CAGAYAN de Oro City––Arabica coffee is known to be the supreme of all coffees, the good news? It’s here in Mindanao. The Department of Trade and Industry in Region 10 (DTI-10) gave the local media in Cagayan de Oro a chance to check one of their assisted groups in Bukidnon, the Hineleban Foundation Inc. Located in Kalugmanan in the town of Manolo Fortich in Bukidnon, the DTI has granted the foundation, through its Shared Service Facility (SSF) program,

P3,635,480 worth of equipment including one unit coffee roaster, mechanical dryer, coffee grinder and band sealer to increase value of the coffee produced by its farmer beneficiaries. Bonney Read gives back DAVAO City––Australian rock band Bonney Read had a very simple objective for their first gig in the Philippines: as musicians, the band members wanted to use the same influence that they had on their followers to make a difference in communities in need. The band wanted to use its same voice to send out a relevant message: “poverty is a behavioral problem with economic consequences.” “In order to transform a nation, we need to empower its poor by providing them with quality education, and helping them attain the mindset and skills with which they can build cooperative and progressive communities,” the band wrote in their website. Bonney Read’s belief strongly aligns with aid organizations Gawad Kalinga (GK) and Joomajam—their partners for their first “international” tour, the Philippine Humanitour 2015. Throughout March, Bonney Read embarked on a nine-date tour in the Philippines. The band ran music workshops and built houses at GK communities; and held gigs in Manila and Davao, donating the proceeds of these (along with the sales of their new single Days Gone By) to Joomajam’s education program. Davao Lumad leader presents HR cases to UN DAVAO CITY- A lumad leader from Davao presented cases of human rights violations (HRVs) committed by the armed forces during the 2015 preparatory meeting on United Nations mechanisms and procedures relating to Indigenous Peoples (IPs). Kerlan Fanagel, secretary general of Pasaka or Confederation of Indigenous People in Southern Mindanao and council member of Kalumaran, said he personally submitted documents to the UN Special Rapporteur on Indigenous’ People, Victoria Tauli-Corpuz. The gathering was hosted in Siem Reap, Cambodia by the Asia Indigenous People’s Pact or AIPP. Educators, youth group ask PNoy to suspend K-12 EDUCATORS from different colleges and universities, including the militant Anakbayan, urged President Benigno Aquino III to immediately suspend the implementation of the unprepared and ill-designed education program called the K-12. In a statement, the Anakbayan described the K-12 as disastrous for the youth and will only worsen the educational system and would result to unemployment crisis. Dr. David San Juan, Suspend K to 12 Alliance spokesperson, said: “The government is not ready to implement a 12-year Basic education Program as mandated by the K to 12 Law as seen in the insufficiency of classrooms, facilities and instructional materials needed by the current 10-year program.” San Juan said that insufficiency in the number of teaching and non-teaching personnel is still a reality and is even worsened with the implementation of the education department’s implementation of its rationalization program which resulted in the abolition of thousands of tenured non-teaching items. “The government through the years had never allocated more than 4 percent of our GDP for education, despite the fact that the global standard is at least six percent,” he said, adding, “predictably, K to 12 will just worsen the shortages felt right now in our 10-year basic education program due to insufficiency of fund allocations.” “The K-12 is a flawed, dead-end framework set to worsen the education system and the joblessness in the country. This policy, dictated by big foreign banks

will cause a greater education shortages, higher school fees and will subject the Filipino youth to further colonial exploitation,” said Vencer Crisostomo, national chairperson of Anakbayan. Crisostomo said the K-12 will mean additional burden for parents and students, especially as schools now use the program as pretext to hike fees. “At present, around 14 out of 100 finish the education cycle up to college. Additional years will mean more drop-outs. What’s worse, is that now, the schools are using the program to hike tuition and other fees,” Crisostomo said. He cited the case of Polytechnic University of the Philippines (PUP) which is proposing a P16,000 tuition and other fee scheme up from only around P1000 currently. Other schools, he said are planning tuition hikes for tertiary education, using the K12 program as pretext. “Government is abandoning its constitutional duty to provide free and accessible education in all levels. The program will privatize education and make education more commercialized and more expensive. K12 is a program which will further empower private schools and hike tuition,” he said. He said government funding of private schools in the form of “vouchers” will mean further privatization of education and will lead to greater commercialization of education. This is aside from the shortages and overcrowding expected in public schools. But the greater problem is the program’s “problematic and flawed neoliberal

framework” for labor. “The K12 aims to create cheaper, more ‘exploitable’ labor. The program is to make sure more ‘semi-skilled’ youths enter the labor force as early as 18 years old, which will make the unemployment problem worse. The net effect will be lower wages for workers,” he said. Crisostomo said that “ultimately, this is an attack on labor and wages.” “This program will further subject our youths to exploitation by foreign monopolies as cheap, slave labor,” he said. Anakbayan is calling for protests against the K-12 program and the worsening education crisis. Teachers and students are set to walk out from classes on March 13 to call for Aquino’s resignation over the Mamasapano offensive, rising tuition rates and K-12 program. Increase teachers’ take home pay “It is clear that in order to address the declining quality of education in the country, as seen in our yearly National Achievement Test (NAT) results, the government must increase its budgetary allocation for education, increase the salaries and benefits of both teaching and non-teaching personnel, provide sufficient in-service professional development for teachers and continuously upgrade facilities and all other instructional materials. Prolonged basic education program will not solve the problem unless these are satisfied accordingly,” added San Juan. At present, basic education public school teachers are receiving an entry pay of P18, 549/month and P9, 000/

