Duterte: Name shops selling expired milk tea ingredients DAVAO DEL NORTE l DAVAO DEL SUR lDAVAO DEL ORIENTALl COMPOSTELA VALLEY

DAVAO City––Mayor Rodrigo Duterte said he would prefer that the City Health Office name the two milk tea shops found to have allegedly stored expired milk tea ingredients, after a group said the news of the incident was already affecting sales of other shops. Speaking at Sunday’s episode of Gikan sa Masa, Para sa Masa, Duterte said he would have preferred keeping the names of the shops as this would certainly affect their business reputation. “Ayaw ko sana (I don’t like) but you know, in fair-

ness to others selling the milk tea, dapat lang, kasi pati sila masuspetsahan (we should because the rest will also be suspected to have committed the same violations). You are deluding the public into buying something fresh when it is not, he said. Duterte, deferred to the recommendation of the CHO. He warned against a repeat of the incident, saying he would not only name the stores but clos them outright. He said prosecutors could also intervene but

added there should be a complainant. As of last week, the CHO said it was still waiting for the recommendation of the City Legal Office if charges would be filed against the milk tea shops. CHO sanitation chief Robert Oconer had earlier said “these are very famous stores. Oconer said the sanitation office conducted a massive inspection of different milk tea shops following the death in Manila of two persons and the hospitalization of another after drinking milk tea. One of those

killed was the milk tea shop owner itself. The inspections started two weeks ago. The department sent out 26 of its inspectors to conduct a thorough check of different establishments, including the milk tea shops in huge malls and Chinese stores that are selling these food products. The CHO has coordinated with the Food and Drug Administration and has asked mall managers to supervise their tenants to augment the capacity of the city’s own inspectors. --mindanews

Davao City farmers affected by dry spell to receive financial aid; crop losses now at P2b DAVAO City––Mayor Rodrigo R. Duterte said he was open to giving financial assistance to farmers affected by the El Nino phenomenon in the farming districts of the city after the City Agriculturist’s Office last week estimated crop losses of at least P2 billion. were already being bled dry by available measures to respond to drought, citing the need to pay for services of the National Irrigation Administration. Michael Alexis Nota, Bureau of Soils and Water Management project development officer, said in a statement called severe the damage of the phenomenon to crops, especially corn. Duterte said he hoped the city could also access some of its natural sources of water, especially in the uplands, to help mitigate

the dry spell affecting the farmers. DA regional director Remelyn Recoter asked farmers to report their crop losses to their municipal agriculturists, who will in turn coordinate the information to the concerned DA regional office for the replacement of seeds and other forms of assistance. 7 killed, 7 hurt in Wao village attacks; mayor, parish priest call for sobriety MALAYBALAY City––The mayor of Wao in Lanao del Sur has called for sobriety to prevent the escalation of violence that left seven residents dead and seven others injured over the weekend. Five persons, two of them pregnant, were killed and seven others were wounded in an early morning attack Saturday by still unidentified armed men in the remote village of Magamong, Barangay Park Area, Mayor Elvino Balicao Jr told MindaNews in a telephone interview. The mayor said that a day earlier, on Friday, April 24, in the adjacent village of Campo Dos, also in Barangay Park Area, two minors were killed by suspected cattle rustlers. He said a witness testified having seen a boy who was hacked to death in a remote part of the village. Near the area, a girl was also found dead. The witness reportedly saw the bonnet-wearing suspect fleeing toward Sitio Magampong. Balicao, in an earlier interview said three children aged 15, 13 and 9 were tending to their carabaos separately in Sitio Campo

Dos, Park area, Wao, Lanao del Sur on Friday afternoon when unidentified men tried to grab one of the carabaos. The 15-year old girl reportedly resisted but was no match to the suspects. The mayor said she was later found dead, with hack wounds in different parts of her body. Balicao said the girl may have been molested before she was killed but this has yet to be verified. Balicao added that as the cattle rustlers left the place, they saw the 13-year-old boy who was also tending another carabao. He said the armed men took the carabao and hacked the boy to death. Balicao said the 9-yearold boy, a younger brother of the 13-year old, heard the commotion from several meters away and proceeded to where his brother was. He found him bloodied and lifeless. He also saw one of the suspects washing a bladed weapon. Balicao said the boy cried and ran away. The suspects chased him but failed to catch up. The boy reached home and told his parents what happened.

