Rain can’t ruin Rural Day By DALE WICKEN AND ROB MILDON Grey skies and drizzle couldn’t dampen the rural spirit last Friday, when Rural Day came to Friendly Feilding. Visitors could be forgiven for thinking the stockyards had moved up the road to Manchester Square, as the grassy areas swarmed with animals of all shapes and sizes, including horses, alpacas, lambs, piglets, calves, and of course kids — of the goat and human variety. Shoes were muddied as youngsters went on pony rides and came face-to-face with curious alpacas. ‘‘Can you hear them humming?’’ Graham Pedley asked fascinated onlookers. He’s farmed his entire life but found alpacas suited the retired lifestyle. ‘‘I’d had enough of farming big animals; these are much easier to handle!’’ Alpacas are farmed mainly for their hollow-fibred wool. Mr Pedley said there wasn’t much of a market for their meat, as no one looking at an alpaca wanted to imagine a dinner-plate fate for such a handsome beast. Turbine trouble continues
Palmerston North City Council has been given leave to contest a ruling that restricted it from issuing an abatement notice to New Zealand Windfarms. The council fielded more than 800 noise complaints, and the Environment Court originally declared the Te Rere Hau wind farm overlooking Palmerston North was making more noise than was permitted. Negotiations in court to settle on a process to quieten the wind turbines will go another round.

Rivers levels spike
Soldiers from Linton were sent to Whanganui on Tuesday to sandbag stopbanks after ferocious weather caused Whanganui River to burst its banks. The Manawatu and Rangitikei rivers were similarly peaking, with more than 40mm of rain in Palmerston North from midnight to 6pm on Tuesday. Power was out for several properties across Wairarapa, Manawatu and Wanganui. Horizons Regional Council is monitoring river levels, with concerns remaining as further rain is expected.

Men should cry — tears for lost friend I have never believed in the notion that men should rein in their emotions and perpetrate the stiff upper lip culture. I have shed many a tear when relatives and friends have passed away. Recently, I lost a good four-legged friend of some years. Goldie (or His Majesty), who thought he ruled the place, had to take a last ride to the vet.
About 11am on October 8, the Palmerston North Rescue Helicopter responded to a call to a farm north of Hunterville, where a man was injured in a quad bike accident. The man sustained serious chest and back injuries after the bike rolled on him. He was stabilised by the on-board St John paramedic before being airlifted to Palmerston North. ■ About noon on Sunday, the helicopter flew to a motorcycle accident on Mangatipona Rd in the Turakina Valley north of Marton, where a 52-year-

old Palmerston North man was seriously injured after crashing through a fence and tumbling 20m down a bank. The rider was stabilised at the scene before being flown to Palmerston North Hospital. It is understood from two riding companions, who witnessed the accident, that loose gravel on the road surface appeared to cause the front wheel to slide, causing the fall that resulted in the rider and bike leaving the road. Bill will inhibit disabled By ROB MILDON The government’s proposed changes to the Employment Relations Act will have a negative effect on those with disabilities, says a Palmerston North disability advocate. Addressing the Transport and Industrial Relations Select Committee, here on a rare trip outside Wellington, Delysse Kennard of the Disabled Persons Assembly said people with disabilities faced difficulty gaining and retaining employment. Even when they had a job, they faced a greater risk of unfair conditions and she said some had gone without a pay rise for 10 years, and even then required help from the PSA to get one. ‘‘It’s amazing what’s come through,’’ Ms Kennard said of the stories workers had told her. ‘‘People with disabilities aren’t as accepted in the workplace.’’

They’re a good bunch to work with!’’ she recommended. ‘‘The workplace would be made safer if [employers] got assistance from people like Workbridge.’’ Workbridge is an agency that helps people with disabilities find employment.

Welfare fraud
A new Government initiative aiming to detect and prevent welfare fraud has been trialled in Palmerston North. The initiative made clients who had previously been prosecuted for benefit fraud, or had an overpayment, meet on a one-to-one basis with a case manager. Promising results mean about 1500 ‘‘low trust’’ clients will be dealt with face-toface by a case manager.

