Murder complaint against Swiss national dismissed SURIGAO City--The City Prosecution Office here has dismissed for lack of evidence a complaint for murder filed against a Swiss national who allegedly killed his best friend, also a Swiss national, in October last year. “There is a lack of evidence, motive and circumstantial evidence sufficient to charge the respondent with homicide much less murder; the circumstantial evidence submitted by the

CAGAYAN de Oro City -A lawmaker on Wednesday has demanded an immediate probe on reports that the Moro Islamic Liberation Front (MILF) is building up its military arm in a new military camp in Iligan City. Rep. Rufus Rodriguez, head of the House Committee that reviews the Bangsamoro Basic Law

(BBL), said that it is a cause of alarm if, indeed, the MILF has established a military camp in Rogongon, an outskirt farming village Northeast of Iligan City. The MILF military camp in Rogongon is reportedly equipped with bunkers, obstacle course, and target practice range, he said. “I am asking Gen. Gregorio Catapang, commanding general of the Armed Forces

of the Philippines (AFP), to conduct an investigation of the report,” Rodriguez said. He said that the AFP should demolish the MILF camp because it is a violation of the initial peace accord where the MILF agreed to withhold all military activities, including expansion and movement of its troops. Mayor Duterte is guest of honor and speaker today at Bohol Institute of Technology grad rites

avao City Mayor Rodrigo Duterte will be in Tagbilaran City tomorrow, Thursday as commencement speaker of the Bohol Institute of Technology (BIT).

Duterte has captured national attention when he surged to a tie for third place with former President and now Manila Mayor Erap Estrada in the recent Pulse Asia survey for possible presidential candidates in 2016. Duterte has continued to refuse calls for him to run but his rising numbers show more and more Filipinos want him to vie for the presidency in 2016. The mayor will be met by well-wishers at the Tagbilaran airport including the Saligumba clan of Barangay Bool. Expected to

lead the welcoming party is Maribojoc Mayor Leoncio Evasco, a long-time Duterte political lieutenant who served in various capacities until he resigned to run for mayor in 2007. Bool Barangay Capt. Nestor Mendez revealed that Saligumba clan oldtimers recalled that the Davao mayor stayed briefly in Barangay Bool when his parents were on the way to Davao. Duterte will speak during the joint BIT commencement exercises for all four Bohol campuses. Board Member Dionisio Balite,

BIT president emeritus, invited Duterte to speak in Thursday’s commencement exercises. The mayor is slated to pay a courtesy call on Mayor John Geesnell Yap II. He will also address a press conference hosted by the Bohol Tri-Media Association at the Bohol Tropics Hotel. This will be Duterte’s first trip to Bohol after he visited the province to distribute financial assistance to 25 towns and Tagbilaran City victimized by the Oct. 15, 2013 earthquake. The 25 towns include Alburquerque, Alicia, Antequera, Balilihan, Batuan, Bilar, Buenavista, Calape, Carmen, Catigbian, Corella, Duero, Getafe, Guindulman, Inabanga, Jagna, Loay, Loboc, Loon,

Panglao, Sierra-Bullones, Sikatuna, Tubigon, Ubay, Maribojoc and Tagbilaran City. Except for Maribojoc which got P1 million, the 25 other local government units received P500,000 each. The mayor’s daughter, ex-Mayor Sarah DuterteCarpio, also personally visited Bohol in the aftermath of the devastating quake to provide assistance. Like all their trips to calamity-stricken areas, the Dutertes’ visits to Bohol were low-key and deliberately unpublicized. Duterte also did not bring media around when he was the first mayor to reach Tacloban after Yolanda, in a caravan bringing relief goods all the way from Davao City.

