PRDP roads ISULAN, Sultan Kudarat -- Farms covering about 2,000 hectares in this town will soon have improved access to markets with the completion of P36.7 million worth of roads under the Philippine Rural Development Project (PRDP). There are three farm-to-market roads, of which one is 95% complete, Amalia J. Datukan, Regional Director of Department of Agriculture-Region 12 (DA-12), announced last week. The paving projects are the San Martin road (95% complete) in Barangay Kudanding, costing P18.6 million; Tayugo-Paladong (38%), worth P17.8 million; and Bual-Talitay FMR (30%), P16.2 million.

Adopt children THE Department of Social Welfare and Development (DSWD) in northern Mindanao is encouraging families to adopt children who are now under its custody. Elena Palma, social welfare officer for the Department, says that about 12 children in the Regional Reception and Study Center for Children, a residential facility of the DSWD based in Cagayan de Oro are available for foster care or for legal adoption. Their ages range from zero to seven years old. Another nine children are also currently being assessed to be declared as available for adoption. “There is now an increasing number of children who need families to love them, to take care of them; these little ones need to be integrated with good families and communities which are necessities to the well-being of a child.”

Most of the times, a leader will be in a situation where he plans, organizes, makes sure that things run as planned, tests and risks. In tackling all of these, there is no turning back and a leader should be brave and courageous to face these situations and problems. Leadership is e xc it i ng a l s o b e c aus e it involves learning a lot of things, which would not be gained in just an ordinary situation. Lots of knowledge comes at hand b e yond comfor t zones; it is gained after taking responsibilities, performing duties and doing tasks that are not normally done. The achievement of t he i r go a l as a g roup

highly depends on how he handles the team and situation. Thus, he should be well-equipped and effective in handling these responsibilities. In a business book Seven Habits of Highly Effective People written by author Steven R . C ove y, he st ate d t hat one of habits of effective people is the ability to prioritize things or putt i ng “f i rst t h i ng s” first. It means that in driving a particular or g an i z at i on t ow ard s achieving goals and vision, one should consider the matter of importance. True, if one deal with crises, tougher problems and deadlinedriven projects first, life will be a lot easier. Leaders are light that blazes a trail. Thus, he shou l d re a l i z e t he importance of prioritizing more important things before doing the others, b e c au s e i t’s o n e w ay to be successful in accomplishing assigned tasks.

DBP-Landbank merger bill revived at House The Governance Commission for G overnment-O wned or -Controlled Corporations (GCG) and regulator Bangko Sentral ng Pilipinas (BSP) both backed the proposal, with the former suggesting a consolidation in lieu of a merger. “We appreciate the fact that this is being pushed... I think it is high time that these two institutions should be merged,” GCG Chairman Cesar L. Villanueva said during the hearing. “Or perhaps in order not to r uf f le feathers, instead of a merger, it could be a consolidation.” Deliberations on t he prop os a l, howe ver, were stalled as no DBP representative attended the hearing. Mr. Collantes said further talks will be held by the committee, with the

panel open to the option to dissolve the two banks and to create a new state-owned institution. Simi l ar bi l ls on t he Landbank-DBP merger have been filed before previous Congresses, but have not secured any approval since. As proposed now, the existing capital for the fused bank will be raised to P100 billion, up from the combined P60 billion in current authorized stock of the two entities. The additional amount will be raised from 400,000 common shares with a par value of P100 per share. The merger is also being pushed in anticipation of the upcoming Southeast Asian market integration, especially with the enactment of a law allowing the full entry of foreign banks signed last July 15.

The House Committee on Banks and Financial Intermediaries yesterday took up a measure authorizing the merger of the two government financial institutions, with the Landbank seen as the surviving entity. Collantes filed House Bill 5350, which seeks to “rationalize the operations of existing government agencies” by consolidating the two state banks, which is seen to be redundant. “The merger of the DBP and Landbank is necessary

