Benefits and incentives for contractual teachers A law granting benefits and incentives to long time contractual public school teachers in the country is long overdue. The government must recognize the need to protect the rights of volunteer teachers against abuse and economic exploitation. According to the proponent of a measure to grant contractual teachers benefits and incentives, the Philippine Association of State Universities and Colleges (PASUC) has more than 13,000 parttime teachers with service contracts in 103 state universities and colleges during the academic year 2011-2012. This year this number has grown. It is lamentable that due to the scarcity of available plantilla positions in the Department of Educa-

tion (DepEd), many contractual teachers are hired by local governments at very low salaries to fill in the shortage of teachers in state universities and colleges. The Magna Carta for Public School Teachers provides that the remunerations of public school teachers shall compare favorably with those paid in other occupations requiring equivalent qualifications, training and abilities such as to insure teachers a reasonable standard of life for themselves and their families. Service contracts do not establish an employer-employee relationship, that’s why volunteer teachers are denied of benefits such as PERA, Cost of Living Allowance (COLA), Repre-

sentation and Transportation Allowance (RATA), mid-year bonus, productivity incentive, Christmas bonus and cash gifts. It is sad to note that they do not enjoy security of tenure, and coverage by the Government Service Insurance System (GSIS) even if they are often rehired on the same terms, year in and year out, even more than five years. Currently, there is no national legislation to provide the just and moral compensation of volunteer teachers in the government-run-schools in the country, according to the proponent. This situation should be corrected. Under the proposed measure, all contractual teachers who have been

serving for at least three years in any post-secondary institutions as state universities and colleges (SUCs), local universities and colleges (LUCs), whether nationally or locally funded, including those in technical and vocational schools and alternative learning system of the DepEd are entitled to receive benefits and incentives as provided by law. The contractual teachers shall be covered by the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PHILHEALTH), and the Home Development Mutual Fund or Pag-IBIG, and full entitlement to all the benefits in accordance with the pertinent provisions provided by law. Proposed ordinance requiring malls Dads hails LdCU to provide wheelchairs under study board topnotchers CAGAYAN de Oro Councilor Dante Pajo, chair of the City Council committee on health and sanitation, filed a proposed ordinance requiring shopping malls in the city to provide free wheelchairs to customers or patrons who are persons with disabilities (PWDs). The councilor cites that PWDs frequent malls to buy the supplies they

need. He said it is imperative that wheelchairs be provided for them inside malls. The proposed ordinance imposes fines to the management of shopping malls or shopping centers who fail to comply with its provisions: P3,000 for the first offense, P4,000 for the second offense and P5,000 without prejudice to the suspension of the

UPI, Maguindanao -- The Bangsamoro Basic Law will not only protect the rights of the indigenous peoples (IPs) enshrined in Republic Act 8371 or the Indigenous Peoples’ Rights Act (IPRA) of 1997 but more importantly, guarantee additional rights for them. “The Bangsamoro Basic Law will be in favor of the Indigenous Peoples in the Bangsamoro because of the additional rights provided in the proposed law,” said Cagayan de Oro second district Representative Rufus Rodriguez, chairman of the House of Representatives’ Ad Hoc Committee on the BBL during Wednesday’s first out-of-town congressional hearing held in Upi, Maguindanao. “It is very clear that all the rights in the IPRA are already in the BBL and there are more,” he stressed. Rodriguez issued the statement in response to concerns expressed by IP leaders that there should be no derogation and dilution of the IP rights already guaranteed in the IPRA.

