T

he ruling People’s Democratic Movement (PDM) and the opposition Progressive National Party(PNP) have strongly criticised the British Government for imposing a new piece of legislation that will adversely affect the financial services industry in Turks and Caicos Islands. The Sanctions and Anti-Money Laundering Bill is designed to introduce public ownership registers in Britain’s overseas territories in an attempt to prevent them from being used to hide “dirty money” and enable anti-money laundering and counter-terrorist financing measures to be kept up to date. Turks and Caicos Islands, Cayman Island, British Virgin Islands and Bermuda, have introduced private central registers of ownership, which are accessible to UK law enforcement and tax authorities, but the new law calls on them to make those publicly available by December 2020, or have UK ministers impose that requirement upon them via orders in council. Premier Hon. Sharlene Robinson, who wrote British Prime Minister Theresa May to express her concerns, says UK’s “unilateral move is destructive, constitutionally regressive and offensive and disappointing”. In a media statement, she said: “We were disappointed to listen to and hear the Debate and eventual outcome of the House of Commons’ vote on the Anti-Money Laundering Bill which took place on Tuesday of this week endorsing the imposition of Public Registers in the Overseas Territories. The Turks and Caicos Islands has a democratically elected Government who is charged with making decisions in its people’s best interest and as such we see this as a flagrant disregard for our Constitution and its people.” Continued on page 2

Crime Stoppers a major challenge for TCI Police Force By Todeline Defralien Crime Stoppers hotline for many years has been a challenge for the Royal Turks and Caicos Islands Police Force, with persons not calling in to give tips, according to Commissioner of Police James Smith. During a press conference held at the Police Headquarters on Tuesday May 1st, 2018, the Commissioner said there soon will be a reward scheme to encourage members of the public to give vital information. When asked by media if there are any plans to improve or increase the relationship with the public so that they are comfortable to bring over information, he said, “I think that this is still a major challenge for

us in terms of it’s a small community. People are concerned if they are identified as giving information to the police, then maybe some repercussion will follow. It would be difficult for me to give you some real details about us getting better, but I have a gut feeling that it is better but that is not really sustainable and what we would like to see is that we we’re looking into developing different ways to encourage the public to help us.” He added: “I mentioned that there was a slight rise in firearms offences and we do continue to struggle to take firearms of the streets and from the hands of criminals. I don’t want to go into details, but another scheme, it will be a reward scheme to encourage members of the public to give us vital

information of the whereabouts of firearms and those that have them.” Smith stressed that everybody in the TCI community has to play an active part to help combat crime in these Islands. “Everybody has to play a part here and people can’t just say crime is going out of control or too many guns are on the street. People actually need to play an active part and I am not convinced that we’ve seen a lot of that yet but there might be many reason for that. Some of which needs legislative change, they need more witnesses to remain anonymous in court,” he explained. Annual JAGS McCartney relays in Grand Turk postponed By Todeline Defralien The most anticipated games, the JAGS McCartney Relays, which are annually held at the Parade Grounds in Grand Turk have been postponed due to very bad conditions at the grounds after the passage of Hurricanes Irma and Maria last year. This is according to Rita Gardiner, President of TCI’s Commonwealth Games Association who confirmed to

The SUN that the relays will be postponed until later this year due to the Parade Grounds not being repaired from the hurricanes last year. The community and athletes are furious after hearing the news and some are also calling on the Government to step in and fix the issue. Gardiner added: “The JAGS McCartney Relays will be postponed until later this year due to the Parade Grounds

not being repaired from the hurricanes last year. This is a great disappointment to the youths and people of Grand Turk. The Relays aren’t the only reason for the repairs of the Parade but Athletes need to train for various sports if we are going to keep them interested in extracurricular activities.” The JAGS annual relay is an opportunity for most of the country’s top high school athletes to compete in various categories.

Five Cays MP responds to illegal dumping after resident speaks out By Todeline Defralien Five Cays and Chalk Sound MP, Hon. Sean Astwood has responded to remarks made by Paula Arthur-Rigby, host of the Average Joe TV show who voiced her disappointment about the filth in Five Cays. Arthur-Rigby accused Astwood, the Deputy Premier, of neglect and called on him to resign. She said: “I don’t care who feels crushed or hurt or upset. I believed in Sean (Astwood) with all my heart. I put my X on the line only to be disappointed. Tell him I said stand down.” During a PTV newscast ArthurRigby said she believes too many people are being allowed to take advantage of the systems and also stated that the elected leaders are not ensuring the laws are followed. Five Cays was one of the worst hit communities after the passage of Hurricane Irma and has long been over crowded with shacks, which will now be subject to new building codes and regulations. Arthur-Rigby said, “A few weeks ago I made a statement that Five Cays is dirty. I was bashed and every day we have new houses and buildings popping up and nobody is saying anything. It is over populated, it’s over crowded and it’s nasty, filthy and it’s ridiculous. Here I am in the middle of all of this and there is no law for Five Cays. I do not understand it, and while it’s going on all over the Turks and Caicos and all over Providenciales, I have a problem when I elect a Minister and I could understand the excuses before their party was in (power) but now there’s absolutely no excuse two years later.” She added: “You cannot tell

