IP group hits Sen. Cayetano for ‘fanning anti-Moro sentiment’

MALAYBALAY City––An indigenous peoples’ alliance accused Senator Alan Peter Cayetano of fanning anti-Moro sentiment and of being “painfully unversed in the intricacies of the peace problem in the country.” In a statement Thursday, the Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP) said Cayetano’s reactions on the

clash between Moro rebels and the Special Action Forces of the Philippine National Police stirred up “public opinion against the Moro people.” Forty-four SAF operatives died Sunday in a clash with Moro rebels in Barangay Tukanalipao, Mamasapano town in Maguindanao. Aquino in Zambo when carnage occurs My ears told this column that President Aquino was in the “City of Flowers” in Zamboanga City last January 25, 2015 (a Sunday). The informer said that the details of the President’s visit were hidden from the local press. An assigned staff from Malacanang reportedly said that the President was on a private visit. The residents in Zamboanga City did not know what the President was actually doing there except that he reportedly delivered money for the victims of the Zamboanga siege. The informer also said that the President met with the top brass of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) of the Western Mindanao Command (Westmincom). Incidentally, the “one sided” firefight took place in Mamapasano, Maguindanao last Sunday at the time when Aquino was conferring with the AFP and PNP top brass there. The President then left in the afternoon of the same day. Perhaps, he was already aware that 44 police

officers, most of them elements of the elite “Special Action Force,” were already slaughtered in a firefight that the general public suspected of a massacre. Suspended PNP Director General Alan Purisima was, however, not spotted there. There were insinuations that Purisima was directing the Maguindanao massacre while in the comfort of his controversial “White House” in Camp Crame at that time. There are questions circulating these days that if the suspended Purisima has, indeed, directed the Maguindanao assault, was the operation legal? Granting without admitting that the operation was authorized, was the order from a “suspended” police officer legal? I was also told that the countrymen were not happy when Aguino did not appear during the ceremonial rites for the fallen police officers at Villamor Air Base. The President reportedly gave more credence to the opening of a Japanese owned car manufacturer in Laguna rather than the carnage of the law enforc-

ers. Whether the PNP and the AFP were happy of their Commander-in-Chief, we do not know. What we know is that the Congress is inviting the suspended Purisima and Executive Secretary Pacquito Ochoa for questioning regarding the incident. Nobody knows if President Aquino really did not know what happened in Maguinidanao. Presuming that the President, being the Commander-in-Chief, have no knowledge of the Maguindanao incident, what action would be appropriate for those who really ordered and directed the operation?

What we know is that the President has declared a national day of mourning for the fallen men in uniform. And, the people of Cagayan De Oro City are expressing the overwhelming sympathy to the bereaved families, friends, and relatives in a “requiem mass” at the St. Augustine Cathedral this morning. Msgr. Elmer Abacahin, the media coordinator of the Archdiocese of Cagayan De Oro City, said that elements of the Cagayan ‘De Oro Police Command (COCPO) will be going to the “requiem mass,” too. The police will reportedly wear “black armband” as a sign of mourning while the local media will also attend the mass in the spirit of solidarity with the law enforcers. By the way, I would like to personally extend my birthday greetings to my Kumpadre Gerry Orcullo on his 62nd birth anniversary. Belated happy birthday too to Gov. Bambi Emano who turned 41 yesterday. May your tribe increase! -0- react: crisguardian@ yahoo.com.

It’s time for a federal system in Mindanao The helter-skelter way our government conducts peacebuilding keeps on backfiring. They seem never to learn. It reminds one of The Gang who couldn’t Shoot Straight by Jimmy Breslin about the pre-Watergate years in the U.S. capital. The senseless carnage and massacre of the PNP elite commandos (44 dead! A day-long firefight!) in Mamasapano, Maguindanao, replays a phenomenon already familiar to all: yet another flawed fabric they call a peace agreement is unraveling. When you weave such a delicate fabric to suit the bravado and timeline of a president in far away Manila, it’s bound to happen. P-Noy seems to believe that the many-sided issues bedeviling Mindanao can be resolved by a formula based on a swashbuckling paradigm conjured by his KKK team. Kabarkada, Kabarilan, Kaklase. ***** You’d think peace-building is as simple as making puree from mango or mangosteen, then feeding it to people who are kept at a distance while their

