Duterte now open to presidency

D

avao City Mayor Rodrigo Duterte has finally yielded to the appeal of friends and supporters to keep an open mind about the presidency and stop issuing statements that he is not interested in running for the 2016 presidential elections. In his weekly program “Gikan sa Masa, Para sa Masa” aired Sunday on ABSCBN Davao, Duterte said he understood the sentiments of his friends and supporters who have been urging him to run for President in the face of the serious problems confronting the country. “I will consider the suggestion of my friends and supporters,” Duterte said adding that the presidency is a destiny which only God could bestow on a person. Friends and supporters of the tough-talking Davao City Mayor renewed their appeal to Duterte to stop declaring that he will not run in the face of his steady climb in the national rankings for presidential wannabees in 2016. The survey of Pulse Asia showed Duterte at third

place (behind Senator Grace Poe and Vice President Jejomar Binay) with 15%, an increase of 3-percentage point from the March survey of the same polling group. Even in the controversial SWS survey, which used the “pick three” system in ranking presidential aspirants for 2016, Duterte jumped from 15% to 20%. Duterte’s friends and supporters believe that the ratings of the Davao City Mayor could have been higher had he not categorically stated that he was not interested in the presidency. “The reluctance of people to openly express support for Mayor Duterte is due to the fact that he has repeatedly declared he is not running. In fact, the question we always hear

is: “Is he really running?,” said former transportation secretary Pantaleon Alvarez, one of Duterte’s most ardent supporters. that it would decrease tourist arrivals in the resort. For its part, the company outlined a lengthy explanation detailing that its bana grass combustion would produce “zero waste.”

In an e arlier st atement, Mackay Green Energy stated that it will be growing its own supply of bana grass as fuel for the biomass power plant. The Pampanga-based firm further stated that bana grass is ideal to cultivate in the Philippines, where the climate is warm and humid. But Pelaez feared that the bana grass could not sustain the day-to-day operations of the plant once it would run. This despite the fact that Mackay Green Energy maintains 130 hectares of bana grass planted in Nueva Ecija and plans to use 6,000 more in Negros Oriental and another 1,000 hectares dedicated to the specie in Leyte. But the firm is a neophyte in the power industry – their combined 32MW planned investment in Northern Mindanao would be their first power plants,

including the proposed 12MW one in Misamis Oriental. It was not the first time that the provincial board of Misamis Oriental quashed an application for biomass power plant construction. In 2013, Misamis Oriental Biomass Energy Corporation also expressed its intent before the provincial board members to install a biomass power plant in the province. But Pelaez and the provincial board members noted that the officials of the firm and the local utility Misamis Oriental Electric Service Cooperative II were the same and commented that a conflict of interest existed between the energy provider and distributor. Ironically, Misamis Oriental Biomass Energy Corporation has been bought by Mackay Green Energy and is reviving the P45billion combined projects.

Vetting the wannabes While it may be true that as of this writing only Vice President Jejomar Binay has been forthright about his intention of succeeding President Aquino in next year’s presidential race, there are others who may not have announced their candidacies yet but more or less sure of running for the post hence the need to vet them also. Binay had been vetted already as somebody who should not be entrusted the presidency given the numerous graft charges levelled against him while mayor of Makati City. Inexplicably, however, his ratings are still high despite these charges and despite his refusal to answer them point by point in whatever forum. The recent Pulse Asia survey results proved this. Results like this will surely just embolden Binay to seek the presidency knowing he still enjoys the trust and confidence of the people though his ratings had obviously gone down since he made known his decision to be the country’s next president. Even if the lady senator still has to make known her plans for 2016, chances are she will seek the presidency given her soaring popularity ratings even if she has not announced she is gunning for the presidency. Realistically, Poe will only need not much money if she decides to run in the first and a half months of the campaign. And if she is able to sustain or even increase her popularity rating among aspirants of the same post, financial supporters will then be drawn to her side just like what happened to Aquino in 2010. By the way, it is said that Aquino will not have any choice but endorse or

