PHL gov’t to issue P140.4B 10-yr bond By Joann Santiago

T

he Philippine government on Tuesday said it will issue a total of P140.39 billion worth of 10-year bond in line with its latest bond exchange program and the sale of new bonds. In a statement, the Bureau of the Treasury (BTr) said it will issue on Wednesday about P130.99 billion worth of new bonds due 2014 in exchange for the P121.72 billion worth of previously-issued securities offered for exchange. The bond has a coupon rate of 4.125 percent. Relatively, the government will issue P9.49 billion worth of bond with the same tenor and yield after it offered the same securities for sale during the debt exchange. Total eligible bonds of-

fered for exchange during the exercise amounted to P201.03 billion while tenders for the new bonds reached P39.46 billion. The BTr said the government saved about P1.31 billion in interest expense in the first year of the bond issuance. These savings, it said, “can be used by the Government for initiatives that will help sustain and maintain the country’s continues growth.” This is the seventh liability management exercise of the government in the last five years and it is being done to lengthen maturities of its liabilities and improve the government’s debt profile. National Treasurer Rosalia de Leon said they “are pleased with the support that the investors have

shown in this transaction, which helped the government achieve multiple objectives.” ”Our collaborative efforts have given us the opportunity to realize costcompetitive funding and improve our debt portfolio,” she added. R el at ively, F i nanc e Secretary Cesar Purisima vowed to continue “to actively engage the markets and provide innovative solutions that are relevant to our investors.” ”This domestic liability management exercise gave our investors the avenue to exchange illiquid bonds with new benchmark bonds which will trade more efficiently in the debt markets,” he added. HSBC and Land Bank of the Philippines (Landbank) served as joint global coor-

dinators and joint dealer managers for the issuance. BDO Capital & Investment Corp, BPI Capital Corporation, Development Bank of the Philippines (DBP) and First Metro Investment Corporation (FMIC) also serviced as dealer managers. HSBC Philippines President and CEO Wick Veloso congratulated the government for the success of the liability exchange. He said this exercise “helps improve the way the Philippines is managing its debt in the years to come.” ” The Bureau of the Treasury listened well to institutional partners and investors. The BTr provided a window for investors to exchange illiquid and inefficient bonds into a liquid and fairly priced new 10year bond,” he added. (PNA)

Repeal of some laws pushed to attract more investments

National Competitiveness Council (NCC) Private Sector co-chairman Guillermo Luz said there is a need to repeal some laws to attract more investments into the country. “I will be talking with Senator Bam Aquino on Friday,” Luz told the Philippines News Agenc y on the sidelines of the Forum on Association of Southeast Asian Nations (ASEAN) Mutual Recognition Arrangements (MRAs) Wednesday. Luz said the repeal of some laws is not impossible but may be difficult. Luz cited the example of Australia under Prime Minister Tony Abbott, which torn down 10,000 pages of laws from its total records. The repealed laws resulted to savings of USD 700 million, supposedly allocated for the cost of compliance. He also said South Korea’s move to repeal

600 laws led to economic boom. Moreover, Luz said that Foreign Direct Investments(FDI) is suffering due to the overregulation of laws, the changing of rules in the middle of the game and the characteristic of Filipinos to not follow rules. Under the Aquino administration, the Philippines has experienced higher FDI rates, which accounts to 3-4 percent of the gross domestic product (GDP). It was worth PHP 1.7 billion in 2010. It is further projected to increase by 7-8 percent in the coming years. Meanwhile, the International Finance Corporation (IFC) has reported that the Philippines has climbed 30 points, from 2013 to 2014, making the country the highest improved among the top 10 countries listed on ease of doing business. D&L Industries, Ventura Foods enter into manufacturing agreement for APR MANILA -- D&L Industries’ wholly-owned subsidiary, Oleo-Fats, Inc. (OFI) has entered into a supply agreement with leading US food manufacturer, Ventura Foods, to develop and produce specialty oils and specialty ingredients for the food service, retail and ingredient manufacturing industries in the Asia-Pacific region. Ventura Foods will work with OFI to produce specialty oils and specialty food ingredients for export to the Asia-Pacific region and domestic Philippines sales. Development and production will be done at OFI’s Mercury Plant in Quezon City. By leveraging Ventura Foods’ extensive culinary and commercial expertise in producing custom specialty food ingredients, OFI can further entrench itself with current customers, specifically the quick service restaurants (QSRs), which is one of the most exciting growth sectors in the industry. Also through Ventura Foods’ existing businesses across the Asia-Pacific region, OFI will be able to grow its exports sustainably. As a strategic supplier, OFI equips Ventura Foods with a more simplified supply chain through improved scale, better logistics, and cost efficiency for its global customers. Ventura Foods, meanwhile, provides OFI additional depth, expertise and geographies.

