On Tuesday 18 October thousands of young people around the UK will be given the opportunity to learn how to help restart the heart of someone who has suffered a cardiac arrest with the support of The British Heart Foundation, St John Ambulance, and The British Red Cross along with all regional Ambulance Services. The aim is to train more than 100,000 young people how to perform cardiopulmonary resuscitation (CPR) on that day and volunteer trainers are invited to participate, whilst schools can participate in number of ways – by registering for free online training, using free Call Push Rescue training kit or having a volunteer deliver a training session to them on the day. SUSSEX LOCAL unanimous planning permission by Adur & Worthing Borough Council to reposition its existing shopping centre into a modern restaurant quarter that is attracting interest from leading national restaurant operators. Plans for the Montague Centre will introduce increased food and beverage offers to increase footfall, dwell time and customer spend, and will seek to provide six modern units specifically designed to meet the needs of modern operators, and will introduce new paving, seating and landscaping in the centre. A blog on the Sussex Wildlife Trust (SWT) website reports that a rare beetle not seen for 100 years has been found in Sussex. The Sycophant, or Calosoma sycophanta to give its full name, was spotted by Senior Ecologist, Graeme Lyons, whilst conducting a farm survey on arable plants and his colourful photographs can be seen on the SWT website. sussexwildlifetrust.org.uk/news/mythically-rare-andpainfully-beautiful The 4th Littlehampton Scouts have been presented with their Duke of Cornwall Community Safety Award, the first group to achieve the prestigious award within West Sussex this year. The Duke of Cornwall Award scheme teaches young people how to protect themselves, their families and vulnerable people in their communities in an emergency situation, and the scout group has been learning from WSCCs Resilience and Emergency Team what to do in emergency situations such as flooding and weather disruptions. The Schools Library Service worked in partnership with Libraries to host author presentations for participating schools in libraries around West Sussex as part of the project. www.westsussex.gov.uk/libraries The possible effect of changes to the role of the PCSO on visible policing across Sussex was top of the agenda for members of the Sussex Police and Crime Panel. The Panel, which met in July, supports and scrutinises the work of Sussex Police and Crime Commissioner Katy Bourne. Members focussed on changes that came into force on the day of the meeting and give PSCOs in Sussex additional powers to allow them to deal with antisocial behaviour caused by alcohol, take statements and carry out some investigation work. The next Sussex Police and Crime Panel meeting will be held on Friday, September 23 at County Hall in Lewes.

Seaford College Community Day - ‘The Big Day Out’ More than 500 students and staff took part in Seaford’s fourth annual community action day, known as the Big Day Out, at over 40 different loca- Rescuing Hedgehogs tions in Sussex and Hampshire helping with a variety of environmental and social causes. Headmaster John Green, who created the initiative, said: “The main idea is to make a positive difference to the surrounding community. Due to the success of our annual action day, Wednesday afternoons are now blocked out in the timetable for weekly community events. Our students are extremely fortunate to study and live in such a beautiful part of the country – it is only right that they put something back.” Amongst the many projects undertaken, pupils tackled tasks at the Aldingbourne Country Centre, a trust dedicated to helping those with learning disabilities; helped clean out a storeroom at the Chichester-based homeless charity Stonepillow; and lent a helping hand to residents at the Whyke Estate in Chichester – cleaning windows, washing cars, clearing gardens and picking up litter. Wood Exhibition At Horsham Museum’s new exhibition Going with the Grain, living material is transformed into sensual, exotic bowls, multi-layered strata like layers morph into curvaceous organic formed wall hangings, and furniture celebrates rather than hides the fascinating grain. Visit this exhibition, and be astounded at the complex and intricate patterns of the bowls or sculptural designs by John Plater, who uses so-called defects such as burrs, whorls and staining to great effect. Be transfixed by the work of Paul Baden who creates wooden lattice structures or figurines, by expertly layering different woods to create patterns like contours on a map. And be inspired by Colin Norgate’s fabulous furniture and household pieces – as decorative as they are functional, each piece is individually crafted to perfection using traditional methods. Business Grant Fund Opens The Business Growth Grants Programme is now open – providing grants of between £15,000 and £100,000 for small and medium businesses, startups, and social enterprises in West Sussex. The programme invites Expressions of Interest from businesses looking to expand and to create new jobs, but not finding it easy to source the finance required. Grants of up to 40% of a total project cost can be provided to applicants that meet the eligibility criteria, are located within the Coast to Capital Region and can demonstrate how the investment will lead to job creation and growth. Applications for Expressions of Interest will close at 12 noon on 30 September 2016 or until the amount of funding available is awarded, whichever is the earliest. Sussex Wildlife Trust Appointment Carole Nicholson is the first woman to hold the post of Chairman of the Sussex Wildlife Trust - the largest nature conservation organisation in the county. For the past four years, Mrs Nicholson had held the role of Honorary Treasurer of the registered charity based at Henfield, West Sussex. Mrs Nicholson, a Fellow Chatered Accountant, spent 14 years with MEPC plc, at the time the UK’s second largest quoted property company, as Group Treasurer and Finance Director of the UK operation. She then spent ten years in consulting and Finance Director roles, and has also been a non-executive director and Chair of Audit Committees in several Ministry of Defence departments and the Board and Chair of the Audit Committee of the Brighton and Sussex University Hospitals NHS Trust. Mrs Nicholson lives in Plumpton with her husband,
SUSSEX LOCAL Paul, and she played a leading role in the Plumpton Village Action Plan, She’s also been a Trustee, and Honorary Treasurer of Action in Rural Sussex, joining SWT as Honorary Treasurer and Trustee in 2011. Household Waste Recycling Sites At a recent meeting, WSCC Councillors discussed making a number of changes to local Household Waste Recycling Sites (HWRSs). The views of more than 4,800 residents were taken into consideration as part of the proposals following the biggest response to a consultation the council has ever run. WSCC needs to make savings of more than £18million next year and these proposed changes follow a review of the authority’s waste service. Following feedback from residents, the Council’s Environmental and Community Services Select Committee must decide whether to change a number of parameters including - opening times and days of HWRSs, and introducing charges for non-household waste disposal. Eton Mess
A great last minute dessert using your favourite mix of fruits in season. Serve in tall elegant glasses or lazily arrange in one large glass trifle dish for a stunning centre piece - Serves 6. Method:
