Now Open for Business SLEIDD Business Incubator Center SLEIDD has set up a Business Incubator Center which will foster, nourish, and support small start-up businesses in the area. The center will provide common area reception, copy, and fax as well as secretarial service. The center will also provide for a nominal fee: legal consultation, legal correspondence, debt consolidation, contract review, executed contract review, document review, and trial defense services. The center will also serve as a shelter for businesses displaced by hurricane evacuation. SLEIDD has partnered with Louisiana Small Business Development Center-University of Louisiana at Lafayette. Our mission is to enhance the economic well-being of the citizens of St. Landry Parish by providing comprehensive, high-quality assistance to existing and potential small businesses. We will foster the formation and growth of small businesses through no-cost business consulting services, low-cost business training programs, and business information resources to expand and diversify the Louisiana economy. Opelousas, launched Fiddle Mania, a oneof-a-kind public art exhibit. Twenty-one oversized, three-dimensional fiddles designed, painted and adorned by local artists became part of an outdoor exhibit around the historic St. Landry Parish Courthouse Square. Each fiddle was sponsored by a local company or organization. Sponsors were able to select a fiddle and design from a portfolio of designs and artists who were selected to work with the project. Grants from Union Pacific, the LA Division of the Arts and the Acadiana Arts Council also made the project possible.

iddle Mania is designed to promote community pride, support the arts and bring activity to the Main Street district in Opelousas. The exhibit also serves to raise funds to help Opelousas Main Street, Inc. fulfill its mission and continue to strengthen the community through historic preservation and economic development. Fiddle Mania brings thousands of people to the Courthouse Square including visitors from all over the U.S. as well as internationally. ince 1919, the Opelousas-St. Landry Chamber has served as an organization through which business executives, professionals and other concerned citizens have united to provide leadership and direction for the economic and social development of our community. The collective efforts of our Chamber’s investors have brought about needed improvements in our economy; education, business inducement, transportation, consumer relations, area development, government affairs, medical affairs and more. Few of these advances could have been accomplished on an individual basis. Our success depends on the solid financial base our members provide as well as the dedication of those who work through the Chamber’s committee structure.

From the Saturday Night Live Radio Show at the Liberty Theater in Eunice, hosting the best in Cajun and Zydeco music, to the Atchafalaya Gateway towns of Krotz Springs and Melville, St. Landry Parish captures the spirit of the people of Acadiana. And the St. Landry Parish Tourist Commission is proud to be able to share that spirit with you! St. Landry Parish offers several historic districts that have been preserved and revitalized. Washington, Acadiana’s Antique Capitol, was once the largest steamboat port between New Orleans and St. Louis and has retained much of its 19th century architecture and character and is an antique shopper’s dream. Grand Coteau, graced with its majestic oaks, features more than 70 historic structures with many unique cottage industries springing up, as well as two of the nation’s oldest religious institutions. Nearby, in Arnaudville, you’ll find one of Louisiana’s designated Cultural Districts where the original work of our many talented artists can be admired and purchased. Opelousas, the parish seat, has been proclaimed the Zydeco Capital of the World and offers music events throughout the year including its Music & Market Series and the annual Spice & Music Festival in June. Not only does Opelousas

have great musical talent, but just wait until you taste its cooking! Being the home of chefs Paul Prudhomme and Tony Chachere, what else would you expect? St. Landry Parish celebrates its history and culture with many weekend festivals throughout the parish. ack in the 16th century, current-day St. Landry Parish was occupied by several Native American tribes: the warlike Atakapa Indians, the Choctaws, the Alabamans and the Opelousas Indians. According to local legend, the premier white settler to the area was Michel de Birotte, a French trader who came around 1690. A number of years later, Louisiana’s French government constructed le Poste des Opelousas, a point which would become a popular stopping point for those traveling from New Orleans to Natchitoches. Le Poste des Opelousas is recognized as one of Louisiana’s oldest European settlement. In 1765, three years after acquiring the territory of Louisiana from France, the Spanish constructed a military and trade post located slightly north of the current-day city of Opelousas. Nearly 100 families located in and near the post by 1769. The mix of settlers included soldiers from Spain, Italy and Switzerland who came to the area as part of the Spanish military; immigrants from England, Scotland, Ireland 6 d www.opelousaschamber.org

The U.S. eventually secured control of the territory in 1803 through the Louisiana Purchase. Two years later, the Territory of Orleans was divided into 12 counties, with one being the County of Opelousas. In 1807, the county was split again, this time into 19 parishes, which included St. Landry Parish. The parish provided governmental services for the majority of southwest Louisiana.

