PURSUIT operations are now being conducted against members and leaders of the so-called “Justice For Islamic Movement (JFIM),” reportedly a splinter group of the Bangsamoro Islamic Freedom Fighters (BIFF). Drugs, gun raps filed vs alleged drug leader, 19 others in Davao City

AVAO CITY - Charges of illegal drugs possession and illegal possession of firearms were lodged against the alleged leader of Bathala Group tagged in the illegal drugs and gun running operations in the city.

Along with 19 others, alleged Bathala Group leader Khalid Palawan, son of former barangay captain Karim Palawan, is facing charges of violations of Republic Act 9165 or Comprehensive Dangerous Drugs Act and violation of RA 10591 or Comprehensive Law on Firearms and Ammunition. Palawan was arrested in a series of lightning raids conducted by the

Philippine Drug Enforcement Agency (PDEA) 11, Criminal Investigation and Detection Group (CIDG) 11 and the Davao City Police Office (DCPO) on the houses at Barangay 23-C, Isla Verde, Davao City on Tuesday. Eighteen other houses were also raided by the authorities where illegal drugs methamphetamine hydrochloride locally known as “shabu” were found.

The raid was conducted by virtue of 18 search warrants issued by Regional Trial Court (RTC) Executive Judge Pelagio Paquican of RTC Branch 12, last February 28. Police said their main target was Khalid Palawan, the leader of Bathala Group. The raid yielded an estimated 300 grams of shabu worth Php2.7 million and several firearms such as five .45 caliber pistols, M79 grenade launcher with three 40mm ammunition; two .9mm pistols with 12 live ammunitions; four .38 caliber revolvers and two hand grenades. Also arrested during the raids were Palawan’s father, Karim, Pao-pao Daradagan,

Maricris Batara, Salem Ina Shaman, Abdullah Salem, Raymart Katito, Rosita Lopez, Abdullah Mama, Bokary Dimangadap, Nasaruddin Bathala, Panalian Palawan, Umar Barayman, Christian Sanglay, Umar Barayman, Ricky Pangandaman, Aquino Dimangadap, Aslani Candidato, Asnari Sultan, Carlito Pique and Sampiamo Gamor. City police director Vicente Danao Jr., earlier told reporters that it took them six months to monitor the area before they conducted the raid. Danao said illegal drugs and gun running activities have become a family’s business of the residents. (PNA)

Davao’s water district to put up gensets in satellite stations DAVAO CIT Y – The Davao City Water District is planning to put up generating sets in its satellite stations in Tugbok, Toril, Lubogan, Cabantian, Panacan, Riverside Calinan, and Calinan. This was the reaction of the water utility to the statement of Councilor Diosdado Mahipus who suggested that it put up the equipment in all of its wells, especially now with the rotational brownouts affecting the city. DCWD spokesperson Bernardo Delima told MindaNews Tuesday that putting up one generator set for each of the production wells will cost the utility a total of P500 million. Delima added that 36 of the 54 wells were already connected to a special line from the Davao Light and Power Company, “meaning it will not be affected by rotational brownouts. In other areas, one to twohour brownouts will not cause water stoppage.” Mahipus, at a speech delivered during the privilege hour at the Sangguniang Panlungsod, said the DCWD needed to continuously provide water to all parts of the city. The councilor said he

found out from a “reliable source” that the rotating brownouts announced by Davao Light starting February 19 would affect the water supply. “I cannot take the reason that simply because there is power shortage or there is a cutting of power in the city, we will also miss drinking the cleanest and the best water in the world, next to Netherlands,” Mahipus said. Mahipus added that it was inexcusable for the utility to not supply water in March, which is prone to fires and has been identified as Fire Prevention month. In a report last week, Davao Light corporate communications head Rossano Luga told reporters they were working hard not to include the pumping stations of the DCWD in the rotational brownouts, as well as hospitals and other health care facilities. Meanwhile, Delima said the DCWD would not need generating sets granted the Tamugan water supply facility begins operating in 2019. In his affidavit of complaint, he said: “The city council had allocated an amount of P60 million for Philhealth program in the year 2014 budget per Ordinance no. 12719-2014...” “The intended budget allocation shall shoulder around 25,000 of poor Kagayanons,” he said. He added: “However, for political reasons so as to enhance influence in the province of Misamis Oriental and Cagayan de Oro City, the respondents added the alleged 60 percent more or less who were allegedly non-residents of Cagayan de Oro City.”