me that Five Cays isn’t being neglected. I don’t have a problem with people working hard because I do the same thing but I am talking about when you just viciously and maliciously come in and take advantage of the system; I have a problem with that. When our elected Government and Ministers allow people to come in and take advantage of the system without saying anything or doing anything about it then I have a problem with this.” Arthur-Rigby noted that Five Cays needs structure, Five Cays needs someone to set laws and police the laws and Five Cays needs to be cleaned up. In response to Rigby’s comments, Hon. Astwood said in a release issue to media, “For over a decade, I have been organizing and participating in cleanup campaigns in my constituency of Five Cays. During these years residents consistently contact me reporting areas where persons continue to dump garbage. I have forwarded these reports to Environmental health who have always responded positive. No longer than yesterday, concerned residents sent me a picture of garbage dumped in the middle of the road, in an area of Five Cays. Report from TCI National Security Council Meeting His Excellency the Governor, Dr. John Freeman, and Premier Hon. Sharlene Cartwright Robinson, cochaired a meeting of the TCI National Security Council (NSC) on Tuesday, 24 April 2018, at the Hon. Hilly Ewing Building in Providenciales. In attendance as members of the NSC were the Deputy Premier, Hon. Sean Astwood the Commissioner of Police, James Smith, Her Excellency the Deputy Governor Anya Williams and Attorney-General, Hon. Rhondalee Knowles. At this meeting: The Commissioner of Police briefed the NSC on the 2017/18 National Policing Plan and gave an assessment of performance against the plan reporting that significant progress had been made during the year against the objectives in the plan. Looking ahead, the Commissioner set out priorities for the RTCIPF including enhanced engagement with the Ministry of Border Control on “Operation Guardian” as well as focusing on road safety, school and community engagement and child safeguarding. The Commissioner updated the NSC on crime statistics for

2017/18. The headline figure showed a 14% reduction in crime over the previous year and a 28% reduction over the past two years. There had been significant reductions in most areas of serious crime over the past year. The Hon. Deputy Premier briefed the NSC on progress to tackle illegal migration since the last meeting of the NSC including on the surge in sloop arrivals in March and measures taken to address the problem. The Hon. Deputy Premier reported on the continued success of “Operation Guardian” and on the increase in the number of repatriations of illegal migrants and highlighted the excellent co-operation between the Immigration Task Force and the RTCIPF. He stressed that all government departments had a crucial role to play in “Operation Guardian” for it to be even more effective. The Hon. Deputy Premier set out new measures being introduced to tackle illegal migration into TCI including increased manpower, stricter oversight of visa applications and improved documentation. The Hon. Premier up-dated the NSC on the work of the Planning Department and others to help improve road safety and called for the need to address the problem of illegal jitneys

including through new legislation. The Hon. Deputy Premier, as Acting Minister of Home Affairs, updated the NSC on the situation at HM Prison including inmate numbers, staffing and on the arrival of a new Prison Superintendent on 17 May. The Hon. Premier reported that the Ministry had produced a report on the proposed redevelopment of the prison. The NSC reviewed the recommendations in the UK-funded Security Needs Assessment (SNA) Report completed in 2017 and received up-dates on progress against the recommendations and measures being taken to address outstanding issues. The Commissioner of Police presented an outline of a proposed National Security Strategy setting out areas which the strategy might focus on against agreed objectives, outputs and timelines. The Hon. Premier underlined that a National Security Strategy had to encompass a multi-agency approach with all departments and elements of society being involved as well as co-operation with international partners. It was agreed that work on the strategy would be taken forward by the Deputy Commissioner of Police working together with the Deputy Premier.

Today 38 years ago, this country experienced one of its greatest losses when the news arrived to our Shores that our Beloved Chief Minister, The Right Excellent Hon JAGS McCartney had died in a plane crash while away on official business. Having only ushered in Ministerial Government just approximately four short years before, and having voted in its first Chief Minister, it was a devastating blow to our country when this sad news was received. The then youngest elected Leader in the Caribbean had already championed causes on behalf of his people amidst the challenges of being the first elected to Office under a new Constitution. He will forever be remembered for the humble man that he was and for his efforts to ensure that TC Islanders enjoyed unfettered access to positions (of authority) and places.

He would always be remembered for his ability to dialogue with men and women of high offices and of lowly estate and for his love and care for all men. Amidst the criticism from those who did not capture his vision and the challenges presented by those who understood it but did not wish to see it realised, he in his short life time and in his short period as Leader of this country managed to make a difference and to leave his corner of the world better than he met it. We continue to mourn his loss and honor his legacy who was taken away from us at the tender age of 35 years. Today 38 years later he continues to speak from the grave and we continue to call for the realisation of his dream which was for a united Turks and Caicos. May his soul continue to rest in peace and may his legacy continue to be celebrated.

The Tuscany & The Venetian hands over furniture to Oseta Jolly Primary By Todeline Defralien The Tuscany & The Venetian Group officially turned over $60,000 worth of furniture to the Oseta Jolly Primary School. The handing over ceremony took place on Thursday May 10th, at the Gustavus Lightbourne Sports Complex, in Downtown, where the school is temporarily relocated. On Friday January 12th, 2018, a cheque for $60,000 was presented to the school to go towards purchasing much needed furniture for the school such as new desk and new chairs. Now delivered to the school the students, principal and teachers at the Oseta Jolly Primary School are more that grateful for the generous donation from The Tuscany & The Venetian group. Present during the turnover ceremony were Minister of Education Hon. Karen Malcolm, Jai Tolani, representative from The Venetian, Chairman of Venetian and Tuscany and other Government and Private sector representative. Jai Tolani, a representative from The Venetian said, “We are very glad that we can be part of this whole venture of assisting the children. When we came here in November we presented a cheque and after six (6) months of back and forth, the furniture is finally here and we are very glad to see that happen. Priority will go to the grade six classes because all of their furniture was damaged in the hurricane, so we’re going to automatically immediately replace all grade six (6) furniture and then we’re going through the classes and we’re going to meet the needs class by class.”

