Bumbaran is now Municipality of Amai Manabilang (This is a special feature on the life struggles, achievements, contributions and aspirations of the great Manabilang family in the realm of public service to the municipality of Bumbaran, now municipality of Amai Manabilang in Lanao del Sur. This in honour of Datu Amai Manabilang, a Muslim hero who never gave up Islamic rights, sentiments and dreams of the Muslim-Maranaos to foreign invaders until his death.)

By CHRISTINE H. CABIASA, Associate Editor

n pursuit of giving due recognition to Datu Amai Manabilang, Honorable Mayor Jamal Eclar Manabilang has been eager enough to bait his stand to change the name of the municipality of Bumbaran to Amai Manabilang and has now successfully attained it. Municipality of Bumbaran is now Municipality of Amai Manabilang. Early political life of Datu Amai Manabilang Datu Amai Manabilang was regarded as a Muslim hero, being one of the leaders of the Bangsa Moro Muslim in Mindanao especially in Ranao and Marawi who never gave up Islamic rights, sentiments and aspirations of the Muslim-Maranaos to foreign invaders until his death. During the Spanish occupation in Lanao and after the defeat of Amai Pakpak of Marawi to 5, 000 strong Spanish Army led by Governor General Ramon Blanco on 1895, Datu Amai Manabilang was courted for friendship but was in vain. Datu Amai Manabilang was the first Muslim leader who strongly refused the inclusion of Mindanao in the Visayas and Luzon on the reason that Mindanao was excluded when the Spaniards ceded the latter to the United States of America as enshrined in the Treaty of Paris. Datu Amai’s living legacy Other reasons of Datu Amai was the impossibility of the co-existence between the Muslims of Mindanao and the Christians of Visayas and Luzon merely because of religion, culture and belief and the possibility of more misunderstanding and conflict which may not be beneficial to the Muslim momentarily, instead he preferred Mindanao to be under the

Free medical mission hands of the Americans who respected Islam, who recognized the Muslim property rights and above all who can possibly grant independence to Mindanao. When late President Manuel L. Quezon of the First Common Wealth was informed of the stand of Amai Manabilang not to include Mindanao in the Philippines, he together with Osmena, Roxas and other working for the independence presented the problem to the US President and the latter response sent as his envoys President Quezon, Roxas, Quirino and General John J. Pershing, US Head of Ranao to see Datu Amai to relax his

stand on the issue and support instead in the US-inclusion of Mindanao to the Philippine Republic. Upon their arrival in Ranao, they sent an emissary to Datu Amai but the latter sent back said emissary with an instruction to effect that they should go to him since they are the ones in need. So, they visited Datu Amai in his house but it turned out to no vail. Because of this, the Philippine Government organized the Americanista and the Pilipinista. The Americanistas want Mindanao to be under the American hands momentarily totally separated from Luzon and Visayas while

the Pilipinistas want the inclusion of Mindanao to Visayas and Luzon in the US grant of independence. The Americanistas was headed by Datu Amai while the Pilipinistas by late Sultan Alauya Alonto who was the former Sultan of Ramain. The Pilipinistas maintained the peace and order as well as the development in the Muslim Mindanao are achieved. As the Americans side the Pilipinistas, Datu Amai was still firm on his stand until his death. As a result, late Sultan Alauya was appointed Senator while Datu Amai was offered Congressman but gave to his son-in-law Sultan Ibra Gundarang and

was appointed Congressman when Mindanao and Sulu was included in the Philippines. Datu Amai’s aspiration for Mindanao is now a history but the sincere service to the public still remains and this virtue of greatness is then live up to until now by Datu Amai’s grandchild Sultan Mastura Dalig Bagambang Manabilang who served as the municipal mayor of Amai Manabilang for 12 years. On Sultan Mastura’s good governance Sultan Mastura Dalig Bagambang Manabilang was born on December 26, 1956 to Hadji Cosain Amai Manabilang and Hadja Aslia Bagambang Dalig in Raya Madaya, Islamic City of Marawi. He has 11

Mayor Manabilang distributes bags of rice to constituents siblings and all are professionals in their chosen fields. He is a former member of the Philippine Constabulary now the Philippine National Police. Sultan Mastura is married to Hadja Hedjarah Lydia Eclar Manabilang who is from Buhi, Camarines Sur. Lydia Eclar Manabilang is a former professor of Mindanao State University and a three-term unopposed municipal mayor of Amai Manabilang. They have seven successful children.

