Court Handles Few Cases By N o r m Mol a n c h o r Reporter I d e a l l y , the S t u d e n t C o u r t c o u l d be o n e of the a g e n c i e s t h r o u g h which student p r o b l e m s are h a n d led efficiently a n d s t u d e n t - a d m i n istration relations are enhanced. In practice, it s e e m s t h a t the C o u r t is o n e of the m o s t m i s u n d e r s t o o d bodies on Hope's campus. F O R T H E C O U R T , the y e a r h a s been characterized by a relatively s m a l l n u m b e r of c a s e s a n d b y lack of e n f o r c e m e n t of c o u r t decisions. T h e C o u r t h a s dealt with o n l y s e v e n c a s e s this y e a r . T h i s is in c o n t r a s t to 16 last y e a r a n d 11 the y e a r b e f o r e that. T h e r e a s o n s f o r this a p p e a r to center a r o u n d t w o facts. FIRST, THEPROCEDUREfor r e f e r r a l to the C o u r t is v a g u e a n d there a p p e a r to be p r o b l e m s i n d e tection of offenses. In at least o n e f r a t e r n i t y d o r m all d r i n k i n g c a s e s this y e a r h a v e b e e n h a n d l e d exc l u s i v e l y b y the r e s i d e n t a d v i s o r a n d the f r a t e r n i t y itself. In a d d i tion, a lot of d r i n k i n g o c c u r s o n c a m p u s without d e t e c t i o n o r exp o s u re. If a n incident is a c t u a l l y rep o r t e d , there is no g u a r a n t e e t h a t it will be r e f e r r e d to the C o u r t . Acc o r d i n g to Chief Justice D e n n y F a r m e r , the d e t e r m i n i n g f a c t o r in w h e t h e r or not a c a s e is r e f e r r e d is the D e a n of S t a d e n t s . In m o s t c a s e s , the C o u r t is notified of the c a s e a n d t h e n the Chief .Justice a n d the D e a n of S t u d e n t s t o g e t h e r decide w h e t h e r the c a s e s h o u l d be h a n d l e d b y the C o u r t o r b y the D e a n ' s Office. T h e d e c i s i o n is m a d e o n the g r o u n d s of the p a r t i c u l a r c i r c u m s t a n c e s a n d of the s e v e r i t y of the c a se . S E C O N D L Y , T H E establishment of two new c o u r t p r o c e d u r e s h a s r e g u l a t e d the n u m b e r of c a s e s t h a t a p p e a r b e f o r e the C o u r t . C a s e s i n v o l v i n g the m i s u s e of a m e a l ticket a r e a u t o m a t i c a l l y p r o cessed o n the p r e c e d e n c e of last y e a r ' s c o u r t a n d e a c h o f f e n d e r is g i v e n a $ 2 5 fine. S i t u a t i o n s inv o l v i n g this o f f e n s e a c c o u n t e d f o r three of the c o u r t ' s c a s e s last y e a r . This y e a r ' s court h a s also been limited b y the S e n a t e ' s p a s s a g e of a "double jeopardy" amendment which s t a t e s t h a t n o s t u d e n t w h o h a s b e e n tried b y a civil c o u r t c a n be b r o u g h t t o Student C o u r t . H o w e v e r , the r u l i n g did not g o into effect until the e n d of the first s e m e s t e r a n d o n e of the C o u r t ' s c a s e s last fall i n v o l v e d f o u r f r e s h -

T H E L A C K O F d e f i n i t i o n of the c o u r t ' s role is a l s o a p p a r e n t in the p o o r e n f o r c e m e n t of penalties. T h e r e were two t y p e s of p e n a l t i e s used this y e a r . T h e first w a s t h a t of s o c i a l p r o b a t i o n . T h e s e c o n d w a s that of a fine o r w o r k assignment. Social p r o b a t i o n was applied to at least six f r e s h m a n m e n involved indrinkingincidents. They were told t h e y w o u l d not be a l l o w e d to r u s h f r a t e r n i t i e s . H o w ever, no a c t i o n h a s been t a k e n against one who pledged. F I N E S WERE USED on four other o f f e n d e r s in d r i n k i n g incidents. Of these, o n l y o n e h a s p a i d the fine. A n o t h e r d r i n k i n g incident r e s u l t e d in a c o e d r e c e i v i n g a oneweek s u s p e n s i o n f r o m s c h o o l . H o w e v e r , this sentence w a s immediately suspended. The Court's r a t i o n a l e for this w a s to p r o v i d e a p r e c e d e n c e of s u s p e n s i o n f o r a n y f u t u r e incidents. T h e final c a s e i n v o l v i n g a penalty w a s that of s e v e n K o l l e n H a l l m e n w h o were a c c u s e d of u s i n g a college vehicle to t r a n s p o r t c o r n s t a l k s which they o b t a i n e d in a r a i d o n a n e a r b y field. AFTER MAKING AMENDSto the f a r m e r , w h o a c c o r d i n g to o n e m e m b e r of the p a r t y , r e f u s e d to p r e s s c h a r g e s a n d even w r o t e a