The next morning, at a little past 5 a.m. Saturday, residents of Sitio Magampong, a Moro-dominated village were awakened by gunshots. “Empty shells of cal. 5.56 mm and 7.62 mm were recovered and craters allegedl caused by explosions from 40 mm were also visible at the incident area,” a military report forwarded to Mindanews said. Bakwits Scores of residents from the barangay fled to the town proper for fear that violence would escalate. Magampong is a Maranaodominated village, which is part of Barangay Park Area, which is inhabited predominantly by settlers. Balicao said he cannot as yet ascertain the identity of the perpetrators of both incidents. He added that three persons were seen fleeing the vicinity in the Campo Dos incident. But he said there are no witnesses. He said the attackers were reported to have fired at three houses in the village Peace Balicao called for peace

in the wake of the killings. “Di nato gusto maguba pagusab ang relasyon (We don’t want to ruin the relations anymore). We don’t want to go back to square one of this, the mayor said, referring to the communal violence that occurred in his area in the 1970s. Balicao said he already called the attention of the

Moro leadership in Wao “so we can talk about this.” He said he already requested for troops to stay in the area to help prevent escalation of violence. As of Sunday, police and military forces had been deployed to the area to prevent violence. “We will do our best that this will no longer escalate,” he said.

Justice, not vengeance Fr. Floredelito “Yrap” Nazareno, parish priest of the Catholic church in Wao, said they called on parishioners during their masses, to pray for peace. He said police should investigate and the people of Wao should seek justice, not vengeance. See attacks, page A11

Peace ‘Piece by piece’? AMEND ARMM LAW -- I read similar positions of two (2) eminent persons who are proposing that in lieu of the Bangsamoro Basic Law (BBL), the more expedient way forward, while the BBL is getting stuck in both Houses of Congress is to return back to the law of the Autonomous Region for Muslim Mindanao (R.A. 9054) which they argued has no constitutional infirmities but enhancing it with applicable provisions of the BBL. This was proposed by former MNLF rebel fighter-commander JERRY SALAPUDDIN who returned to the folds of the law during martial law days and eventually became Congressman of Basilan province. Former Executive Secretary EDUARDO ERMITA, by the way, told me once how he went to the “war zone” while he was AFP army general to fetch JERRY from his Basilan hideout. I remember JERRY became Deputy Speaker of the House of Representatives at one time. ****** JUSTICE’S VIEW --- The other similar view came from former Associate Justice of the Court of Appeals MARIO GUARINA III who wrote a paper about this saying that he studied and

compared the ARMM law and the proposed BBL and concluded that amending the ARMM law is more conducive to national unity and can achieve equally meaningful changes in Muslim autonomy. I have in my files both well-written views if anyone of you is interested. I can send it via jessdureza@ gmail.com. ****** “PIECE BY PIECE”--- Another practical view being proposed is not to dream of a united Bangsamoro, taking into account the realities that there are tribal, ethnic, historical, geographic factors at play. Thus we face disparate groups like our proverbial alphabet soup: MNLF, MILF, BIFF, ASG, etc. Maybe, we can look for other alternatives. Some proponents are asking: Why

Ignoring international rules of engagement, especially United Nations protocols, China defies diplomatic efforts to settle its wild claims to ownership of islands in the West Philippine Sea. They just barge in and take over—and dare anyone to evict them! The Spratlys are 120 miles west of Palawan—way inside the Philippines’ 200mile Exclusive Economic Zone. But China, 1,000 miles away, has stationed armed forces and construction crews in the area, claiming ownership of it, building illegal structures, and occupying them in defiance of international law. The area has been a traditional fishing ground of Filipino fishermen since way back, but now Chinese vessels warn them away and confront them menacingly with warships. Our government offers to settle the issue diplomatically or resolve it through international arbitration as is proper in disputes of this type. But the Chinese Communist officials arrogantly

