HB 6546 aims to provide PAGASA with state-of-the art facilities for national hydro-meteorological data collection, analysis, forecasting, and reliable and fast warning and dissemination system. “Modern facilities will enable PAGASA to advance its operational activity to “nowcasting” and mesoscale meteorology at localized community areas. The different parts of the country may experience contrasting weather systems; hence the need for localized weather forecasting, ” Palmones explained. Thus the bill authorizes the establishment of regional service centers in Tuguegarao for Northern Luzon, Legazpi for Bicol Region, Mactan for the Visayas, Cagayan de Oro for Northern Mindanao and Davao City for Southern Mindanao. Another component stipulated in the modernization program is the corresponding human resource development. “Data gathering, assessment and analysis require the specialized knowledge of well-trained weather personnel, including undergraduate and graduate degree training,” Palmones said. Palmones added the bill mandates the University of the Philippines at Los Banos (UPLB), Bicol University (BU), Central Luzon State University (CLSU), Mariano Marcos State University (MMSU), and the Visayas State University (VU) to offer undergraduate degree in Meteorology within three years from enactment of this Act.
