Fraudsters and cyber criminals are becoming more sophisticated but they are not what the Bangko Sentral ng Pilipinas (BSP) is most worried about. To the central bank, what needs more urgent attention is the apparent financial illiteracy of most Filipinos especially when it comes to securing their bank accounts. “There are several third party assessments that have already been done to determine the financial literacy of the average Filipino and the results are not very encouraging. Even with those individuals who say that they are financially sophisticated,” Johnny Ravalo, BSP Assistant Governor to the Financial Supervision Research and Consumer Protection Subsector, said. A World Bank report showed that most Filipinos own at least two mobile phones, making them prone to text scams which the BSP named as the most common form of financial fraud. “We’ve seen a lot of individuals who have unfortunately reacted to those text messages,” Ravalo added. JMCIM vows to bring more insurgents to peace table By BWM News Bureau

THE Jesus Miracle Crusade International Ministry (JMCIM) has reaffirmed its commitment to support the government’s peace initiatives by reaching out to different rebel groups in the countryside who have expressed intention to lay down their arms and go back to the folds of the law. As signator y to the Bayanihan Yes for Peace campaign, Kapayapaan, Kaunlaran, Kasaganahan spearheaded by the Department of Education (DepEd), the religious group had utilized its growing popularity in establishing linkages between concerned government and non-government institutions in ensuring that issues and demands by returning insurgents are properly addressed. Last week, a group of insurgents in Bukidnon led by a certain Alde Salusad a.k.a Kumander Butchoy has sought the intervention of the Jesus Miracle Crusade in facilitating their safe return to the mainstream. Salusad is a former member of the New People’s Army (NPA) but bolted with the group to form a breakaway New Indigenous People’s Army Reform (NIPAR) with about 60 armed-members operat-

ing in the hinterlands of Bukidnon province. The church’s head, Evangelist Wilde Almeda, immediately sent his son and namesake, Minister Wilde James, Jr., and several of the group’s “prayer warriors” to a secluded place in Impasug-ong town to meet the rebels and list down their grievances and demands for surrender. Almeda said he will immediately look into the concerns of the Salusads, including retaining their ancestral domain at San Fernando town, to pave way for a smooth surrender. After meeting with the rebels, Minister Almeda made an assurance that JMCIM will provide them legal assistance and bring their concerns to authorities. “Dito sa Jesus Miracle Crusade, ang aming advocacy talaga ay kapayapaan sa Pilipinas. So if merong ganitong mga instances na merong mag-surrender at kami ang ni-request na mag-mediate, we will immediately look into that,” he said. The young Almeda, who is groomed to succeed his ageing father in leading the church mission, has appointed Ordained Preacher Danilo “Brother Danny” Cuarteros to coordinate

with proper authorities for the group’s surrender. It will be noted that Cuarteros has also been actively campaigning for the reintegration of armed rebels into the mainstream of society. As a result of his sustained bible studies and crusades, many armed rebels were baptized in water. Upon arriving in Manila after having met Salusad and his followers, Cuarteros, one of the twelve prayer warriors who joined the successful Talipao Peace Mission that led to the freedom of hostages from the dreaded Abu Sayyaf in 2000, said he will look into the group’s demands and follow them through without let up. In a press conference held at the Central Office of the Department of Education (DepEd) last week at-

tended by JMCIM and other stakeholders of the Yes for Peace initiative, Cuarteros said it was announced that 10,827,007 Filipinos have already signified their commitment to help the peace and development programs of the national government. The main objectives of this campaign is to document and pursue the call and support of at least 10 million Filipinos for: permanent ceasefire between the government and all armed groups instead of the traditional Christmas and Holy week cessation of hostilities; conduct of peace talks anywhere in the Philippines instead of outside the country to enable the Filipino people to witness and monitor these; and collective involvement and participation of Filipinos for the implementation of

all policies, programs and projects to address the roots of the armed conflicts that may be agreed upon by the negotiating panels. Cuarteros said various projects that may be entered into in open and participative peace negotiations with armed groups should bring forth the proposal for the realignment of counterinsurgency budget given to the Armed Forces of the Philippines (AFP) and likewise to fund the long overdue across the board salary increases of teaching and non-teaching personnel of DepEd. Armed with newspaper copies headlining their group’s commitment to help, Cuarteros briefed the stakeholders during the press conference regarding the concerns of Salusad group.