“Ventura Foods realizes the importance of local production outside of the U.S.,” said Yann Kervoern, Ventura Foods’ President of International. “We have identified the Asia-Pacific region as a key expansion market, and we are excited to engage Oleo-Fats as our partner in the Philippines. Oleo-Fats shares Ventura Foods’ same passion for quality food, great customer service and the spirit of customization. Oleo-Fats helps us delight our customers. By entering into a supplier relationship with Oleo-Fats, Ventura Foods has increased its capability to offer all of our products to the expanding Asia-Pacific region and beyond,” Kervoern said. “OFI has been traditionally strong in fats and oils and working with Ventura Foods will give us that traction in the specialty food ingredients market. Further, it will solidify our position in the food service industry, in particular QSRs, where most of the high-growth, value-added opportunities are. Eventually we want our ingredients to be found in almost every food category across the region. This brings us forward to that goal,” according to OFI Managing Director Vincent D. Lao. On August 7, D&L Industries reported a 31 percent year-on-year growth in export sales for the first six months of 2014, driven by sales of specialty plastics and

PPP targets to upgrade quality of human resources in Philippines By Kris M. Crismundo

P

ublic-private partnership (PPP) for technical-vocational (tech-voc) project among Technical Education and Skills D e ve l opm e nt Aut h ority (TESDA), Philippine Chamber of Commerce and Industry (PCCI) and German companies targets to leverage the quality of human resources in the Philippines. TESDA Director General Joel Villanueva and PCCI President Alfredo M. Yao inked Memorandum of Understanding (MoU) Tuesday for the PCCITESDA Tech-Voc Project (PTTP) at the PCCI office, McKinley Hill, Taguig City. PCCI Tech-Voc Committee chairman Alberto P. Fenix Jr. said this collaboration between the government and the private sector prepares the country’s human resources to meet the qualifications of the industry. This would help partic-

ularly students who are not able to attend to tertiary education or those who quit in formal education. The said collaboration of TESDA and PCCI is until 2016. Fenix mentioned of about 2.5 million population, 98 percent entered formal education while the remaining 2.0 percent did not attend school at all. Of the 98 percent who went to formal education, only 45 percent graduated from high school; 25 percent pursued tertiary education; and only 20 percent finished college. “Every year, there are ab out 500,000 col lege graduates. Yet, there are no jobs available for them. But what about the two million in the cohort who have dropped out of formal education altogether? What happens to them? This is where technical and vocational education and training (TVET) can meet the need,” he said. “But even for college

graduates who successfully went through the proverbial eye of the needle, their prospects do not look rosy either, as there is a mismatch between the jobs available and their graduates’ qualifications,” he added. Philippine Statistics Authority (PSA) data also showed in its latest Labor Force Survey (LFS) this April, around 42 million of the total population are in the labor force. Of the said number, 93 percent are employed while the remaining 7.0 percent are unemployed. Among over 38 million who are employed, 18 percent are underemployed. Meanwhile, PCCI President Yao said 70 percent of the organization’s membership committed to collaborate with TESDA for PTTP. Majority of the training course in the PTTP will

satisfy the need of services sector, particularly in hospitality management. Trainings for manufacturing sector will be available through the project. Yao added that some German international organizations will also help in funding of PTTP. “It is with human resource that capital, land, and materials are developed, enhanced and innovated. The Philippines has proven that its human resources are worthy of world-class recognition. We need to seize the opportunity that this globally integrated environment offers,” said Yao. (PNA)

