Park Rentals In an effort to assist the community with planning their family gatherings, the City of Surprise has implemented a process for Ramada reservations and beer permits. Below is a partial list of requirements, park policies, and guidelines. Additional information can be found on the website at www.surpriseaz. gov/recreation.

Ramada Rental Procedure

Refund Policy & Cancellation

Refunds will not be issued due to cancellations or inclement weather. Rebooking within 30 days will be offered on an availability basis due to weather cancellations provided the request is made the next business day.

Unforeseen Circumstances Policy

Responsible Party’s aged 21 years and older are able to rent Ramada’s and obtain beer permits. "Responsible party" means the person who signs the permit application, the group or organization to which the permit is issued, and every member of the group or organization. (Ord. 94-10 §§2(part), 1994)

City of Surprise is not responsible for cancellations due to unforeseen maintenance issues or emergencies. Every effort will be made to accommodate reservations at another facility or to reschedule free of charge. Reservations for large events and functions with considerable planning and cost will be encouraged to purchase cancellation or event insurance, should an unforeseeable event occur.

A credit card and government issued ID are required for reservation. At this time, reservations cannot be held with a credit card over the phone.

Beer Permits

Permits are not transferable and only valid for the date and area specified, assignment, and number in the group as indicated. Small ramadas are for 20 people, large ramadas are for 40 people. Ramada and Beer Permit applications should be made at least 48 hours in advance. Facility rental and special event requests should be made at least one week in advance. Please provide additional time for larger groups and special requests as there may be additional fees and considerations. Visit the Community and Recreation Services office located at the Surprise Recreation Campus, 15960 N. Bullard, Surprise, AZ, 85374 to make your reservation.

Amplified Sound

No person shall use amplification equipment in any city park unless doing so in conjunction with a permit issued pursuant to Section 12.08.140(A)(1) and the permit issued states that the use of amplification equipment is permitted in conjunction with the event or activity. Amplification equipment includes but is not limited to amplifiers, portable radios or stereos, car radios or stereos and any equipment used to play prerecorded material. This prohibition does not apply to the Citysponsored events. DJ’s, Band’s, and amplified sound, are only permitted at Marley Park with a permit and are considered a special event and must be coordinated with staff. Local noise ordinances and laws must be adhered to. Call for information.

A beer permit is required for groups larger than 5, but less than 50. Groups over 20 are considered a special event and must be coordinated with staff and may be required to obtain liquor liability insurance. Please call for more information. The Ramada reservations and beer permits will be monitored by staff, the Park Ranger and local law enforcement. If permits are not presented when requested, patrons will be asked to leave the park or recreation area. No person shall posses at any city park (except in kitchen areas for activities sanctioned by the administrator) any glass bottle, jar, container or vessel which is capable of being broken by impact, whether such item is empty or used to contain any substance. (Ord. 94-10 §§2(part), 1994)

Special Events

A special event is defined as any group of 20 or more (small ramada), or any requested use that is outside of normal park operations such as a wedding, corporate meeting, event with amplified sound, or as determined by the Director. Staff is happy to assist you with determining if accommodations can be made for your event and will assist with assessing your needs and event pricing. Please call for details.

All amplification shall remain at an acceptable sound level, not to exceed 50’, and that does not disturb the reasonable use of the park facilities by other users. (Ord. 94-10 §§2(part), 1994) Live Bands or Mariachi’s will be not be permitted at any park.