reject the idea and carry on with their illegal activity. A bullying, uncivilized behavior! **** This upsetting development could test the commitment or even loyalty of our brother Chinese-Filipinos that have nothing to do with China’s hostile behavior. Or perhaps they can do something about it; an appeal or petition to the motherland maybe? Or is this too much to ask? China already has vast lands and resources on the mainland, but this doesn’t stop her from coveting part our territory. We’re a small country; they’re a behemoth! It’s immoral, illegitimate, and downright greedy to grab any part of a neighbor’s territory! ***** And they’re doing it by deceit: sneaking in on some shoals (shallow sandbars), filling them up with more sand from surrounding areas till they grow to the size of an island, then build structures on them for military

not pursue peace “piece by piece”? Remember, we gave it our best shot with the MNLF, well and good. But there are still unresolved implementation issues up to now. However, most of the MNLF elements have already significantly transitioned to peaceful lives. Why should we not give another shot with the MILF which has shown over the years its determination and willingness to find some peaceful settlement? ****** ONE ‘ENEMY’ LESS -- Let me stress this again: except for Mamasapano, the peace protocols with the MILF worked. I saw this myself during my watch while negotiating with them early on. Although there are indeed no perfect peace agreements, the deal with the MILF will mean winning another ally on the ground to our side. In fact, even if there will be more breakaway groups that will fall by the wayside as mainstream MILF partners with government, it will result obviously to lesser “enemies” to deal with. Then government can move on and deal with those who still want to continue fighting government. Government, although admittedly bungling at times, is allowing

all this from a high moral ground and from a position of strength. Of course, we have to learn lessons from Mamasapano no doubt. And yes, all this for the good not only of the Bangsamoro but of the greater majority of Filipinos. And lest we forget, we have signed a deal with the MNLF. Let’s continue to nurture it. And not pretend as if there was no 1996 Final Peace Agreement that government also entered into almost 20 years ago. ******* “ISIS, THE STATE OF TERROR” ---- That’s the title of a newly published book that I started reading a few days ago co-authored by JESSICA STERN and J.M. BERGER both leading American terrorism experts. A good friend, PAUL DOMINGUEZ just bought it from a bookstore while in Japan and before he left for an extended US trip, he said I’d rather read it first. The close to 400-page book evidently draws from intelligence sources, researches with ears close to the ground tracing the “genesis, evolution and implications of today’s most barbaric jihadist army, Islamic state”. It also presents See dureza, page A11

and economic uses. Shameless opportunism! To think that Chinese fishermen have also been getting away with poaching in our waters for years, making off with rare and endangered marine species! Grabbing part of our territory there has been going on for several years. But, sadly, our own government has done nothing except file a protest with the International Tribunal for the Law of the Sea (ITLOS)—which possesses no capability to enforce its rulings. Fortunately, the issue has caught world media’s

attention, for which we have thoughtful Filipino expatriates to thank. They’ve been monitoring (by satellite) China’s bullying tactics in our Western backyard and feeding the information to media. The group is USPGG (U.S. Pinoys for Good Government)—headed by New York-based Loida NicolasLewis, with lawyer California lawyer Ted Laguatan as legal counsel and West Coast media man Rodel Rodis as spokesperson. ***** Writing and speaking out relentlessly since the issue surfaced two years ago, they’ve been urging action to prevent China from completing the structures (which are now in an advanced stage of completion). As much as 60 hectares have already been reclaimed, with various facilities in place including a runway, helicopter pad, and berthing for supply ships. And they’ve accelerated the construction pace, obviously to complete See valdehuesa, page A11

Stop maligning church, IFI priests tell police official Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental

By MARK FRANCISCO Staff member

IGLESIA Filipina Independiente (IFI) Bishop Raul Amoricillo of the Diocese of Malaybalay City in Bukidnon warned Philippine National Police, Region 10 (PNP-10) spokesperson Senior Supt. Gervacio Balmaceda Jr. to stop accusing him of kidnapping five minors or else he would face a legal complaint. “We call Mr. Balmaceda to cease making public statements that malign the