1. Whip the cream with a little vanilla until stiff and then gently stir in the yoghurt.
Ingredients:
300ml double cream Few drops vanilla extract 150ml thick Greek style yoghurt (or add more cream if you prefer) 150g meringues, roughly broken up 250g ripe strawberries, raspberries or blackberries or a mixture Few tbsp raspberry coulis or other fruit puree (optional) Mint leaves or crisp sweet biscuits
2. Layer the crushed meringues, fruit and cream in glasses or a serving dish, alternately, adding a drizzle of fruit coulis as you go. The result should be a relaxed and tantalizing looking mess!! Sussex Community Foundation Trust Matching donors to needy people and causes. By Veronica Cowan This year the Sussex Community Foundation Trust - which awards grants to charities and community groups in Sussex, in four general grant rounds per year, and manages funds on behalf of a range of Kevin Sussex donors, conRichmond necting them to CEO groups and communities they want to support - celebrates its tenth birthday this year. The Duke of Richmond, who founded the trust, thought the establishment of such a foundation would highlight the smaller charities and community groups that are often overlooked when local people and companies think about giving to charity, but perhaps can’t identity where the need is. He said at the time. “Sussex Community Foundation has been set up to bridge this gap and to make it easy for local people and companies to give to local communities.” The Duke brought together a small steering group of
people from across the county, and following an extensive feasibility study, a number of individuals, companies and trusts were approached to become founderdonors. Their support funded the initial costs of setting up the organisation. Kevin Richmond was appointed as its first Chief Executive, and explains further: "The Duke of Richmond and Gordon had the idea to set up [the Foundation] in 2006 because he felt that many people see Sussex as a wealthy county which, in places, it is. However, there are some areas of Sussex that are in the top 10% most deprived in the UK. There are also many donors who wish to give locally.” The project started with enough funds secured to cover three years’ running costs, and the Foundation’s record in the past ten years has been impressive, in that it has given a massive £10 million in grants. The deprivation is still there, and this autumn, the Foundation will be updating, and relaunching, a report it commissioned in 2013 - Sussex Uncovered - which revealed the hidden disadvantage existing in the county. Mr. Richmond grew up in Somerset but fell in love with Sussex and Brighton, in particular, when he went to Sussex University at the age of 18. He has worked in a wide range of local and national charities, and was director of the Carers Centre for Brighton & Hove from 1999 to 2006. The Foundation, with its opportunity to put generous donors in touch with needy people and causes, was an attractive move for him: “Happily, we can bring donors together with the causes, charities and community groups they wish to support,” he said. Do they find it easy to get ambassadors? “We have found that many people are attracted to the Foundation, either as donors or other sorts of supporters, when they see what a great and quite unique sort of organisation it is, Mr. Richmond comments, adding: “We can maximise a donor’s charitable giving and put them in touch with smaller local charities and community groups across Sussex that they wish to support.” A recent example of this is the Sussex Lund grants programme, launched by Peter Baldwin and Lisbet Rausing, which is a collaboration between their charitable fund, Lund, and Sussex Community Foundation. It aims to support small-scale, practical projects that improve the ecology and landscape of the High Weald, an Area of Outstanding Natural Beauty. Charities, community groups, schools, churches, councils, farmers, landowners and anyone with a good idea about progressing this project were invited to apply for a grant of between £500 and £10,000. This charity received a Competing in the Regional RDA grant o f Countryside Challenge £1,000 last year. Home Start Arun, whose volunteers visit families at home, giving practical and emotional support, which is directed at improving life chances for vulnerable children, received £5,000. And the healing power of animals was recognised when Hope in the Valley Riding for the Disabled Association received a grant of £973 last December. This charity caters for physically disabled children aged between 3 -16 and was delighted to “receive a generous award from the Noel Bennett Fund through the Sussex Community Founda-

So how did they use the grant funding? “We spent the money on the upkeep of our ponies, without [which] we would not be able to function at all. Keeping and caring for ponies becomes more expensive every year and donations such as this are vital to our continuing existence. Items covered include shoeing, feed, grazing and routine vet bills,” explained Ms. Mills. The Foundation doesn't want to rest on its laurels, and Mr. Richmond believes there is still much more it could do. Accordingly, its target for the next four years is to reach a total of £17.5 million in endowment funds for Sussex and to give out £1.5 million in grants each year. He notes in a recent Newsletter