letter to the S t u d e n t C o u r t requesting lenience, the m e n were g i v e n a w o r k d e t a i l o n the g r o u n d s that t h e i r a c t i o n w a s d a m a g i n g to the college c o m m u n i t y . H o w e v e r , the w o r k o n l y a m o u n t e d to a 15m i n u t e t a s k f o r o n e of the men. T h e p r o b l e m s of r e f e r r a l a n d e n f o r c e m e n t a r e not new ones. Last y e a r ' s a n c h o r review of the S t u d e n t C o u r t r e v e a l e d the s a m e p r o b l e m s . F o r m e r Chief Justice J i m Klein felt a y e a r a g o that a " m o r e stringent policy" concerning which i n c i d e n t s s h o u l d b e c o m e m a t t e r s of S t u d e n t C o u r t c o n c e r n w a s d e s i r a b l e . He a l s o m e n t i o n e d f o l l o w - u p of p u n i s h m e n t s a s one of the p r o b l e m s f a c e d b y t h e c o u r t . D E A N O F S T U D E N T S Robert De Y o u n g is a w a r e of the misunderstanding concerning the c o u r t ' s role. He e x p r e s s e d a desire to " s p e l l o u t g u i d e l i n e s " b y which the C o u r t s h o u l d p r o c e e d . He would a l s o like to " a r t i c u l a t e t h e m to the c a m p u s " s o t h a t stud e n t s will u n d e r s t a n d the f u n c t i o n of the C o u r t . H o w e v e r , no a c t i o n h a s yet been t a k e n . Both F a r m e r a n d Justice Dick Shiels r e p o r t e d that t h e y were a s k e d to h e l p d e f i n e the role of the C o u r t but t h a t the D e a n h a s not yet called the m e e t i n g at which this w a s to t a k e place. It h a s h a d t o f a c e its o w n p r o b l e m s , a n d s o l v e its o w n p e r s o n a l dilemm as. B U T W I T H I N T H E p a s t few months and years, m a n y organ i z a t i o n s h a v e c o m e to t h e s u p p o r t of t h e S p a n i s h - A m e r i c a n . S o m e of t h e s e h a v e b e e n o r g a nized f o r a n d b y m i n o r i t y g r o u p s , and others are pre-existing o r g a nizations which have extended their o p e r a t i o n s t o h e l p the S p a n ish-American. One of the m o r e p r o m i n e n t eff o r t s b e g u n f a i r l y r e c e n t l y is t h e Latin A m e r i c a n Society. M a d e u p p r i m a r i l y of M e x i c a n a n d T e x a n M e x i c a n s , the L a t i n A m e r i c a n Society o f f e r s e d u c a t i o n a l o p p o r t u n ities a s well a s s o c i a l e v e n t s f o r its m e m b e r s . D u r i n g the c o m i n g s u m m e r , the Society h o p e s to s p o n s o r a Mexican baseball team, organize dances and dinners, and provide local M e x i c a n r e s i d e n t s with o t h e r s o c i a l a c t i v i t i e s . In a d d i t i o n , t h e "Sociedad Latino America' has constructed a Tulip Time float. OR A SIZABLE MINORITY of the

H o p e College student b o d y , me cstabished rules and regulations of this school a r e objects for mockery and overt disobedience. This is a black stain o n the m o r a l integrity oi die H o p e student a n d a disgrace to the College which can no l o n g e r be tolerated. A page one article on the Student C o u r t outlines some ol the problems laced b y that b o d y in administering student justice. The article, however, omits mentioning that the essential weakness of the Student C o u r t is that only the smallest fraction ol the violations oi college policy a r e ever detected or reported. T h e C o u r t c a n n o t a d m i n i s t e r j u s tice without a defendant a n d a case. By far the greatest n u m b e r ol offenses occur in violation to the college d r i n k i n g policy. D r i n k i n g by students both over a n d under the legal age takes place in the r o o m s oi almost every college residence hall. It is c o m m o n in buildings with l a r g e n u m b e r s o l u p p e r d a s s m e n a n d inthe smaller c a m p u s residences. T h i s d r i n k i n g goes on right under the noses of resident advisors-sometimes with their full knowledge and acquiescence.