LTO starts running after drunk drivers in Normin CAGAYAN de Oro City -The Land Transportation Office (LTO) in Northern Mindanao would start a region wide campaign against “drunk and drugged drivers” on the road, an LTO official said. Marissa E. Cajardo, chief of the LTO regional law enforcement unit, said that transportation officials would deploy personnel in bus terminals to examine bus and public utility drivers of alcohol traces. The LTO has already acquired “breath analyzer,” a gadget used for the enforcement of the Anti-Drunk and Drugged Driving Act (R.A. No. 10586), implemented on June 17, 2013, Cajardo said. She said that the antidrunk and drugged driving campaign started in Cagayan De Oro City at the start of the month of April 2015 and would go on a region wide campaign. Cajardo said that under the law, after the breath See starts, page A11

church pending investigation on the issue. Otherwise, the church will be forced to implore legal remedies to protect its integrity,” Amoricillo said. Earlier, Balmaceda issued a statement saying that the PNP provincial office in Bukidnon is set to file complaints against Balmaceda for violations of Republic Acts (RA) 7610 and 7658, otherwise known as the Anti-Child Abuse Acts for the custodial dispute of five minors arrested earlier by officers from Libona police station on suspicion of being New People’s Army (NPA) rebels. Amoricillo yesterday produced a police blotter from the Libona police station a report from the minors’ sister Marivic Anlagan stating that another adult sister Melvy fetched their younger siblings from her home together with two IFI priests and accompanied them to Melvy’s house in Cagayan de Oro City.

“We reiterate that no such abduction took place and that the minors have not been forcibly taken away from their community by the church,” he said. But Balmaceda interpreted this earlier as kidnapping. Speaking over the phone, Balmaceda insisted that Marivic’s police blotter was akin to how a complainant would report a kidnapping incident and insinuated that Marivic and Melvy had an ideological rift. Editors’ Note: Below is the unedited statement issued by IFI through Bishop Raul Amorcillo of the Diocese of Malaybalay and Bishop Antonio Ablon of Social Concerns, Mindanao Bishops Conference. “We from the Iglesia Filipina Independiete vehemently rebuke the accusations raised against our church leaders. “A statement made by Supt. Gervacio Balmaceda Jr., PNP Region 10 spokes-

person published in a local daily says that IFI ministers forcibly took or abducted five minors from the municipal social welfare and development office. The minors were among the thirteen individuals arrested by Philippine National Police last April 5, 2015 whom were alleged to be members of the New People’s Army. Mr. Balmaceda also said that Bishop Raul Amorcillo, of the Diocese of Malaybalay of the Iglesia Filipina Independiente and Fr. Rolando Abejo, Parish Priest of San Luis, and Social Concerns Chair of IFI - Bukidnon Diocese will be facing child abuse cases as provided in RA 7610 and 7658. “We say again that the Iglesia Filipina Independiente was just providing sanctuary to the five minors who are potential victims of human rights violations. “To give clarity on the issue, at 10:30 am on April 11, 2015, Saturday, a team of

in order to safeguard their well-being. “We dare say that the accusations of Mr. Balmaceda are nothing short of baseless and are products of mere speculation devoid of any material evidence. Even official records obtained by the church does not corroborate with his statement. “In a police report acquired by the church, SPO3 Emer D. Abratiguin of the Libona Municipal Police station put on record that Marivic Anlagan, the eldest of the siblings, reported that her sisters and brothers were fetched by her sibling Melvy, together with two priests of the IFI to live at the house where she stays in at the IFI church in Cagayan de Oro. “We call Mr. Balmaceda to cease making public statements that malign the church pending investigation on the issue. Otherwise, the church will be forced to implore legal remedies to protect its integrity.”

ZAMBOANGA City––Three blood donors were found positive of Human Immunodeficiency Virus (HIV), the Philippine Red Cross (PRC)-Zamboanga City said. The three persons were among those who donated blood since January this year.