Duterte sends message of condolence to family of Singaporean leader DAVAO CITY -- Mayor Rodrigo R. Duterte has joined world leaders in extending condolences to the government and family of Singaporean founding leader Lee Kuan Yew, who passed away on Monday from a lingering illness. “I know that no words can assuage the grief that must be yours today for the loss of a great man who guided Singapore through its most challenging times. But we can comfort ourselves with the thought that his life was a life well spent for country and people,” Duterte said in a letter he signed on Monday night at Grand Men Seng Hotel. Duterte cited in his letter, which was sent through Mr. Scot Loh, the Charge d’ Affairs of Singapore Embassy in the Philippines, that the passing of Lee is not only Singapore’s loss but the world's as well. “The officials of Davao City, its people and I, pray for the eternal repose of his soul,” Duterte said. On March 17, 1995 when Lee was Senior Minister Adviser, Duterte led the burning of a replica of the Singaporean flag during an indignation rally against the execution of Overseas Filipino Worker (OFW)

Duterte strongly supported that indignation rally organized by members of the Davao media, as a show of his concern on the plight of the OFWs. Until now, the mayor has always expressed his wish that all Filipinos abroad are treated well just as Filipinos treat well foreigners visiting the Philippines. But that was already part of history. Peter Laviña, a former city councilor and chief of staff of Duterte said the mayor made efforts later to mend relations with Singapore. Davao even successfully hosted the ASEAN Tourism Forum in 2006 with fond memories for the Singaporean delegation, Laviña recalled. Laviña said Duterte is genuinely concerned about the plight of OFWs. Many families and relatives of OFWs in distress would know this as the mayor readily lends assistance, particularly in cases of abuses and injustices against our modern day heroes. (PNA)

Congress’ Mamasapano probe Secretary Ochoa cannot answer questions. For the Filipino people’s interest Pres. Benigno Simeon Aquino III should attend the probe. This was the terse statement of Bayan Muna Rep. Neri Colmenares yesterday as he called on Pnoy to attend the resumption of the House investigation on the Mamasapano incident on April 7-8. There is sense to Colmenares’ challenge that if the president truly wants the whole truth to come out then Aquino should attend and tell all that he knows about the Mamasapano incident. Executive Secretary Paquito Ochoa attending on the president’s stead is an unreasonable excuse. If Aquino believes that he still has the trust of the silent majority of the people, then there is nothing to fear in giving in to the Lower House invitation. Pres. Aquino’s involvement, knowledge and actions before, during and after the operation are all that will be asked, “and these cannot simply be briefed to Sec. Ochoa.” Noynoy Aquino owes it to the Filipino people, to personally make the explanations on the incident. A Congressional probe without Pres. Aquino’s attendance would be incomplete. It would just be similar to the Board of Inquiry (BOI) and the Senate investigations which may further enrage the nation more.

“Pres. Aquino himself complained that the Board of Inquiry (BOI) and the Senate investigations did not get his side on the Mamasapano fiasco and they did not even formally invite him. Now is the time for him to attend the House hearing and finally surface the whole truth. The president owes it to the nation to answer the lingering questions on the incident,” Colmenares said. However, there are many inconsistencies on the Mamasapano incident that only Pres. Aquino can answer. Such as, Pres. Aquino’s approval of Oplan Exodus; the problem of coordination between the SAF-PNP, AFP and between the departments; the involvement of suspended PNP Chief Alan Purisima; the issue of Pres. Aquino’s command responsibility; the alleged involvement of the US; and the issue of AFP assistance to the SAF commandos. If Aquino would attend the House hearing , he can explain his side and tell the whole truth. Majority of the Filipino people are not satisfied with his answers and handling of the Mamasapano incident according to some lawmakers. Thus, the Congressional probe would be the best venue to answer the people. If PNoy declines the invitation, it would be a very negative factor to his credibility.

Is the MILF preparing for war amid peace talk?