For his part, Mr. Ernesto Angeles Alcanzare, lead organizer of Yes For Peace initiative, who happens to be a JMCIM member, said the quest for peace by the leaders of the church headed by Evangelist Wilde Estrada Almeda are now beginning to bear fruits. He said the Yes for Peace program mirac ulously gained momentum almost as soon as he was baptized in water. He noted that this happened despite his advocacy for peace. “With God’s grace, almost eight million Filipinos responded to the calls for Yes for Peace in four years compared to less than three million in twenty two years,” he said. “Personally, I believe that miracles, big and small, happened in the last four years and more miracles will happen in the days to come. 871,848 children immunized against measles, polio in R-9

AMBOANGA City – The Department of Health (D OH) has immunized 871,848 children aged zero to five years old here in RegionIX during the month-long mass immunization against measles and polio. The vaccination was held mainly from Sept. 1 to 30, but was extended until October 3 on orders of Health Undersecretary

Sulu leadership praised, peace and development efforts pushed By Mindanao Examiner SULU – Top police and military officials have expressed support to the local provincial leadership as Sulu continues its efforts to promote peace and development. Sulu Governor Totoh Tan has recently presided over the Peace and Order Council meeting participated by representatives from various sectors here. Heads of regional government agencies also visited Sulu and met with Governor Tan and discussed projects for the province. Engineer Pama Dimapanat, regional head of the Department of Transportation and Communication, also led senior officials to the province where they discussed with Governor Tan and Vice Governor Sakur Tan on how to further improved the operations of the local airport and seaport, and other offices under it, including the provincial Land Transportation Office, the Maritime Industry Authority, among others. The officials also joined the Peace and Order Council meeting together with the different mayors and security officials. Lieutenant General John Bonafos, the Armed Forces’ Vice Chief of Staff, and Rear Admiral Reynaldo Yoma, chief of the regional naval forces, was also present during the meeting. Yoma was accompanied by Major Jose Wilfredo Panes, of Joint

Task Force Group-Sulu and Colonel Alan Arrojado, of the Philippine Army. They were joined by Chief Superintendent Noel Reyes, of the regional police force, and Marine Colonel Maximo Ballesteros, the local brigade commander, and other officials. Undersecretary Nabil Tan was also present in the meeting. Police Director General Alan Purisima also visited Sulu and met with the governor and vice governor before inspecting the provincial police office where he spoke to policemen. Governor Tan and his vice governor introduced Purisima to the different town mayors who were there to welcome the police chief. Purisima also handed over several patrol vehicles to the different police chiefs in Sulu. His visit to the province left the police force with high morale and renewed their all-out support to Purisima’s leadership. Purisima vowed to also support the provincial police force in its effort to maintain peace and order in Sulu. Governor Tan thanked all those who visited Sulu and their support to his leadership and in return he said he will continue to rally behind the various programs of the police and military authorities, and the regional government agencies to bring the province to a greater height in terms of peace, development and progress for the benefit of the people. AVAO City – The Bureau of Fisheries and Aquatic Resources (BFAR) will be procuring a 40-foot vessel next year to patrol the region’s more turbulent waters, according to the bureau’s regional director. In an interview Monday during the launch of BFAR’s Fish Conservation week at its regional office here, Regional Director Fatma Idris told reporters that the

40-foot ship will be made in the Philippines and will cost more than P1 million. Idris said the BFAR will use the ship to monitor the waters facing the Pacific Ocean, especially during the June to August annual ban on ring nets and bag nets which has been identified by the bureau as the closed season for small pelagic fish. According to Idris, the fishing ban produced an increase in presence of iden-

tified fish species, including yellow fin and other species of tuna. The agency currently has four patrol boats, with an additional 28-foot vessel patrolling the gulf. During the closed season, Idris said fishing for small pelagic fish has minimized so much that nearby regions complained of an increase of more commercial fishing vessels, citing Region XII waters as an example.

