ithin two hours of reporting as the Director of Engineering for Afloat Training Group (ATG) San Diego in Aug. 2012, I was told three times that USW (Undersea Warfare) and 3M (Maintenance and Material Management) are the top two areas lacking consistent proficiency in the Surface Fleet.
