Gentlemen/Madam I am a Norwegian ex captain in the merchant fleet,a chief travel executive in the U.K. and self-employed with various business ventures until my departure from Norway in 2003. I am married to my loving Brazilian wife since 2002. Now to the point and my law oriented questions. We are about 40.000 Norwegian pensioners who have chosen to spend the sunset of our lives in another country for various reasons. Many of us have a very small income through what was earlier called ´minimum pensioner´. In 2000-2002 the caption was changed to just ´pensioners´ and in 2003 we were all suddenly deducted a 15% ´source tax´ although we had upon our departure from Norway received a tax contract making us exempt from paying taxes to Norway. Since then we have been fighting this decision,individually and through all of 3 registered associations for the legal assistance of Norwegian pensioners residing abroad. A recently retired Norwegian lawyer,residing in Mexico has now joined as a board member. We are trying to find legal faults in this decision to apply this 15% source tax and we have recently come upon the legal term ´Material Alteration´ , best described in my blog The Otium Post,read by retired citizens in many countries. http://sinbad990.blogspot.com.br/2015/01/begrepsendringer-i-norsk-pensjonslov-er.html From 1 January 2015, a similar,disastrous caption change was made in the pension term for the handicapped people of Norway from ´handicapped pensioner´ to ´handicapped assisted´ and the handicapped pensioners residing abroad were immediately charged the 15% source tax. The bottom line is: Can this be legal seen against the law on ´Material Alteration´ which was intentionally introduced by the Norwegian income tax department in order to bolster their coffers at the expense of a special group of the weakest and lowest paid citizens in Norway?