WHEN Interior and Local Governments Secretary Mar Roxas made public for the first time the longings of his heart to see President Aquino seek a second term, did he make it without giving it a thought and did he do it on his own? By the looks of it, it was not a spur of the moment idea that came to his mind only during that evening when he appeared for a one-on-one interview during a news and public affairs program on one of the country’s leading television news channels. It was a well-thought of proposal to be aired by him during that interview. Did he do it to gain media mileage or attention to himself? Apparently, it seems to be what his objective was. He knew as a national legislator for quite a time and as head of the national line agency primarily tasked with the enforcement of law and order that his “brilliant” idea was actually a stupid one. Why stupid? Because the fundamental law of the land, and for sure he knew this, does not allow a second consecutive term for the sitting president. If it is being debated if a former president after a hiatus of one full term could still seek the presidency just like what former President and now Manila Mayor Joseph Estrada did in 2010, how much more for an incumbent seeking a reelection? But Roxas despite the

A deeper View

Jesse E.L. Bacon II risk of looking stupid with his proposal, still went on airing his idea of President Aquino seeking a consecutive term on the ground that there is no person better than Aquino himself who could continue the good things he is doing for the country and people. Roxas got what he wanted. His proposal became trending in all media outlets, social or mainstream. Sadly, however, it’s becoming the hottest topic on discussion in media, social gatherings and coffee shops is not for its being brilliant but for its being stupid. Stupidity indeed is not the monopoly of the so-called morons in society. . It may not be his intention, but Roxas exposed himself to the public as an official who does not know the constitution. And this is odd because even an elementary pupil knows that the constitution bars the sitting president from seeking a second consecutive term. Apparently, Roxas expressed his idea not necessarily because he really

wanted a second consecutive term for Aquino. This can be clearly gleaned from the carefully crafted language he used. He just wanted to ensure that the president to be elected by the people in 2016 is he who will continue what Aquino had started under his daang matuwid mantra. Of course, there is no other person that can do this but Aquino himself. Sadly, however, the constitution bars Aquino from succeeding himself. And Roxas knows this pretty well. So the person could not be Aquino but someone else. Of course, that someone else is Mar Roxas. I have no problem with the guy’s intense desire to become president of the land. That is perfectly his right. But his intense desire has become an obsession. And his obsession has clouded his ability to discern resulting in his bungling of his own desire. Let Roxas know this. He has become OA instead of credible as far as his ambition to succeed Aquino is concerned. This is pitiable because Roxas at first appeared destined to become president until he was overwhelmed by his obsession. He could be likened to a basketball player who in his desire to shine and be recognized as a star player only ended up making a fool out of himself by making stupid decisions and moves while playing on court. Roxas need not prove he is better than anyone else

to succeed Aquino. All that he needs to do is do his assigned job excellently and the people themselves will reward him with the presidency on a silver platter. It is because of his obsession that he ended up bungling almost everything that he does because of his desire to leave an impression. He should understand that recognition is earned through hard work done with utmost sincerity. He can not fool the people by faking what he is not such as when he comes out of his vehicle to direct traffic on a busy street. If his handlers do not recognize this yet, they should be told that what they advised their principal to do was very cheap. Jesus of Nazareth was not seeking recognition when he preached the Good News, when he taught about the Kingdom and when he healed the sick. But because the people recognized what he had sincerely done for them they kept on following him wherever he went. Roxas should understand this dynamics if he wants the people to really take him seriously as a sincere public servant. Cheap gimmicks nowadays no longer sell. It is by dong what one ought to be doing as a public official that that public official gets recognized by the people for his work. ••• (Reactions at jelbacon@ yahoo.com or at jelbaconii@gmail.com. The 7 points of publicity I just spent a couple of days with my daughter Robin at a conference that promised to teach people how to get their message in front of a million or more people. The conference was well done, and the presenter (Steve Harrison) one of the best and most knowledgeable that I know on his topic, Public Relations. However, I was amazed at the limited knowledge that some of the attendees seemed to have on the subject, even published authors. Maybe it’s because I’ve been studying marketing and publicity for years that it is surprising to me to discover that some concepts––even basic ones–– are not common sense to everyone. Yet, without publicity and marketing, you cannot possibly turn your products and services into profits; Marketing, being one of the footstools of your business. Here are 7 points about Publicity that Steve covered that will be helpful for you to review: 1. Your media pitches and press releases should all include the five basics: Who ~ What ~ Where ~ When ~ Why 2. Do something interesting and news worthy. 3. Create a challenge that the media can take you up on.