Dr. Eileen Ruste, PRC regional blood bank head, said the three were among the six people whose blood samples were suspected to be HIV-positive and sent to the Research Institute for Tropical Medicine (RITM) for confirmatory analysis. Ruste said the donors whose

blood samples yielded positive of HIV are in their 20s. The blood extracted from them was safely disposed, she said. She emphasized that all blood donated to the regional blood bank are thoroughly screened to ensure the wellbeing of the

recipient patients. She said the bank is equipped with blood screening machines known as Architect and Evolis, which are capable of detecting HIV, hepatitis B and C, sexually transmitted diseases, malaria and other diseases. She said four medical tech-

nologists trained by the RITM are manning PRC’s regional blood bank based in this city. The regional blood bank serves patients in Region IX as well as the provinces of Basilan, Sulu and Tawi-Tawi, which are part of the Autonomous Region in Muslim Mindanao. (MindaNews)

Water project faces test anew in SC petition for TRO By PAT SAMONTE Regional Editor-Caraga

BUTUAN City--The P500million Public-Private Partnership Bulk Water Project of Taguibo Aquatech Solutions Corporation (TASC) and Butuan City Water District (BCWD) faces another challenge with the filing at the Supreme Court (SC) of an application for the issuance of a Temporary Restraining Order (TRO) and/or Writ of Preliminary Injunction (WPI) by 17 petitioners led by Butuan City Councilor Sergio Pascual. Pascual had earlier sought to halt the PPP project in SP Civil Case No. 1506 For “Injunction with Plea for a 72-hour ex-parte TEPO and a regular TEPO,” filed by Caraga Indigenous Peoples’ Management and Development Corporation he represented. He sought to enjoin TASC and BCWD from proceeding with the water project for alleged failure to comply with the free prior and informed consent process with the Anticala Pianing Tribal Organization (APTO). In his Order dated Oc-

tober 4, 2013, Judge Godofredo Abul, Jr. of the 10th Regional Trial Court Branch 4 ruled that the “case is considered dismissed.” In their SC application for TRO and WPI, the petitioners sought among others to: 1) enjoin and prohibit BCWD from further implementing the Treated Bulk Water Services Contract that would become additional charges to water bill and declare the contract a nullity; 2) compel BCWD to immediately construct a sedimentation pond in the infiltration gallery and to provide other simple much cheaper remedies towards a sound, cheap, clean water services; 3) enjoin BCWD from further exacting a minimum charge of P208 to consumers when dismal dirty or zero water comes out their faucets; 4) compel BCWD to provide them a copy of the P500 million Treated Bulk Water Services Contract; 5) award the petitioners damages. tion Gallery. The facility was completed and started functioning on March 31, 2015 to increase production of potable water for the water firm’s 40,000 concessionaires. Emergency purchase of uPVC pipes cost BCWD a total of P922,020 which was supposed to be funded by the city government of Butuan. The amount was not released by the city government allegedly due to lack of funds. Clearing and

excavation works started on March 5, 2015 by the partner company of BCWD. Laying of the uPVC pipes was done on March 9, 2015. BCWD spokesperson Ramil Barquin said that with the operation of the by-pass line, water production at the filtration Plant increased to 800 to 1,000 cubic meters an hour. “As of April 2015, the water firm has attained 100 percent water supply distributed to its service area” Barquin said.

According to Barquin, the by-pass line is an alternative method of extracting water from the Taguibo River, conceptualized during the water crisis after Tropical Storm Seniang which damaged the Infiltration Gallery. The idea is to extract water through the intake box at the upstream of the Infiltration Gallery and convey water to the transmission line through a combination of reinforced concrete pipes,

steel pipes and uPVC pipes. When water turbidity level is high, water will be pumped to the desander/Filtration Facility of TASC and the product water will be conveyed through the by-pass line toward the injection point at the transmission line. Through the desander/ Filtration Facility, BCWD will still be able to deliver water to consumers even if the water from the Taguibo river is very turbid during rainy weather.

What is Senior High School? By Barbara C. Nayve- Teacher II Mat-i National High School Mat-i, Claveria, Misamis Oriental

The term Senior High School covers the last two years of the K to 12 Enhanced Basic Education Program that focus on the Grades 11 and 12. This will be fully implemented by School Year 2016-2017. Students in these Grades will go through a core curriculum and subjects under a track of their choice. This prog ram enable the students to be equipped with skills that better prepare them for the future whether it be higher education (college), entrepreneurs, employees, and skills development (further tech-Voc training). The program for Senior High School creates many

opportunities since it consists of two distinct parts; first, a core curriculum that prepares student for college, and second, a set of subjects called “career pathways” that prepare students for careers. All high school students should take the core curriculum and at least one or two of the career pathways. Eight learning areas make up the rest of the K to 12 curriculum as the core subjects namely; English, Filipino, Math Science, Araling Panlipunan, Mapeh, T.L.E. and Edukasyon sa Pagpapakatao. The career pathways are of various kinds, most probably those with National Certification Level 2 (NC2) from Technical Education and