Founders of Lipsticks & Things donate $1,000 to Provo SNAP Center By Todeline Defralien The founders of Everyday Romance recently made a $1,000 donation to the SNAP Centre from funds raised at the 4th Annual Lipstick & Things event on Saturday April, 28th, 2018 at the Grace Bay Sports Center in Providenciales. In an interview with The SUN Mrs. Jasmine Hall said, “Every year for Lipstick & Things we donate to a foundation and this year we decided to donate to the SNAP Center $1,000 towards the needs of the school. The brother of one of my vendors attends this school and I was talking to her in the midst of planning and I wasn’t sure who to sponsor, and she said what about the SNAP Center. I was not aware that there was a special needs school on the island and she shed light on everything that they do, and it really caught my attention, so we decided to sponsor the SNAP Center.” She added: “I am still overwhelmed by the support and mostly I am overwhelmed by the vendors and how they prepared for

The doctors and everyone else were saying that she cannot survive that flight to go all the way to the UK because of her respiratory status and they said that the best that they can do is try to work on the UK because that’s the only thing that they can do and it might take months or maybe a year. So now at that point it was like we had zero dollars and zero cents. She asked if I wanted to go with my child I said yes I would like to go and then she said that she can try to get both of us to go and they ended up helping to get a ticket to go to the Dominican Republic. When we got there they said that they are going to send her to Canada. When they got the med-evac team from Canada at midnight they noticed that something was wrong and she had an adult chest tube inside of her lung and then they were trying to correct it and while they were trying to do it her respiratory status went downs some more. We ended up leaving the Dominican Republic at 5:00am and when we got to Canada

Ira Stubbs and we got to the hospital her status decreased even more until they had to rush her and do an aggressive treatment on her because all of the medicine and treatment she was on wasn’t working and they had to step it up a notch to the point that they said nothing is going to work. There was last treatment that they had and they said that it was experimental and she went back in forth in intensive care, they had to put her on life support and then she ended up catching pneumonia in her lungs and then her lungs collapsed and it was one nightmare after the other. When it got to the final report they came and let us know that they dealt with the cancer and they can safely say that they can rule the cancer out, that’s the good news but the bad news is that she has something that is way more dangerous than cancer.” He said the doctors noted that the damage that the disease did along with the treatment her lungs are no good, they can only looking at two things which is a miracle or a lung transplant. “They said that the best that they can do is that they can minimize that and try to not let her suffer, but we will give her some medication that will last about a month because it is a steroid treatment and when he explained to me what the treatment was, the size affects and what it does he said it is best for her to be home or around her siblings. But to be honest, to find a donor for her transplant is very slim and very low and it’s like a two percent (2%) chance and the best thing is for her to go to the UK and when she make some progress that is the best time to move.” Stubbs stressed that when doctors made him aware of all this he prolong to them to keep her there because he didn’t want her to come back home because there are no specialists on the island. “At that point she could not breathe on her own she had to be on constant oxygen. Stubbs than noted that shortly after his mother got sick and he had to leave his daughter and come back home and attend to his other children. Shortly after I want getting ready to go back Canada and that’s when her mother said that they are coming home, because Canada said that it is ok for her to go back home and I thought o myself that it’s not rite to say she can come back home because she is still sick and she doesn’t have the help she needs here.” Stubbs who describes his daughter as an innocent loving and caring is calling on the Government of this country to help in his situation and also seeking helping from the general public to assist with funds to help them get the help that they need for his daughter.

The Taste of the Caribbean, organized by the Caribbean Hotel & Tourism Association will take place from 22nd June to the 26th June 2018 at the Hyatt Regency Miami in Miami, United States Of America. The conference will cover areas like opportunity to network, polish professional skills and cheer on colleagues in competition, before a large audience of industry peers and food & beverage veterans, build food and beverage business. The Culinary Team set to compete in Florida and 2018 Taste of Tapas is Edwin Gallardo, Kristin Greene, Inga Stubbs, Kevin Missick, Aristotle Florida, Derrick Carter, Charles Joseph, Wilkiens Martin, Lauren Callighen and Vadivel Raju. Stacy Cox CEO of TCHTA told media, “This is another exciting year, it’s been three years now that we have been competing at Taste of the Caribbean in Florida and this year you may have noticed the change in the team, because what we are doing now is gradually phasing individuals in and phasing some to another level of the team. Eventually we would love to have the opportunity where

there is a huge competition where in Turks and Caicos where people are now competing for their space and hopefully we’ll be able to do that next year.” Cox noted that Edwin Gallardo is the team manager this year and they are looking forward to receiving gold. It’s always exciting and that entire week is just an opportunity for learning. If you watch television, you are sure to see ads promoting the shingles vaccine. Shingles is a viral infection which mainly affects the skin. It can be seen in any age group but is most often seen in older individuals. With an ageing population, there has been an increase in the incidence of the condition.

There are over 91 nationalities in TCI. Can we assimilate and make TCI the best place? – Part 3 By Drexwell Seymour If there is one thing in life I do not fathom, it is racism. There are some folks in TCI who claimed that they are not racists but their actions speak louder than words. If you are not racist, then treat everyone the same by giving individuals the same opportunity and pay as everyone else. Our government needs to implement an equal pay opportunity legislation that my friend Floyd Seymour has been advocating for years. There is simply no difference between us as all human beings have the same characteristics. I know that some of us simply cannot control the way we behave because of our ignorance which was based on stereotypes of races. The best way to address this situation is that we just have to get to know one another on a personal level and I am confident that some of us will act differently. So how does one get to know one another? Come to church and fellowship with each other. Invite some of your co workers to lunch and get to know them. Do a birthday club etc. Encourage your children to mingle with other children of different nationalities and from what I observed, the children are getting along really well. Get involve (locals and expats) in community projects and have a diverse group of people on the projects. Let me pause to thank those individuals who are involved already in a number of community projects already such as Swimming Association, Basketball Association, Football association. Of course, there is a lot more that needs to be done and we can do these projects together as a community. For example, crime is a big issue for

us, so let us form a Crime Prevention Project and have the best people on the project to develop some workable solutions and then present them to government. There are residents in TCI who have some of the answers. Don’t exclude them. We also need to address our youths. The Youth Center is functioning well. Let us promote this and increase the number of volunteers. We need a facility like a YMCA. Let us form a committee to get this going. We need to address the median along Leeward Highway. For National Heritage Day and National Heroes Day, everyone that resides here should support this event by participating in these events by showing up and having TCI flags on their vehicles. In fact, I challenge each of you that resides in TCI, if you are going to display your country flag on your vehicles, why don’t you also display TCI flag right next to it especially those persons who have been residents in TCI for many years. I am conscious that many of you will always have a bond to your birth place and so perhaps we need to have an annual International Day Parade (not a holiday) and showcase all the nationalities in TCI. This will be a great opportunity to not only learn about each other but also to interact with each other. It should not be a competition but more or less for information purposes. I know generally people are comfortable with their own ethnic group and consequently a network of relationship develops and so people hang out with their own. Interact and get to know people of different backgrounds. I am sure you will discover you have more in common than you think. In terms of discrimination, a

