course, is to pregnant women and their partners, as well as those who are planning to become pregnant. As the CDC’s Emergency Response Team becomes fully operational to this site, we can expect to receive more information and guidance.