SULTAN KUDARAT PROVINCE – Suspected rebels killed a civilian in an attack Thursday in the southern Philippine province of Sultan Kudarat, officials said. Maj. Dante Gania, of the 6th Infantry Division, said more than two dozen members of the Bangsamoro Islamic Freedom Fighters also engaged troops in a firefight after the gunmen attacked a military post in the village of Katiko in President Quirino town. Gania said no soldiers were killed or wounded in the fighting except for one civilian, who was identified as Maximo Salamanca,

DSWD-initiated partnership combats poverty climate change in Zambo Norte towns By DOMINIC ILAGAN SANCHEZ

LILOY, ZAMBOANGA DEL NORTE – A local inter-agency partnership modeled after the National Greening Program and initiated by the Department of Social Welfare and Development (DSWD) in the region is literally reaping fruits and gradually improving the lives of its beneficiaries in two municipalities of this province, and mitigating the effects of climate change by getting more trees planted at the same time. The Convergence Initiative and Partnership for Poverty Reduction (CIPPR), implemented since 2012 has enabled hundreds of beneficiaries of the DSWD’s Pantawid Pamilyang Pilipino Program to now harvest products from rubber trees, abaca, coconut, banana, root crops and others. This initiative was forged through a partnership among agencies such as the Department of Trade and Industry (DTI), Department of Agriculture (DA) and the local government units to include the DSWD. Through resource-sharing, beneficiaries were actually paid to plant the trees and root crops for a number of days. The lands, consisting of several hundred hectares are either owned by the beneficiaries or identified for them by the government. In Godod municipality, a total of 229 Pantawid beneficiaries from 4 barangays are covered by the initiative, utilizing a total of 113 hectares of land of which 57,250 rubber seedlings were planted.

Cecilia Limetares of barangay Banuangan, Godod told journalists who visited the place on Monday (October 20) how much the initiative has improved their lives. “Life is difficult even being a member of Pantawid. Although we receive the cash grants, we know that it will not last for a lifetime. This help from the government is a blessing and now, even after graduating from Pantawid, we know we can already send our children through college,” Limetares shared. In about six to seven years, the rubber trees will be ready for tapping. Meanwhile, in Kalawit municipality, 210 Pantawid beneficiaries were included in the program. In the three identified CIPPR barangays, a total of 85,204 seedlings of rubber, banana, coconut, corn and other crops were planted on 202 hectares of land. “After harvest season for my corn every three months, I earn around Php12,000 less the money for the fertilizer and the harvesters’ labor cost,” said Romeo Bucan of barangay Daniel Maing. Bucan added that three of his eight children have already graduated from college and are now gainfully employed. He still has five children in school. Kalawit Mayor Eugenio Baliling Sr. said that Php12,000 is more than enough for a family living in the municipality, even for those with as much number of children. Many families there could barely earn that much.

“Php12,000 is already a good income for them since their expenses are now lesser considering they have crops to reap for their own consumption,” Mayor Baliling explained. However, during the municipal visits by the journalists held in the two municipalities this week, a common observation was the worse situation of some roads leading to the barangays. “Government has to find ways to address the accessibility problem here. Because of the difficulty, how can the beneficiaries efficiently sell their farm produce?” said one of the media tour participants. DSWD Project Development Officer Jerry Abiera explained that the CIPPR is just a beginning of a hopefully greater partnership that will involve more government and non-government agencies. “The CIPPR has only linked a few agencies for the present, and when we can bring together more development actors in this partnership, think of the magnitude of changes that we can together achieve,” he pointed out. The CIPPR is a DSWD-modified version of the National Greening Program (NGP), in which Pantawid Pamilya beneficiaries are the targets. The objectives of this program are to provide an avenue for sustainable, long-term income for the beneficiaries and to mitigate the effects of climate change by enabling the beneficiaries to plant more trees. RDC-X Presents Policy Recommendations on Improving Health Services and Facilities

Director Leon M. Dacanay, Jr. of the National Economic and Development Authority Regional Office X (NEDA-X), Acting Chair of the Regional Development Council of Region X (RDC-X), presented policy recommendations on improving health services and facilities to the Department of Health’s Regional Implementation and Coordination Team (RICT) in its second semester 2014 meeting on October 22-23, 2014 in Mambajao, Camiguin. These policy recommendations were outputs of the policy review/focus group discussion (FGD) conducted by the NEDA/ RDC-X and the DOH-X last September 23, 2014 with the decision makers, the provider of health services and the beneficiaries of health services and facilities. PH Chocolatiers ask EU machinery and knowledge on chocolate-making By JOHN RIZLE L. SALIGUMBA