Drexwell Seymour person’s income, profession or their country of origin should not be a factor in how one gets respect. Everyone deserves respect as every job is important. Someone has to do the job that some of us consider menial. In fact, it is the so menial jobs that keep our growing country as they are the ones keeping the rooms in spectacular condition. They are the ones preparing and serving the meals to our residents and guests. As a result, tourists keep returning. On another note, we have seen a number of our athletes who are not the so call “indigenous” performing well and of course representing TCI well. If these individuals were not athletes, how would you treat them? I think work permits should be rejected if a local is qualified to do the job. In fact, it should not even reach the Board because a labour department would have done its due diligence before issuing a clearance. I am aware

that some job advertisements are very misleading so as to hire certain individuals and in so doing avoid hiring certain individuals. The Labour Department needs to recruit additional expertise staff that can decipher the requirements of a job as this practice must discontinue. In terms of housing, TCIG needs to review the building code and not tolerate any illegals shacks. Demolish them. In the meantime, TCIG needs to partner with local contractors and individuals to promote the construction of apartments by offering incentives to the locals to build. If hotels can get concession for condos and so should the locals for apartments. These individuals should show proof of housing before arriving here. I believe at all times that qualified locals should be given first preference for a job or contract. On the other hand, I do not approve granting a job to an unqualified local just because he or she is a local as some of us have a sense of entitlement without meaningful justification. This is a setup for failure, so do not buy into the concept, “Fake it till you make it.” The truth always come out so don’t embarrass yourself or our country by being in a role you do not know even if the pay is well. When you fail, then all of us fail. If you are not qualified, efforts should be made to gain the necessary experience and qualifications. Once you have achieved this then you should be entitled to first preference. In conclusion, I believe the TCI can be a model country of living in harmony with 91 nationalities. I thank God for allowing me to have individuals in my life of different races who I consider as friends, brothers and sisters for life.

I write this post with a heart filled of frustration, as countless stories of illegal vessels infiltrating our beautiful by nature TCI islands, reel in daily. There is an atmosphere of impatience growing among our people as we are left with a growing fear of invasion of boat people to our shores without hearing of an immediate solution to address the same from our elected officials (Government and or Opposition) which leads to a lot of finger pointing from the public. Firs, many have said or made statements that we’ve had more boats coming in due to what they class as our ‘economic success’. Not true. We’ve had more boats coming in as word has continued to spread regarding the ease of entering the TCI illegally. The people boarding ships already know that (1) there is a very low chance of their boat being intercepted and them been caught upon arrival and (2) they know that once in the TCI, they will be harboured by friends/families. Prior to coming here, they are also filled with false promises

of employment and business opportunities. These people are only exploiting what already exists in the TCI, which is a ridiculous lack of national border security and an even more ludicrous lack in implementing legislation to enhance national security and border control. Many have also pointed the finger towards the Haitian Consulate, for potentially ‘playing a lackadaisical role’ in the issue of illegal Haitian migration. While we all know that there are more nationalities which either enter the TCI or overstay their time illegally, we must admit that there are a significantly higher number of Haitian nationals coming in day by day. And although it may be easy to scapegoat the Consulate, I want you to remember this; the consulate is an organization which operates under the TURKS AND CAICOS ISLAND’s GOVERNMENT. They are not at liberty to follow or establish their own laws, nor promote illegal migration. They can only do as they are allowed to under our government’s power. If you are to say that they play a major role in the issue of illegal immigration, then you must be prepared to say that our

Highlights of the 4th annual Lipstick & Things event E

veryday Romance presented their 4th Annual Lipstick & Things event last week Saturday April, 28th, 2018 at Grace Bay Sports Center in Providenciales where it saw the biggest crowd thus far from the TCI community. The purpose of this event was to highlight the different entrepreneurs tin the TCI and coming together to promote their products/brands, learning and supporting each other. The event highlighted both male and female young entrepreneurs in the Turks and Caicos Islands.

This year there were 34 vendors which ranged from hairstylist/salon owners, sales persons, makeup artists, local clothing lines and much more. 15% of all proceeds that were raised from this year’s event were donated to the SNAP Center in Providenciales in the sum of $1,000. CEO/Organizer of the event Jasmine Hall told The SUN, she is more than overwhelmed and happy with the support from the community. “I am still overwhelmed by the support and

mostly I am overwhelmed by the vendors and how they prepared for the event, they went all out and they really gave the crowd something to see when they got there on Saturday. Mom’s depression tied to kids’ emotional, intellectual development

A mother’s depression is linked with her children’s development from infancy through adolescence, according to a new study. Researchers studied 875 middle- or lower-class mothers in Chile and their healthy children over a 16-year period, evaluating participants roughly every four years. At any point during the study, about half of the mothers had symptoms of depression, and one-third were severely depressed, according to Patricia East of the University of California San Diego School of Medicine and her colleagues. At age five, children with severely depressed mothers had an average verbal IQ score of 7.3 (on a scale of 1 to 19), compared to a higher score of 7.8 in children without depressed mothers. The discrepancy “might not seem like a big difference, but it is truly significant and important and highly meaningful for children’s learning skills,” East told Reuters Health by phone. These children will have a smaller vocabulary and poorer comprehension skills, East said. The study team also found that depressed moms didn’t interact as well with their children, East noted. Researchers had observed the mothers’ emotional and verbal

Heavy drinking linked to worse PMS Women who are heavy drinkers are at increased risk of premenstrual syndrome (PMS), new research shows. “Together with other researchers, we believe that alcohol increases PMS risk by altering the level of hormones, such as gonadotropin, during the menstrual cycle,” Dr. Bahi Takkouche, the study’s senior author, told Reuters Health in by email. Up to 40 percent of women in the U.S. have at least moderate PMS, while rates in global studies have ranged from 10 percent to 98 percent, Takkouche and colleagues noted in BMJ Open. Symptoms of PMS include mood swings, breast tenderness, fatigue, irritability and depression. PMS occurs during the luteal phase of the menstrual cycle, which begins after ovulation and lasts about 14 days, ending with menstruation if an egg has not been fertilized.