The Worm’s Eyeview

Manny Valdehuesa

fates are negotiated with a dominant armed faction. It’s more complicated and thorny than that, ladies! First of all, it’s already obvious that the MILF isn’t all that reliable; their words can hardly be taken at face value. They make use of the BIFF as their wild card, or play them against government forces in a game of good-cop/bad-cop. If they really cared about peace-building, of which the ceasefire is an essential condition for moving forward, why didn’t they stop the carnage at Mamasapano or at least limit its casualties? And why do they keep harboring savages like the blood-thirsty BIFF maraud-

ers and foreign terrorists like Marwan? Now their true nature and intent are unmasked in no uncertain terms. As if Mindanaons aren’t up to their tricks! ***** Bottom-line: how does one build confidence and trust in people who defy law or order and place no value to life itself? And how does one relate to people who demonstrate time and again that they’re just takers and not givers, sharers, or humane; people who won’t meet you halfway or anyway except with guns? I’m afraid we’re now faced with a gaping wound for which there is no quick cure from anyone except if it includes everyone. Yes, everyone! Not just the talking heads and gun-wielding and IED-lobbing zombies that lurk behind a studied façade of sincerity and noble purpose. Trust must inhere on both sides. And everyone must be in on it. ***** In my 75 years of Mindanao life and times, plus generations of Higaonon and Manobo forbears before

me, there’s a lesson that keeps ringing in my ears when dealing with fellow Mindanaons, especially in politics: be inclusive. This lesson hit me unforgettably during the Emmanuel Pelaez for President Campaign in 1965. In the run up to the Nacionalista Convention at Manila Hotel, we had secured virtually all the leaders of Mindanao to close ranks behind our region’s favorite son against the nomination of Ferdinand Marcos. But some Mindanaons somehow were left out of the discussion, who then leaked vital information and strategy—which enabled the Marcos campaign to move in and buy out everyone to inundate the votes already committed to our brightest hope for the presidency. I remember General Mamarinta Lao of Lanao telling me after that: “If you want consensus and agreement, get everyone into the room, or those outside will sabotage things by lobbing a grenade to get attention and be heard.” Well, we’re certainly hearing plenty from outSee valdehuesa, page A9

yet, more than likely, there is food on the table and clothes on their backs. We must be diligent in our thoughts to avoid longing to be rich. This greediness leaves us vulnerable to take risks that lead to ruin all for the sake of being rich. Speaking during the opening program, Acting Regional Director Malcolm S. Garma of the Department of Education (DepEd)-IX called the participants as the heroes of the event. Garma said: “It is “useless to recognize our campus journalists if their participation here will be a sacrifice

for them, that’s not the way to recognize our future writers, our future journalists, not only of this province, not only of this region, but the future writers and journalists of our country.” “To honor the future writers of the land, we made this year’s regional schools press conference registration fee-free so that our young writers can focus on more important things: to compete and be at their best,” Garma stressed. He also challenged the budding journalists saying “make us proud here in Mindanao that the good writers of the future will not

only come from the urban areas of Manila but also from the bountiful lands of Zamboanga Peninsula.” He cited the power of media in bringing fresh and live feeds to people with the recent visit of Pope Francis to the Philippines. “Through media and technology, the whole nation and the world get the live news,” said the DepEd-IX chief. He also hoped that the visit would “remind us of good things, of better things…and the responsibility to write, report, and share about good things.” “It is only through spreading the good deeds of our fellowmen, we can make this country a better one,” he stressed. In the same occasion, Governor Antonio Cerilles

also told the young journalists that “we will have a strong democracy if the writers know their craftsmanship, know what the truth is, and know how to condemn abuses, criticize public officials, and promote good governance.” He also shared about his thoughts about the Bangsamoro Basic Law (BBL), which he asked his wife, Congresswoman Aurora Cerilles of the first district of Zamboanga del Sur, to suspend the debate on the BBL for this legislation “is not fair to all; it only divides the peoples [of Mindanao], and favors one group.” “I am against the Bangsamoro Basic Law. This is a wrong law. This See zampen, page A9

Merger of firms to meet challenges of ASEAN economic integration seen

O

ROQUIETA City Some firms in the country may have to merge or associate to face competitions from other countries and meet the challenge of businesses coming here.

