Licence testing centre goes digital LAILA MAJIET
CAPE TOWN’s first computerised learners licence testing centre has opened its doors in Mitchell’s Plain. What has been identified as a first for the city is in fact a pilot project aimed at stomping out corruption and producing more competent drivers. The R4 million new wing of the Eastridge Drivers’ Licence Testing Centre was officially opened on Thursday by Mayor Patricia de Lille. The computerised learners licence test replaces the existing written tests. The provincial Transport Department’s Hector Elliot says the centre aims to help reduce the number of road deaths in the province. “About 15 000 people are killed on our roads each year. This technology aims to produce more competent drivers and helps stomp out corruption. “This technology and innovation is being used by the department to ensure our roads are safer.” JP Smith, the Mayoral Committee member for safety and security, says the new hi-tech system will do away with the system in which learner drivers study the exam papers and merely memorise the answers. “The new computerised testing system selects random questions out of 1 200 questions. The pass rates at centres using the new system have declined dramatically,” he says. “The provincial pass rate at centres using the computerised learners licence tests has dropped from 64 % to 25 %, while nationally, the pass rate has dropped from
61 % to 28 %.” Cirenchia Coetzee (23), a Grade 2 teacher from Eastridge, was one of the first learners to pass using the new system on Wednesday. Having passed her learners before while using the old system, she confirms that questions are slightly more challenging. “I did not know I was going to be one of the first to use the new computerised system. We were only informed once we arrived,” she says. “The questions were a lot easier the first time I passed my learners licence two years ago. The system is extremely userfriendly and the facilitators were really helpful in assisting us and making sure we understood how everything worked. “They continuously reminded us not to press ‘end test’ until we were completely sure we were done.” Coetzee scored 92 % on her test. De Lille says while everyone may not be computer literate it will not pose a challenge as a facilitator will be available throughout the testing process to assist. “The new test negates the need for test books, pens, pencils, erasers and marking stencils in the classroom as everything is done online,”she says. “The computerised system also means the time-consuming process of marking after the test is no longer necessary as results are produced immediately. “This assists in eradicating corruption.” The new wing took two years to complete and is a joint initiative between all spheres of government, including the national department of transport, the provincial transport department as well as the City of Cape Town.