Business a road to better lives By ROB MILDON Helping others rise out of poverty requires a dedication not all of us have, but it became second nature for Suzanne Andrews during her time in Bangkok. She and her family have returned to Palmerston North after living there for two years. Her husband, Dave, worked at the New Zealand Embassy, and she taught young children at a community centre in Bangkok’s biggest slum, in the Klong Toey district near the heart of the city. A hundred-year mission By ROB MILDON It’s not Local History Week just yet, but time waits for no one, least of all the planners of church centenaries. At the start of the year, we marked 100 years of Presbyterian Sunday school on Main Street [At school for a century, Guardian, January 31], as it started in Coronation Hall in February, 1913. St David’s, just up the road, was completed in December, 1913 at a cost of £308, 4 shillings and sixpence, and now registrations are being sought for the church’s 100th jubilee celebrations. Tracking the church history has been to track the early development of Palmerston North, says church elder Bev Quinn. When the church was built, Terrace End was the city’s only suburb, as development followed the rail line out toward the Manawatu Gorge. Evening services were interrupted regularly by trains making their way into town. Over the road, Memorial Park was nothing more than a big hole in the ground, excavated to create a railway embankment to Foxton. A time-lapse film of the church would
show a constant stream of additions and alterations as outbuildings and porches sought to increase its capacity. In 1957, the whole building was rotated 90 degrees in anticipation of major construction, but the money ran out, so a new view was all they got. An Air Force hall was brought over from the aerodrome but removed again in 1971. Despite a massive post-war boom — in 1957 there were 3000 people on the pastoral roll — the church constantly faced financial crises, says Mrs Quinn. ‘‘There was a huge amount of voluntary effort all the time. ‘‘The women seemed to raise all the money,’’ adds Jocelyn Hannay with a chuckle, ‘‘and the men spent it.’’ Things are more low-key these days, with an emphasis on community outreach and involvement. A commemorative calendar is being produced for the centenary, and a display and dinner is being organised for December 7. 12,000km, six months, seven countries. On a bike. That’s the mission of Canadian campaigner Jeremy Bally, and last Sunday he and his ukulele pedalled into Palmerston North. He’s in the midst of ‘Pedalling for Papua’, a cycling and performance tour that aims to raise awareness of the ongoing human rights and environmental abuse in West Papua. Mr Bally rides a bicycle loaded with everything he needs for his epic trip, from clothes to a projector. The 21-year-old has been around the world performing original hip hop poetry with his ukulele for accompaniment. ‘‘I’m blessed to be able to go on such a spectacular journey,’’ he said. All his original works contain a message about the situation in West Papua. A presentation at the Amesbury Street Catholic Diocesan Centre on Sunday
attracted a large crowd. Mr Bally became involved with the campaign after helping a group at university and has since been on several trips to raise awareness. ‘‘It’s basically a case of the oppression of free speech. It’s an indigenous issue but we have to help,’’ he said. Since an Indonesian invasion in 1962, West Papua has been plagued by the quashing of struggles for independence. Non-violent dissent has been criminalised and anyone who calls for independence, raises the national flag or questions Indonesian rule is imprisoned. It is estimated 500,000 West Papuans have died as a result of the conflict. Mr Bally says few outsiders know about the struggles because of a strict media ban. That’s what he’s aiming to change.

