For TĹŤhoe Te Mana Motuhake is paramount to its revival and the service management plan is a tool to help us on the journey to being the creators of our freedom and prosperity.

The Service Management Plan is a creation of the Tūhoe Deed of Settlement, a redress mechanism of our Treaty of Waitangi grievances. The SMP is at the heart of the Te Mana Motuhake redress, a long-term relationship to progressively enhancing Tūhoe autonomy in decision making matched by its growth in infrastructure, capability and leadership in social service provision. The SMP was signed on 27 August 2012 by the CEs of MBIE, MSD and Education and recorded in our settlement.


The purpose of the Service Management Plan (SMP) is to develop, implement, expand and renew from time to time, a plan for the transformation of the social circumstances of the people of Ngāi Tūhoe. Together we committed to take practical steps for Tūhoe to manage their affairs with the maximum autonomy possible.

The SMP states Tūhoe wishes to transform its current state of dependency to be self-governing over a 40 year or 2 generational time-frame. In Five-year blocks together we set activities, priorities for five years, review and reset next 5 years.


How is a 5 year review helpful?

We are excited and eager to undertake this conversation, checking that our direction is true. The last five years has been our first real chance at having a go. We are interested to know how far we have come. From our learning, we will know how we may immediately respond.


Who is being reviewed?

Both TĹŤhoe and the Crown. The review panel will have different things they are looking at.


Who will undertake the review and who will they be talking to?

We are thankful that we have assembled a respected review panel of immense experience and knowledge. A review to understand something as unique as a journey to total autonomy is not an everyday request. Professor Ron Paterson, John Whitehead, and Bill English have acknowledged that this is kaupapa that they are very pleased to be a part of.


The group will kōrero with; For Tūhoe;

Tribal Chairs, Tribal GMs, pakeke, ranatahi, school board chairs and potentially principals, medical centre staff, community resource people who have been around prior to the settlement. For the Crown; District Councils; Mayors, CE's, DHB, MSD regional people, Ministry CEs and Ministers. Timeframe: expected three month period, interviews Dec/January, final matters in Feb.
