Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: Third Quarter 2010 1.

Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) and Southern California Gas Company’s (SoCalGas) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.

2. Administrative Activities: The following activities took place in San Joaquin: o Implementer and analysts of both utilities held a conference call to discuss delays in payment processing and how to tighten up the time between reimbursement requests and processing of payment so that it is in line with the 2010-12 San Joaquin Valley Partnership Program Agreement, section 10.3.5. 3. Marketing Activities: The San Joaquin Valley: o Two of the eight Jurisdictions worked with implementer staff to produce ‘VIEW the Success’ stories that were approved by the Utility partners for the website. The implementing partner hopes to get multiple stories from each jurisdiction so there is a rotating library. o The Cities of Visalia and Lindsay had the MEU 2nd unit with bilingual staff at their summer Farmers Markets on July 22nd and 23rd, respectively. o On Sunday, July 25th, the Partnership held an LED holiday light exchange at the Visalia Rawhide ‘Christmas in July’ promotional baseball game. The press release created by the implementing partner was picked up by two local papers and seemed to create enough of a buzz that a total of 10 strands were exchanged at the game. Rawhide staff members collected strands from the stadium and exchanged 7 more with the Visalia Partners the next day. o The MEU 2nd unit was present at the City of Hanford’s August 12 th Farmers Market / City Employee Appreciation Night. o The Partnership had a booth at the Visalia Home Expo Friday, September 24th through Sunday, September 26th. and Utility volunteers, and a retired Gas company volunteer staffed the booth throughout the event. o Implementer and the Partnership’s Gas company representative joined Tulare County Jurisdiction partner for the County of Tulare Health Fair on September 30th where the Partnership had a booth. The event had high foot traffic and the Partnership was well-received. 4. Direct Implementation Activities: The San Joaquin Valley: o Ongoing monthly meetings with the partnership implementer, the San Joaquin Valley Clean Energy Organization for program planning and implementation. o The monthly Partnership meeting was held on August 5th where a SCE representative presented on income-qualified programs, including the California Alternate Rates for Energy (CARE) program. o Jurisdiction Needs Assessment meetings were held with the Cities of Visalia and Woodlake. o Courtney Kalashian, on behalf of the implementing partner, SJVCEO, after review by Executive Director, Paul Johnson recommended to the Partners that the US Green Building Council Central California Chapter (USGBC CC) be selected as a consultant to perform work assigned to the Long Term Strategic Plan menu options 4.1.1 and 4.1.3 and the Partners approved. o Implementer worked with account manager to obtain account data for the City of Woodlake to begin loading building information and determining process and procedures for strategic plan menu selections 3.1.1 and 3.1.2. o City of Visalia was informed that they would experience tier regression from Silver to Value level due to calculation error in the SCE incentive tier level structure. Edison and the City identified a LED traffic signal project that would prevent tier regression with an estimated annual savings of 276,000 kWh. In order to assist the City, SCE suggested technical assistance, which the City accepted. An additional agreement between the utility and City to support and to help bring the SCE small business direct install to the City in the 4 th quarter of 2010 or 1st quarter 2011. 5.

The San Joaquin Valley partnerships have been well received. SCE, SCG, and the partners are working on additional activities to customize existing energy efficiency programs. 6.

Program Achievements (non-resource programs only): The San Joaquin Valley o Continued work on a partnership website to highlight marketing efforts. o Secured a consultant group, USGBC CC, for Strategic Planning work.

Changes in program emphasis, if any, from previous quarter (e.g., new program elements, less or more emphasis on a particular delivery strategy, program elements discontinued, measure discontinued, budget changes, etc.). The program focus is moving from such a community-heavy focus to more attention and efforts paid to Government facilities and staff.

Discussion of near-term plans for program over the coming months (e.g., marketing and outreach efforts that are expected to significantly increase program participation, etc.) San Joaquin Valley: o Continual updates to Partnership website to highlight marketing events o Strategic planning implementation will continue - Implementer worked with account manager to obtain account data for the City of Woodlake to begin loading building information and determining process and procedures for strategic plan menu selections 3.1.1 and 3.1.2.