Bob Bare 4. Create a “hook” that will give an interesting ending to the phrase, “Coming Up……” (what would your ‘hook’ be here about yourself that would keep someone waiting until after the commercials to hear the rest?) 5. Tie in your news release or pitch with a current event. 6. Share your personal story of overcoming a challenge. 7. Bust a myth that most people believe. Most importantly, answer this question for the media: Why should they care about what you have to say? Here is your action step this week: Answer this question as if a television producer was asking it to you: What is the positive outcome that my audience could receive from listening what you have to say during your interview?

Picture of peace

THINK a minute. A king was offering a prize to the artist who could paint the best picture of peace. Many artists from around the country tried. The king looked at all the pictures and there were only two he really liked. But he had to choose between them. One picture was of a calm lake. The lake was surrounded with peaceful, towering mountains. Above them, was a blue sky with fluffy white clouds. Everyone who saw this picture thought that it was a perfect picture of peace. The other picture had mountains too. But these were rugged and bare. Above was a dark, angry sky and heavy rain with flashes of lightning. Down the side of the mountain roared a huge, powerful waterfall. It did not look peaceful at all. But when the king looked closely at the second picture, he saw behind the waterfall a tiny bush growing in the crack of the rock. A mother bird had built her nest in the bush. There, in the middle of all the noise of rushing water and scary, thundering skies, that mother bird sat—in perfect peace. Which picture do you think won the prize? The king chose the second picture because He said: “Peace does not mean you must

The ‘Padrino’ system lugs corruption THE art of defending a political party mate is one of the most important characteristics of Philippine politics. Perhaps, this is one thing that makes the Philippine politics distinct from the politics in other countries. In one of our studies about Filipino values, we attempted to convert the negative values into an acceptable character. For instance, the “Bahala Na” (come what may) attitude could be transformed into a determined character of positive value. Come what may: “I will pursue my studies at all cost,” is a “Bahala Na” attitude being transformed into a positive outlook. The “Padrino” (god parent), is a Hispanic tradition where one becomes a confidant as in baptism and wedding ceremonies. The serious role of the “Padrino” in looking into the welfare of the godchild is a positive value. However, in politics and social relationship, the word “Padrino” becomes

The Cynosure

Cris Diaz identical to “blind protection.” It becomes an effective excuse to “cover up” an act of misconduct. Undoubtedly, the incumbent administration has the nerve of propagating the negative Filipino values in its true sense. An example of a daring political exercise is the retention of Sec. Florencio “Butch” Abad as Budget Secretary. The “Pork Barrel Queen,” Janet Napoles, has tagged Abad as the “Pork Barrel King,” too. Napoles alleged that it was Abad, who taught her how to siphon the public funds in the guise of legitimacy. Amid the controversy,

Abad submitted a resignation amid the scandalous Priority Development Assistance Fund (PDAF) or “pork barrel” and DAP controversy. President Aquino did not approve Abad’s resignation. What for? After all, Abad also taught the President about how the fund at the Department of Budget and Management (DBM) could be spent through the Disbursement Acceleration Program (DAP). Aquino exercises the “Padrino” value in protecting Abad. As it is said, the politics in the Philippines is unique. In other countries, an accused politician would simply resign from an elected post if accused of misconduct – out of “Delicadeza.” On the contrary, a politician or an elected public official in the Philippines would cling to his post at all cost. There never was an incident in the Philippines that a public official resigns because of shame and embarrassment.

The elders define this attitude as “callousness.” The corrupt politician has always argued that “a person is presumed innocent unless proven guilty.” This line of reasoning has become a valuable ally of corrupt politicians who hope to win public sympathy. Recently, some important public figures have become an object of an investigation by the country’s graft court – the Ombudsman. While the people are glad of the initiative of the Ombudsman, the people remain doubtful of the graft court’s capability to pin the guilt of the public officials. The frustrations are also higher if the public officials belonged to the political party of the President. As expected, people believed that Pinoy would come to the rescue of public officials who are party mates. “Pinoy” has a track record of defending party mates. This Padrino” attitude is a tradition of inequality that mocks the spirit of justice.