In 2014, the World Health Organization warned that women may be more vulnerable than men to alcohol’s ill effects. Some studies have found that women who drink alcohol have worse PMS than those who abstain, the authors note, while others have not found a link. Takkouche. a professor of preventive medicine at the University of Santiago de Compostela in Spain, and colleagues analyzed 19 studies of alcohol and PMS. They found PMS risk was 45 percent higher in women who reported drinking compared to non-drinkers, which they called a “moderate increase.” Women who were heavy drinkers - meaning those who drank more than the currently recommended one drink a day for women (men are allowed two) -were 79 percent more likely to have PMS than abstainers. Globally, the authors note, 29

percent of women drink, while nearly 6 percent are heavy drinkers. In Europe, 60 percent of women drink and about 13 percent are heavy drinkers. The authors say that if heavy drinking does turn out to contribute to PMS, wiping out excessive drinking could prevent one in every 12 cases of PMS in Europe. In addition to causing burdensome symptoms, PMS may be associated with other health problems, Takkouche and colleagues write. “I know of at least one U.S. study, very well designed, that found an increase in the risk of hypertension among women who had suffered PMS, especially among those who had suffered from hypertension before 40 years of age,” Takkouche told Reuters Health. “Although we do not pretend to make recommendations on the basis of one study only, even if it is

a ‘study of studies’ as ours (a metaanalysis), we think it would be better to avoid heavy drinking for women who are prone to PMS,” he added. Takkouche’s team is now investigating the role of tobacco smoking and psychological factors, including stress, in PMS. “I think that this disorder should be taken as seriously as any other disease, both by women who suffer from it and by the community of health professionals, part of which disregards this syndrome and considers it as a social construct only,” he said. Most of the studies the authors analyzed could not show which came first - drinking alcohol or PMS, said Dr. Elizabeth BertoneJohnson, a professor of epidemiology at the University of Massachusetts at Amherst who studies PMS.

Being called ‘fat’ in early teens tied to later eating disorders for girls For teen girls, being called “fat” by friends or family may contribute to later developing eating disorders, and the harsh word from family members seems to carry the most weight, a recent U.S. study suggests. Weight stigma - the negative stereotypes, social devaluation and pervasive mistreatment of heavier individuals - is strongly implicated in disordered eating, the research team

writes in the Journal of Adolescent Health. Previous studies have found that being teased about weight is associated with binge eating and unhealthy weight control behaviors in boys and increased dieting in girls. The current study is one of the first to look at the long-term consequences of being labeled as “too fat,” the authors note. “How we talk about weight -

especially with young girls - can have really negative effects on mental and physical health,” said lead author Jeffrey Hunger, a psychologist at the University of California, Los Angeles. “Labeling young girls as ‘too fat’ will never spur positive health behaviors; it is simply going to result in poor body image, unhealthy weight control practices, and disordered eating,” he told Reuters Health in an email.

There is a lot of research showing that weight stigma is related to disordered eating, but not much of it follows people across time, Hunger said. “With this study, I was hoping to contribute to our understanding of these longitudinal consequences by leveraging data from the NHLBI (National Heart, Lung, and Blood Institute) Growth and Health Study.”

Brave’s ‘U’ for FNM first year

Opposition Leader Philip Davis yesterday gave the Minnis administration a “U” mark in his assessment of the government’s performance during its first year at the helm. Mr Davis criticised the character of Prime Minister Dr Hubert Minnis’ cabinet, telling reporters on the sidelines of a CARICOM forum that the group’s arrogance has prevented them from seeking proper guidance to correct missteps. He said Dr Minnis’ appeal on Sunday to his parliamentary caucus for unity and humility as they marked the anniversary of their first year in government, spoke volumes to the internal workings of the FNM. “F for failure is being kind, I give them a U,” Mr Davis, Progressive Liberal Party leader, said. “I think they came in not appreciating what governance is all about and from what I observe and what I think they suffer from is the inability to reach out to those who may be able to help and guide them. They thought being elected was some waving of a wand that gives them omnipotence, omnipresent, all knowing position, and that is the way they have been conducting themselves. “I think reality is setting in but unfortunately I think their own character, what they are as persons, is prohibiting them from being able to adjust themselves to what they see the reality is today.” In remarks at Living Waters Kingdom Ministries on Sunday, Dr Minnis warned party members not to attack each other or criticise the government’s efforts publicly because it would prop up the opposition’s campaign.

Opposition Leader Philip Davis The prime minister maintained the PLP had violated the public’s trust during its last term, and insisted the party had changed leadership but not its lust for power. Dr Minnis said many of the same faces from the last administration remained on the frontlines. Yesterday, PLP Chairman Fred Mitchell said there was objective evidence of division in Dr Minnis’ camp. He pointed to the appointment of independent Senator Ranard Henfield as government whip in the Upper House, and his stance against recent government legislation. Mr Mitchel also referred to the criticism levelled at Dr Minnis from junior Cabinet Minister Elsworth Johnson over the vacancy to the substantive chief justice post - a public position for which Mr Johnson has apologised. “The objective evidence is there,” Mr Mitchell said, “the whip is supposed to be at one with the Cabinet, the whip can’t separate itself from the Cabinet, yet he (Mr Henfield) gets up in the Senate and attacks a piece of

legislation being put forth by the government. “How are we supposed to believe the government’s position now, when the government is divided on this position? Similarly we have a minister of the government giving advice to the prime minister on the appointment of a chief justice. “A minister of the government doesn’t talk to the prime minister in public, presumably you can say this in private, so it’s clear. The signs are there that there are cracks in their morale, and cracks in their programme.” Mr Mitchell continued: “So we’re going to do our best to tell the country that no lie lasts forever. They came on a programme of deceits. It’s now being exposed slowly and slowly, I say again we’re coming to get you.” Mr Mitchell also suggested Dr Minnis take his own advice as the FNM Cabinet boasted at least five senior statesmen who have returned to frontline politics. He listed Attorney General Carl Bethel, Minister of Labour Dion Foulkes, and Minister of Public Service Brensil Rolle and others. “Let’s just take the comment that nothing has changed,” Mr Mitchell said, “and the same old people are there. Take your own advice…don’t give me this stuff that nothing has changed. The fact is the party uses the talents which are available to it. There is new leadership and we coming to get them. “So brace for it,” Mr Mitchell continued, “you can stand on the beach of history but you can’t hold back the tide. So I tell them we coming for them.”