Opelousas, Louisiana’s third oldest city, was designated as the parish’s seat and was incorporated as a town in 1821. In 1862, as the Civil War was being played out, the Union seized Baton Rouge, resulting in the designation of Opelousas as the capital of Confederate Louisiana. After nine months, in 1863 Opelousas endured occupation by the Union army and the capital was once again relocated to Shreveport. After the war, the area began to expand in all aspects and today, St. Landry Parish is home to over 90,000 with approximately 23,000 residing within Opelousas, also commonly referred to as “The Big O.”

ituated at the crossroads of State Highway 190 West and Interstate 49 North/South and in proximity to Interstate 10, Opelousas’s location is among one of its greatest features. Additional arteries winding through the area include U.S. Highways 167 and 190 and State Highways 31, 182, 357 and 749. St. Landry County encompasses more than 900 miles of roadway, making travel in and out of the area quick and efficient. Serving the needs of aviators for nearly 60 years, the St. Landry Parish Airport is located in the city of Opelousas. Ahart Field offers hometown friendly people and service without the hassle of dealing with controlled airspace. A 6,000-foot north/south runway and a 4,000-foot crosswind runway allow access for most general aviation and business aircraft. Additional airports within reach include the Eunice Airport, Lafayette Regional Airport, Alexandria International Airport and Baton Rouge International Airport. Located in Krotz Springs within St. Landry Parish, the Port of Krotz Springs has a general cargo T-Dock spanning 145 feet wide and extending 220 feet into the Atchafalaya River with a 25-foot wide roadway. The river is maintained at a depth of 12 feet by the U.S. Army Corps of Engineers. The port channel is approximately 1,000 feet wide, providing ample clearances for anchorage and fleeting. Six docks are operated here, a site where oil and grain products are handled—more than 2.8 million tons of cargo (liquid and dry bulk). Businesses operating in the port employ more than 270 workers.

here are plenty of active and passive recreational activities to be found within and nearby Opelousas. The city’s Parks and Recreation Department oversees nearly a dozen park sites within its boundaries as well as two recreation centers situated in North City Park and South City Park. Both of these locations offer Opelousas residents a number of summer recreation programs with everything from baseball and softball, a Biddy Ball League and art, drama, music, dance, tennis and swimming lessons to a program for the area’s senior citizens. Nestled within central St. Landry Parish is the 11,000-acre Thistlethwaite Wildlife Management Area, an ideal site for hunting and educational nature walks. Situated just outside of the parish in Ville Platte is Chicot State Park. This 6,400-acre park provides ample opportunities for fishing and boating on Lake Chicot (three boat launches are available) and plenty of sites for camping, picnicking, swimming, climbing playground equipment and hiking along a trail that encompasses the lake itself. Golfers don’t have to look far for excellent courses. The 18hole Indian Hills Country Club offers a 6,149-yard course for a par of 71. tart off your morning by stopping in at the Opelousas Tourist Information Center with its Jim Bowie Display, located within Le Vieux Village. Here, you’ll be given material listing the various points of interest, antique shops, restaurants, music venues, accommodations and a helpful map. Take time to walk through Le Vieux Village where the old train depot houses the only museum dedicated to the story of the children of the “Orphan Trains.” Make your way to Main Street, where you will find the Opelousas Museum & Interpretive Center. The Center is comprised of a main exhibit room, the Civil War Room, the Geraldine Smith Welch Doll Collection and the Southwest Louisiana Zydeco Music Festival Archives. As you continue on your tour of Opelousas, don’t miss the old hardware store, J.B. Sandoz, located just across the street from the Interpretive Center. What memories it will rouse!

to save time to shop at our many antique stores found throughout the city. Also of interest is the Creole Heritage Folklife Center located on West Vine Street. Here, you can experience the rich traditions and heritage of the African-American community, especially that of our Creole culture. The newest attraction in the area is the 80,000-square-foot Evangeline Downs Racino (race track, casino & events center), with slots and a complete quarter horse and thoroughbred racing schedule. There are plenty of other attractions located within neighboring communities as well.