The discovery of the training camp of the Moro Islamic Liberation Front (MILF) in the farming village of Rogongon, an outskirt village of Iligan City, shows only the questionable intention of the MILF. There is now the common opinion that the MILF is playing tricks with the government. There are insinuations that the MILF is using the “Framework Agreement” as a camouflage to emasculate its killing machine albeit surreptitiously. Even Rep. Rufus Rodriguez, the illustrious Congressman from Cagayan De Oro City who is actively campaigning for the passage of the Bangsamoro Basic Law (BBL), could not but express doubt on the motive of the

MILF. While Rodriguez is defending the BBL as the only way to attain lasting peace in Mindanao, the actual events occurring in Mindanao proved otherwise. Rodriguez expressed the alarm on the discovery of the MILF training camp in Rogongon, an outskirt village southeast of Iligan City. Unknown to many – even to the new generation of the Iliganons, Rogongon is the original “Pueblo” (settlement) of the Spanish government in the Lanao area in the 1600s era. The word Iligan means fortress of defense and many believed that the Rogongon was the city’s original Spanish fortress. I have gone to Rogongon in the early 80s, on

invitation of the late Iligan City Mayor Gregorio Lluch. Rogongon is located in the tri-boundaries of Iligan City, Bukidnon, Misamis Oriental and Lanao Del Norte. At the height of the Moro rebellion lead by the Moro National Liberation Front

(MNLF) in the 70s, there was reportedly an unwritten agreement declaring Rogongon as “free zone” among armed groups between the government troopers and the Moro rebels. In other words, Rogongon was one was of the safest places of the strifetorn Northern Mindanao at that time because the armed groups reportedly observed “ceasefire” whenever they are in Rogongon. The inhabitants of Rogongon are a mixture of Higaonons, Maranaos, and other tribal groups who lived in harmony with each other while freely exercising their peculiar tribal tradition and cultures. If we recall, the Hyatt 10 were the ones who prevailed upon former President Arroyo to say “I’m sorry” for the Garcillano issue. I know this because I sat in the Arroyo cabinet when the issue was discussed. The president herself intentionally skipped

CAGAYAN de Oro City--The bishop of Cagayan de Oro on March 24 welcomed with open arms “a man of peace” to the City of Golden Friendship.

“Mr. Mohagher Iqbal is coming to our city Cagayan de Oro as a man of peace. As such we are opening our arms to a brother who has stayed the course for peace in Mindanao despite the trials and challenges he continues to face in our common quest for peace,” Archbishop Antonio J. Ledesma, S.J., D.D., said. Ledesma debunked unfounded allegations and rumors that Iqbal is coming to the city with heavily armed protective retinue. “Mr. Iqbal has visited our city many times in the past. And in all those instances,

he has not brought any armed guards to protect him,” he said. The last time Iqbal, chief peace negotiator of the Moro Islamic Liberation Front, was in the city was in 2011. Together with all the members of the MILF peace panel, they were hosted by the peace and development NGO Balay Mindanaw Foundation, Inc., (BMFI) during a public forum on the peace process. At that time, a dinner in their honor was tendered by then Misamis Oriental governor Oscar Moreno and vice governor Norris Babiera.

Move to declare hydro plants as GOCC under Phl gov’t now in Senate

AMBOANGA City -Mayor Beng Climaco revealed during the Regional Development Council (RDC-9) meeting yesterday that the move to declare hydro power plants as government-owned and controlled corporation under the Philippine government is now with the Senate. Secretary Lou Antonio of the Mindanao Development Authority (MINDA) is aggressively pursuing the move, which Climaco initiated during her stint as House Deputy Speaker of Mindanao two years ago. Climaco said this is a welcome development, as declaring the hydro plants as GOCCs under the Philippine government would be one of the measures that will protect the interest of Mindanao people if and when the proposed Bangsamoro Basic Law (BBL) will be enacted into law. “When I was in Congress we had the energy Summit in Davao and out of that I proposed that we do not declare hydro complexes private and so I filed a bill in Congress

to turn it into a GOCC,” the mayor informed the RDC-9 members during the 2nd batch 2016 budget review and consultation at Lantaka Hotel. “Allow me to inform you that Sec. Lou Antonino is already working in the Senate to ensure that GOCC will be under the government of the Republic of the Philippines, why? Because if and when the BBL will be approved, we will not lose track of these very precious hydro complexes.” Based on studies, Climaco said, huge income can be generated out of the operation of the hydro plants which are the main source of power in Mindanao. However, the management of these facilities should be maintained with the national government and not with any entity. Given the proper set up, these complexes can be repaired, operated, maintained and improved by the government, she stressed. “Imagine, for more than 32 years already, the plants have not been rehabilitated. This is the contribution that we have and I am sure that Cong. {Lilia} Nuño and