This was explained by regional director Linda O. Boniao of the Department of Trade and Industry, region 10 (DTI-10), during a recent seminar on the Association of Southeast Asian Nations’ (ASEAN)

Solon reminds owners of catering biz, canteens to have crew examined CAGAYAN de Oro City - The chair of the City C ouncil committee on health and sanitation calls on food caterers and canteen owners to have their food servers or crew examined to ensure that all are fit to work and serve the consumers. “Samtang mag lukat o mag renew ang mga catering services o nag dumala sa canteen, angayan lang ang mga server niini mokuha usab sila sa ilang mga health certificate” (While the catering services are applying for the renewal, it is also proper that servers will also get their health certificates), said councilor Dante Pajo.

Pajo stressed that under Chapter 121 of the city’s Codified Ordinance of the city, all servers and cooks are required to have medical certificates which should be renewed every three months from the date of issue. With the proliferation of the food catering business in the city, customers may ask for the sanitary permits of the owners and the health certificates of the service crew or waiters, Pajo cited. The councilor also enjoin school administrators to check their respective canteen operators if requirements are being followed. (ELB/CdeOSP)

economic integration, attended by some 100 DTI employees from the region. The seminar was held alongside the International Standards Organization (ISO) 9001:2015, which is scheduled to come out by

the end of the year and set for implementation by 2017. “Due to this integration, products and services within the 10-member ASEAN countries can be freely traded without tariff or visa,” she said.

She cited as example the merger of Holcim and La Farge, to make the biggest cement plant in Indonesia, which has a branch in Lugait, Misamis Oriental, here in region 10. The members of ASEAN

are Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. (Mario L. Cuezon/DTI/RCA/ PIA10-Misamis Occidental)

Davao Norte readies investment code IRR to keep business lead

T

AGUM, Davao del Norte -- The Province of Davao del Norte is poised to sustain its lead as the top investment haven in the Davao region, with the formulation of the rules and regulations (IRR) implementing its Local Investment and Incentives Code (LIIC). The landmark legislation, which was the first harmonized LIIC in Region XI passed early last year, aims to attract more investors and spur business activities in the province. The Davao del Norte Investment Promotion Center (DNIPC) led the crafting of the IRR governing the LIIC, under the guidance of

the Canadian governmentfunded Local Governance Support Program for Local Economic Development (LGSP-LED). Governor Rodolfo del Rosario cajoled the Provincial Board to urgently pass the code to strengthen the province’s preparation for the ASEAN regional economic integration this year. The LIIC of the province features, among others, the integration of global themes, promotion of sustainable agriculture, and the expansion of coverage and non-fiscal incentives, in order to accelerate economic progress, provide employment opportunities, increase revenues, reduce poverty,

and ultimately improve the quality of life of the people. Romeo Castañaga, Officer-In-Charge of the Department of Trade and Industry-Davao del Norte, said the promulgation of the rules implementing the code will help the province stay ahead in bringing in investments. According to Castañaga, Davao del Norte claimed the top spot in fetching investments in the region in 2014. This was brought about by the approval of four big ticket projects in the province with a combined worth of P11.194 billion, which were granted fiscal incentives by the DTI last year.

These include the P5.724-billion seaport and container yard project of the Hijo International Port Services, Inc. and the P2.7billion mall project of the Robinsons Land Corporation both in Tagum City, the P2.653-billion international container terminal of the Anflocor-owned San Vicente Terminal and Brokerage Services in Panabo City, as well as, the P116.210-million Oakwood Residences undertaken by the HLC Construction and Development Corp. also in Panabo City. The projects constituted 76 percent of the BOI-registered investments established in the province last year. (PNA)

improper law. This is an immoral proposal,” Governor Cerilles emphatically said. Cerilles, a lawyer, underscored the constitutional provision of the separation of powers between church and state. He cited the experience of Turkey, a predominantly Muslim country, where its leaders insisted on the separation of church and state and that propelled the country to progress and development. The governor, however, encouraged the young writers to double their efforts to help attain a lasting peace not only in their respective areas but in the whole island of Mindanao as well. In her written message, Rep. Aurora Cerilles said that this year’s RSPC theme, “Empowering Resilient Communities through Campus Journalism,” stresses the importance of preparing a strong generation who shall become active contributors to nation building. Moreover, Garma expressed his gratitude to Governor Cerilles for hosting this year’s RSPC here in the city from Jan. 27 to 29. The different delegations attending the RSPC were coming from the schools divisions of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Dapitan City, Dipolog City, Isabela City, Pagadian City and Zamboanga City. They competed in news writing, editorial writing, photojournalism, feature and science writing, sports writing, editorial cartooning, headline writing and copy reading, script writing and broadcasting, and collaborative publishing. The winners will compete in the national level on April 9-12, 2015. (FPG/ RVC/PIA9-Basilan)