For those interested in local history, visit some of the city’s many cemeteries. Cemetery tours are held annually each October in the St. Landry Catholic Church Cemetery, which is right across the street from the St. Landry Catholic Church. Re-enactors portray local citizens who lived during a selected era and are now found buried there. Tours may also be scheduled of the historic Michel Prudhomme Home, one of the oldest structures in Louisiana. The St. Landry Parish Courthouse Square, located in the heart of the Historic District, provides a lovely stop for visitors where quaint cafés offer breakfast, lunch or afternoon coffee. And be sure

Located only five miles east of Opelousas is Port Barre, where you can learn about the history of Bayou Teche and see where it begins! Traveling north from Opelousas, you can enjoy a day and night in the historic steamboat town of Washington. As you enter, you will notice that much of its 19th century architecture and character has been preserved, as more than 80 percent of the buildings are on the Historic Register. The Washington Museum and Tourist Center houses fascinating displays and artifacts from Washington’s past. The Museum also provides assistance in scheduling tours of some of the lovely antebellum homes and gardens, like Magnolia Ridge.

If antiques are your weakness, then you’ve come to the right place! The art deco school now houses more than 100 antique dealers, plus a dozen or more shops can be found throughout the town. If you travel the Zydeco-Cajun Prairie Scenic Byway or Highway 190 going west, you can reach Eunice, the Prairie Cajun Capital! Your drive will take you along fields of cattle, rice and/or crawfish ponds, all adorned with prairie wildflowers, depending upon the season. In the heart of Eunice, a branch of the Jean Lafitte National Historical Park and Preserve is located on Park Avenue. It features extensive exhibits and artifacts that tell the story of this region’s Acadian population, known today as Cajuns. Three other important stops during your visit to Eunice should be the Eunice Depot Museum, the Cajun Music Hall of Fame & Museum and the Prairie Acadian Cultural Center. On Saturdays, the Center offers music sessions and native craft and cooking demonstrations, both providing an opportunity for visitors to join in the fun. Be sure to also inquire about the Cajun Prairie Restoration Site located on the corner of Magnolia and Martin Luther King Drive. Here, efforts are being made to showcase the beautiful landscape of the prairie. Just eight minutes south of Opelousas, you’ll make several delightful discoveries in the small community of Grand Coteau.Rich in religious history and historically significant architecture, you’ll want to schedule a tour of the Academy of the Sacred Heart. The Academy was established in 1821 and is the site of a documented miracle that led to the canonization of St. John

Berchmans. The moss-draped oaks that surround the school, church and cemetery instill a sense of serenity and days of long ago. You will also want to pause in front of St. Charles College and Our Lady of the Oaks Retreat House, both vital to Grand Coteau’s purpose. As Grand Coteau was once a stagecoach stop, commerce has always thrived. Be sure to stop in at the various shops found in restored cottages throughout Grand Coteau and enjoy a relaxing meal at the local tea room or at an up-and-coming restaurant that features New Louisiana cooking! Continue your day in the country by traveling back to I-49. Going under the interstate heading west, you will arrive in the town of Sunset. While in town, take time to drive by the beautiful Chretien Point plantation. It has recently reverted back to a private residence, but it is well worth the drive! Arnaudville is known appropriately as the “Jewel on the Teche,” as it shines brightly these days with the many wonderful artisans and musicians. Arnaudville can be reached by driving Highway 31 south from Opelousas through Leonville or traveling down Highway 93 east of Grand Coteau. With several great locally owned restaurants, antique shops, art galleries, a quaint bed and breakfast and a lively dancehall, NuNu’s Nitelife, you will definitely want to include Arnaudville on your itinerary. Worked up an appetite after all of that sightseeing? Perfect! Take a seat at one of the many delicious restaurants spread throughout St. Landry Parish. Then, round out your visit with a peaceful night at a beautiful bed and breakfast, new or renovated hotel/motel or under the stars at an area campground or RV Park.