HOPE helps farmers retrieve dignity through self-reliance

AN FRANCISCO, Agusan del Sur – Gone are the days when farmers are despised for their dependence on doleouts from the government for their needs.

In San Francisco town here, farmers have learned to become self-reliant. Thanks to the efforts of the Hugpong sa Organikong Pagpang-uma ug Edukasyon

(HOPE), an organization of farmers who are practicing and advocating organic farming. The group was organized in 2012 during a Farmers

Mcfly, also known as “John Lennon” and“Arnauld Olivier Juvet” expressed jubilation over the dismissal of charges. “I know the truth shall always prevail and I’m innocent of the crime,” Mcfly told MindaNews yesterday over Facebook. Mcfly was accused by

police of killing his best friend, Florian Mayer, 23, last October 7, 2014. The body of Mayer, a resident of Geneva Switzerland, was found with a stab wound on his chest in a grassy portion in the village of Togbogon this city. The victim was a guest of Jazz Apartelle, an inn located of the said village. According to the witnesses at the inn, the victim checked in together with a ‘John Lennon’. Police said Mcfly flew out of the country after the crime happened and returned to Switzerland. “Although it may be true that the victim was last seen leaving Jazz Apartelle together with the respondent, it does not necessarily mean that they were together when the victim died or that he alone or with other individuals caused his untimely demise. There are several possibilities that could discount the respondent’s presence at the time of the crime, including the possibility that there were more than one suspect in the fatal stabbing of the victim,” the resolution added. Field School (FFS) for rice farmers organized by the San Francisco Municipal Agriculture Office. The participants were taught organic farming technologies. The farmers then formed HOPE aimed at educating other soil tillers on the benefits of organic agriculture and encouraging them to shift to organic farming. According to HOPE Adviser Faith Aurora Dicang,

trainings were conducted in the municipality and neighboring towns as well. “Farmers felt they could relate with our speakers because they were practicing farmers so they knew what they were talking about,” Dicang said. Practicing what they preach, the group is now producing and selling vinegar and organic concoctions for additional income. Every three months, HOPE

members produce an average of 200 liters of oriental herbal nutrients, calcium phosphate, indigenous micro organism and fish amino acid. They also ventured into organic vegetable and organic rice production. HOPE was recipient to various assistance from the Department of Agriculture – Regional Field Office 13 such as a shredder tractor and a thresher for its organic

farming endeavors. “We are happy to see the change in the attitude of the farmers because we feel that we have achieved our goal,” Dicang said. For the group’s next plan, it is now pushing for the establishment of an organic trading center in the municipality for the farmers to sell their products and encourage others to make organic farming a way of life.

However, due to various reasons including financial instability and poverty that fill the most number of people, it is so sad to think that there are still millions of people who cannot experience sitting and learning in a classroom. Much more, to the offers of being educated in which it should be enjoyed by all, because before having of all those benefits, Education is a right first and foremost. This is the reason why Department of Education, together with its partners in providing free and quality Education for All, has initiated various educational programs to aid the gaps that challenge education system in the Philippines. Examples of these programs are the Greater Opportunities! Education or GO! Education and ‘Abot Alam’ project. GO! Education is a program designed to extend education to those families who cannot afford to send