DAVAO CITY – Chocolate makers need knowledge and technology aside from potential markets in Europe, a newbie chocolate maker and farm manager said. Ernesto Pantua, Jr., general manager of Kablon Farm Foods Corporation, said that the Philippines “does not have machinery yet that will process chocolate like those being used by countries in Europe”. “The best chocolate machines for small-scale production are coming from the European countries. How can we best access this technology and are they willing to teach us how to make the best chocolates?” asked Pantua. Pantua raised his concern in the open forum of the first International Exporters and Importers Forum at the side event of the 2nd Brunei Darussalam, Indonesia, Malaysia, Philippines (BIMP) – East Asean Growth Area (EAGA) and Indonesia, Malaysia, Thailand (IMT) – Growth Triangle (GT) Trade Fair and Business Leader’s Conference. In the afternoon session of the forum on European trade and investments were speakers, Raf Vlummens, founder of Business and Entrepreneurship Training Academy (BETA) – Davao and Martial Beck, vice-president and general manager

of European Chamber of Commerce of the Philippines. Beck said that they would help find the best machinery for Pantua, arrange how they can purchase it and that the manufacturer of the machinery can teach them how to properly use it. Pantua, in an interview with Davao Today after the session, said that the Philippines has no manufacturer yet of such machinery and that he learned of such on his own. “I only joined a forum of international chocolatiers in the internet,” he said. Pantua said he even sent actual cocoa beans to the group so they can create chocolate out of it using their machinery. “They said we have good quality beans. But we could not tell because we do not know what is good is what is not,” he said. Pantua said that it might be possible that Philippine cocoa might yield “better chocolates or have the same quality with that of Europe.” “But we cannot say yet because of that difficulty,” he said. Pantua also said that “given the abundance of cacao in the Philippines, maybe in the future manufacturers here can produce such machinery but they must have a model first and chocolatiers more knowledge on how to produce it.”

Vlummens, who referred individuals to Pantua, said chocolatiers in Europe even take a three-year course in a university to create chocolates. Cacao from the Philippines is widely being used by international chocolate companies based in the United States and Switzerland. Pantua said that based on their current sales, consumers patronize “imported and locally-produced chocolates” The Department of Agriculture is targeting a production of 100 metric tons of dried cacao beans by the year 2020. Government funding and services will most likely expand in the Davao Region which has contributed 77% of cacao production in the country from 2008-2012. The country’s neighbor Indonesia currently produces 500 metric tons per year and is currently the third largest in the world. Meanwhile, Beck said that a Free Trade Agreement between the Philippines and the European Union might be signed before the end of 2014. He said that if it pushed through, two-thirds of the Philippine products that will enter the EU would have zero tariffs. ARMM reaffirms support to Bangsamoro Basic Law MARAWI CITY, Lanao del Sur - The Autonomous Region in Muslim Mindanao (ARMM) reaffirmed its support to the passage of the proposed Bangsamoro Basic Law (BBL), otherwise known as House Bill No. 4994, in a public hearing conducted Thursday, October 23, by the House Ad Hoc Committee on the BBL in Cotabato City. Lawyer Laisa Alamia, ARMM executive secretary, said the BBL will help lay down the foundation for lasting peace and development in Mindanao. “The BBL is the highest expression of the Bangsamoro people’s right to selfdetermination, and we in the ARMM trusts its provisions will be implementable, feasible, and is directed for the good of the people,” she said. The public hearing drew participants from local government units, people’s organizations, the academe and other stakeholders. Representative Rufus Rodriguez, chair of the ad hoc committee, said the series of public hearings and consultations being undertaken separately by their committee and the Senate Committee on Local Government in different parts of Mindanao are meant to provide different stakeholders a venue to express their