living, working and playing in the township a truly world-class and exciting one. Our future residents in One Lakeshore Drive will soon see refreshing concept of mixed-use development and a central business district that only Megaworld can ever build

for Davao City,” says Jericho P. Go, senior vice president, Megaworld. Davao Park District is Megaworld’s first township development in Mindanao. Located in an 11.2-hectare property along the S.P. Dakudao Loop in Lanang, which used to be the Lanang Golf and Country Club, Davao Park District is envisioned to be Davao City’s central business district (CBD) and a major center for information technology and business process outsourcing (IT-BPO) in Mindanao. Megaworld is allocating P15-billion in the next five to seven years to build and develop Davao Park District. Last year, it also announced the construction of its P1.2billion Davao Finance Center that is envisioned to be Davao’s iconic business tower that is expected to generate around 8,000 jobs. Aside from office and residential towers, the township will also have its own commercial and retail strips as well as educational and medical institutions. Davao Park District is one of Megaworld’s 15 townships in the Philippines. In 1999, the company introduced its first township, the 18.5-hectare Eastwood City in Libis, Quezon City, which is known to be the country’s first cyberpark that saw the birth of the BPO industry in the Philippines. Other successful townships developed by Megaworld include the 50-hectare McKinley Hill, the five-hectare Forbes Town Center, the 34.5-hectare McKinley West, and the 15.4-hectare Uptown Bonifacio, all in Fort Bonifacio; the 25-hectare Newport City in Pasay City which is home to the famous Resorts World Manila; the 12.3-hectare Woodside City along C-5, Pasig City; the 28.8-hectare The Mactan Newtown in Lapu-Lapu City, Cebu; the 72-hectare Iloilo Business Park in Mandurriao, Iloilo City; the 350-hectare Suntrust Ecotown in Cavite and Global-Estate Resorts, Inc.’s 561-hectare Southwoods City in the boundaries of Cavite and Laguna; 150-hectare Boracay Newcoast in Boracay Island; the 1,300-hectare Twin Lakes in Tagaytay, and the 62-hectare Alabang West in Alabang.

mourning and sympathy for the family, relatives, and friends of the fallen policemen. Abacahin said that the members of the Cagayan De Oro media will also join the mass as a gesture of solidarity to the fallen police officers. He said that the public is also invited to join the requiem mass in response to the national government’s call to observe a national day of mourning. About 44 policemen, most of them members of the PNP’s elite Special Action Force (SAF) were killed in a one sided firefight with Moslem rebels in Mamapasano, Maguindanao last Sunday. The government law enforcers reportedly went to Mamapasano to serve a warrant of arrests for suspected terrorists when mowed by the Moslem rebels along the way.

“Huwag po nating hayaan na itong pangyayaring ito ay masakripisyo ang ilang taon ng pinaghirapan, ang BBL,” Lininding said. Binladen, on one hand, cried for justice for all the victims of carnage even as he asked the government to unmask the identity of the people behind incident. Binladen suspects that a third party must be behind the bloody incident. “Ito ay kagagawan ng mga taong ayaw ng kapayapaan,” he said. “Dapat malaman natin kung sino ang may pakana nito,” said Lininding adding, “obviously, ang naging casualty dito ay ang BBL.” B ot h Bin l aden and Lininding urged the people in Mindanao to wait for the results on the ongoing investigations conducted by Malacañang and those of the MILF. “We really need to know the real reason where and who give the PNP-SAF the intelligence report that Zulkifli bin Hir alias Marwan of the Jemaah Islamiyah and Filipino Basit Usman were in the area,”