Some fraternities m a k e no attempt to hide or deter drinking, while others mildly disciplineoffensive d r i n k e r s within the structure of thefraternity. T h e debate on parietal h o u r s this week in the Student Life Committee will u ndoubtedly be viewed by m a n y students with a

good deal of a m u s e m e n t These students have enjoyed the privilege of visiting with each other in men's d o r m i t o r i e s all year long and see little need for official college sanction. While not nearly as c o m m o n a s drinking, diis defiance of college regulations h a s occurred this year in nearly every m e n ' s residence hall. A third g r o u p of regulations which have been flaunted this year are the college rules and s t a n d a r d s f o r i n f o r m a l initiation into a fraternity. "Hell \Veek ,, initiations, which involve such activities as rides and paddling are expressly prohibited; yet almost every fraternity brazenly sponsored just such initiations this spring. The members of the Inter-Fraternity Council, charged with the responsibility of enforcing the initiation policy, simply closed their eyes to violations.

H E C I T Y OF H O L L A N D h a s finally realized that it, too, must recognize the existence o f t h e L a t i n American c o m m u n i t y . The city h a s established the H u m a n Relations C o m m i s s i o n , which h a s a s its p r i m a r y task w o r k i n g out grievance cases f r o m Latin people. T h e police

H E LIST OF COLLEGE rules which a r e not respected by v a r i o u s members of the student body is conside r a b l y longer t h a n this. The essential fact is that l a r g e n u m b e r s oi Hope students—a significant percentage of the student body— feel little or no o b l i g a t i o n to obey the dictates of the College. It is time for the H o p e students and the College to face u p to their responsibilities. Many of die rules on this c a m p u s a r e e i t h e r outmoded or over-restrictive—but that gives no student license to b r e a k them willfully. The College must find new, more effective m e a n s of enforcement o r else abandon its rules entirely. T h e current situation is intolerable. A society of scofflaws is no society at all.

On Spanish-Americans T H E PAST T H R E E I S S U E S of the anchor h a v e included articles discussing the problems of SpanishAmericans in H o l l a n d , and the organizations w o r k i n g with the Latin people. The articles h a v e pointed out the dilemma which m a n y Mexican-Americans face in such a r e a s as h o u s i n g , education and employment. Some H o p e College students are presently engaged in p r o g r a m s which a r e designed to help certain segments of the Spanish p o p u l a t i o n . Higher H o r i z o n s a n d tutorial p r o g r a m s aid the children of Mexic a n and C u b a n families by giving valu ab le assistance in the fields of education a n d social living. These p r o g r a m s are effective, but there seems to be a need for more. The SpanishA m e r i c a n community lacks m o r e t h a n e q u a l opportunities in housing a n d additional e m p h a s i s on education. It lacks a sense of identity. Only recently have leaders within the Latin g r o u p taken steps to establish some sort of o r g a n i z a t i o n which will emphasize the uniqueness of its people at the same time that it helps them with their problems. The Latin American Society represents one aspect of this effort.

It is not e n o u g h , however, that the Latin American Society now enters its float in the T u l i p Time P a r a d e . Nor doesitseem quite fitting that Mexican children perform K l o m p e n dances on Eighdi Street. The Latin culture is not the least bit similar to the Dutch heritage. T h e Spanish people need their own festivities and p a r a d e s and dances. In addition to this, the problems which Mexican families face in the United Suites must become k n o w n to more persons. Holland is not the only c o m m u n i t y affected; Benton H a r b o r , New York City a n d most T e x a s towns have i n d i v i d u a l a s well comm o n problem situations. In fact, Spanish descendents constitute the largest minority g r o u p next to the N e g r o race.

S A N AREA OF local as well as national concern, the Spanish-Americ a n problem should become the topic of a s y m p o s i u m sponsored by die Cultural Affairs Committee, possibly cosponsored by die H o l l a n d H u m a n Relations C o m m i s s i o n . The Student Senate should consider establishing aid p r o g r a m s lor Latins. H o p e students could help organize a sort of S p a n i s h equivalent to Tulip Time, with Spanish people f r o m a r e a cities participating. There are m a n y problems still to be solved for m a n y Latin families. With the situation so close to home, the college community should consider extending its aid to these people.