anoint Roxas as his candidate to replace him because reportedly it was Roxas who bankrolled their campaign in 2010 during the first one and a half months of the campaign when donors were still determining who they should cast their lot on. All that Poe should do is maintain the high rating she is now getting from the electorate until the first one and a half months of the campaign. If by good luck she is able to do this, then funding will become the least of her worries until Election Day next year. How would she do this is the challenge she should hurdle if she will finally be persuaded to run for president. Interior and Local Governments Secretary Manuel “Mar” Roxas II, on the other hand, continues to lag behind the leading presidential timbers despite his exposure, financial muscle and his experience in government. Sadly for him, he remains unable to capture the imagination of the people despite the above pluses to his political intentions. This is expected though. Among the bruited presidential aspirants, it is only Roxas who

does not have a clear grasp of the dynamics of poverty, a problem as president he is expected to address with a sense of urgency. How can a president who does not know what poverty is effectively lock horns with this problem? Roxas, let us remember, is the only presidential wannabe who was born with a golden plate, spoon and fork. But this is the albatross that is bringing Roxas down in the pit of the presidential race. Davao City Mayor Rodrigo Duterte, meanwhile, is faring well in the surveys because of what he has done in his turf, rid it with criminality and drugs. He is likewise advocating for a shift to the federal form of government. But how he will achieve this if elected president, he has so far not explained. Duterte’s biggest flaw is that among the myriad of problems the country is facing, he is only qualified to address two concerns, that of criminality and drugs. This may sit well in a local government setting, how this can make him tick in the national level is something else. See bacon, page A11

I delivered a lecture about writing a research paper for international conference and international academic journal publication. The university was close to the hotel I was staying. It took about 15 minutes to go to that university. The next day, on November 27, I was invited by The Holy Cross University for the same purpose. I was requested to deliver a lecture with the topic about research journal article publication. I delivered the lecture also in front of the students and some of their lecturers. The topic of journal article publication is now becoming the prevailing topic not only in the Philippines but also in my country, Indonesia. All the lecturers are demanded to write papers for publication. During my lectures there, I always said to the students and lecturers. They are luckier than Indonesian

students. In fact, they can always opportunity to speak in English not only in the classroom but also outside. It is different from Indonesia. The students very seldom get the opportunity to speak English. They can have a chance to speak English when they get an English lesson in the classroom. Actually, I was also invited by another university in Davao but I couldn’t attend due to schedule constraints. In the afternoon after delivering the lecture in University of Immaculate Conception, I was invited to deliver the same topic. But, by coincidence, in that afternoon, I had to deliver my speech at the conference,

The majority of our days can be spent working and laboring trying to produce fruitfulness. Is your profession one that goest against your faith? Does it continuously put you in a position that forces

I was impressed because along the street, all cars and drivers were really obedient to traffic regulation. For example, when I was picked by the CJC Dean from the hotel to Digos, it took more time compared to the journey in my country for the same route or distance. When I asked the driver why he drove the car slowly (on average about 40 km per hour), he replied: “We are not allowed to drive fast in Davao and even outside that city. It is for safety!” Oh, Gosh. It was really a nice journey for I felt safe and enjoyed the journey very much. The people are obedient. A good city to stay! Now, I am just wondering how about, if Davao city can be reached by a direct flight from Surabaya. Or, at least, only one transit, SurabayaSingapore- Davao, every day. See djuwari, page A11

Agnor inks MOA with PCIC DFA inaugurates Butuan consular office BUTUAN CITY – With the aim to ensure the development of the agriculture sector of the lone city and municipalities of the province of Agusan del Norte, the province represented by its governor Ma. Angelica Rosedell M. Amante-Matba signed a Memorandum of Agreement (MOA) with the Philippine Crop Insurance Corporation (PCIC) on June 16 here. The coverage of the MOA includes the insurance of the agri-fishery projects and programs of the province. Governor Matba believes that there is a need to insure all the agri-fishery projects and programs of the province. “In order to protect the farmers and fishermen from the harmful effects of climate change and other natural calamities such as typhoons,