WAIT FOR BETTER TIMES --- I am of the view that if the conditions today are not conducive to pass an acceptable BBL, it may be best to wait for better times and not force the issue now, lest the consequence may be dire and irreversible. My impression is that there is a clear indication that the MILF leadership will walk the proverbial extra mile for peace. Yes, there will be factions or elements in the MILF who will disengage from the mainstream and resort to other means -- violent or otherwise. We must expect this to happen as we all know and have seen by our very own eyes how Mamasapano exposed the realities on the ground. Nonetheless, given MILF Chairman Kagi Murad’s unflinching commitment to peace ( I know whereof I speak as I have dealt with him personally for 3 years, both of us as chief negotiators), things will not be that inscrutable as many predict. Having said that, it may be best that Kagi Murad exercise more leadership than what we have observed before. Given all this, it may be best for the “war mongers” on our side to take a cue from this. I was glad I did, although it was a close call having to be in Surigao del Norte and Butuan before that and then rushing back to Davao City. Civic journalism is simply all about looking at day to day concerns or stories, even of ordinary folks. It’s about the foibles of life that ordinary folks face and writing about them for all to know about. This is apart from the usual stories and headline items about corruption, governance or featuring or quoting spokesmen or popular talking heads like public officials. By doing civic journalism, the print media bring to public view what we usually take for granted or at times ignore and by so doing somehow bring relief or remedies or just stir public awareness of events that otherwise do not usually see print or get reported. I wonder how the thousands of “bakwits” in Maguindanao and nearby areas are coping as military operations against the bad guys are on-going. We know that human tragedy always takes place when fighting erupts between the military and the armed groups and the first victims for sure are the non-combatants or those who are not involved at all one way or the other in the conflict. Even the families of fighters, their women and children, suffer the brunt. Government must be there to attend to them. Never mind if we also give assistance to the families of combatants who fight government. I recall during my time doing Mindanao work for the government, some government relief workers complained that the bags of supplies that we distributed in evacuation centers were usually found in overran and captured camps of the rebels. Of course, we should expect that family recipients of goods would find ways and means to help their husbands, sons and relatives fighting out there. In humanitarian work, we do not distinguish. In fact, if government responds well and gives assistance, it will win the hearts and minds even of those who fight government and the established order. But if it becomes a humanitarian disaster due to government’s incompetence or callousness, then we breed more dissenters and increase the number of those who rebel and fight government. We will see how the on-going military operations cope with the needs of the affected and suffering civilians. However, what we saw and how things were handled in the Zamboanga siege was tragic.

Dads repeal fine-sharing provision of Oro’s traffic code THERE will be no more sharing of fines from proceeds of administrative and judicial fines paid by traffic violators in Cagayan de Oro City. This, after the City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas enacted Ordinance No. 12931-2015, repealing Section 320 of Ordinance No. 10551-2007, otherwise known as the Traffic Code of the city. The ordinance, authored by Councilor Ramon Tabor, cites that the fine-sharing scheme has been gravely abused and there is a wanton apprehension of violators. Councilor Tabor said this has resulted to complaints against the attitude and demeanor of some traffic enforcers which is attributed to their earnest desire to earn extra money from their share of the proceeds of the traffic fines. Councilor Tabor said although he received some

negative feedbacks, there are also many who favor the repeal of the ordinance. In filing the ordinance, the sentiments of a lot of people were taken into account, he added. IMPLEMENTATION The councilor stressed that the sharing ordinance must not be the primordial reason nor should be the basis for raising funds. “Our ordinances can be efficiently implemented without the sharing scheme,” he stressed. According to the councilor, the Roads and Traffic Administration (RTA) has never been an economic enterprise body. “It is a service,” he stressed. Tabor said the challenge is if the RTA and the police will be as eager and aggressive in the implementation of the traffic code when there is no sharing of fines. Tabor once served as the RTA overseer. “It is now time that we take it out,” he stressed.