Festivals & Events

M

usic, food and vibrant culture are all significant parts of life in Louisiana, and the St. Landry Parish area is always bustling with festivals and events celebrating these cherished traditions. Opelousas is the “Home of Zydeco” music, and any weekend you will find great Zydeco, Cajun and Swamp Pop music at the local dance halls and numerous festivals, including the Original Southwest Louisiana Zydeco Music Festival. A day’s worth of Zydeco music brings in visitors from all over. Held the Saturday of Labor Day weekend, the festival begins with Zydeco breakfast in the downtown area, followed by the Joie de Vivre of the state’s first outdoor “LaLa” (dance house).

Enjoying the tastes and sounds of St. Landry Parish continues at the Celebration of Herbs and Gardens in Sunset and the popular Opelousas Spice and Music Festival, normally held the first weekend in June. The festival not only honors its significant spice industry but also celebrates a variety of music styles including Zydeco, Cajun, R&B, Swamp Pop, Jazz and Blues, to name a few! Plenty of delicious food and arts and crafts can be found during this festival as well.

The Bayou Blues Revival was created to encourage and conserve Louisiana’s rich musical heritage. The proceeds of this musical event go toward creating jobs for musicians in Arnaudville venues. Good food is also important to Louisianans, and many occasions are set aside to enjoy well-known Louisiana cuisine. Washington hosts the annual Catfish Festival and Port Barre is home to the delicious Cracklin’ Festival. Both are complete with great food, cook-off competitions, live music and other entertainment. The Creole Festival in Opelousas is another tasty event, as is the Yambilee Festival, recognized as one of the state’s oldest festivals. The festival celebrates the harvest of yams or sweet potatoes.

The Mardi Gras celebration reaches far beyond the streets of New Orleans. Eunice holds a traditional Courir de Mardi Gras each year on Mardi Gras Day. The run begins at 8:00 a.m. and is teeming with costumed participants who parade throughout the area. Simultaneously, a variety of activities and events are taking place in the downtown area. Live music, crafts and Cajun foods are just some of the main features. The infamous “Fat Tuesday” is also celebrated at Mardi Gras Opelousas with an annual parade (sponsored by Krewe of Frank’s) down Landry Street. Enjoy music, shopping, soulful foods, art and plenty of activities during le Feu et l’Eau, a one-day event held in Arnaudville. The festival, meaning “Fire and Water” in English, has its roots in the trauma of Hurricanes Katrina and Rita. After these natural disasters, volunteers in the Arnaudville area lit bonfires on the waters of la Jonction on la Vieille Piste d’Artiste in honor of the artists who chose to relocate here.

Fiddle Mania is a public art extravaganza based on the rich Cajun and Creole heritage that Opelousas boasts. It features larger-than-life, three dimensional fiberglass fiddle sculptures painted, decorated, adorned and embellished by area artists who transformed the instruments into works of art. Besides supporting the arts and attracting activity to the Main Street District and downtown area of the city, funds raised from the project will help Opelousas Main Street, Inc.

Held at historic Le Vieux Village, the Annual Lighting at the Village celebrates the coming of the Christmas season every year on December 1. The Village comes to life with countless numbers of lights adorning the area’s façade and Christmas carols heard throughout. Some of the most popular attractions during this annual event are the horse and buggy rides, a visit from Santa Claus, unique arts and crafts and seasonal gifts. The Village remains lit through the end of the year.

t. Landry Parish is among the fastest growing parishes in the state and excels in supporting public education. There are approximately 15,370 students being served by one of the 41 schools (28 elementary/middle schools, seven high schools, two career and technical education schools, two adult education centers and one alternative school) in the St. Landry Parish School System. In addition to the traditional schools, St. Landry Accelerated Transition School provides a positive and meaningful educational experience for students who have not had success in traditional school settings. Melville Private is located in the Town of Melville and was established in 1960. Their enrollment is 20 students in grades K-8th. New Hope Christian Academy, located in Opelousas, was founded in 2002. The school is family owned. Opelousas Catholic School (OCS) is a co-educational school for children in grades preschool through high school. Established in 1856, OCS is the oldest teaching institute in the city of Opelousas. The administration, faculty and staff are composed of lay teachers, many distinguished with master’s and master’s-plus certification. EAGLE (Educating Academically Gifted Learners through Enrichment) is