around the world---many have already allowed themselves to be possessed by evil and demonic spirits in our everyday lives, although some maybe unaware that they are already doing so. And being possessed by evil and demonic spirits in our everyday lives is happening, considering that many people no longer listen to God and no longer obey His commands. Because we no longer listen to God and no longer obey His commands, we are given the curses of “madness and confusion of mind”, which, when properly understood, would mean a mind afflicted with evil and demonic spirits. What is the remedy against this very real danger? It is listening to God and obeying Him. It is accepting and having faith in Jesus as God and Savior. It is transforming ourselves by the renewing of our minds, refusing to conform to the evil patterns of the world. How can we do this? By reading the Bible everyday, meditating on it day and night, and obeying it carefully all the days of our lives. -ooo-

“IT’S TIME TO TAKE A STAND”: Another item from Facebook, from someone who calls himself Will Smith (the actor?): “Grades are getting low, the teens are getting `high’. That 12-year old is pregnant, and her parents wonder why. A first grader is swearing, a third grader has been raped. Just take a look around you, isn’t the system great? “Who isn’t faded these days, teens are sending nudes, kids are getting beaten, the teachers see the bruises. No calls for help are spoken, teens are smoking weed, young girls are cutting, this isn’t what we need. There is a scary item from a website called www.nowtheendbegins.com: the reason why some comedians, actors, and other entertainers become very successful in their careers is that they have allowed themselves to be possessed by evil and demonic spirits during their performances. In a blog (http://www. nowtheendbegins.com/ blog/?p=24227) in that website, comedians Robin Williams and his idol, Jonathan Winters, singer Beyonce, the late Heath Ledger, band leader Jim Morrison, Brian Wilson of the Beach Boys, actor Jack Nicholson and entertainer Ozzy Osborne,

Daily HOROSCOPE

In the movie The Liberator, the story of a people’s struggle for independence is brought to life. Édgar Ramírez (Carlos) plays South American hero, Simón Bolivar. Simon Bolívar fought over 100 battles against the Spanish Empire in South America. He rode over 70,000 miles on horseback. His military campaigns covered twice the territory of Alexander the Great. His army never conquered – it liberated. Featuring conductor Gustavo Dudamel’s first ever original musical compositions for the screen, the movie The Liberator, which cost $50 million to make, (yet made most of its money at the movie box office in Latin American countries) brings to the life story of one of Latin America’s most vicious and violent men.

See if your people can help first, but then you may need to check in with others on the edges of your circle. BSP urges financial market players to have discipline By Joann Santiago

T

he Philippine economy remains in a “good spot” despite volatilities caused by both domestic and external factors. However, Bangko Sentral ng Pilipinas (BSP) Governor Amando Tetangco Jr. said onshore market players need to set boundaries so as not get burned along the way. In the recent Foreign Exchange Forum organized by financial software, data and media company Bloomberg, the central bank chief said the country’s “prospects are bright” and its “sound fundamental story is intact.” ”This should not, however, lull us to complacency. I admonish each of you to use this time of low volatility wisely -- take stock of your positions and carefully reassess these against the risks,” he told attendees of the forum. The central bank chief

when hot molten floor wax accidentally fell on her as she stood beside a table near the gas stove. Her injuries were exacerbated when the clothes she was wearing at that time also caught fire. Fortunately for “L.J.”, as she is fondly called in her family, there were good Samaritans from all over the globe who helped her grow up as a normal child. First, a local plastic surgeon Dr. Veronica Abellera did escharotomy and skin grafting on LJ’s lower lip and both jaws a month after her accident with grafts taken from her scalp and anterior legs. An escharotomy is a surgical procedure used to treat full thickness (thirddegree) circumferential burns. Since full thickness burns are characterized by tough, leathery eschar, an escharotomy is used primarily to counter compartment syndrome. Following a full thickness burn, as the underlying tissues are rehydrated, they become constricted due to the eschar’s loss of elasticity, leading to impaired circulation distal to the wound. Next, during the 2nd Interplast Australia & New Zealand Mission Dr. Peter Haertsch, a plastic surgeon

said there are two concerns that face market participants and these are the things that they can control, like risk appetite, and those that they cannot control. He noted that controlling risk appetite “when greed gets the better of you is very difficult.” ”So, in a period of low volatility such as what we have been experiencing, practice the discipline of setting limits,” he stressed. Tetangco noted that “this discipline will not only help you to avoid the pitfalls of “chasing the market”. ”More importantly, this discipline will help you take advantage of the obvious opportunities, as well as unearth those that are hidden. Discipline set during the sober low volatility period will guide you when you are confronted with factors that are not within your control, especially during a frenzied high volatility