opinion and to be clarified on issues surrounding the proposed BBL. The BBL will give way to the establishment of a new autonomous political entity, the Bangsamoro government, to replace the ARMM. Alamia underscored the importance of placing the right people to complement the new structure, saying the new system would only be as good as the people running it. “We are anticipating a better system with competent and committed people to administer the new entity,” she said. Alamia said they support the passage of the law and have been hard at work to ensure a smooth transition to the political entity that will follow ARMM. She said the leaders who will come after them will benefit from the gains of the reforms that have been undertaken by the working government of ARMM. South Cotabato adopts unified communication system for security, disaster GENERAL SANTOS CITY — The provincial government of South Cotabato has allocated around P4 million for the development of a unified security and disaster communication system in the area. South Cotabato Gov. Daisy Avance-Fuentes said Friday the local government is currently working on the details and requirements of the project, which will mainly strengthen the communication systems within the province’s 10 towns and lone city. She said they are targeting to roll out the initiative, which is dubbed Unified Telecommunication Project (UTP), early next year. The governor said the allotment for the project was endorsed recently by the Provincial Peace and Order Council. The project was earlier proposed by the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to help enhance disaster response and other related activities in the province. Ramon Ponce de Leon, PDRRMO head, said the UTP will serve as a secure and effective comprehensive communication platform for the province. He said the system will be interlinked with local government units, Philippine National Police, Armed Forces of the Philippines and Bureau of Fire Protection. “It will improve and expand further the existing telecommunication system in the province,” he said. Ponce de Leon said the UTP will complement and

upgrade the existing radio systems of the province through wireless technology. He said it will address the province’s problem on the lack of reliable and efficient means of communication in disaster situations. The official said the system features video and telephone conferencing; reliable and secure telephone system using voice-over-Internet protocol; intranet emails and instant messaging service; intranet and intermunicipality fax system; seamless interconnection with the communication system of the military, police and other government agencies; and, enlarged radio communication coverage to solve “dead spot” areas or those without communication signals. Ponce de Leon said the networks for the telecommunication project will be installed in all municipalities and component city of the province as soon as the purchase request for the materials is approved. He said user and technical trainings will be scheduled by the PDRRMO for all personnel of concerned agencies once the system is installed. Ponce de Leon said the system will eventually be rolled out down to the province’s 199 barangays. “With the UTP, barangays that have established radio bases could easily join or interlink with the system. This way, we can easily tap them in times of disasters and when their services are necessary,” he added. (MindaNews)

TANGUB CITY, Misamis Occidental – The Misamis Occidental Provincial Police Office (MOPPO) has commended the members of the newly organized Misamis Occidental Armed Forces of the Philippines-Philippine National Police (MoAPPhil) Press Corps. 2nd Industrial Park dev’t Zamboecozone’s focus in 2015 ZAMBOANGA CITY -- The Zamboanga City Special Economic Zone and Freeport Authority (Zamboecozone) will focus next year on developing the Second Industrial Park at the Zamboecozone area. Christopher Lawrence Arnuco, Zamboecozone Chairman and Administrator, said the funding for the development of the 664-hectare Second Industrial Park is included in next year’s budget for the Ecozone. Arnuco said the House of Representatives has already approved the Ecozone’s 2015 proposed budget of P246 million. “It is now pending before the Senate,” he added. The entire area of Zamboecozone consists of 16,000 hectares of logged-over forest in this city’s west coast from Barangay Talisayan up to the hinterlands of Barangays La Paz and Pamucutan. Arnuco said that at present what is being utilized is the 64-hectare First Industrial Park. The First Industrial Park is a nature park that boasts of two swimming pools, canteen, shower rooms and picnic huts, which can accommodate as many as 700

guests. A staff house with a beautiful landscape in the facade is available for lease for seminars, conferences, and retreats. It may be used as a vacation home for families and friends “who want to get away from the hustle and bustle of city life.” Investor’s houses, standard manufacturing building and storage building were also constructed for lease by interested locators at the First Industrial Park. Arnuco said they will develop the Second Industrial Park to accommodate more locators citing there are 20 applicant-locators that have already submitted letters of intent and “are in the pipeline”. He said that at present the Zamboecozone has a total of 19 locators with P13 billion committed investments.