Skills Development Authority (TESDA). Students in Grade 7 to Grade10 had obtained an NC1 like Animal Production, Caregiving, Computing and internet Fundamentals, Crop production, Dress Making, Electrical Installation and Maintenance, Food Processing, Home Management, Tailoring, Technical Drawing, Welding, etc. Not all skills will be offered in a school. Most likely it offers only one or two of those mentioned skills. Senior high School students may pick a track based on how he or she will want to proceed after high school graduation. In general, students in Grade 11 will spend about two-thirds of their time studying the core subjects. One third of their time will be spent on their chosen

career pathways, either on campus or internship/ immersion in a company. Students in Grade 12 will spend more than a third of their time in internship or immersion. Therefore, after completing the Senior High school, it creates many opportunities or an avenues for having a standard requirements to make sure graduates know enough to be hirable, provide with better work opportunities, get a work while studying, choose to start own business, and prefer for further learning by going to college. This ensures that Senior high school graduates will have the standard knowledge, skills and competence needed to college or earn a living immediately after high school graduation.

SBM: Educational Management for 21st Century World By Rebecca T. Cagang Ozamiz City National High School P-Riverside, Tinago, Ozamiz City

Education is advancing due to the fact that there is a need for elevation, since schools have started embracing the changes brought about by modern technologies. The need to push higher is also the reason behind the creation of Schoolbased Management. School-based management is an organizational approach that involves expanding of school responsibilities and authority for the improvement of school performance. It provides mechanisms for the introduction of new approaches to education that result in enhanced

outcomes and that better fill the needs of the local community. The implementation of SBM represents a fundamental and systemic organizational change to increase the presence of four key resources: power, information, knowledge and skills, and performance-based rewards. D e cent ra lizat ion of power is one main focus of school-based management. Power is shifted most often from the central administration to a group. This group might be composed of administrators, teachers, parents, community members or students.

Power can only be decentralized if assigned people have access to information needed to come up good decisions. In the private sector and public education, only the top positions of the organization have much access to these pieces of information. Knowledge is also a key resource. Three kinds of knowledge and skills are important to decentralized management. First, employees need training to enhance their job skills and be a good contributor to the organization. Next, they need teamwork skills to participate effectively in problem-solving, decision-making and communicating. Finally, employees need organiza-

tional knowledge such as budgeting and personnel skills, understanding of the environment and strategies for responding to changes in the environment. Rewards is also a resource serving a key of SBM. This part allow organizations to reward employees for the knowledge and skills they possess. The creation of SBM is to direct an organization to improve performance. It is possible much if this approach is accompanied by organizational changes that enhance the information, knowledge and skills of participants that align the reward system with clear desired outcomes.

Internet of Things will deliver US$1.9 trillion boost to supply chain and logistics operations • DHL and Cisco Internet of Things Trend Report reveals huge potential for more efficient and transparent supply chains • An estimated US$8 trillion to be generated through new connections over next decade Dubai/B onn, 15 April 2015:DHL, the world’s leading logistics service provider, and Cisco, the worldwide leader in IT, have jointly released a new Trend Report focused on the Internet of Things (IoT) at the DHL Global Technology Conference in Dubai today. DHL and Cisco Consulting Services are also collaborating on a jointIoT innovation project that will improve decision-making in warehouse operations with near real-time data analytics based on Wi-Fi connected devices. Ken Allen, CEO DHL Express and Board Sponsor Technology, said: “At Deutsche Post DHL Group we have a deeply held belief in the positive powers of global trade. Yet, as our Global Connectedness Index 2014 revealed, the overall level of global connectedness remains surprisingly limited. There is huge potential for countries to further increase their connectedness and prosper through trade, integration and technology. We believe the Internet of Things will be a primary enabler of this global transformation.” The Trend Report, which estimates that there will be 50 billion devices connected to the Internet by 2020 compared to 15 billion today, looks at the potential impact this technological revolution will have on business. The value at stake, combination of increased revenues and lower costs that is created or will migrate among companies and