Dropping out in the class for a pupil/student is likely to happ en in a s cho ol year. Various reasons of doing so come in different p e r s p e c t i v e s . Po s s i b l e causes of dropping out are maybe due to the school, the community and himself. These could be due to health reasons, financial instability, lack of interest, no proper valuing of education. With all these, DepEd envisions every Filipino to have access to a quality education. Attaining education for oneself is likened to equipping oneself to fight challenges of life in the future. As a Filipino, one has to arm him with quality education for him to produce quality and come out for his maximum potential. An adage “A blind cannot guide those who can see” is

a touching maxim that could really push one to study. Coming up with best solutions to address problems of dropping out in a school is good gesture of helping the Filipino nation, a best place to live in. As a school leader, it is best for one to equip class advisers with the skills of eradicating/reducing dropout rate in their respective classes. Eliminating/reducing the drop-out rate in the school is a responsibility of each one in the academic community. The school head, the teachers, the pupils/ students, the parents, the community and the various stakeholders should work hand in hand for the effective delivery of quality education. The teachers, as front liners in the classroom should be friends to every learner. The

teacher should conduct a homeroom PTA meeting regularly. Regular home visit can also be a good factor to maintain attendance. A teacher should be a father/ mother, a friend, an adviser, a guidance counselor to every learner. A teacher is there to listen to every pupil/student. In turn, the parents need to monitor also the whereabouts of their children especially during class hours. As a whole, every learner is provided with a second home away from home. I don’t know if anyone noticed, but ousted Special Action Force chief Director Getulio Napenas just released a bombshell when he accused, in so many words, some people from the military and the police, and even from the government itself, as traitors to the Philippine government and the Filipino nation insofar as attempts to arrest or neutralize terror suspects are concerned. In his testimony before Senators on Monday, February 09, 2015, Napenas said he decided not to disclose the Mamasapano, Maguindanao police operation on January 25, 2015 to arrest Zulkifli bin Hir, alias Marwan, and Bassit Usman, to the Armed Forces of the Philippines, because he was afraid that someone there may leak the information once again and allow Marwan and Usman to escape once more, as they did in the past. And, w hat is more, it would seem that even resigned Director General Alan Purisiman shared

Napenas’ belief that some people at the AFP and the PNP, and even some other civilian authorities, could not be trusted with sensitive information about operations to arrest Marwan and Usman, prompting him to “advise” Napenas not to tell anyone about the Mamasapano operations beforehand. -ooo “HA N G T H E TRAITORS”: AFP Chief of Staff General Gregorio Catapang was quick to deny that the AFP had a hand in the leaks, but Napenas seemed to be so sure of himself about the treachery of some men in uniform and, perhaps, even of some civilian officials who, he said, had links with rebel groups, particularly the Moro Islamic Liberation Front. have been sworn to be loyal to the country and its people, but who may have been acting as traitors, betraying their oath of office, and betraying the trust given to them by the Filipino nation, for grisly considerations. Fighting against lukewarmness

T

his is a very common spiritual illness. What’s so dangerous about it is that it often passes as something ordinary and normal. It hardly causes any worry, much less, alarm. It lulls many of us to think there’s no problem. It’s an attitude, a mindset, and, worse, a culture that is stuck with the minimalist virus, contented with what is practical, convenient, popular, profitable, etc., and goes no further. It justifies itself by saying, “Why do I need to go any further? Things are already ok as they are.” It is the perfect expression of the adage, “The good is the enemy of the best.” And so it fails to submit itself to the law of love that requires self-giving without measure, a total self-giving whose language is generosity and heroism all the way to death. Of course, behind that justification is a subtle, u n s p o k e n c omprom i s e with one’s laziness and other weaknesses, not to mention, his lack of faith and spirit of sacrifice. That justification puts one in the Stop mode of his spiritual life, when it is supposed always to Go, to Move, to Grow always. In the Book of Revelation, there is a clear condemnation of such spiritual illness. “Because you are lukewarm,

and neither cold nor hot, I will spew you out of my mouth.” (3,16) We have to be more aware of this danger and do all to avoid, if not fight against it. The basic and indispensable antidote to this danger is love, the proper kind of love that comes only from God and is a living participation of the very love of God which is the only kind of love there is. This love has the power of continuing self-renewal and self-perpetuation, and of supporting and even going beyond our physical and other natural powers. This is the love that will keep us always young and vibrant, and will give us a taste of eternity while still in time. How to keep that love burning, how to continually feed it is a concern we ought to cultivate in ourselves. We can be sure that we are not engaging here in some quixotic, unrealistic adventure, since on the part of God, everything is already given to us. He has given us his grace in abundance, his saving doctrine, his sacraments, the Church, the living Christian tradition, etc. The Holy Spirit is with us. Christ has promised that he will be with us till the end of time. What is needed is our prompt and permanent