said Lininding. Meanwhile, the Cagayan de Oro Press Club, Inc. to the area to arrest suspected terrorists Zulkifli Bin Hir alias “Marwan,” allegedly a member of the Jemaah Islamiyah, and Basit Usman of the Abu Sayyaf. KAMP also criticized Cayetano’s withdrawal of co-sponsorship of the Bangsamoro Basic Law (BBL) on Tuesday, citing the MILF’s “lack of commitment, to peace, development, and the rule of law”. “The senator must understand that the ‘rule of law’ inscribed in the Philippine constitution is not the basis of the peace talks. The peace talks should be based on the unity to address the root causes of insurgency that is necessary for a just and lasting peace. To demand to play by one side’s rules is a display of condescension which is unfruitful in the negotiating table,” KAMP spokesperson Piya Macliing Malayao said. In announcing his withdrawal of support to the BBL, Cayetano accused the MILF of merely wanting power more than peace and planning to put up a “totalitarian kingdom” that will be a safe haven for terrorists. But KAMP said the senator only fanned popular anger over the death of the policemen, and placed the blame entirely on the MILF. Malayao said the peace process is not a mere question of power. “The peace process is aimed to address the long-wrought oppressions of the Moro people, and empowering the Moro people to realize their right to self-determination.” “It is sad that a legislator, more so a senator, harbors such ignorance of the peace process,” she said. “Instead of focusing on how to address the historic injustice against the Moro

people, Senator Cayetano’s words and actions is adverse to the pursuit of a just and lasting peace in Mindanao,” she added. Aside from Cayetano, Senator JV Ejercito also announced he was withdrawing his support to the BBL. Both PNP officer-incharge Deputy Director General Leonardo Espina and Local Governments Secretary Mar Roxas declared they did not know about the operation. Roxas said the question of who ordered it will be tackled by the board of inquiry. In his televised address Wednesday night, President Benigno Aquino III did not categorically say who sanctioned the operation. He said it’s not always necessary for police operations to have prior approval from higher-ups. Aquino’s speech dwelt mainly on the urgency of capturing Marwan, citing his reported involvement in the 2002 Bali bombings and other acts of terror. The president also said the incident should not stop the peace process from pushing through. Police Director Getulio Napeñas, who was relieved as SAF commander after the Mamasapano clash, has owned up full responsibility for the botched operation.

Dad says: implement traffic code on display of plate no. COUNCILOR Adrian Barba, member of the City Council committee on public utilities, is calling for the strict implementation of Section 114 of Ordinance No.010551-2007, known as the Cagayan de Oro Traffic Code. Under this section, all operators of public utility jeepneys (PUJs) taxicab units, motorelas, tricyles and trisikads operating in the city are required to print or cause to print the plate number in “bold green figures” with a dimension of one square foot and the name of operator inside the passenger side or area of the said vehicle. For PUJs, plate numbers should be printed at the back side of the driver’s seat or front seats. Barba stressed that passengers can benefit much from this ordinance. In case of any violation that the driver may commit, passengers can immediately copy or take note of the plate number and even the operator’s name. “Passengers may send text messages to the Roads and Traffic Administration or LTFRB,” Barba told The Power. For taxi cabs, passengers can text family member or friends the plate number of the vehicle he is boarding, Barba added.(ELB)

Teacher’s Views

The Indigenous Peoples culture is Filipino culture By Ms. Efleda D. Enerio Principal I Baranglay National High School

There are various indigenous ethnic groups living here in the Philippines. They are the descendants of the original inhabitants of the Philippines, being unabsorbed by foreign colonization back in the earlier times and thus, have retained their customs and traditions. The Department of Education has this project for Education for All. Its purpose is to make education accessible to all Filipino children through its three prime components. These are curriculum enhancements through K to

12 Basic Education program, provision of sufficient resources to eliminate basic education input gaps and improvements to quality of teachers and teaching. Ethnic groups are not exemption of these services. The education department are doing all means to reach even the farthest place. DepEd even started recognizing private educational institutions for IP learners in an effort to promote the right of IP communities to cultural integrity and due recognition of “katutubong kaalaman” in the education system. Moreover, DepEd has conducted partnership and engagement with IP leaders to pursue Indigenous Peoples Education (IPEd). It

is through collecting documentation of ethnic stories, songs and rituals, and sharing these to others also. This cultural exchange is one act of constant effort to better understand and value indigenous culture in education. In order to protect these materials, DepEd released an order promulgating guidelines on the conduct of activities and use of materials involving aspects of Indigenous Peoples culture such as cultural presentations, performances, festivals, use of artifacts and indigenous clothing. This is created to further express more importance and utmost respect to various Indigenous Peoples (IP) culture.