“Without the proper consent, authority and appropriation from thw City Council, the respondents used illegal funds in paying another P60 million for the 25,000 additional beneficiaries,” said Guialani in his nine-page affidavit of complaint that he submitted to the Office of the Ombudsman for Mindanao on March 4. As a result, the barangay official said the city government paid the Philippine Health Insurance Corp. (Philhealth) in 2014 an amount of P120 million for the additional 25,000 beneficiaries. In Ordinance no. 127192014, the city councilors approved––under the special accounts––P60 million for the Philhealth indigency program. Gaane, Salazar, Elot, and Bañez signed the certification for Philhealth sponsored program renewal of enrolment dated January 8, 2014.

CAGAYAN de Oro City-Misamis Oriental Governor Yevgeny Vincente Emano jointly convened the Peace and Order Coordinative Council (POCC) and assured the public of the government’s proactive stance in the light of the volatile situation in Mindanao during the March 3 meeting held at the new Provincial Training Center in Capitol compound. The joint POCC was attended by military’s top officials led by Major Gen. Oscar Lactao, 4th Infantry Division commander, Col. Jesse Alvarez, commanding officer of the 403rd IB, and

Lt. Col. Jose Eriel Niembra, commanding officer of the 58th IB. The police was represented by P/SSupt. Aurelio Trampe, deputy chief of Police Regional Office in Region 10 (PRO-10), and Sr.Supt. Leonilo Cabug, provincial director of PPOMisamis Oriental. Both the military and the police gave the civilian authorities briefing on the current peace and order situation in the province during a closed-door conference. At the succeeding press conference, Gov. Emano said he has convened the council to prepare for any eventuality that may result from the non- passage of the Bangsamoro Basic Law (BBL) and the operation

Emano pointed out the necessary monitoring and stepping up of security measures in the province’s entry and exit points via the Macalahay Bay, the neighboring Bukidnon province, and the towns of Magsaysay, Lugait and Talakag. Oil companies must disclose operations and price impositions The erratic spike in oil prices, which puts the transport sector and the motoring public at a disadvantage, has prompted lawmakers to call for the disclosure of operations and calculations of oil prices by the oil companies. These oil companies peg the prices of gas and diesel which is very unclear to the public because they do not explain how they arrive at a price per liter, Fair and just, we believe that oil companies must disclose to the public a detailed report of their operations and a comprehensive calculation of how they arrive at the price of gas and diesel per liter. The oil companies must be compelled by the Department of Energy (DOE) to disclose to the public a very detailed and comprehensive report on their operations on a monthly basis. The said report shall include, but not limited to, the amount of oil they import per month and at what prices, the amount of oil they sold, their revenue and expenses, their net income, and all other pertinent data as may be required by the DOE. Oil companies and distributors must submit to the DOE and report to the public how they come up with the price of gas and diesel per liter. They are required to show a detailed calculation to the public, including how much they earn per liter. At present, oil companies are only required to inform the DOE of any impending adjustment in their prices hours before the implementation without disclosing their inventory levels. This is very convenient for

these oil companies because they could sell oil that they purchased at lower prices at current price and make a killing at the expense of the consuming public, the proponents lamented. We believe that oil companies in the Philippines have been increasing gas and diesel prices regularly under the guise of rising oil prices in the world market. It may be true that there are factors that control the prices of oil in the world market which the Philippine oil companies cannot control, but it also cannot be argued that these oil companies are reaping the benefits in the form of billions of pesos in revenues and income. Petron Corporation reported that it returned to profitability after posting a net income of P4.3 billion for the year 2009, and a net income of P1.9 billion for the first quarter of the year 2010 while Pilipinas Shell posted a P7.6 billion profit for the first three quarters of 2009. It is apparent that as gas prices go up, the income of these companies also goes up showing that as prices of oil worldwide increase, these companies also raise their profit margin. Mandating the oil companies to disclose their operations and calculations of oil prices will assure the public that these companies can be held accountable to the public if there are unconscionable profits earned by these oil companies at the expense of the Filipino people who are made to bear the hardships that high prices bring.