Urban foraging a great way to live By HELEN LEHNDORF

Urban foraging is about getting to know our city environment and noticing what is around us that is edible and free. There are a lot of edible plants and trees in the urban environment on common land, much of which goes to waste. Manawatu Urban Foraging is an informal 437-member group based on Facebook, which shares local urban foraging information via a shared Google map. Members of the group also share general foraging information, like how to identify and use weeds and native plants, and recipes. To join the group, visit Manawatu Urban Foraging on Facebook, which has information on how to access the Google map there. Foraging is fun, useful and educational. Through foraging, people can learn a lot about plants, vary their diets, get to know their neighbourhoods and feel empowered through ‘‘liberating’ food which would otherwise be wasted. Urban foraging is an environmental activity in that it deepens peoples’ connections to their local area, lessens food waste and encourages food literacy and resilience. It is a complementary activity to urban homesteading, community gardens, Community Harvest, food resilience, Transition Towns and many other environmental activities. There are some basic common-sense guidelines for urban foraging, like not
taking food from private property unless permission is obtained, and taking care not to eat food from polluted waterways or sprayed areas. For example, puha grows abundantly in some of our urban storm drains, but it is not a good idea to eat the puha as these waterways are contaminated. Some of the food local urban foragers reported finding includes citrus fruit, elderflowers, feijoas, plums, walnuts, olives, blackberries and greens like comfrey, chickweed and dandelion. It’s not just edible things which can be foraged. Local foragers have also harvested bamboo for garden stakes and seaweed for composting. For an excellent New Zealand foraging guide, Wairarapa writer and forager Johanna Knox recently published a book, A Forager’s Treasury: A New Zealand Guide To Finding and Using Wild Plants (Allen & Unwin, $37). This is a thorough and beautifullywritten book, which includes native plants as well, and is packed with ideas and recipes for foraged goods, and is a great place to start if you are new to foraging. ■ Look up Manawatu Urban Foraging on Facebook to get in touch with what is abundant, free and delicious in your neighbourhood.

Property managers make owning a rental easy More and more landlords are turning to professionals to manage their property portfolios. A recent survey showed 45 per cent of property investors employ a manager to look after their properties rather than going for the DIY approach — about five per cent more than five years ago. Investors in Auckland were much more likely to use a property manager than those in the regional centres. People were more likely to call in the professionals if they owned properties spread across the country. For those who were not yet using a property manager, cost was the main hurdle.

Professional property management does cost but managers say those who are experienced in the role will add much more value than the fees they charge. A Consumer New Zealand report said the average commission for a property manager was about 8.5 per cent of gross rent. But there are usually other fees for

additional services, such as credit checks or advertising of the property, dealing with water rates, or attending Tenancy Tribunal hearings. Sometimes a property manager will charge extra if the landlord decides to put the house on the market. The fees are tax deductible and property managers say outsourcing the management of properties can save landlords time and money. Full-time property managers have the resources to check daily that rent has arrived, immediately address any arrears and carry out property inspections on time to stop problems occurring. Sometimes they can negotiate good rates with local tradespeople because they send a lot of work their way. They can also show tenants through a property during the day when the owner is at work. A good property manager will have experience in finding tenants for properties, so should be able to let a house faster than a landlord doing it themselves. Many will also have databases of would-be tenants and can sometimes match a tenant with a property before it is on the market. Property managers also often take care of credit checks and reference checks, so the landlord can be sure of the person who is moving into their property. They should also have a good

Finding ways to lift education The latest series of lectures presented by the University of the Third Age is under way. The near-frenzy of questions, solutions and wide-ranging speculations about saving New Zealand’s troubled education system adds confusion on top of confusion for students, parents, grandparents and not least of all teachers. Trying to bring clarification to the national debate and, hopefully, some sound solutions for the way forward, New Zealand Education: Where to Now? is a series of seminars on successive Wednesdays in the All Saints Community Centre at 338 Church St. Starting at 2.15pm, they are free to the public, with a gold coin for refreshments. On October 23, Dr Huia Tomlins-Jahnke will discuss iwi and Maori responses to education in the 21st century. As Massey’s Associate Professor of Maori Education, she will use case studies to illustrate tribal perspectives for mainstream schooling. On October 30, National MP
Colin King will take as his theme ‘‘An education system that better addresses student needs’’. He’ll outline what the Government has done to build relevance into the education system for every child. November 6 introduces ‘‘An economics perspective on education policy: improving teacher quality’’ with Dr Stuart Birks, director of Centre for Public Policy Evaluation at Massey University. He suggests economics perspectives on education might differ from those of educationists. In so doing, he will cover some of the difficulties this can create, particularly in the matter of improving teacher quality. ‘‘It’s the policy setting, stupid!’’ is the core of the final presentation on November 13 by Professor John O’Neill of Massey’s Institute of Education. He recommends long-term changes in behaviour and attitude, rather than knee-jerk reactions from politicians and officials, to bring about improvements to primary age children’s core subject skills.