floods, drought, earthquakes and volcanic eruptions as well as plant diseases and pest infestations, thus this agreement was crafted,” governor Matba said. “The province of Agusan del Norte will shoulder the 100 percent of the total premium cost of selected marginalized farmers and fisher folks subject to the eligibility requirements,” governor Matba added. The agreement was signed by governor Matba, PCIC board of director chairman Dioscoro A. Granada, and being witnessed by Agusan del Norte and PCIC heads. During the signing of agreement, Atty. Rosa M. Pelaez wrote to the Chairman of the Senate Committee on Local Government Senator Ferdinand R. Marcos Jr., expressing his concern over the effect of such move to the cost of electricity in Mindanao. Moreover, the Vice Governor also appeals to the Senator, whose committee tackles the Bangsamoro Basic Law, to look into Section 3 (15) Article V of the proposed organic law which states that “The Bangsamoro Government shall have authority to regulate power generation, transmission, and distribution operating exclusively in the Bangsamoro and not connected to the national transmission grid… When power generation, transmission, and distribution facilities are connected to the national transmission grid, the Central Government and the Bangsamoro Government shall cooperate

“Safeguard creation because, if we destroy it, it will destroy us. Never forget this,” said Pope Francis, a staunch advocate for the environment. A revolutionary Pontiff, His Holiness has shown strong commitment on the issue of climate change, so much so, that he released an encyclical that calls for climate action as a moral imperative. The Pope tackled Climate Justice on his visit to the Philippines in January this year, and stressed on how countries like

ours will be “seriously affected by climate change,” especially the economically poor and marginalized – those experiencing the most harms from climate change due to irresponsible exploitation of nature. Climate change is a borderless issue. As such, it is fitting that the encyclical addresses everyone as “stewards of creation.” The Pope hopes “to inspire people to take greater responsibility for the common home that God has entrusted to us.” However, while world leaders have known about climate change

as early as 1960s, efforts to address it have been stymied by deniers and by the fossil fuel industry who continue to obfuscate the issue. Science has progressed immensely and has churned out definitive studies and facts about the harms that threaten humanity’s very existence. More checkpoints set up in Mindanao vs. illegal logging THE Department of Environment and Natural Resources (DENR) has established three additional forest monitoring checkpoints in Northern Mindanao, Davao and Caraga as it strengthened its campaign to bring down illegal logging and timber poaching incidence to zero level by the end of June 2015. In Misamis Occidental, the Provincial AntiIllegal Logging Task Force (PAILTF) has established six additional checkpoints. This has brought to 10, the total number of such checkpoints, which are strategically located at the foot of the Mt. Malindang Ranges and Natural Park (MMRNP), where the illegal logging takes place, Edgardo G. Aguinaldo, Provincial Environment and Natural Resources Officer (PENRO), said. Known to be the exit points used by the illegal loggers in their trade, the location of these new checkpoints are as follows: Sapang Dalaga, Kanao-kanao, Bonifacio, Tonggo, Namut, Tudela, Gala, Ozamiz City, Carmen, Jimenez and Don Victoriano. The existing checkpoints are Bongbong, Ozamiz City, Lapasan, Clarin, Taboo, Jimenez and Calaran, Calamba, Aguinaldo, who is the Chairperson of the PAILTF, said. Meanwhile, the PAILTF has reported the dismantling of six wood processing plants (WPP), within the area of responsibility (AOR) of the Community Environment and Natural Resources Office (CENRO) in Ozamiz for lack of legal documents to operate. The other presidential wannabe who is not faring well in the surveys is former Sen. Panfilo Lacson. In regard to Lacson, I will admit here I have a personal bias for him. This bias is born out of my association with Lacson as a Cebu-based newsman while he was Metro Cebu police chief and as an observer while he was national police chief, senator of the land and as rehabilitation czar for typhoon Yolanda devastated areas in the Visayas. In those varying capacities, Lacson showed depth in his leadership and management skills, he has shown his deep understanding of the dynamics of poverty and how to address this overarching problem thus in the process address the problem of criminality and drugs, his non-compromising stance against all forms of abuse, graft and corruption in all levels of governance. Honestly, I believe Lacson is the guy for 2016. I just hope and pray more Filipinos will realize this so that we can have the best president this country never had so far. Clearly, man-made climate change is creating terrible harms, including more intense extreme weather events. A recent study that looked at typhoon wind speeds in the past 60 years suggests that it is 10% stronger today than it was in the 1970s, which could mean a 33% increase in destructiveness. As oceans continue to warm, it fuels more energy thereby creating more intense typhoons. With stronger wind speeds, it could increase the level of typhoon categories from 3 to 4, under a moderate emissions scenario. With more extreme weather events like Typhoon Haiyan, Cyclone Pam, and Superstorm Sandy becoming the new normal, climate injustice is becoming the fate of vulnerable communities, whose basic human rights are violated by the impacts of climate change. While the 90 big carbon polluters have indiscriminately pumped fossil fuels, whose heat trapping emissions go into our shared atmosphere, threatening our common home, the disproportionate impacts are felt more acutely by the developing countries that have the least capacity to cope and adapt. The big polluters responsible for the lion’s share of carbon emissions globally, have profited at the expense of humanity and the climate, creating a deep social injustice. It is high time that they be held to account for the damage they have and will continue to cause. We need justice now. We need to leave the coal and oil in the ground and a clean renewable energy for all. For far too long, we assumed that world leaders were equipped with intellect, political will, vision, compassion, and moral compunction. For far too long, we allowed our leaders to gamble on our future with the fossil fuel industry, locking us into dirty energy projects, exacerbating the climate crisis which in turn widens poverty and fosters inequality, instead of transitioning us towards a low-carbon pathway of clean, green, sustainable development for all. Are we going to sit idly by and allow this injustice to happen? Will we let the big carbon polluters - hid-