St. Edmunds Catholic School was founded in 1911 as St. Paul’s Institute by St. Anthony Pastor by Rev. Celestin M. Chambon. It later became named St. Edmund after Rev. Edmund Daull rebuilt the convent after a fire destroyed the old nun’s home. St. Edmund Catholic School is a coeducational, parochial school housing grades PK3-12th. St. Edmund is a ministry of St. Anthony of Padua Catholic Church Parish. St. Ignatius Catholic School is located in Grand Coteau, with an enrollment of 350 in K3-8th grades. It was established in 1890 as Sacred Heart Parochial, a name that was changed in 1956 to St. Ignatius School in honor of St. Ignatius of Loyola, the founder of the Society of Jesus whose priests are the administrators of the church parish. St. Ignatius is also the patron saint of schools. The school was under the administration of the Religious of the Sacred Heart from 1890 to 1950, the Sisters of St. Joseph from 1950 to 1975 and again the Religious of the Sacred Heart from 1975 until 1985. Since 1985, school administration has been under the leadership of laity. Westminister Christian Academy, Bellevue Campus is a multi-denominational Christian school founded in 1978. Current enrollment of the school is approximately 1,040 students. The 30-acre main campus serves K3-12th grades and is located south of Opelousas in the small community of Bellevue. Advanced placement courses are offered in chemistry, history and English. Honors courses include Biology II, calculus, pre-calculus, English, Latin I and II, linguistics and physics. Higher Learning Louisiana State University Eunice is located just southwest of Eunice near the boundaries of Evangeline and St. Landry Parishes in a rich and fertile section of Southwest Louisiana referred to as “the tri-parish area.” With an enrollment of approximately 3,000, LSUE offers a wide range of courses and programs for the student wishing to pursue a four-year degree as well as for the student wishing to prepare for a career in two years or less of study. Since LSUE is an integral part of the surrounding community, many cooperative programs have been developed and faculty and staff members are available as speakers for area schools, clubs and organizations. The University sponsors various cultural, civic and informational programs such as visiting lecturers, artists and concert series, faculty lectures and occasional book and art exhibits. LSUE serves as the host and testing center for literary, speech and drama rallies held each spring for high school students in a nine-parish area and is also the site of an annual festival sponsored by the Tri-Parish Foreign Language Teachers’ Council.

Louisiana Technical College (LTC), T.H. Harris Campus has a current enrollment of 540. Opened in Opelousas in 1938, it is a vocational and technical college delivering courses and programs through on-campus instruction and the Internet. The LTC-T.H. Harris Campus delivers instructional programs, which provide skilled employees for business and industry that contribute to the overall economic development and workforce needs of the state. This campus provides individuals with quality and relevant learning opportunities consistent with identified student, business and industry needs within a life-long learning environment. ocated in southwest Louisiana, St. Landry Parish has always had a unique local economy from the oildriven ways of its southern neighbors. Ideally located for distribution, due to it being a crossroad of I-49 and U.S. 190 near I-10, the parish has capitalized by attracting WalMart to build Louisiana’s first distribution center in the Parish with the help of St. Landry Parish Economic Industrial Development District (SLEIDD).

Created in 1997, SLEIDD has been a leader in attracting new industries and assisting in the expansion of existing businesses. SLEIDD is composed of 17 board members, nine of which are appointed by the parish government, and eight of which are appointed by the municipal association, who serve with no compensation of any kind for staggered, threeyear terms. A professional Certified Industrial Developer (CID) and a full-time Executive Secretary manage the organization.

SLEIDD is self-financed, using no tax dollars in its day-today operations. Its crown jewel has been the Walmart Distribution Center #6048, a 1,200,000-square-foot structure covering approximately 30 acres and employing more than 1,000 people. CORE® Counselors to America’s Small Business is a national nonprofit association with a public service mission that states: SCORE grows successful small businesses across America, one business at a time. SCORE is the premier source for small business advice and mentoring in America. Established October 5, 1964, SCORE celebrated 45 years of volunteer service in 2009. Its 12,400 volunteers at 364 chapters assist entrepreneurs with the formation, growth and success of their small businesses nationwide. Volunteers provide FREE individual counseling and mentoring both in person and online and also present topical business workshops at a nominal cost for aspiring entrepreneurs and small business owners. SCORE is a resource partner with the U.S. Small Business Administration (SBA). SCORE Acadiana Chapter #0302, headquartered in Lafayette, is one of seven Chapters in Louisiana. The chapter was chartered on August 17, 1973 and has been active since then, serving eight parishes in its business region: St. Landry, Lafayette, St. Mary, St. Martin, Vermilion, Evangeline, Acadia and Iberia. Patrol Division

O

ne of the sheriff ’s main policies is to have the patrol units patrolling in the neighborhoods. The duties of the patrol division are to patrol areas, work traffic crashes and to assist the community. The patrol division also conducts D.W.I. checkpoints and speed enforcement details. The details’ aim is to take intoxicated and reckless drivers off our streets.