JCS Reiterates Special Science Program By Mrs. Monaliza H. Dapitan Master Teacher ll Jasaan Central School-Jasaan District

The Special Science Program of Jasaan Central School has been completed its 6 year-term last SY 2012-2013. It has been awarded as the Best Implementer in Region X. The school received series of commendation such as being topnotcher in Expanded NAT for two consecutive years. Last May 10, 2014, the school conducted the First SSES Alumni Homecoming. The gathering was graced by the Regional ES in Science for elementary level, Dr. Laurencia

Llagas and former Mayor Hon. Redentor S. Jardin. All five batches were represented by the deserving JCS graduates. One of the best attributes in the program is the set of teachers being trained in the implementation. First batch of SSES teachers were Mrs. Florelie B. Rivera, Mrs. Allen L. Noel, Mrs. Mariepet L. Asis, Dr. Jocelyn V. Calasan, Mrs. Lorilyn C. Agbong, Mrs. Monaliza H. Dapitan together with Mrs. Romana P. Salcedo and Mrs. Francia Joy O. Bagayna. For this SY 2014-2015, another set

of teachers were placed in the program, Mrs. Ezra Z. Buray, Mrs. Ana Mary N. Go, Mrs. Arlyn R. Agravante, Mrs. Amelia V. Po and Mrs. Jean Marie D. Dongdong with the subject teachers, Mr. Robert J. Asis and Mrs. Leigh Z. Labra. The school principal, Dr. Annalyn A. Salcedo continued the implementation as it has been proven its effectiveness after the completion of the program. With the SSES vision in developing Filipino children who are equipped with scientific and technological knowledge, skills, and attitudes; creative and have positive values; and lifelong

The set guidelines document was signed by Education Secretary Br. Armin Luistro after series of consultations with various IP communities, educators and civil society support groups throughout the country. The information about the IP communities is a venue to look back on the old times and know more on who Filipinos are and their preserved beliefs, practices and traditions that define what they really are. Giving IP the opportunity to open their selves and their culture to a wide arena gives them the idea that they are part of one citizenry, and not an isolated group at all.

learning skills to become productive partners in the development of the community and society, the institution maintained the implementation of the program. The administration and staff is reiterating the mission in providing a learning environment to the science-inclined children through a special curriculum which recognizes multiple intelligences and is geared towards the development of God-loving, nationalistic, creative, ecologically aware, scientifically and technologically oriented and skilled individuals who are empowered through lifelong learning skills.

The Essence of School- Based Management (SBM) By Amelita Bagol, ESP II Malingao Central School, Lanao del Norte

The measure of good school leadership is found when a school head submits to evaluation and validation of SBM level of practices. From the school records, performance indicators, relationship with stakeholders, learning environment for three (3) years, all these shall be scrutinized. In other words, when any of the years recorded unfavorable performance, it would be no guarantee to receive a positive feedback from the validators. Allow me to unleash some guidelines and important points on the process of evaluation and

expressed her heartfelt gratitude to the staff and business partners of DOMAS for 30 years of service and loyalty to the company. It was also her birthday, after her speech the staff and management of DOMAS thanked her through a slide show presentation. Lots of big prizes were given by DOMAS during the raffle draw. Most of the winners are from the province of Bukidnon and Misamis Oriental. The event was ended after

validation. The school heads know so well that when the supervisors from the division visit the school, first thing they will ask is the results of NAT. If this is increasing for 3 consecutive years and has hit 75% Mean Percentage Score (MPS), this record gives hope to the school. In the interview, the school head will be asked on the interventions made and what contributions were provided by the stakeholders. When I had the chance to be with the group of validators from the regional office, the team leader examined the Performance Indicator involving Participation Rate. An increased record the inspirational message given by Graciosa P. Bayagna, the founding owner of DOMAS. She said that DOMAS is a family business started from a small enterprise at Maramag, Bukidnon. Mr. and Mrs. Bayagna gave all their best for the business. She shared all their unforgettable experiences and sacrifices, pointing out that it were risk taking to build a new business. Tears, blood and sweat are their secret ingredients on how the business became successful and with great faith in God and sacrifices made them victorious entrepreneurs.

in enrollment is necessary, supported by the results of community mapping to ensure that all school-aged children are enrolled in the school. The validator asked questions on the strategies to increase enrolment, to reduce drop out if not getting zero drop out rate, and to study closely if those who enrolled Grade I have reached Grade VI. The discussion of the interventions would post challenge to any school head. The listening and speaking skills would be tested. There is a need to hone the communication skills. On the other hand, the responses of the teaches and other stakeholders are dependent on the orientation provided by the school

head. Some schools have teachers who were eager to answer the questions and to share their practices in terms of instruction, management of resources and plans to sustain the performance, honor and prestige of the school. Likewise, there were those who joined the committee to be interviewed and indeed up with faces full of confusions. These signaled the validators that there was no coordination between the school leader and the stakeholders. In summary, school head is the star of schoolbased management. Once validated and found to be practicing Level II, this is worth for a toss!