ing behind the protection of world leaders - rule our world? Or are we going to stand up, fight for climate justice and protect our basic human rights? Praised be to the Pope for his encyclical. It is a first step in galvanizing strong public outcry targeted at the world leaders and the fossil fuel industry for their irresponsible activities. Praised be to the Pope for serving as an inspiration. He is a beacon of hope to those with the courage and will to take climate action, and hold those responsible to account for their role in the climate crisis. The Philippines is taking its cue from the Pontiff ’s call for transformation to save the earth and its people: “What kind of world do we want to leave to those who come after us, to children who are now growing up? … What need does the earth have of us? Is is no longer enough, then, simply to state that we should be concerned for future generations. We need to see that what is at stake is our own dignity.” Filipinos, along with Greenpeace Southeast Asia are filing a human rights petition against the big carbon polluters to dignify humanity and mark a landmark step on the path for justice. Praised be for Climate Justice which is growing and gaining ground. He said that the prosecution finds it hard to reconstitute the criminal cases because of the burning of all the evidences. The local police are also apprehensive because most of the released suspects have pending cases involving robbery and illegal drugs. While the release order is temporary, the dismissal of the criminal cases filed against the suspects would become effective after the prescribed period. Ol aguera, howe ver, warned that the suspect who would commit new crimes could face new criminal cases in court. Pol. Sup. Lemuel Gonda, head of the local police operations, said that the city’s police office have started coordinating with the city and provincial jail officials to get a profile of the release suspects. “A profile is very important so that the local law enforcers could track the suspects who were released because their criminal cases have been temporarily dismissed,” Gonda said. He said that each of the 10 police sub-stations in Cagayan De Oro City would have a profile of the criminal cases of the released suspects so that it would be easier to monitor them. Gonda also advised the local residents to be wary of the presence of the released suspects as Cagayan De Oro City have started preparing for the annual fiesta come August. Provincial Jail Warden Dominador Tagarda, of Misamis Oriental, said that 12 suspects facing charges with robberies and illegal drugs were set free because the prosecution failed to reconstitute their cases. More than 500 inmates in the city jail in Lumbia Rehabilitation Center here who are facing criminal cases have also found temporary freedom from January to May this year. The prosecution office here has given complainants

and lawyers of the criminal cases here three months or until May to reconstitute the cases, otherwise the suspects would be set free. Lawyers in cases involving civil cases, however, have reconstituted the cases because the complainants have the records while the courts keep the records of criminal cases, particularly the evidences.