period,” he said. Risks to the economy remains and these include the monetary policy normalization in advanced economies, the willingness of both the European Central Bank (ECB) and the Bank of Japan’s (BOJ) to extend their policy stimulus program, the geopolitical risks overseas, and the natural disasters. Tetangco said all these factors bring uncertainties to onshore players but its impact “depends on our initial conditions.” He said the BSP has implemented several tightening measures to address problems like the strong rise of domestic liquidity or M3, the rising financial stability pressures and the inflation-related factors. He was referring to the hike in banks’ reserve requirements, the yield in the special deposit account (SDA) facility, and the BSP’s key rates. He said the central bank

has an “expanded tool kit” to be used to address these risks vis-à-vis the BSP’s mandate to ensure price stability and manage inflation. ”At the same time, we will continue to coordinate with other agencies of government to address pressures from the supply side, including the timely importation of certain food products and tighter price monitoring to prevent speculative trading, to help ease price pressures,” he said He said all the measures towards addressing inflation pressures as well as currencyrelated factors are put in place to also help the country remain competitive especially towards the looming ASEAN integration. ”Granted, much more needs to be done to make the ASEAN story “whole”, we find the initial conditions and our policy thrusts conducive to make this story come true,” he added. (PNA)

for the full year 2013. During the period, Oleofats increased exports yearon-year by 149 percent as the company continues to leverage on existing relationships locally to serve its customers’

overseas operations in AsiaPacific. Overall, D&L Industries grew net income by 22 percent from last year. OFI has over 650 food ingredient formulations serving

more than 1,200 customers in the food and beverage industry. It is in four primary businesses -– specialty fats and oils, refined vegetable oils, specialty ingredients, and food safety products. (PNA)

from Sydney, Australia, conducted a full thickness skin graft on her lower lip with grafts taken from LJ’s left groin area. A year later, Dr. Michael McGlynn, from the 3rd Interplast Australia & New Zealand Mission, followed up with a release of contracture and repair and skin grafting on LJ’s lower lip. Not the least, a team of Korean plastic surgeons did a release of contracture in LJ’s abdomen area and more skin grafting with skin taken from her buttocks and anterior legs. Thus, throughout her elementary school days in Barra, Opol, Misamis Oriental where LJ finished her grade school and her high school days in Carmen, LJ did not have to undergo the trauma that disfigured burn patients, especially children, often had to suffer when their classmates would tease them cruelly about their injuries. Now 16 years old and a freshman at one of Cagayan de Oro City’s universities taking up a course in communications, LJ looks forward to the time when she could pursue her dreams and career. The course includes foreign languages among them French and Spanish. LJ’s mom Lorna works as a nurse at one of the city’s hospitals while her dad is a

former seaman who decided to come ashore for good to look after his family. She has one sibling, a grade seven student enrolled in a school in Bulua. INTERPLAST Australia & New Zealand is a non-profit organization which aims to improve lives through the treatment of disabling conditions which inhibit full engagement in society. This is done by providing access to surgical and allied health services in developing countries and by supporting and building capacity within local health services to enable the delivery of surgical and other related health care interventions. For the past 15 years, the Rotary Club of Cagayan de Oro, in partnership with INTERPLAST Australia & New Zealand and the Committee of German Doctors for Developing Countries, has sought to change the lives of indigent children afflicted with cleft lips and cleft palates. Led by Dr. Mike McGlyn, INTERPLAST Australia & New Zealand has treated over 1,300 indigent children to date since the 1990’s. This year, a surgical team has been successfully trained to confidently undertake cleft lip and palate surgery. During the team’s visit it is anticipated approximately 80 selected patients will receive treat-

ment. If patients are selected for treatment, surgery is provided free of charge. “It’s interesting to note that the team, through INTERPLAST Australia & New Zealand and the Rotary Clubs of Australia, shoulders most of their expenses for their 10-day missions,” said Project Chair PAG Chito B. Sarraga. The Rotar y Club of Cagayan de Oro, for its part, coordinates the entire program, helps the visitors identify and screen beneficiaries, provides security and in-land transportation, and their other needs. “Due to the very nature of the project, it has sparked the empathy and generosity not only of Rotarians, but also many other donors and benefactors,” said Director AG Dodie A. Lagrosas. “For this year, the City Government of Cagayan de Oro through Mayor Oscar S. Moreno and the J.R. Borja General Hospital which is hosting the mission through Dr. Ramon Nery, also joined the project.” Started by PP Caloy Gorospe in Rotary Year 1998-1999, “Operation Put a Smile” has become the signature project of the Rotary Club of Cagayan de Oro. All of the Australian doctors and nurses who participated in the project over the years have been made honorary members of the RC of Cagayan de Oro.