correspondence. In this regard, we have to realize the importance of some practical plan or program that would help maintain our love aflame. Certainly, we need to have time ever yday for deep prayer, an intimate conversation with God where we bring all our concerns and meditate on God’s word so we would be in vital contact with him and his will for us. We have to find means to keep ourselves in his presence all throughout the day. We need to have time to go the sacraments, especially Confession and the Holy Eucharist. We have to wage a continuing struggle against our weakness, temptations and sin, and to grow in the different virtues. For sure, if our prayer and dealings with God are aut h e nt i c an d n ot just formalistic and even hypocritical, we would always feel the urge to immerse ourselves in the lives of others and the affairs of the world. We would be consumed with the attitude and desire of Christ towards all men and the world, and that is to save and not to condemn. In this regard, we will feel the urge to evangelize others and the world in general, as well as the certainty of being evangelized by them, since

God, no doubt, will speak to us through them, showing us the concrete and finer points of his will for us. We have to realize that no matter how dirtied and corrupted by evil people and the things of the world are, we can always discern, if we have faith, if we are with God himself, precious lessons and messages that would be good to our soul. This is how to fight lukewarmness and complacency. It is a matter of filling ourselves with love that God himself gives us in abundance, making use of a practical and practicable program that would help us to be always with God. The Liceo Diamond Jubilee Alumni Night February is a special month for Liceo de Cagayan University for it marks the educational institution’s 60th year. Mr. del Rosario, the main backer of the new airport proposal, pointed out that future expansion for the existing Francisco Bangoy International Airport, located within a 217-hectare in the northern part of the city, would no longer be possible given the urban development in the surrounding area. Under the preliminary proposal being pushed by Mr. del Rosario, a 1,000-hectare area for the new airport will have to be identified, with the Island Garden City of Samal as the primary target site. The governor said Samal, the main tourist attraction of his province, has total of 30,000 hectares and it would be easy to allocate at least 1,000 hectares for the new airport. M T. H A M I G U I TA N FACTOR For the option to develop satellite airports, one of the potential facilities that can be revived is the abandoned airport in Mati City, Davao Oriental, which was built in the 1970s and named Imelda Marcos Airport. Malanyaon have both proposed that the airport be re-developed to serve the expected increase in tourist arrivals following the declaration last year of Mount Hamiguitan Range Wildlife Sanctuary as a United Nations Educational, Cultural and Scientific Organization (UNESCO) World Heritage Site. The provincial government and other local units covered by Mt. Hamiguitan, with support from international funding agencies and national government agencies, have started implementing an ecotourism development program in the area. The RDC’s vice-chair,

Hamiguitan attraction. “Growth is seen to be higher in 2015 for the region’s air transport industry given the major tourism-related activities this year, including the opening of the Mt. The Francisco Bangoy International Airport has exceeded its capacity of two million passengers as shown in the 2011 and 2013 data of the Civil Aviation Authority of the Philippines-Davao. Its annual average growth rate was 10.56% in the last five years, handling 2,795,251 passengers in 2013. “Three out of the six indicators for air transport exceeded the 2014 targets,” said Ms. Lim. Among the six indicators are inbound and outbound cargo both for domestic and foreign destinations, outbound passengers, inbound passengers, inbound and outbound flights. “If we don’t do anything (now), we might lose the growing market of passengers and cargo in the region,” Mr. del Rosario said. The Davao international airport was upgraded more than 10 years ago, partly through a $41-million loan from the Asian Development Bank and $23-million loan from the European Investment Bank. It was inaugurated in December 2003 with a new terminal building. The old terminal building, which has since been left unutilized, is being planned for renovation as a shopping and cultural center that will be connected to the new building.

Balisacan further reported that rice prices, which account for 38 percent of total food inflation, continued to ease their year-onyear growth last month, with rice stocks registering a double-digit year-on-year growth in December 2014.