The DSWD, through its Supplementary Feeding Program found the 15,007 children as malnourished after the social welfare department enrolled about 132,000 children to undergo the feeding program in the region. Solamillo said that the DSWD conducts the sixmonth feeding program in various day care centers in Northern Mindanao. She said that the National Statistics Office also showed in their 2006 Family Income and Expenditure Survey that about 1.1 percent of Filipino families were hungry and food-poor. “DSWD implemented

the SFP as a response to the urgent call to help the foodpoor families, especially their children,” Solamillo says. The SFP is the provision of hot meals during snack or mealtime to day care children five days a week for 120 days, she said. Solamillo said that the parents also help in the program by managing and preparing the food using indigenous food supplies guided by the DSWD and the local government units.

Monday, the military said. Capt. Jo-Ann Petinglay, spokesperson of the 6th Army Division said the two soldiers had just reached the arc marking the boundary of this town when the attack took place. Initial reports gathered by the military said the victims rode a motorcycle wearing athletic soldier’s attire to get more carpentry materials at their headquarters in Shariff Aguak town. They were traveling from Datu Unsay town where they were doing rehabilitation work for a school. But before the soldiers reached their destination assailants who were riding in tandem opened fire from behind using still unknown firearms. One was hit in the head and the other in the back. The assailants snatched the motorcycle of the soldiers and fled towards the so-called SPMS box. “SPMS box” refers to the adjoining towns of Shariff Aguak, Pagatin (Datu Saudi), Mamasapano and Shariff Saydona, all in Maguindanao where the BIFF operates. The soldiers meanwhile were rushed to the Maguindanao Provincial Hospital, but they were declared dead on arrival. The military withheld the names of the victims pending notification of their families. “It’s very unfortunate that these unarmed soldiers working for peace were killed in a treacherous way by the BIFF. They don’t even care for the future of the children in the area where these victims had dreamed also to uplift the education of the kids,” Petinglay in a statement. Efforts were underway to rehabilitate Meta Elementary school in Datu Unsay after the school was damaged by fire, bullets and mortar explosions during the war against the BIFF last year. Last week, the BIFF allegedly ambushed the 2nd Mechanized Battalion in Datu Piang town killing one soldier and wounding two others. This was followed by another ambush of two persons aboard a sports utility vehicle killing two persons one of whom was wearing a police uniform. Asked if the BIFF was behind these attacks, Abu Misry Mama, the group’s spokesperson replied via text message that “no other group now is fighting against the military, it is only the BIFF”. EMPLOYEES VOLUNTEER FOR BRIGADA ESKWELA AS part of SM Supermalls’ SM Cares Project and Employee Volunteerism Program (EVP), SM City Davao, SM Lanang Premier, SM City Cagayan de Oro and SM City General Santos conducted ‘Brigada Eskwela’ clean-up and repair drives in day care centers as well as elementary school in their communities. Last June 6, SM City Davao volunteers along with the security team headed to Isla Swerte Daycare Center in Brgy 76-A, Times Beach. Armed with cleaning and carpentry materials, the volunteers were able to refurbish the center’s furniture, paint the classroom, fix lighting and electrical works as well as build an extension for the children’s pantry area. SM City Cagayan de Oro employees as well as security personnel also participated in this year’s ‘Brigada Eskwela’ by cleaning the classrooms donated by SM Prime Holdings, BDO Foundation and SM Foundation in Lumbia Elementary School last May 28. On June 13, SM Lanang Premier employees and security forces spent their day off extending a helping hand at Ibula Day Care Center at Brgy San Antonio, Agdao in Davao City. They installed a roofed lavatory for kids and a gutter, painted the walls and tables, polished the classroom floors, beautified the toilet, and donated an additional electric fan for the said day care center that caters to 25 students. Meanwhile, SM City General Santos volunteers from both admin personnel and security guards held a clean-up last June 18 at Sitio Toning Day Care Center. They cleaned the whole surroundings of the school, repaired the damaged roof and repainted the classroom. The volunteers further donated an electric fan, educational toys and slippers. “We feel very blessed to be adopted by SM,” social worker and day care in charge Lucy Remotigue said. Meanwhile, Maria Glinda Mercado, teacher in charge at Ibula Day Care Center, noted that that the installation of facilities, in particular an accessible lavatory through SM’s Brigada Eskwela, “has been beneficial in teaching the kids proper hygiene practices such as washing their hands before they eat.” SM’s Employee Volunteerism Program encourages employees to give back to the community and share their blessings with the needy sectors of the society.