T h e l i g h t i n g w a s well d o n e a n d the c u r t a i n music a n d the m u s i c d u r i n g the s c e n e c h a n g e s w a s lively a n d s u i t a b l e to the t o n e of the p l a y . T H E P L A Y M O V E S s l o w l y in the b e g i n n i n g , b u t in the s e c o n d act b u i l d s u p to a g o o d , t e n s i o n filled p a c e with a n e x c i t i n g clim a x w h e n T r o w b r i d g e is alternately pummeled a n d c o n g r a t u lated f o r his skill in p r e d i c t i n g the o u t c o m e of h o r s e r a c e s . T h e Court acquitted two coeds on d r i n k i n g c h a r g e s b e c a u s e of insufficient evidence. I n a n o t h e r c a s e which h a s a l r e a d y been mentioned, a sentence w a s suspended for a coed c h a r g e d with d r i n k i n g in t h e d o r m . In a t h i r d c a s e , t h e C o u r t g a v e a r e v e r s a l of a n A W S decision. The case involved a coed w h o r e c e i v e d t h e l a t e m i n u t e s acq u i r e d b y two girls w h o used her r o o m for a weekend but were not h e r g u e s t s . Recently the Senate passed a proposal which would a l l o w w o m e n in m e n ' s d o r m s during certain designated hours of the week. The key system h a s been p a s s e d b y the S t u d e n t Life C o m m i t t e e . The other two p r o p o s a l s h a v e been tabled for r e w o r k i n g . THE S E N A T E ALSO made a r e c o m m e n d a t i o n a s k i n g t h e Adm i n i s t r a t i o n to e s t a b l i s h a p o l i c y prohibiting a n y racial discrimination concerning H o p e students. I' i n a l l y , the S e n a t e p a s s e d a m o t i o n w h i c h a s k s t h a t i n c o m i n g stud e n t s be i n f o r m e d of w h a t t h e y c a n e x p e c t w h e n t h e y a r r i v e at H o p e , including such t h i n g s as r e q u i r i n g f r e s h m e n a n d s o p h o m o r e s to eat o n c a m p u s a n d r e q u i r i n g all s t u dents to live o n c a m p u s u n l e s s m a r r i e d o r l i v i n g with p a r e n t s . T H E S E N A T E WAS responsible f o r p r o v i d i n g s t u d e n t s w i t h the o p p o r t u n i t y t o t a k e p a r t in C h o i c e 6 8 . Nixon and Rocky Maneuver for GOP Nod -

B y C a n d y Marr T h e g r e a t e s t e m p h a s i s in the 1 9 6 8 P r e s i d e n t i a l r a c e to d a t e h a s b e e n placed o n the s t r u g g l e in the D e m o c r a t i c c a m p with Richard Nixon running virtuallyuno p p o s e d o n the R e p u b l i c a n side. Of late, h o w e v e r , the R e p u b l i c a n r a c e h a s b e g u n to pick u p m o m e n t u m a n d t a k e o n the l o o k of a real f i g h t . IT IS D I F F I C U L T to p r e " diet w h a t m a y h a p p e n here bec a u s e it is difficult t o tell f r o m d a y to d a y w h o is r u n n i n g a n d w h o is not. T h e r e a r e n o w , of c o u r s e , two m a j o r d e c l a r e d c a n d i d a t e s with at least o n e m o r e r u n n i n g u n d e c l a r e d a n d a few b e i n g r u n o r at least m e n t i o n e d , s u p p o s e d l y a g a i n s t their wills. T h e first of the t w o d e c l a r e d c a n d i d a t e s to officially enter the r a c e w a s Mr. N i x o n , a n d f o r a while it a p p e a r e d t h a t he w o u l d w a l k a w a y with the n o m i n a t i o n . MR. NIXON'S POLITICAL c a r e e r t o d a t e h a s h a d its u p s a n d d o w n s . First elected to C o n g r e s s in 1 9 4 6 , he went to the Senate in 1 9 5 0 a n d g a i n e d the attention of Dwight E i s e n h o w e r w h o picked h i m a s his 1 9 5 2 r u n n i n g mate. T h e s e c o n d y o u n g e s t VicePresident in h i s t o r y b r o u g h t g r e a ter p r o m i n e n c e to t h a t office t h a n ever b e f o r e , l a r g e l y b e c a u s e of President E i s e n h o w e r ' s illnesses. A l t h o u g h Mr. N i x o n h a s o f t e n been c l a s s e d a s a c o n s e r v a t i v e , he c o n s i d e r s himself a " m i d d l e - o f - t h e r o a d e r , " a n d m a n y feel he is the o n l y c a n d i d a t e w h o c a n reconcile the p a r t y f a c t i o n s . Once identified with a V i e t n a m policy close to t h a t of the A d m i n i s t r a t i o n , he h a s m o r e recently p r o m i s e d to e n d the w a r if elected, b l a m i n g o u r f a i l u r e there not o n the f i g h t i n g m e n but o n the A d m i n i s t r a t i o n ' s failure to back them up.