Higalaay: T

he Higalaay festival is one which shows the rich culture and tradition of the people of Cagayan de Oro. Kagay-anons are known to value friendships and the uncanny hospitality we show towards tourists and new dwellers to the city. The newly revamped festivity which will happen on the 28th of August in honor of the patron saint, St. Augustine, will be the first of its kind the city will see. The purpose of celebrating fiesta aside from the camaraderie and the fun filled

entertainment from events would be to promote and help the city. In order for foreigners and non Cagayan de Oro people to know and realize what and who the people in the city are, the Higalaay Kagayaan Festival was launched. Sean Oliver Moreno, son of Cagayan de Oro City Mayor Oscar Moreno, said that “the term Higalaay does not only promote the city in good light but also us the Kagayanons. By establishing a credible

Double standard on comedian’s ban hit By TYRONE A. VELEZ of DavaoToday.com

DAVAO City––Rights advocates called it a double standard when local officials slammed a Manilabased comedian for joking in public that Davaoenas were “hipon (shrimps).” When comedian Ramon Bautista

hosted a weekend event during the Kadayawan Festival and called Davao women “hipon” or shrimp (a slang for a beautiful body but with an ugly face), city officials led by Vice Mayor Paolo Duterte and his sister former mayor Sara drove the comedian to issue a public apology after the show. On Tuesday, the city council

passed a resolution declaring the comedian persona non-grata saying that Bautista’s acts, that included an Instagram photo of him with three women to whom he described as “women of the times,” constitute “sexual harassment” as defined by the Women Development Code of Davao City. Former Davao-based journalist

and now Philippine researcher for the New York-based Human Rights Watch Carlos Conde said the city has set a double-standard. “Don’t get me wrong. If the women of Davao City feel violated by Ramon Bautista’s tasteless hipon joke, they should raise hell. It’s a different matter if the Dutertes See double, page A7

1,047 more families get new houses in Davao Oriental typhoon-hit towns DAVAO Oriental - About 1,047 more housing units were turned over to typhoon Pablo-affected families in Boston, Cateel, and Baganga, Wednesday, August 13. The beneficiaries, who call t hems elves proud owners of these new houses, say they are very thankful and overwhelmed to receive them. “My heart swells with joy. We never expected we would be given a house for free,” said one housing beneficiary, who lost his house as typhoon Pablo ravaged their town in 2012. Implemented under the Modified Shelter Assistance Prog ram (MSAP), t he massive construction of houses is a joint effort between the Department of S o cia l Welfare and Development, who funds the construction cost and the Provincial Government, who subsidizes the cost for resettlement sites. DSWD Regional Director Priscilla Razon, said this milestone could not have been possible without the provincial government’s active role in the project. “They [the provincial government] paved the way so that we c ou l d e xe c ute ou r interventions a lot easier,” she said. She also mentioned the role of convergence and partnership in putting this massive housing program to reality. Noting the province’s remarkable development from being a badly d e v a s t at e d w a s t e l a n d into being a staggeringly progressing haven, Razon said she is in awe of how the people remarkably recovered despite the huge devastation they had faced. To date, a total of 3,218 houses have already been completed and turned over. This already include the recently turned over housing units constructed by the Philippine Army’s 544th Engineer Construction Battalion in Brgy. Ban-ao, Baganga and Brgy. Alegria, Cateel. Based on DSWD reports, 1,568 units were completed in Cateel, 1,218