Levee Patrol The levee patrol section’s main duty is to patrol the camps and levees of the parish. In the past, thieves would prey on the camps that are often only occupied on weekends and hunting seasons. The patrol has dramatically reduced the damaging and thefts at the camps.

Reserve Unit Under the direction of the training division, the aim of the 20-member reserve section is to serve as a support group for the office. Reserves work in patrol, festivals and major disasters. The reserves trainings are held mostly at night and consist of the same training that full-time deputies attend.

Senior Citizens Programs/TRIAD With four TRIAD events throughout the year ending with a Christmas party that always has close to 600 guests, we could not do it without the countless volunteers we have. Each event has games, food, door prizes and guest speakers working to try to give our elderly everything they deserve.

Firearms Training Simulator FATS or Firearms Training Simulator is one of the most hightech training simulators on the market today, utilizing videos to run deputies through real-life scenarios. The system, which responds to the deputy’s actions, trains them on how to handle and control complaints.

SWAT/HEAT Team Training The Sheriff ’s SWAT team has recently undergone training at the Eunice Black Belt Academy on ground and weapon defense. The SWAT members are called out during high-risk complaints and deadly force encounters and must be ready for all situations. The team members train monthly on physical training to live fire practice.

Over the last several years, St. Landry Parish has significantly progressed under its new Home Rule Charter form of government, bringing about a spirit of cohesiveness and partnership thereby generating effective growth. A new Tourism Visitor Information Center along Interstate 49 providing more visibility will welcome visitors and promote tourism. The newly purchased and remodeled Delta Grand facility will accommodate business and community oriented functions. Parish Courthouse renovations were accomplished making our parish seat more attractive and inviting for its citizens and tourists alike. We are working hard to find a solution to repair the parish roads to provide more traveling accessibility and bring additional economic development to our area. here are more than 100 churches of all faiths and denominations meeting in St. Landry Parish today, ranging from very small churches in quiet settings to larger churches with thousands of members.

The first Catholic church, the Church of the Immaculate Conception, in what is now St. Landry Parish was built at Washington in 1777. The second church was built in 1798 on the site of the present St. Landry Church in Opelousas. A third building was constructed on that site in 1828, and the present church was begun in 1908 and finished the next year. When the congregation of St. Landry Catholic Church outgrew the 1828 church, parishioners asked that the new church occupy the site of the old building and that the material in the old building be used to build the new one. That request was granted, and the foundation of the present building was made from the bricks of the old church.

From the late 1750s until the first priest was appointed to Opelousas, the settlement was served by at least two itinerant priests. In 1765, Father Irénée, a Capuchin and pastor of the church at Pointe Coupée, visited southwest Louisiana irregularly. In 1766 and 1767, Father Archange, another Capuchin, was pastor of Pointe Coupée. He also visited the Opelousas area. Old records indicate that a Father Valentine was the first resident priest in Opelousas, having arrived in 1767.

According to Perrin, “(Willis) remained but a short time on his first visit and preached only three or four sermons. His color, and being a Baptist, rendered him obnoxious, and exposed him to strong prejudices, and he was threatened with violence. He returned home after a brief visit, but he felt it his duty to come to the country he had visited and labor for the good of the people.

According to William Henry Perrin’s account, the first Protestant minister in southwest Louisiana was Joseph Willis,

Opelousas also has other historic churches: e Holy Ghost Church, established in 1920, is the largest African American church parish in the U.S. The present church building on Union Street was built in 1948. e Louisiana Memorial United Methodist Church on Lombard Street was founded in 1806. This is the first Protestant church in Opelousas, the first Methodist church in Louisiana and the oldest Methodist church west of the Mississippi River. e The Little Zion Baptist Church on Academy Street was the first black Baptist church at Opelousas. It was organized in 1869. e Mount Olive Baptist Church on Church Street sits at the site of the Black Academy of Mt.