There has been no confirmed apprehension by the bureau during the test run this year, but it did not mean the agency was not taking action, Idris said. “When our boats approached theirs, we told them (commercial vessels) to turn off their lights. This means that there will be no catch,” she said. “If their nets are up, bring these down,” she added Idris said the addition

of the bigger boat for the bureau’s small fleet would allow the agency to pursue and apprehend foreign commercial fishing vessels traveling across the Pacific Ocean, within Philippine territorial waters. This year’s ban on fishing for small pelagic fish, mandated by Joint Administrative Order No. 2, was delayed by more than a month after the agency had to comply with legal requirements such

as the drafting of the implementing rules and regulations as well as publication. However, in an earlier interview with BFAR’s regulatory, licensing and law enforcement division, officer in charge Jose Villanueva said the program was already successful despite the delay. Villanueva said the JAO contributed to an increased presence of spawns in the gulf. (MindaNews)

Funded under the 20 percent Local Government Development Fund (LGDF), the programs and projects under the AIP consistently supports the five development agenda of the provincial government, namely: defeat poverty, safeguard environment, expand access to infrastructure, utilities and social services, sustain public order, and strengthen effective governance. During the PDC meeting, the council presented the laid out Annual Investment Plan divided in three sectors, which are: social development, economic and environmental. Social Development While more communities in the province have gained access to improved drinking water sources and power over the past years, the province is shelling out more funds as it intends to reach a hundred percent mark in terms of access to portable water supply

and increase in the number of energized households. In addition, as it takes seriously the responsibility for sanitation, the province also targets a hundred percent mark in the provision of sanitary toilets to families. Meanwhile, as the provincial government intensifies tourism development of the province, projects for cultural preservation and heritage development were also outlined. These are the upgrading of the tourism complex facilities, which houses the SubanganMusuem, construction and rehabilitation of others structures in Aliwagwag EcoPark in Cateel, Pusan Point in Caraga, and Cape San Agustin in Governor Generoso, among others. In terms of health services, Governor Malanyaon said that in addition to the funds channeled by the Department of Health for the construction of the third building of the Davao Oriental Medical

Center’s, the provincial government is also providing P10 million counterpart funds for the improvement of Barangay Health Facilities. “The operations of Davao Oriental Provincial Medical Center and the hospitals in Cateel, Manay, Governor Generoso and Lupon shall also be provided with adequate funds intended for medicines and medical supplies, among others,” she said. Boosting local economy Determined to improve the economic sector, the province is pouring investments on accessibility by improving road and bridges. Aside from that, it has also earmarked counterpart funds to special funded programs, including those under the Philippine Rural Development Program (PRDP), Payapa at MasaganangPamayanan (PaMaNa), and Davao Integrated Development Program (DIDP), among others. In addition, funds for debt servicing for

loans incurred purposely for development projects is also allocated. As the province will soon operationalize the MRDPWorld Bank-fundedCateel Irrigation Project, which is touted to irrigate an additional 1,600 hectares of rice fields, a boom in the local economy is anticipated. “This irrigation project primarily aims to defeat poverty in terms of gainful opportunities in agriculture and reinforces the need to achieve 100% rice sufficiency level.” Environmental Management In terms of projects for the environmental sector, the provincial government has also set aside funds for the implementation of projects for environmental management. “As a result of the newlyinscribed Mt. Hamiguitan Range Wildlife Sanctuary as UNESCO World Heritage Site, our obligation impels us

to uphold the value of such extraordinary natural heritage by closely coordinating with concerned agencies and stakeholders for its careful preservation,” said the governor. As the provincial government is bound to launch Davao Oriental as a tourism destination, it has also set aside funds for the safe and scenic highway development. Aside from that, investments on programs that respond to Disaster Risk Reduction and Climate Change Adaptation are also aligned. Governor Malanyaon urged the support of partner agencies and organizations to the local government initiative set to bring development of the province. “I am confident that with our local development initiatives, we have the full support of the national and regional agencies,” she said. USUAN, Bukidnon – Aimed at strengthening collaboration between and among the Department of Agriculture (DA) and its line bureaus and attached agencies, the DA-Regional Field Office XIII, through the leadership of Acting Director IV Edna M. Mabeza, spearheaded a recent meeting of the Regional Management Committee hosted by the Philippine Carabao Center here. Matters discussed included the submission of monthly reports to congressmen of Caraga, creation of a composite team to monitor the prevalence of pests and diseases, updates and concerns of the agencies, and the conduct of the Agriculture and Fishery Council (AFC) and Agricultural Extension Workers’ (AEWs) congresses on November 5 and 6, re-

spectively. The gathering also provided a venue to harmonize and collaborate undertakings such as the registration of farmers and fisherfolks to avoid duplication of interventions. Day 2 of the affair saw the participants on an exploratory tour of the carabao center’s facilities for basic information on the agency’s mandate and services. The Reg ional Management Committee is a policy-making body composed of executives of the DA-Regional Field Office, Philippine Carabao Center, Agricultural Training Institute (ATI), Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Soil and Water Management (BSWM), Philippine Fiber Industry Development Authority (PhilFIDA), National Meat Inspection Service