industries when new connections are made, reveals the huge potential when the Internet and networks expand their connections to warehousing, freight transportation and other elements of the supply chain. For any organization with a supply chain or logistics operations, IoT will have game-changing consequences, from creating more ‘last mile’ delivery options for customers, to more efficient warehousing operations and freight transportation. According to Cisco’s economic analysis, IoT will generate US$8 trillion worldwide in Value at Stake over the next decade. This will come from five primary drivers: innovation and revenue (US$2.1 trillion); asset utilization (US$2.1 trillion); supply chain and logistics (US$1.9 trillion); employee productivity improvements (US$1.2 trillion); and enhanced customer and citizen experience (US$700 billion). “Digital disruption is all around us and it’s having massive implications for business. Digitization and the expansion of the Internet of Thingsis acatalyst for growth, which is driving new economic models and enabling organizations to remain competitive and embrace the pace of change happening globally. This report clearly demonstrates that digitization and the IoT will deliver long term efficiencies and growth opportunities across a wide range of industries,” commented

Chris Dedicoat, president, EMEAR for Cisco. According to the report, over the next decade, the logistics industry could unlock higher levels of operational efficiency as the IoT connects in real time millions of shipments being moved, tracked and stowed each day. In warehousing, connected pallets and items will be a driver for smarter inventory management. In freight transportation, tracking and tracing of goods becomes faster, more accurate, predictive and secure while analytics of a connected fleet can help to predict asset failure and to schedule maintenance checks automatically. Finally, connecting delivery personnel with surrounding vehicles and people can become a way of monetizing and optimizing the return trip to improve efficiency and service in last mile delivery. For customers, this means DHL can provide an even faster, more reliable and cost-effective service. “The Internet of Things is the connection of almost anything – from parcels to people – via sensor technology to the web and both Cisco and DHL believe this

will revolutionize business processes across the entire value chain including supply chain and logistics. To get the maximum global economic benefit, we’ll need to understand how all components in the value chain converge and this will require a comprehensive collaboration, participation and the willingness to invest to create a thriving IoT eco system for sustainable business processes. The new Trend Report is another step towards making sure DHL delivers the benefits of IoT to our customers” said Markus Kückelhaus, Vice President Innovation & Trend Research, DHL Customer Solutions & Innovation. Cisco Consulting Services and DHL are now also collaborating on a joint IoT innovation project that will improve decision-making in the warehouse operations through near real-time data analytics based on Wi-Fi location data of selected devices. The solution is based on Cisco’s Connected Mobile Experiences (CMX) which uses the high-density wireless network to collect aggregate location data on Wi-Fi connected devices.

VICE GOVERNOR JOEY PELAEZ CONVENES BSU-ESCs STUDENT-LEADERS- Vice Governor Joey G. Pelaez gathered student-leaders of all Bukidnon State University- External Studies Centers(BSU-ESCs) in Misamis Oriental to discuss concerns pertaining to the students and youth of Misamis Oriental. The core issue discussed in the meeting is the threatened closure of all BSU-ESCs. The event was attended by Ms. Mercidita Villamayor, BSU-ESC Coordinator and Mr. Neil Ryan Baquiler of Bukidnon State University. Vice Governor Pelaez remains firm in his move to prevent the closure of all BSU-ESCs as this deprives the poor and less-privileged access to tertiary education and will displace more than 6,000 students in Misamis Oriental. He maintains that even after 30 years since the operation of all BSU-ESCs started, affordable and accessible public tertiary education have yet to be established. It must be remembered that Vice Governor Joey Pelaez successfully prevented the impending closure of all BSU-ESCs last year. Its continued operation produced hundreds of graduates for the year 2015. photo supplied