KAABOO expected to generate nearly $14 million What may be the largestever festival planned for the Cayman Islands next year is expected to attract 11,000 people for each of its two days and, with them, a lot of money. The greatest beneficiary of next February’s KAABOO Festival – featuring music, comedy, art, food and more – is expected to be the hotel industry. But restaurants, retail, tech companies and transportation are expected to reap benefits as well. Dart and Virgin enterprises are co-sponsoring the event. Dart CEO Mark VanDevelde said an economic impact forecast by Deloitte, a financial and consulting firm, shows KAABOO could bring $13.9 million to the island. In an emailed statement, Mr. VanDevelde said the forecast estimates $8.7 million in direct spending in such areas as “food and beverage, local talent and designers, marketing, staging and equipment, site operations and accommodation for talent, KAABOO employees and incremental visitors to

the island.” An additional $4.4 million is expected in indirect spending along with $760,000 in government revenue. Estimates specific to the festival are not yet available, although Dart, which is cosponsoring the festival, is working on an economic impact report. Organizers expect about half of the festival attendees will be offisland visitors. The Department of Tourism’s 2016 annual report shows the average amount of money spent by a stay-over visitor is $178 per day. An average stay of three nights for 5,500 visitors would generate $2.9 million under normal conditions. But KAABOO will not be business as usual. It will take an army of people to provide food and services for the festival. Jason Felts, chief marketing and brand officer for KAABOO, said he expects to hire as many as 800 people to staff the event, workers who will do everything from parking cars to managing hospitality for VIP ticket holders. He said 70 percent to 80 percent will be local residents.

“We’ve already started interviewing,” he said. “We’ll start scaling up as we get closer.” Companies and individuals hope to cash in on the opportunity. Cayman Islands Chamber of Commerce President Paul Byles expects a boost for many of his members. “We have not discussed the event directly with the organisers but from what we have seen we support their efforts,” Mr. Byles wrote in an email. “I am sure there is likely to be a benefit to our local businesses.” Mr. Felts has experience in promoting and producing large events. No lawsuit yet from top cop Wendel Robinson

Wendel Robinson There has been “no response” yet to the Police Service Commission’s letter to suspended Commissioner of Police, Wendel Robinson, who threatened to sue the state if his April 13 written demand for his reinstatement on or before April 20, was not met. Dr. David Dorsett, who represents the commission, told OBSERVER media last evening that he has not heard from the top cop and his lawyer, Sir Richard Cheltenham, since writing to them over two weeks ago. “We have sent a correspondence to him via email and we have not received any response to the email nor an acknowledgment, so there has been no response,” Dr. Dorsett said. He added, “We wrote to him on behalf of the Commission…we are not aware of any action taken by Mr. Cheltenham in response to our letter to him.” According to the PSC’s legal representative, the Commission rejected Robinson’s demand and rebutted his argument that his suspension was unlawful. Dr. Dorsett said the PSC acted lawfully when it suspended the police chief from duties, with half pay, pending the outcome of a probe into his alleged improper conduct with three male junior officers who have accused him of making sexual advances towards them. The lawyer emphasised that contrary to Robinson’s belief the PSC “acted totally within its limit” therefore it will maintain the suspension. On April 5, the Commission suspended Robinson and in the interim, his colleague, Atlee Rodney is the acting top cop. Robinson, who is also a lawyer, threatened to sue the PSC which he said violated the law when is suspended him, by: “acting ultra vires; not complying with the rules of fair play, natural justice and due process; acting in a manner which is inconsistent with established practices and protocols; committing errors of law; failing to give any or any adequate reasons for the punitive steps taken; failing to take relevant considerations into account; abusing its authority; acting without administrative consistency and; violating the Commissioner’s legitimate expectations.”

Dad charged after allegedly using machete to hit daughter A 54-yearold Westmoreland businessman has been charged with assault occasioning bodily harm after allegedly using a machete to hit his daughter. J o s e p h Arthurs of Revival district, Westmoreland reportedly committed the offence last Thursday, while his daughter was on her way to an Internet café. The police say Arthurs was driving in a motorcar when he saw his daughter enroute to the café.

He reportedly told her to go home, however, she disobeyed his instructions. According to the police, Arthurs then got out of the vehicle and used a piece of stick to hit his daughter on her hand. H e subsequently went to the car, pulled a machete and used it to hit her on the back. The matter was reported to the Grange Hill police on Saturday and Arthurs later arrested and charged.

Five arrested in major drug bust The Trinidad and Tobago Police Service (TTPS) Monday said they had seized cocaine with more than TT$34 million (One TT dollar=US$0.16 cents) at the Piarco International Airport late last month. The police in a statement said that five people including two people employed with a security firm and two others, who are airport workers, had been arrested and charged with the possession of 38.8 kilogrammes of cocaine. According to the police statement, the drugs were concealed in two suitcases that were loaded on a Caribbean Airlines flight destined for New York on Sunday April 29. “The suitcases contained 38 and 39 packages of cocaine 42.88 and 43.92 kilogrammes of the drugs respectively,” the police statement said, adding that the drugs had a street value of TT$34.7 million.. The statement said the five people, including a women, are due to appear in the Arima Magistrate Court, east of here on Monday.