month for non-teaching personnel, said San Juan, adding, in the State Universities and Colleges (SUCs) on the other hand, an “Instructor 1” only receives a meager P23, 044/ month as their entry pay. He said that these pay levels are even lesser than a Philippine Military Academy cadet’s monthly salary of P27, 425. “The problem is even worsened by the issuance of CHED Memorandum No. 20, series of 2013 which will trim down the General Education Curriculum in the tertiary level which will take down the teaching of Filipino, Literature, and Philippine Government and Constitution. This is an attack to our being Filipinos as even the teaching of our own national language and government and Constitution will no longer be part of our college education. On the other hand, the Senior High School component of

K to 12 will be filled with technical courses such as housekeeping, caregiving, medical transcription and contact center services to manufacture young and docile laborers who will be forced to accept and be permanently chained to contractual and low-paying jobs abroad. It is designed to address the needs of other countries and foreign business entities. This only shows us that this new program is anti-Filipino in nature,” stressed San Juan. “The K to 12 program is a prelude to the planned amalgamation of SUCs under the government’s Roadmap for Public Higher Education Reform designed to reduce the number of SUCs and Local Universities and Colleges (LUCs). At the outset, this will lead to the massive displacement of around 100,000 professors, teachers and non-teaching personnel by 2016,” he said.

Considering that more than 20 million Filipinos are poor, adding two more years in the basic education will just be an added burden for many families, San Juan pointed out. Based on the statement of the Department of Education (DepEd), 40 percent of senior high school (SHS) students will be admitted to private schools because of the incapacity of the public schools to serve them, further making education as a business rather than as right and is bound to serve only those who are capacitated. “K to 12 as a program that is a product of minimal and undemocratic consultations with the teachers, parents and students will only worsen the problems besetting our education system, worst it will bring us a disaster. K to 12 must be suspended now,” ended San Juan.

Dormitory program for poor students pushed A lawmaker has filed a measure providing for a comprehensive and integrated housing and dormitory program for poor Filipino students, particularly those who come from the far-flung provinces and have been suffering from harsh living conditions which are not conducive to learning.. This reality is even made worse for those students who belong to the lower income families, majority of them from the province. House Bill 5355, to be known as the Student Housing Act of 2014, encourages the private sector to invest in the establishment of student dormitories or housing projects by providing them with incentives. This is a most humane and considerate measure. It also mandates the National Housing Authority (NHA) and the Commission on Higher Education (CHED) to take the lead in ensuring accessibility and affordability of living quarters to students. In pushing for the passage of the bill, we concur with the proponent that the obligation of the State does not end in providing affordable and quality education to its citizenry.

Through the bill, “we can facilitate the creation of a safer and better learning environment that our students deserve, most especially for those pursuing higher education in places far away from home. Under the measure, the NHA is authorized to finance under liberalized credit terms student housing or dormitories under an affordable interest rates and long-term payment schemes. The measure shall authorize the NHA to establish student housing throughout the country in places where educational institutions are located, and under the measure, the NHA shall regulate reasonable margin of profit of any person, corporation or partnership investing in student housing or dormitory. The present state of dormitories and boarding houses that students have to live with highlights the need for the creation of such law. May it be passed as soon as possible.

Tribute to Rene Knecth

A Manila based hotelier of Swiss descent in 1977 caught my passion to pursue a career in the hospitality business. The joy of serving people from all walks of life up to the high profile inspired me to work hard and established a career which lasted for Thirty Eight (38) years. Shuttling between Metro Manila and the leading tourism destinations in the Philippines, I am now approaching to the realities that I will not be forever young and soon will hung up my suites and retire the sole of my black leather shoes from walking the carpeted corridors of most hotels that I have managed. As I bid the industry farewell, I look back to my beginning and reminisces the realm of meeting various acquaintances and the people who influenced my decisions and brought me to places. The refinement of the business could probably be my legacy to the different hotel brands that I was associated. Hotel Managers are taught to be good listeners, hear and see everything but never to say something. They are good thinkers who can inspire their staff to produce and impress

hotel guests of the quality of service as a simple formula to succeed in the business. I learned this from Rene Knecht the original owner of Tower Hotel in Manila and one of the pioneers of the Hotel & Restaurant Association of the Philippines (HRAP). Mr. Knecht is from Switzerland who was educated in France and whose family owns lodging facilities in the Cities of Pasay and Manila. He brought to the Philippines the modern dance and bar studio concept popularly known in the 70’s as Discotheque’s. His Velvet Slump at the Frederick Hotel was the only disco establishment during that era that uses the French made Cerwin Vega sound equipment and employs foreign Dish Jockeys now known as DJ’s. It was a venue for fabulous fashion shows and a theatre to introduce the latest dance steps. It was also a place where celebrities and famous politicians converge at night. His Velvet Slump was dislodged later as the place to be seen by the Stargazer of Silahis International Hotel where I formerly honed my career in the hotel industry. I am writing this tribute to Mr. Rene Knecht, one of