(NMIS), Philippine Crop Insurance Corporation (PCIC), Philippine Center for Postharvest Development and Mechanization (PhilMech), Philippine Rice Research Institute (PhilRice), Quedan and

Fifty percent of the more than P1.2 billion compromise payment to renew agreement will be shared by the provincial, municipal and barangay governments such as more than P258 million, more than P226 million

and more than P161 million, respectively, she said. The remaining 50 percent allotted for Special Education Fund(SEF) will also be shared by the municipal government and the provincial government amounting to more than P323 million each. CMIPP is a hydroelectric facility composed of two impounding dams and a power plant, connected by a

pair of 26-kilometer diversion tunnels. It was constructed during the Ramos administration and has been in operation for the last 14 years diverting irrigation waters from Nueva Vizcaya and Quirino provinces for irrigation of farmlands and to augment the power requirements of Central Luzon. The project siphons water particularly from the Taan and Casecnan rivers in Alfonso Castañeda through the said diversion tunnels to the Pantabangan Dam in Nueva Ecija. There are at least 200,000 hectares of farmland in Central Luzon and the western part of Pangasinan that get irrigated by the CMIPP using the water sourced from the provinces of Nueva Vizcaya and Quirino. HIGALAAY was conceptualized by Mayor Oscar Moreno’s eldest Sean Oliver and realized last fiesta. The brainchild to promote Cagayan de Oro was so successful that Sean is now contemplating to expand his vision and promote the city, targeting tourists and investors all year round. And so, another vision is born – the Higalaay Rafton. For one, Sean knows too well that the whitewater rafting

industry here is the best face to promote our city outside. Then President Gloria Arroyo has tried it. Other well-known celebrities have followed. Sean too is aware that Cagayanons love to keep fit. They love to sweat out and run. Almost every week, marathons are held everywhere. This got Sean thinking, “What if we merge a rafting and marathon tourney into one?” The result? A Higalaay Rafton idea is now underway.

These days, Sean Oliver Moreno keeps himself busy so that Higalaay Rafton will get realized by February 2015. It will be timed with the arrival of a European-based cruise ship which will have a port of call in Macabalan that month. The proposed Higalaay Rafton will have 20 minutes of rafting at the Cagayan rapids followed by a marathon of varying categories: 1k, 3k and 5k. “This will be the first of its kind in the world – a whitewater rafting and marathon combined,” Sean beams. This early, Sean is confident that their efforts in the Higalaay Movement will get recognized by the International Rafting Federation. “Because we are inculcat-

ing the Higalaay brand in our tournament, I am sure that we will garner a lot of tourists in our city by 2015,” he said. The rafting-running event will be followed with an afterparty unlike any other that has invaded CDO so far: there will be fireworks, a Zumba session, a magic show and dig this: the very first search of an official Higalaay drink. According to Moreno, we have so many talented baristas here who can concoct original recipe cocktails made of indigenous ingredients. These will be judged by top-caliber chefs and gourmands in the country. The Yuletide season is just around the corner. After that, it’s the Year of the Sheep. We’re supposed to be happy that an international cruise ship will dock our shores in February. (Watch out the details on that on a separate column/article.) We’re supposed to be excited that an international rafting tourney will be pushed through by early next year. Heck, we don’t need this kind of news. It’s not just the government’s role to reform their constituents. Sure, it’s the government’s responsibility to craft laws regarding decency and morals. And it’s the government’s role to implement these laws. But it’s not just the government’s task to shape us up. The prime responsibility to discipline

Not too long ago, I wrote an observation that I made of some female college students drinking in plain sight in street corners here in downtown CDO. Now it gets worse. There are reliable reports out that there’s another videotaped sex act that was leaked and what’s making it worse is that the female subject in the video had her uniform on, prominently revealing the school seal.