Access to online court records still in the works

Delays are continuing in the creation of a digitized court records system that is accessible to the public, with no launch date for the service in sight. Court administrator Suzanne Bothwell told the Cayman Compass in late February that web designers were in the final stages of uploading all public court registers to an online format, but Shiona Allenger, Cayman’s clerk of courts, said Monday that she cannot affix a time line to the process. “The site is under construction,” said Ms. Allenger in an email response to a request for comment. The online system was slated for launch in either December or January. The court began uploading registers onto its platform in January, but the site has still not reached completion, four months later. The court administrator told the Compass in February that all public documents going back five years will be freely available as part of the online register. The court also hopes to install a kiosk for viewing documents expressly for people who do not have access to computers at home. Ms. Bothwell told the Compass last year that the only fees associated with the online register will be for people who are interested in purchasing court documents. Recently, a Cayman Compass reporter was told that Judicial Administration will no longer provide free autopsy reports. Autopsy reports will cost $20 plus $0.50 per page. Ms. Allenger said that does not represent a change in policy as much as it is adherence to existing court rules. “The fees charged are governed by the Court Fee Rules 2009,” said Ms. Allenger.

Bermuda’s First quarter air arrivals up Tourist air arrivals rose for the ninth consecutive quarter, the Bermuda Tourism Authority revealed today. But rough weather at sea caused cruise ship arrivals to drop by 49.5 per cent in the first three months of the year. Kevin Dallas, BTA CEO, said 26,316 visitors flew to the island between January and March, 21.3 per cent more than in the same period in 2017. He explained much of the increase was due to higher air capacity — particularly between the island and Boston. Air capacity on flights from Boston was up 117 per cent during the quarter, with 73 per cent more air arrivals from the city. Mr Dallas said: “We see the same positive impact from Boston we saw out of New York when the air capacity increased at JFK. “When supply and choice increase, demand goes up too and the net result is more travellers to Bermuda.” Mr Dallas added: “We have worked very closely with

JetBlue on a more robust marketing partnership to fill newly added airline seats and it is clearly paying dividends for the airline and Bermuda.” He added: “With reduced hotel inventory and cancelled flights there was no shortage of challenges to overcome in the first quarter, but our industry has proven resilient once again. “Double-digit per cent increases in leisure air arrivals and spending are further steps in a long growth trajectory that is built on solid marketing fundamentals put in place by the BTA.” The total spending by leisure visitors during the period grew 25 per cent, rising from $26.3 million to $32.7 million. Mr Dallas said six of the island’s hotels had rooms unavailable because of renovations in the first quarter, including Rosewood Tucker’s Point. But he said revenue per available room increased by 6 per cent compared to the same time last year. Mr Dallas said: “We are

still not at a point where they are profitable in the winter months, and that remains our goal. “We really do want to get to a point where our hotels are profitable year round rather than just in the peak summer months, so we have more work to do.” Mr Dallas said that visitor arrivals increased among all age groups, with the largest increases in those aged under 24. The number of visitors under the age of 17 increased by 45.8 per cent, while those between 18 and 24 rose by 40.9 per cent. Mr Dallas said: “In visitor stats, in media coverage and on social media, couples with young children are a constant, so we want to align stakeholders to ensure we’re growing this market segment and serving it with wellsuited on-island experiences.” He said this October the island will host the Family Travel Association Annual Summit, which will bring about 200 family-focused tour operators and travel agents to Bermuda.

Former finance minister released on $6 million bail

Former finance minister, Dr. Ashni Singh was granted $6 million bail on Tuesday when he appeared Chief Magistrate, Ann Mc Lennan, on charges of misconduct in public office. Stormy Daniels’ lawyer says Russian firm’s U.S. affiliate paid Trump attorney $500,000 An attorney for porn star Stormy Daniels said on Tuesday that President Donald Trump’s lawyer, Michael Cohen, was paid $500,000 by a company with ties to a Russian oligarch who was hit last month with U.S. sanctions to punish Moscow for activities that included suspected meddling in the 2016 U.S. election. In a tweet and a report, Daniels’ attorney, Michael Avenatti, said a U.S.-based company controlled by Viktor Vekselberg, a businessman with ties to Russian President Vladimir Putin, sent Cohen the payment. It was not immediately clear how Avenatti would know of any payments made to Cohen. Jay-Z ordered to testify next week in U.S. SEC investigation A federal judge in New York on Tuesday ordered Jay-Z to testify on May 15 in an investigation by the U.S. Securities and Exchange Commission involving the sale of the rapper’s Rocawear clothing brand to Iconix Brand Group Inc. At a hearing in Manhattan, U.S. District Judge Paul Gardephe said Jay-Z, whose real name is Shawn Carter, had failed to respond to SEC subpoenas served on him November and February, despite the regulatory agency’s repeated efforts to schedule a time for him to testify. “The testimony has been delayed for five months, and I do not intend to tolerate any further delay,” Gardephe said. Jay-Z was represented at the hearing by his lawyer, Alex Spiro, and did not appear himself. Spiro and lawyers for the SEC did not say where the testimony would take place. The SEC filed a petition last week to enforce its subpoenas against Jay-Z. Jay-Z sold Rocawear to Iconix in 2007 for about $204 million. The SEC has said it is looking into writedowns totaling this sum, $169 million in 2015 and $34.6 million in 2017, that Iconix took in connection with Rocawear. The agency has said it wants to ask Jay-Z about his personal involvement with Rocawear and about transactions between his companies and Iconix. Jay-Z said in a court filing on Monday that forcing him to testify at length would interfere with his preparations for an upcoming world tour, and that his testimony would

