restview, Florida (located in North Okaloosa County), is one of the fastest-growing cities in the state of Florida. The Crestview area contains the towns of Baker, Laurel Hill, Holt, Milligan and Escambia Farms, to name a few. Our current city limits’ population is approximately 22,000 people, and our area population is estimated at 62,347. At the end of 2004 we were recognized by USA Today as one of the top 20 areas in the U.S. to have higherthan-average house appreciation rates. According to the Dallas Morning News, Crestview is one of the Top 100 places to relocate. restview was built on the prosperity of its natural resources. Its easy accessibility allowed Crestview to continue to grow into a booming town of vast opportunity. The CSX, Inc. Railroad runs through Crestview, which brings business to the area. Parallel with this railroad, the Old Spanish Trail extends west from Jacksonville to El Paso, TX. This trail was one of the great truck lines of the country, and is rich in tradition and history of the Indian, French, Spanish and English settlers.

Crestview was officially incorporated in 1916. The name was chosen because of its location on the peak of a long woodland range between the Yellow and Shoal rivers, which flow almost parallel on the east and west side of the city. After the State Legislature formed Okaloosa County in 1915 from portions of the western Walton County and eastern Santa Rosa County, Crestview became the county seat in 1917 and remains so today.

ur community and nation greatly benefit from our local military bases and auxiliary fields. Just south of Crestview, beginning at the Shoal River, lies Eglin Air Force Base. Eglin, the largest Air Force base in the world, covers three counties and over 724 square miles of land and 123,000 square miles into the Gulf of Mexico. More than 20,000 jobs and $1.4 billion are tied directly to activities at Eglin Air Force Base, Hurlburt Field and Duke Field. The total economic impact of Department of Defense (DOD) activity in Okaloosa County is over $7 billion— making it the largest employer since its inception in 1935, and making Okaloosa County the most Department of Defensedependent county in the state. Eglin also comprises laboratories, test sites and 10 auxiliary fields, including Duke and Hurlburt Fields. The Active Associate Unit is at Duke Field. The Air Force Reserve owns the aircraft and active duty provides aircrew and maintenance personnel to share the mission with reserve members. Duke Field is located just five miles south of Crestview and houses part of the 919th Special Operations Wing (SOW). The 919th SOW includes the 711th Special Operations Squadron (SOS), the 919th Maintenance Squadron (MXS), the 8th SOS, the 716th MXS and will soon be the home of the U.S. Army’s 7th Special Forces—along with
subordinate units of the 1st SOW of Hurlburt Field.

The cantonment area at Eglin for the 7th SFG includes operations and maintenance facilities, housing, dining facilities and munitions storage and loading facilities. The area is located west of Duke Field on Highway 85. Accommodations for their training requirements include range space

and airspace and scheduling for associated training missions. The cantonment area includes facilities for three Special Forces battalions; a motorized Special Forces battalion, a group support battalion and the group headquarters. Approximately 5.1 million square feet of buildings and hard surfaces were completed in 2011. The 7th SFG, an operational unit of the U.S. Army Special Forces, was activated on May 20, 1960. Its purpose was to conduct unconventional operations and train allied armed forces in Central and South America. The 7th SFG today maintains a continuous presence throughout Central and South America, conducting Special operations missions in support of the U.S.

The Air Force Special Operations Command’s (AFSOC) largest unit, the 1st SOW, is a native of Hurlburt Field. AFSOC units are responsible for providing specialized airpower and also equips, trains, educates and deploys Air Force Special Operations forces around the world. Hurlburt Field is located southeast of Crestview near Mary Esther and Highway 98. Other units based at Hurlburt Field include the 720th Special tactics Group (STG), 505th Command and Control Wing and the 823rd Red Horse Squadron. Eglin Air Force Base also accommodates some associated organizations—such as the 6th Ranger Training Battalion, the 20th Space Control Squadron and the Explosive Ordinance Disposal of the Naval School. Yes, Eglin Air Force Base and its components are a very large part of our land, our community, our economy, our lives and our nation.

restview is growing and thriving like never before! We are growing at a rate of approximately 2.39 percent per year. We are considered one of the fastest-growing cities in Florida, and we have been nationally recognized as a top 20 metropolitan area with the highest rates of house appreciation. Over 313 permits have been issued for new homes and more than 20 new businesses were building their stores in Crestview in 2011. Add to that all the new businesses moving into already-built facilities and one can see how quickly we are developing. With all this new development come job opportunities and more income spent locally. The Alabama border and south Covington County border are just north of Crestview. We are surrounded by small towns that count on Crestview for all their needs. Crestview alone has a population of more than 22,000 and another 62,347 residents in the immediate area. Including south Covington County in Alabama and DeFuniak Springs in north Walton County, businesses cater to a population of approximately 174,634!