Rene’s wealth has dissipated over years of long court battles against the government and the big Philippine corporations start-

ing from the Marcos regime who expropriated his real estate properties in Pasay City for the construction of the Edsa Road Extension in 1978 without paying him the fair market value of the land. His original house was demolished while he was abroad by the construction company commissioned by the Department of Public Works and Highways suspecting that the Yamashita Treasure was buried underneath by his father who was a friend of the Japanese General during the Second World War. The government has broken his soul and for decades leaves injustice to his life. Rene Knecht refuses to give up believing that justice will soon be served and his losses will be reconstituted by the present dispensation. But life is short and soon death may catch up to his fragile body now slowly eaten by the big “C” from his excessive smoking and swinging lifestyle during his younger years. To Rene, thank you for the wonderful world of the industry and the challenge of good competition. May you see the eternal light as you faced your creator.

As a result, they earn almost half a billion pesos in a year, according to the latest report of the International Service for the Acquisition of Agri-biotech Applications (ISAAA), noting that in 2014, Filipino farmers planted 831,000 hectares of biotech corn, up 5 percent from the 795,000 hectares planted in 2013. In 2013, biotech farmers earned the equivalent of $92 million, or nearly P500,000, the annual report estimates, pointing out the economic gains made by Filipino farmers from biotech corn at almost half a billion dollars ($470 million)

from 2003 to 2013 when the Philippines became the first Asian country to grow biotech yellow corn and the only one in Asia to approve and grow a major biotech feed crop. Corn is the country’s second most important crop planted by 600,000 farm households that depend on it as a major source of livelihood. Yellow corn constitutes about half of livestock mixed feeds. “The adoption of biotech corn in the Philippines has increased consistently every year since it was first commercialized in 2003,” said Clive James, Founder and Emeritus Chair of ISAAA, a non-profit international organization that shares the benefits of agricultural biotechnology, with a special focus on resource-

IN November of 2014 at the very start of the second semester of classes at Mindanao University of Science and Technology, the institution issued a notice posted in various places within the campus: PDA is highly discouraged within the school premises. Moreover, Chair Iqbal has stated categorically that “No MILF armed escorts will accompany me.” As part of the routine security measures for annual events such as graduation ceremonies, security forces will be tapped to safeguard the campus and its vicinity. As of this press time, initial safety and security arrangements have already been proposed with the assistance of Cagayan de Oro Mayor Oscar Moreno, the Philippine National Police, the 4th Infantry Division of the Philippine Army, and XU’s graduation executive committee and security office. XU is set to send letters detailing safety protocols to the parents of the graduating class shortly. This letter will also be posted at the XU website. Tentative security plans include opening Tirso Neri and Abejuela Streets for parking, and declaring the area around XU as a “zone of discipline,” so that the streets of Corrales, Hayes and Justiniano R. Military, police heightens alert in Northern M’danao By CRIS DIAZ Executive Editor

CAGAYAN de Oro City–– The military and police on Wednesday have raised an alert in Northern Mindanao in anticipation of possible terror attacks by the communist New People’s Army (NPA) as the rebel group observed its 46th anniversary on March 29 this year. Chief Supt. Agrimero Cruz Jr., regional head of the Philippine National Police (PNP) in Northern Mindanao, said that the PNP is working closely with the military in securing the borders of Northern Mindanao. He said that the military and police have received intelligence reports that the armed NPA rebels would launch an offensive in various areas, including the major cities, in Northern Mindanao as part of the NPA’s anniversary celebration. MANDAUE City College, the community college owned by the city government of Mandaue City in Cebu, held a commencement exercise for its Mindanaoan graduates last Sunday at Grand Caprice here. Mandaue City College was created by virtue of Ordinance No. 324-A as amended in Ordinance No. 419 in 2005 to give access to education in mainstream private colleges or universities to graduates from barangay high schools. Its enrollees have since expanded from Mindanao, studying in such diverse programs from BS Business Administration to PhD in Technology Management, from BS Hotel and Restaurant Management to PhD in Educational Management. There were a total of 102 students who were awarded their diplomas last

Sunday here in Cagayan de Oro City. They were graduates in Master of Public Management, MA in Education, MA in Hospital Administration, Master in Criminal Justice and Master in Education. In his speech, Mandaue City College president Paulus Mariae Cañete echoed the call of commencement speaker Mayor Oscar Moreno that “education is a lifelong process.” Cañete, who holds a doctorate is also a law degree holder, said that even he is enticed to still take another doctoral degree if given the opportunity. “We must strive to learn new things everyday. Knowledge is not a monopoly. So we must continue learning,” Cañete said even as he rallied the Masteral graduates to enroll again to achieve a doctoral level. He likewise urged the graduates to inform their friends to enroll at Mandaue City College, too.