Vekselberg and Intrater could not be reached for comment, but Richard Owens, a lawyer for Columbus Nova, said in a statement the company hired Cohen after Trump’s January 2017 inauguration “as a business consultant regarding sources of capital and potential investments in real estate and other ventures.” Owens said Columbus Nova was solely owned by Americans and that any claim that Vekselberg was involved in providing funding for the payments to Cohen was “patently untrue.” Avenatti also detailed payments he said were made to Cohen by U.S. telecommunications company AT&T, Swiss drugmaker Novartis AG and Korea Aerospace Industries Ltd . He said all the payments were made in late 2017 and early 2018. “There are too many unknowns to reach conclusions as to whether anything involved with these

transactions was illegal,” said Michael Zeldin, a money-laundering expert and former federal prosecutor who is now a legal analyst on CNN. AT&T confirmed the payments, saying they were aimed at gaining “insights” into the new administration. AT&T has been pursuing an $85 billion takeover of Time Warner Inc, which the U.S. Justice Department is trying to stop. Avenatti also said he discovered four payments of just under $100,000 each by Novartis to Essential Consultants, the same company used by Cohen to make payments to Daniels. 2019 Rolls-Royce Cullinan The best, made bigger It might not be the first superluxe automaker with an SUV in its lineup, but Rolls-Royce is determined to have the best one, and its name is Cullinan. This has been a long time coming. The sea change in buyer attitudes toward SUVs has moved from morbid curiosity to unabashed stanning, regardless of price point. If Rolls-Royce didn’t make a utility vehicle, it’d be leaving money on the table. It didn’t rush one out, though, which is where many automakers get tripped up. Rolls-Royce clearly wanted to make a car that embodies every inch of its badge, and it seems that the 2019 Cullinan fits the bill. Looks the same, but different The front end’s layout is similar to the eighth-generation Phantom’s, but the character lines are exaggerated. Everything is blockier, bulkier. The Sprit of Ecstasy hood ornament, a Rolls-Royce staple since the Bronze Age, is right where it should be. The chrome grille is a bit more understated than the Phantom’s, but the latter is still head of the family, after all. Out back, the Cullinan’s D-pillar is as beefy as the Phantom’s, but whereas the super-sedan’s tuchus has more of a curve to it, the Cullinan again takes the blockier approach. The spoiler out back is very obviously for slipping through the wind, but it’s a silly thing to see on a Rolls-Royce, even though it’d look weird without it. Open up the suicide doors (on an SUV! Have mercy!) and you’ll find an interior fit for the six-figure price

Cole Potts placed 2nd at Long Beach Grand Prix

Nineteen-year-old Cole Potts, the son of Hallmark Trust business owner Craig Potts, recently placed 1st in Australia and 2nd place at the Long Beach Grand Prix. It was the premier race on the CART/Champ Car calendar from 1996 to 2008, and the 2008 race was the final Champ Car series race prior to the formal unification and end of the open-wheel “split” between CART and IRL. Since 2009, the race has been part of the unified IndyCar Series. For most of its history, the race has traditionally been held in April. It is one of the longest continuouslyrunning events in Indy car racing, and with its rich history, is considered one of the most prestigious events on the

circuit. The Long Beach Grand Prix is the longest running major street race held in North America. It started in 1975 as a Formula 5000 race, and became a Formula One event in 1976. Incredibly, in an era when turbocharged engines were starting to come to prominence in Formula One, Long Beach remains one of the few circuits used from the time Renault introduced turbos in 1977 until the last Long Beach Grand Prix in 1983 that never once saw a turbo-powered car take victory.

Local SURFside Swim Team Traveling to May Bahamas Swim Meet 7 local swimmers from the SURFside Ocean Academy Swim Club and their coach, Jessica Soderquist, will be traveling up to the Bahamas to participate in the Mako Aquatics Club Invitational Swim Meet May 18 & 19. This will be the 3rd off island swim meet that the Club has ever attended, and the first meet ever for some of the team. The athletes entering this meet are sisters Lilly Taylor (12), Sophie Taylor (10), Olivia Taylor (8), Sean Ewing (11), Alex Maclaren (15), Thais Burgess (12) and Angelina Lindenhahn (11). Of these athletes, 2 have gone as

far as to represent TCI on the national swim team for CARIFTA in 2018 and 2017. Says SURFside swim teacher, Morgan Luker, “We do not have a 25 or 50 meter pool in our country, so our kids need to travel to other islands and countries in order to gain competitive swimming experience, and pool training skills that they cannot receive on island. They also need proper qualifying times for certain meets and so can only do this by using these larger competitive pools and timing systems.” In an effort to raise funds

for this meet and a second off island meet in Fort Lauderdale on June 19-22 at the SFTL International Classic,coachSoderquist created a Swim-a-thon named the “SURFside 20k Relay Challenge for the kids to swim this Saturday May 12. The Swim Team will attempt to swim 20,000 meters in 2 hours as a Team. As of Thursday, May 10 the YouCaring site indicated that the Club had raised $2,600 of their $5,000 goal. The Bahamas is unlikely to host the IAAF World Relays beyond 2019 and President of the Bahamas Association of Athletic Associations (BAAA)Rosamunde Carey thinks that Jamaica would make perfect hosts. The Bahamas hosted the first ever World Relays in 2014 and again in 2015. They also hosted the 2017 edition and will be hosts again in 2019. However, going forward, Carey believes financial constraints will most likely see the World Relays leave the Bahamas, at least for a few years. “We know that we have the expertise, we have the experience, we have the skill set. We know what it takes to build the brand and we know that 2019 will possibly be the last one for us,” Carey revealed to SportsMax. TV on Tuesday. “What we have asked the IAAF is that given the financial constraints, we thought it would be prudent with the Government’s blessing, to rotate it within the Caribbean. We are the best people to host the World Relays in the Caribbean region. So the thought was to send it out and cycle it and then it

comes back to the home, the birthplace of the world relays, every two cycles.” Recent reports suggest that Jamaica could be in line to host the relays. Jamaica’s sports minister Olivia Grange revealed last week that the Government was in discussions to host either the Relays or another major youth championship. However, the minister was reluctant to reveal any detail on those discussions. Carey believes that Jamaica, who has hosted the 2002 World Juniors and hosts two international track meets each year, is more than ready to play host to the World Relays. “Absolutely! Jamaica is our sister country and they have been known to host international meets and so hosting the World Relays would not be a stretch,” she said. She said hosting the World Relays provided a major boost to the Bahamian economy. “The World Relays has had a significant impact on the Bahamas and how the Bahamas is advertised around the world, and it brings people from all around the world,” she said.