Special Gospel of the d a y ( April28, 2015-Tuesday) Luke 16:1-8And he called him, and said unto him, How is it that I hear this of thee? give an account of thy stewardship; for thou mayest be no longer steward. Then the steward said within himself, what shall I do? for my lord taketh away from me the stewardship: I cannot dig; to beg I am ashamed. I am resolved what to do, that, when I am put out of the stewardship, they may receive me into their houses. So he called every one of his lord’s debtors [unto him], and said unto the first, How much owest thou unto my lord? And he said, An hundred measures of oil. And he said unto him, Take thy bill, and sit down quickly, and write fifty. Then said he to another, And how much owest thou? And he said, An hundred measures of wheat. And he said unto him,

ways on how the world can deal and fight it. At the outset, the authors immediately point out that ISIS has expertly used social media in promoting itself; hence beheadings, executions and massacres are vividly shown in cyberspace for all to see on real time. So don’t get shocked every time you see a film clip of a barbaric murder preceded by a “parade” of sorts, with some theatrics to boot. All these are intentional. And tragically, the more gory and barbaric the portrayals are, the more ISIS is able to attract volunteers to help “fight a cause” as shown by new recruits coming from all over the globe. I will write more about this when I’m done reading.

the facilities before anyone can stop them one way or another. From just one construction site last year, satellite photos today reveal seven sites, indicating how speedily the works are proceeding—with supplies and materials being unloaded and facilities installed quickly. The stealth with which they accomplish the build up and occupation can be likened to a sneak attack, or like professional squatters taking over a site at lightning speed, putting up structures, installing themselves overnight while no one is around. ***** Unless these illegal works are stopped soon, it will be too late. It will take more than diplomacy or persuasion to get them dismantled or removed. Defiant, arrogant, and recalcitrant, China’s behavior suggests only one alternative: destroy the structures, just like what Israel did when it bombed Iraq nuclear plants years ago. But we don’t have the equipment or capability to destroy them, although it is justified on grounds of national security. Leaving them intact will make that portion of Philippine territory China’s staging area for its hegemonic designs, to become a naval superpower soon. It will enable them to tap our undersea oil for the needs of their gargantuan military-industrial complex; they can exploit our fishing grounds more thoroughly; and harvest our exotic marine resources to their heart’s content. Surely an economic as well as military threat, and we have a right to protection and self-defense. The question is: with faith in the righteousness of our cause, do we dare challenge and defy them? Can we find allies who will defend us? The world media is already aware of this issue. Their investigations confirm the truth of the land-grab and illegal occupation; and

they are adding their voice to ours. But for lack of initiative by our government (except to file a paper protest!), we are beginning to look like wimps. And ponder this: China’s spokesman has the effrontery to state that in order to avoid trouble, it is the U.S. and our government that should admonish everyone to get out of the way. ASTIG! That’s already donations coming from three persons since each person can only donate one liter of blood per session. Many of the donors in the event on Sunday came all the way from Misamis Oriental who are all Magnum Radyo listeners.

For his part, Councilor Dante Pajo, the chair of the committee on health and also the Philippine Red Cross chapter vice chair, said that he will continue rallying his fellow councilors into urging their constituents to continually donate blood since it is direly needed by the community. “Besides, letting go of your blood is also another form of cleansing your body,” the medical practitioner-turned-legislator said.

ORE than a thousand participants successfully donated 0.7 liter of blood each during Bayaning Magnum which was held last Sunday at Limketkai Mall. Antonio Soriano, Philippine Red Cross – Misamis Oriental chapter chair, lauded the efforts of Magnum Radyo 99.9 for holding the Bayaning Magnum Share Blood, Save Life blood donation which is now on its second year. Soriano said that activities such as what Magnum Radyo 99.9 is doing form part of their social corporate responsibility and they should be honored for that.

“Everyday here in CDO, there is always a person needing blood transfusion. And there are some cases that a person needs three bags of blood. That’s already a total of three persons who donated that blood,” he said. Here in Cagayan de Oro, the most common cases of blood needs are those who figured in vehicular accidents followed by dengue and in rare instances, leukemia. “But we have no shortage of blood here. If there are emergency cases in Butuan or Iligan, then we transport the processed blood for transfusion to the needed patient

Blood is donated as whole blood intravenously and collecting it with an anticoagulant. Collected blood is then separated into blood components by centrifugation: red blood cells, plasma, platelets, albumin protein, clotting factor concentrates, cryoprecipitate, fibrinogen concentrate and immunoglobulins.