Our economy is mostly driven by military, tourism, real estate and manufacturing. The growth management terms for the city and county have stated that there is so much development going on that it is hard to keep track of it all. Not only are new businesses coming in, native businesses are expanding. Some of these businesses are the county’s larger employers and include L-3 Crestview Aerospace (winner of the 2002 Governor’s Business Leadership Award for District 1), Aerospace Integrations Corporation (winner of the 2001 Governor’s Leadership Award for District 1), Bayou Mechanical, Lowe’s, Gulf Power (a Southern Company), Choctawhatchee Electric Cooperative (CHELCO) (a TouchStone Energy Cooperative, Qwest Airparts and NEW Corporation), the first major corporation to take advantage of the area’s Enterprise Zone, and Segers Aero, just to name a few. Eglin Air Force Base, which is already Okaloosa’s largest employer, will also grow due to other base closings. Many of Crestview’s nationally franchised restaurants are in the top two percent of their chains.

restview has been blessed with a diverse population and history that give way to an equally-varied culture. The area’s history dates back to before the colonization of the New World. Many local museums help to maintain and document the heritage of the area. Carver-Hill Museum works to preserve the African-American influence in the Crestview Area. Other museums include the Baker Block museum (located four miles west of Crestview in Baker, FL); the Heritage Museum in Valparaiso, FL; the Air Force Armament Museum on Highway 85; and the Indian Mound Museum in downtown Fort Walton Beach.
The Northwest Florida State College campus in Niceville houses an arts center. The center is 120,000 square feet and provides complexes that remain unrivaled in the entire region—catering to both students and the public. The facilities, at a cost of $20 million, feature a 1,650-seat theater that hosts an annual series of touring Broadway shows, the 195-seat Sprint Theatre (providing flexible space for smaller productions) and a 2,000-squarefoot dance studio. The fine arts complex includes an art wing, which houses the college’s multimillion-dollar, permanent collection, as well as hosts traveling exhibits. The music wing features rehearsal halls for the symphony orchestra, jazz band and symphonic band; a recording studio; a recital hall; music theory and composition room and choir rehearsal halls.

One contributing organization, the Old Spanish Trail Festival Society, works to maintain the Trail’s history while educating others on its rich heritage. The society hosts a festival each year and its park and pavilion are home to a variety of festivals, fairs and competitions, each of which attract thousands of people. There are numerous athletic associations in the surrounding area offering activities. Within our 42 public schools, students are given all the opportunities available to acquire the knowledge and skills needed for responsible citizenship, personal development and lifelong learning. For those looking for private schooling, there are plenty of choices. Crestview and the surrounding areas have independent charter schools and many denominational and non-denominational private schools. The CHOICE (Community High Institutes for Career Education) program allows students to study, earn industry certifications and college credit in the fields of construction, information and aerospace technologies. The awardwinning program gives all students the opportunities they need to enter the workforce at an above entry-level position. Northwest Florida State College has seven campuses spread throughout the counties. NWFSC is an accredited institution that
offers bachelor and associate degrees and occupational certifications in academic and technical disciplines. The University of West Florida is located in Pensacola and also shares a campus with NWFSC in Fort Walton Beach with centers on Eglin AFB and Hurlburt Field. Troy University has a local campus located in Crestview and Fort Walton Beach also has centers at Eglin AFB, Hurlburt Field and four of the area high schools.
CRESTVIEW PUBLIC LIBRARY The 17,000-square-foot Crestview Robert L. F. Sikes Public Library opened at its current 1445 Commerce Drive location in June 2002 and is named for “Bob” Sikes, the U.S. First Congressional District Representative for 38 years from 1940 to 1979. Serving all of north Okaloosa County, the library is operated by the city of Crestview with funding provided by the city and the Okaloosa County Board of Commissioners. It is one of the six city libraries (Crestview, Destin, Fort Walton Beach, Mary Esther, Niceville and Valparaiso) in the Okaloosa County Public Library Cooperative. The online card catalog (which includes the collections of all OCPLC member libraries) is searchable from the library’s website. Remote access to patron accounts and online renewal of material is available with library card barcode and PIN. Twenty-four public access computers are available for patron use. Free wireless Internet access is also available from 8 a.m. to 8 p.m. Monday through Saturday. A password (which may be picked up at the circulation desk) is required. he Mayor serves a four-year term. Mayoral responsibilities include attendance at meetings, direction and supervision of the fire department and police department, and validation of public documents and ordinances. The Mayor also acts as the Chief Executive Officer of the city. The City Council is the lawmaking body of the city. The council is responsible for serving and advancing the general welfare, health, happiness and safety of our citizens through exercising its legislative authority. They are elected for four-year terms of office. The council determines the budget, policies, programs and plans for the future, plus considers major problems and issues which confront the city government. The council prepares and reviews bills, and those that are adopted become laws in the form of ordinances. Perhaps the most important task facing the City Council is guiding Crestviewâ&#x20AC;&#x2122;s future. The Comprehensive Plan addresses land use, public facilities, zoning and how
development and growth within the city shall occur. A public forum process is used extensively to allow Crestview citizens to have input into the governance process. Citizen committees perform a very important function in the operation of city government. Many items before the council are usually first reviewed by one or more committees. A report on the matter is then prepared by the administrative staff and sent to the council for action. The City Clerk is designated by the Charter and State of Florida as official records custodian of public documents and is responsible for enactment of laws and resolutions while coordinating and scheduling regular and special elections. The City Clerk is elected by all citizens to serve a four-year term of office. Attendance at the City Council meetings is mandated by the city charter. The Administrative Services Department is a multi-functional department. Divisions within the department consist of Planning and Zoning, Code Enforcement, Building Inspections, CRA/Main Street Program, Parks and Recreation, Animal Control and the Robert L.F. Sikes Public Library.

Duties within the department include coordinating the Comprehensive Plan and Land Use Regulations pursuant to the Florida Growth Management Act, processing requests for commercial projects and subdivisions, issuing development permits, coordinating building inspections, providing information pertaining to annexation, rezoning, and land use changes, and receipt and processing of complains relating to violations of the Crestview Code. The Public Services Department is a multi-functional department that provides supervision and operation of streets, roads, alleyways, easements maintenance, water, sewer, building/property maintenance and fleet operations. The department provides continuous operation of all water and sewer distribution systems and oversight of a 320acre solid waste treatment plant and irrigated spray field.