ALS: In meeting the true challenge in Education By Eden F. Bacarra Teacher III District ALS Coordinator Medina District Medina, Misamis Oriental

Education is an important tool in developing mankind. Might it be his skills, talents and capabilities that could enable him to be more productive in life. However, not everyone are given the chance to attend school because of various reasons that include financial problems. In fact, seeing the rate of out-of-school youths in the country, anyone could say that it is a challenge. 36 percent of students in year 2012 has been reported in dropping out after elementary and only 44 percent graduate in high school. K to 12 Basic Education System is pushing for an improved and high quality of education for Filipino children. It is a 12-year program believed to provide enough period to train students different knowledge and skills that are useful to whatever path they might take in their future. The program is addressing the necessity of decreasing the number of out-of-school youths and unemployed individuals. K to 12 has Technical and Vocational components that introduce short-courses to students which are useful in their employment after graduation. In K to 12 as well, a student normally graduates in age 18,

equipped and old enough to enter workforce. Alternative Learning System also comes with similar purpose. It is a learning system in the country that provides practical option to the existing formal instruction. It is a fact that several Filipinos do not have the chance to pursue basic education. ALS is created in a mode that fits the distinct situations and needs of the students. It is a form of nonformal education happening outside the classroom. It is community-based, usually conducted at community learning centers, barangay multi-purpose hall, libraries or at home, managed by ALS learning facilitators, such as mobile teachers, district ALS Coordinators, instructional managers at an agreed schedule and venue between the learners and facilitators. ALS caters adults, persons with disabilities and out-of-school and drop-out individuals. This also gave them the chance to finish unattended grade levels, so that they could be enrolled in educational level that parallels their age and level of knowledge. Aside from formal education, a lot of learning venues are offered that open students to greater opportunities, making them more productive and improved in life. Indeed, a society that has an aim finds ways.

Love amnesia Now I’m speechless over the edge and just breathless I never thought that I’d catch this lovebug again - Jonas Brothers (2008) TWO of my young female colleagues who are still single walked to the office one morning and shared one distinct commonality – they were brokenhearted the night before. Experiencing puppy love and being brokenhearted afterwards is something each of us ought to experience. We can never escape from that. It is part of the baptism of life. It is part of coming of age. Some people like Irene

(one of the officemates) just laugh the whole episode off as if nothing happened. They go about their day to day routines and shove the mushy traumatic stuff at the back of their minds. Others deal the problem in escapism. They wish they can turn back the clock and go back in time when they have never met the guy/woman in the first place. Some wish they can go into a forever lucid state. Since I’m an eternal movie fan, the film that closely comes to mind is Source Code (2011) where our protagonist played by Jake Gyllenhaal was having a very exciting day dodging bullets and battling evil folks

but in reality, all of these were happening in Jake’s mind. His body is in a vegetative state. As we all know, lucidity is also featured in The Matrix series. Another alternative of deflecting a broken heart is to simply forget it. There are no rules for that. As the ageless axiom states, time heals all wounds. That obviously includes emotional wounds too. And then there’s Nicole Kidman. You see, Nicole has a new movie coming out opposite Colin Firth (yes that same one who’s starring in the action flick Kingsman). In this particular film called Before I Go to Sleep, Nicole plays the

role that went to Drew Barrymore a decade earlier in 50 First Dates – someone who has anterograde amnesia. In this medical condition, people wake up remembering nothing from the previous night before. I don’t want to discuss 50 First Dates here because it is already more than ten years when it was released. But definitely, this movie is more sassy and hip than Before I Go to Sleep which is a psychological thriller. In the latter, Nicole Kidman’s character also can’t remember who the man she’s sleeping with everytime she wakes up. The man would tell her every morning that he’s the

(You can still catch Before I Go to Sleep by torrenting it.) As stated earlier, 50 First Dates is a cooler and more appealing depiction of what anterograde amnesia is. In this movie, our lovestruck heroine Drew Barrymore falls for the main character played by Adam Sandler amidst the Hawaiian scenery backdrop. Because of her perpetual condition, Adam Sandler has to introduce himself to Drew every morning, thus the title 50 First Dates. Isn’t that
