Até 2009 as principais fontes de financiamento das intervenções já realizadas nos edifícios da Universidade de Coimbra nas áreas candidatas foram verbas de PIDDAC (Programa de Investimentos e Despesas da Administração Central), nomeadamente as do projecto “Edifícios Históricos da Universidade de Coimbra”, que se mantém e que é regularmente reforçado por capitais próprios e Programa Operacional da Cultura. A partir de 2009, a principal fonte de financiamento, nas suas várias fases e âmbitos de candidaturas, passou a ser o QREN — Quadro de Referência Estratégico Nacional — no âmbito do QCA (Quadro Comunitário de Apoio) – IV. No âmbito do QREN, a Universidade de Coimbra, a Câmara Municipal de Coimbra e outras entidades ligadas quer às áreas candidatas, quer à área de protecção, viram financiadas diversas intervenções estruturantes, ainda que sempre abaixo das suas reais necessidades. Diversas intervenções estruturantes tiveram financiamento directo do PIDDAC, como é o caso do Centro de Interpretação e Divulgação da Universidade de Coimbra, do Tribunal Universitário Judicial Europeu e da Biblioteca da Faculdade de Direito. A captação de financiamento é, todavia, mais alargada, desde logo pela receita gerada pelos fluxos turísticos, que, embora pouco significativa em termos financeiros, é determinante do ponto de vista participativo e de colaboração da sociedade civil, mas também pelo mecenato e pelas fontes de financiamento disponíveis, em termos públicos, para instituições do tipo fundacional, como é o caso da Fundação Museu da Ciência e da Fundação Cultural da Universidade de Coimbra. Os diversos programas de regeneração urbana nacional apoiam, embora de forma limitada, a recuperação das zonas de protecção, onde a participação privada é determinante, sob orientação estratégica da Autarquia.
Until 2009, the funds from the Central Administration Investment and Development Expenditure Programme (PIDDAC) were the main source of finance used to carry out interventions in buildings owned by the University of Coimbra and included in the nominated areas. These sources were, in particular, used to fund the project “Historic Buildings of the University of Coimbra”, which is still ongoing, and is also regularly supported by both own capital funds and the Operational Programme for Culture. Since 2009, the main source of finance, in all stages and for all applications, has been the QREN (National Strategic Reference Framework), within the scope of the 4th Community Support Framework. In the context of the QREN, the University of Coimbra and the Coimbra City Council, together with other entities related to both nominated areas and the protection area, received funds for several structural interventions, although these have always fallen short of real needs. Many of those structural interventions were directly financed by PIDDAC funds, for instance, the University of Coimbra’s Interpretation and Dissemination Centre, the University Judicial and European Court and the Library of the Law School. There are, however, other means to raise funds, not only through revenues from tourism fluxes, which, despite having little significance in financial terms, are crucial in terms of civil society’s participation and cooperation, but also through patronage and public finance sources available for foundations, such as the Science Museum Foundation and the University of Coimbra’s Foundation for Culture. The many programmes for Portugal’s urban regeneration support, albeit to a limited extent, the rehabilitation of protected areas. Nevertheless, private participation is still crucial in this field, under the strategic guidance of municipal authorities.