Pulborough Village Hall Celebrating it’s 20 year anniversary this September On the 6th of September this year, Pulborough Social Centre (Pulborough Village Hall – as it is known) will be celebrating 20 years since it first opened its doors to the public. A very popular venue with an average of 1,000 people using the facilities on offer every week. This replaced the much loved old Village Hall, which many of you will remember was situated next door to the Oddfellows Arms in Lower Street. The building had sadly become beyond economical repair, following storm damage in October 1987. The ‘new’ hall is located in Swan view, just south of the library, where you will find a large, modern building with four halls of various sizes and meeting room for hire, plus a dance studio, all with disabled access; three kitchens, including one ‘industrial’ sized, complete with a new push-through dishwasher, hot cupboard and newly purchased commercial gas cooker. Two of the main halls (and meeting room) have amazing, uninterrupted views over Pulborough Brooks and the South Downs, making it an ideal venue for wedding receptions and family celebrations. Another good sized hall comes with its own enclosed courtyard. The hall has charitable status and as such, is overseen by a board of specially appointed (volunteer) Trustees, representing some of our founding member groups and the Parish Council. The hall is run on a day to day basis by a dedicated and enthusiastic team, headed up by Manager Denise , Assistant Manager Bev and five other part-time

West Chiltington Parish Council Internal Audit - Mulberry & Co are the parish council’s internal auditors. The purpose of internal audit is to review and report to the council whether its systems of financial and other internal controls over its activities and operating procedures are effective. Internal audit’s role is to assist the council in fulfilling its responsibility to have and maintain proper internal control arrangements and those for the prevention and detection of fraud, error or mistakes. Following the visit of the Internal Auditor in April, the Council was pleased to learn that the overall systems and procedures in place are entirely fit for purpose and, in many respects, a model of good practice. The audit was conducted in accordance with current practices and guidelines and testing was conducted in line with the inherent risks assessment. The following areas were covered. Review of: Financial Regulations, Risk Assessments, Budgeting Process, Proper Bookkeeping, Income, Salaries, Fixed Assets, Trust information, End of year accounts Only two minor items were identified for review, both of which have been completed. Skate Park Plans for the replacement of the skate park at
the recreation ground have progressed following a SurveyMonkey survey carried out, to which there were 61 responses. Most of the responses were positive and supportive of a new facility. We have been lucky to be supported by a small group of younger residents who have a keen interest in the facility who are now working with our approved contractor Radaii Ramps to develop the scheme to a final design proposal. Our former Locum Parish Clerk, Sam Shippen, is progressing an application for funding and we are hopeful that installation will happen in September. New Parish Clerk The Council is pleased to welcome our new permanent Parish Clerk, Anna Chambers, who started with us on 27th June 2016. She is new to the world of parish councils but joins us with a wealth of administrative and management experience. We wish her well as she settles into her new role. Tax on savings Sarah from Monks on the new Personal Savings Allowance Bank interest rates are predicted to reach new lows following the Brexit vote as talk of further interest rate cuts are mooted. However, there is a silver lining as many taxpayers won’t have to pay Income Tax on their savings income. In the current 2016-17 tax year, taxpayers with total taxable income of less than £16,000 will have no interest to pay on their savings. This figure is based on the starting rate limit for savings of £5,000 added to the current personal allowance figure of £11,000. However, where non-savings income exceeds the personal allowance the savings Income Tax band is gradually reduced to zero. Of more relevance to most taxpayers, will be the introduction of the new Personal Savings Allowance (PSA) on 6 April 2016. For basic-rate taxpayers the first £1,000 interest on savings income is tax-free. For higher-rate taxpayers the tax-free personal savings allowance will be £500. Anyone earning over £150,000 will not benefit from the new PSA. Taken together, basic taxpayers with a total taxable income of £17,000 or less will have no tax to pay on their savings income (note that earned income i.e. not savings interest must be £11,000 or less). Interest from savings products such as ISA’s and ‘premium bond wins’ do not count towards the new limit. A basic-rate
taxpayer with ISA interest and premium bond wins can still benefit in full from the relevant PSA limits. Given the low interest rate environment, it is worth reviewing the interest rates you are earning on any savings to ensure that they are at or near the top of the interest rate charts. It is also important to bear in mind the current £75,000 bank deposit guarantee limit. The limit is per depositor per bank.