DTI sets Mobile Diskwento Caravan in Region 9

AMBOANGA CITY -- The Department of Trade and Industry (DTI) is set to conduct the first of its kind and first-ever Mobile Diskwento Caravan (MDC) in some of the depressed areas here in Region 9. Ceferino Rubio, DTI regional consumer protection division chief, said the caravan is in line with the primary functions of the agency to bring the basic services to the less fortunate sector of the society. “This is the wish of the DTI Secretary to bring the fruit of the Diskwento Caravan to the depressed areas, thus, the concept of the MDC came into being,” Rubio said. Dr. Sitti Amina Jain, DTI OIC-regional director, said the MDC will be held in the rural areas since it is designed for the poor. “Diskwento Caravan is really designed for the poor.

Instead of conducting it in the business centers in the region, let us bring this activity to our intended clients in the rural areas,” said Jain, who ordered to bring the caravan to its intended beneficiaries. “This way, we accomplish our goal of helping those who really need it. While we recognize that there are those who reside in the urban areas who need such assistance, we cannot deny the fact that the consumers in the rural or far-flung areas need it the most,” Jain pointed out. The MDC is slated to kick off on April 15 in this city. It will be followed on April 17 in Zamboanga Sibugay, April 19 in Zamboanga del Norte and April 21 in Zamboanga del Sur. Rubio said that a careful study and analysis was made as to how to bring the MDC to the depressed areas taking into consideration all the logistics needed and the com-

How I thanked God for accorded me ears ready to listen, heart to empathize, and brains to assess the situation shared by a person. It happened one day while I was preparing my things ready to office when the phone rang. A call from a person in her fading voice was on the other line and I felt she was about to

break , so I asked why. It has something to do with the Performance Rating. I could not help myself but to let the situation be known. Every employee of the Department of Education has to prepare a Performance Rating in ever y specific period of rating. This is a requirement not

only for the purpose of benefits to be received but a sort of assessment of the accomplishments in a particular period. An equivalent rating for the total performance ranges from Outstanding, Very Satisfactory, Satisfactory to the lowest rating of Unsatisfactory to Poor. For a person who is conditioned to work even without such rating, this is of less importance. How-

ever, there is a need of having a high rating and deemed necessary in order to be ranked favorably. The pain is there when everyone in the office notices that a person comes to the office early, starts working on actionables, caters on the requests of other personnel in the office and complies the requirements as required by the head of the office. Else, doing so is an admission that the government has neglected its responsibility toward its people. The people in Mindanao have faith in the government’s capability to impose laws. One should be aware that the respect of an individual’s basic rights is enshrined in these laws known as the Philippines Constitution. Apart from the Constitution, the government has penal laws that impose punishment to those who violate the laws and to those who trespass the basic rights of a person. Certainly, if the government would only impose the Constitution by heart, there would be nothing wrong in Moslim dominated areas in Mindanao. When people respect the laws and the instrumentalities of the government, anarchy and chaos are far behind. It is when the people lost the confidence in the government, that chaos and armed conflict become inevitable. Thus, the government should not resolve the problem in Moslem Mindanao on a piecemeal basis. One of the solutions to the Moslem conflict in Mindanao is for the government to dismantle all the armed groups in Moslem dominated areas and impose the law of the land relentlessly, Let us do away with the belief that arms are part of the tradition and culture of the Moslems. Marching onwards preventing fire proliferation

JUST like what I’ve written yesterday, March is Fire Prevention Month. Here in the city, we can band together and prevent fires from happening in our own little ways. Remember that we are a city of 602,000 people. If each of us does our own contribution in helping prevent fire, then life would be a lot better for our gallant firefighters (both government and private). Say for instance, don’t you know that sky lanterns are now banned in the country? The Bureau of Fire Protection has determined that sky lanterns are open flame

and thus they can be dangerous once they land if the lamps inside are still burning. In uptown CDO, the deployment of sky lanterns used to be a concern at Lumbia airport where they can be dangerous for both incoming and outgoing flights. Now that the airport has transferred elsewhere, it’s not anymore the CAAP’s job to worr y. It’s now the BFP which is taking the cudgels to ban sky lanterns. The BFP is also reminding the public to use only rechargeable lamps in case of blackouts. Now that both NGCP and Cepalco are barraging us with

Besana, battalion commander of the 55th Infantry “Vigilant” Battalion (55IB), both of the Philippine Army. Macala expressed his sincere appreciation to the conduct of successful and significant undertaking of bringing altogether as one, the key players in the pursuit of maintaining peace and order and the delivery of public safety services for a safer and stable community that is free from fear and violence.