Law changes aim to keep children safe in cars By DESLEY MONKS, Horizons Regional Council road safety co-ordinator desley.monks@horizons.govt.nz As of November 1, the laws regarding child restraints are changing and it will be mandatory for children up to the age of seven to use an approved child restraint when travelling in a vehicle. During the next couple of months, Horizons Regional Council road safety coordinators will be working with police and Plunket, at check
change, we need to look at educating drivers about the law. Drivers are responsible for all their passengers. Adults must wear seatbelts and children must be in an approved child restraint installed according to the manufacturer’s regulations. This includes grandparents looking after children part-time and anyone looking after someone else’s child — even if they are ‘‘just going around the corner’’. All children must be restrained in a car in compliance with the law. Why the law change? About five children are killed or injured every week in road crashes in New Zealand. Some of the injuries can be attributed to children being restrained

The law change may create problems for some families but it’s important we don’t lose sight of the issues regarding car seat use. People are buying noncompliant restraints off the internet, installing them incorrectly and allowing children to ride in a vehicle with no restraints. Most parents, grandparents and carers want to keep children and are unaware they could be putting them at risk. Before we address the law

The children often comply with the age regulation but are not sufficiently physically developed to be safe from injury without the extra support of a child restraint. So a law change was essential to ensure children are travelling in cars in the safest child restraint possible. No argument there! For some families this may cause considerable financial stress. The best advice I can offer anyone in this situation is to contact the local Plunket office and speak to a certified car seat technician about correct installation, restraint compliance and financial help that may be available. Let’s keep our kids safe.

GOING POTTY: Pots are a form of raised garden, in a smaller and more portable form.
Less digging and bending with raised garden beds A raised, no-dig vegie bed has many advantages. It does away with the need to bend, obviously there’s little or no digging, and the growing medium can be topped up regularly. So if you want to give it a try, here are some tips. Start by selecting a site in a sunny position. Build a frame with boards, bricks or whatever you have available. This can vary from about 30-50cm deep. The higher the sides, the less bending will be required to maintain the bed but make sure you can reach all parts of the garden from the sides. Pre-formed, above-ground beds make starting easier. Fill the bed with good quality soil from a landscape supplier, or use the method that was pioneered by Australian Esther Deans in her book Growing Without Digging. ■ Place a 50mm thick layer of newspaper (not cardboard or glossy magazine paper) in the bottom of the bed. Overlap the paper so there are no gaps. ■ Cover with pads of lucerne hay as they come off the bale. ■ Sprinkle on a dusting of organic fertiliser. ■ Cover with 20cm of loose straw. ■ Scatter some more fertiliser on to this layer. ■ Continue layering in this order until the garden bed is as high as you would like. ■ Tip a circle of rich compost 10cm deep
and about 45cm in diameter in places where seeds or seedlings are to be planted. Then plant into this circle. At this time of year you can sow seeds of dwarf or climbing beans, beetroot, carrot, corn, melon, pumpkin, radish, baby squash and zucchini. Sow seeds or plant seedlings of cabbage, capsicum, celery, cucumber, eggplant, lettuce, silverbeet and tomatoes. Feed the plants regularly with a liquid fertiliser such as Yates Nitrosol and make sure they don’t dry out. Water as required, ideally in the early morning when evaporation is low. Morning watering also allows the leaves to dry quickly, which reduces the risk of fungal infections taking hold. A layer of organic mulch around the plants will help retain moisture. When you’re growing any sort of vegies, it’s a good idea to rotate your crops. This means, for example, a leafy crop is followed by a fruiting crop such as tomatoes, or a legume crop. Typical legumes are beans in summer and broad beans or peas in winter. These can be followed by a root crop (carrots, parsnips, beetroot etc). Before planting each new crop, add more soil or layers of compost, manure and lucerne where necessary or dig some aged organic matter like manure or mushroom compost into the soil.