The Manabilang family lived a happy and simple life. In consonance with the Maranao custom and tradition, family ties among the Manabilangs are intimately close. Sultan Mastura and Bae Hedjarah love their children so much but they never spoil them. They are strict parents and they are really akin of training their children to love Allah. Known for his dynamic, passionate and charismatic leadership, Sultan Mastura has served the municipality of Amai Manabilang for three terms after leaving his hometown with accomplishments, a legacy that will always be remembered. During his incumbency as Mayor, he finished the construction of several infrastructure projects including the construction of Municipal Hall building, Amai Manabilang auditorium, ABC Hall, Day Care and Rural Health Centers, multi-purpose buildings, Amai Manabilang public and flea market, construction of 11 warehouses with solar dryers as economic support See MANABILANG, page B4

Recognizing the NGO element in improving the Philippine education system By Clyde D. Talampas

The 1987 Philippine Constitution stipulates that the State is to provide for free public education. It also mentions that the highest budgetary allocation of the State is to education. This, however, is not the case. Due to government administration changes, the shifts in the State’s educational policies have been as constant as the steady decrease in the education budget. Given the ever-increasing student population, the rising cost of living along with the unemployment rate, it is no wonder that there is a wide margin between the numbers of the students that could be and the ones actually enrolled. The number of schools and teachers available are also not enough to cater to the State’s actual student population. Other than becoming a priority in government departmental budgets, what the system needs ASAP is support funding to carry out its mission. School administrators and their ParentTeacher Associations (PTAs) may be able to outsource some of the finances. Finding support or alternative funding should be also treated as a program where schools can become relatively self-sufficient and able to cover some of the students and teachers’ needs. Considering the partnership of a Non-Government Organization

(NGO) is the option to consider. Education programs are the focus of many NGO organizations, both national and foreign, and State s cho ols c an b e ne f it from the non-partisan involvement of these volunteer organizations. Some long-term programs will require the partner school to be equally – if not, even more – involved in the process of maintaining the program. These are the programs to look out for, to be engaged with, and to learn from. It would be easier to be a mere beneficiary, gratefully receiving the assistance of NGOs – but where does that progress once the donations stop? What State schools can consider when they apply for aid or are approached to be a beneficiary is to look at what training programs they can avail of in the process, i.e. skill development on budget planning or class methodology or curriculum design that can be shared and kept as a practice even when the training program has officially stopped. Given the new challenges of adjusting to the K-12 curriculum and dealing with the possible change of a different start month to the 2015 school year, what could be the most important thing State schools can look for is input on how to deal with the changes and all the mechanisms that that entails.

Sanctuary

Special Gospel of the day: Luke19:45-48-And he went into the temple, and began to cast out them that sold therein, and them that bought; Saying unto them, It is written, My house is the house of prayer: but ye have made it a den of thieves. And he taught daily in the temple. But the chief priests and the scribes and the chief of the people sought to destroy him, and could not find what they might do: for all the people were very attentive to hear him: This gospel emphasizes about the physical temple and its structure which was “desecrated” by the Jewish people. Jesus opposed to them since it was an act of blasphemy and irreverence to the holy place. On the other hand, Jesus taught them about the real

temple which is his body. Look, what they had done to the earthly sanctuary, it was a “real” reflection to what they did to Him, the genuine temple. This was the ground of Jesus why He condemned the blasphemers and casted

out from the temple. How about us, how many times we desecrated the temple of God? Take note, Jesus was a daily worshipper to God. According to Proverbs 8:34-”Blessed is the man who listens to me, watching daily at my gates, waiting at my doorposts. facilities for farmers in Amai Manabilang which all adds up to the excellent delivery of basic goods and services for the constituents of the municipality. In addition, the municipality boasts its 28-km concrete major roads, its farm to market roads and also its water system for potable water supply. Under Sultan Mastura’s stint also was the construction of the Amai Manabilang Memorial National High School and the Amai Manabilang Mosque and the Amai Manabilang Services Inc. Mosque. Also, the municipality has its own franchise of Amai Manabilang electric system, which is the only franchise in Lanao del Sur and the whole of ARMM, which run its own electric supply. In 2004, a very kind-hearted Filipino-American Sir John Paul Perrine, the Country Manager of Unifruitti Philippines decided to invest - a hectare540 banana plantation in Amai Manabilang. Unifruitti is an international company based in Cincinnati, Ohio and has plantations in Puerto Rico, Costa Rica and the Philippines. It generated jobs to the municipality The good mayor championed the maintenance and stability of peace and order that paved way for multi-national investors to capitalize on local resources thereby boosting the municipality’s economy. The success of the municipality clearly demonstrates that Sultan Mastura is definitely a strong and an organized leader. Indeed his achievements as the town mayor have served as the turning point not only in his then political career but ultimately leading his years to the pinnacle of local leadership with gratitude and respect. Sultan Mastura’s strong leadership has been inherited by his son, now Amai Manabilang municipal mayor Jamal “James” Eclar Manabilang, who in his ways further marks more and more developments in the municipality. Mayor Jamal’s fervor of pushing through Amai Manabilang as the municipality’s new name “Of all the hardships and achievements my great grandfather had succumbed, he deserves this honor.” “Datu Amai’s contributions to what we are now are immeasurable and this is the only way we can repay all his good deeds and good works not only to this municipality but also to many parts of Autonomous Region of Muslim Mindanao as well.” “My great grandfather and my father have etched the history of Muslim-Maranaos’ struggles and living endeavours, by changing the municipality’s name, Datu Amai’s legacy will not only dwell on history books but will dwell also on the hearts and minds of every Muslim-Maranao.” Aforementioned are the