The initial police investigation also disclosed that the police recovered the abandoned car owned by one of the victims past 7:00 AM Wednesday, believed commandeered by the unidentified suspects. “The suspects rummaged the car in search of something before abandoning it,” the police reported. Investigators believed that the shooting has something to do with illegal drugs and the victims could be a victim of “fallout.” Drug related war appeared to be rampant in Iligan City. THERE is a budding sweet shop located in Pabayo – San Agustin who specializes in cake-in-a-jar, pearl shakes and ice cream. It is called Nummies Sweet Shop. The shop opened its doors last February 21, 2015 who offers sweets and cold treats that will really melt hearts. They offer Pearl Shakes in large servings, Cakes in vacuum sealed jars and ice creams. It was called Nummies coined and played from the words “namit” which means “yummy”. The suffix –ies makes it plural and superlative thus nummies means “very yummy indeed”. What amazes me is the dolce vita ambiance of the shop. The aesthetics was

influenced by their teenage daughters. It’s really cold. The owner shared that the reason behind the cold place is so that the shakes will not become watery – the stage where the ice becomes water, the cakes will remain

moist and melt in the mouth, and the ice creams will not melt that easily. One more thing about their place is that it is pleasant to the eyes, vibrant colors and well-lighted. As for the menu, they offer different flavors of shakes, cakes and ice creams. The menu changes each first day of the month. Yes, it’s like flavors-of-themonth theme. Even thou that the menu is somehow generic, all of its products comes from their heart of passion for sweets and it’s flavors goes thru strict taste standards of the chef of the shop. For this feature, I used the month of March menu. Their shakes have two kinds: the regular; and the special. Regular flavors are chocolate, vanilla, ube, strawberry or cappuccino. Special flavors are more fancy flavors like double choco chip, strawberrybanana, choco-banana or watermelon caramel. All shakes comes with pearls, whip cream and choco syrup. As for the taste, it is so heavenly. It is creamy, light and not so sweet thus you can really enjoy the flavors in it. To add more detail to the quality of the product, they used thicker gauge disposable tumblers to handle the cold much longer and it will not crush that easily. The cake creations are

sealed in an original mason ball jars. It is served in a jar not for aesthetics or packaging purposes. The jar makes the color, flavor and quality making each cake moist and melt-in-yourmouth. To keep it that way, shop owners don’t like their cakes be taken out even if the customer can buy the contents and the jar. Each serving is about equivalent to two slices of an 8 inch cake. I tasted Red Velvet and Banoffee. For Red Velvet, you can really taste each layer. The cake is moist; the cream cheese icing complements the cake. For Banoffee, for sure Kagayan-ons will love this. When you look into the jar, you can see the layers deconstructed and when you dig in you get a small portion of each layer. The fun part begins when

you chew all layers it mixes together creating one whole flavor. Last group in the menu is the Ice Creams. Each Ice Cream flavor has a new twist compared to store brought ice cream tub. You can really taste it homemade goodness. For this month of March they have four flavors of ice cream and two flavors of ice cream sandwich and Mini banana Split. The Banana Split even called mini it has a big serving good for sharing but because of its yummy goodness, I observed that in can be eaten solo. The lady next to my table finished her mini banana split in about 30 minutes. She really enjoyed and savored each bite. I can’t blame her for I also did the same. Having one scoop each of vanilla, strawberry and chocolate ice

creams, banana on the sides and topped with generous whipped cream. It might look ordinary but believe me; it really has a twist and taste of a homemade artisanal ice cream. Their Ice Cream Sandwich is a product of both pastry art and culinary science. I really cannot believe it that the ice cream sandwich doesn’t melt for nearly an hour in our table. Unlike ordinary ice cream sandwich that we need to eat fast so that it won’t melt in our hands thus we can not savor the flavors. The owner explained that they made a twist to make it last longer. Well the point is, since it last longer, we can enjoy the sandwich savoring each bite even longer without time constraint. All in all I rate their products 5 stars for flavor, another 5 stars for the place and another 5 stars for the value for money. I am encouraging you to visit and try Nummies Sweet Shop which is located at Pabayo-San Agustine streets.