in Baganga, and 432 in Boston, which accounts for about 16% of the total target of 19,880. Governor Corazon N. Malanyaon explained that delays of the construction were due to the Low Pressure Areas and Typhoon Agaton earlier this year, which caused massive damage to roads and bridges, thus delaying the transport of equipment and materials. The governor, however, is hopeful that 70% of the total target will be completed and turnedover before the second anniversary of Typhoon Pablo, which will be on December this year. Me a nw h i l e , D S W D assured that this housing project would not be the last of their assistance to the province as they will be engaging on more livelihood programs, particularly on agri-based production and microenterprising strategies programs. Governor C orazon N . Ma l any a on l au d e d the DSWD for keeping their commitment to the province despite the fact that the agency had been stretching their coffers to meet the needs of the province and other areas that were hit recently by disasters. She also thanked DSWD for giving typhoon victims a chance for a fresh start. “This milestone opens more opportunities for our people. These new homes are the symbol of security and a boost i n t h e e c o n o my,” s h e said. “Indeed, all these developments are just the beginning,” she added. O n S e pte mb e r, s h e said, the province together with the DSWD and various stakeholders will sit down for a meeting to discuss further livelihood opp or tu n it i e s for t h e typhoon-hit areas. “This is the result of our convergence, cooperation and resiliency. What we should do now is to help one another and focus more on our development,” said the governor. (PIO with reports from Van Jorain O. Rufin)

Barba presents comparative cost analysis of 8 school projects

Councilor Adrian Barba, chair of the City Council committee on education, on Monday expressed concern over the result of the comparative cost analysis of various school buildings implemented by the city government, the Department of Education (DepEd) and Department of Public Works and Highways (DPWH). In his special report during the City Council regular session presided over Vice Mayor Caesar Ian Acenas, Barba said he observed that there is a difference in the unit cost of classrooms in public schools in eight barangays. He said, as seen in the internet, the LGU-CDO implemented one storey-eight classroom building at the Dansolihon National High School has a contract amount of P7,197,202.94 at P899,650.37 per classroom. At the Tuburan NHS, the one storey-six classroom building costs P5,488,839 at P914,806.67 per classroom and at Tumpagon NHS, the project cost of a one-storey-six classroom building is P5,488.839 at P914,806.67 per classroom, both implemented by the city government. Meanwhile, DepEd-implemented school building projects are: a one- storey three classroom building at the Lumbia NHS with a contract amount of P1,511,134.53 at P503,711 per classroom; Bonbon NHS, P1,222, 081.46 at P611,040 per classroom and Patag Elementary School, P1,087,029 at P543,514 per classroom. Councilor Barba said DPWHimplemented projects are : a one storey-two classroom building at the Mambuaya NHS, P1,078,160 at P539,080 per classroom and Iponan NHS, P2,684,678 at P536,935 per classroom. Barba said in the derivation of average percentage, there is a 64.60 % difference between the city- implemented classrooms and the DepEd and a 69.10% difference between the city and the DPWH-implemented classrooms. Councilor Barba stressed that he is not against development but questioned the difference of costs of these projects. In his reaction, Councilor Roger Abaday said the comparative cost analysis should be investigated. He said any authorized agency should be requested to look into these projects and to conduct investigation for public interest. The geographical situation and environment of the said schools are not the same, he cited. “Kinahanglan imbistigahon kini nga mga proyekto para mahibaw-an kung insakto ba ang comparative cost analysis,” Abaday stressed. It was reported that the classrooms implemented by the city have facilities not included in projects implemented by DepEd and DPWH.(JBD)

NGCP readies for typhoon season with new structures By PAT SAMONTE-Caraga Regional Editor

B

UTUAN City - Learning from previous experiences on restoring transmission facilities damaged by typhoons, the National Grid Corporation of the Philippines (NGCP) recently purchased new models of Emergency Restoration System (ERS) structures. ERS structures are temporary transmission towers used during urgent restoration activities, usually after a typhoon. The towers are lightweight and take shorter time to assemble compared to a conventional transmission tower. According to NGCP Spokesperson Atty. Cynthia D. Perez-Alabanza, the new ERS model is lighter and has smaller cross-sectional dimensions which make it easier, faster, and safer to transport and erect. Despite its light weight, the ERS structures are strong and durable, and can withstand typhoon windspeed. To complement the new purchase, NGCP also trained its personnel composed of chief engineers, line engineers, line foremen, and linemen to familiarize them with the replacement model.

The training was conducted on June 30 to July 4, 2014 at NGCP’s Mexico Substation in Pampanga. C ompany President and CEO Henry Sy, Jr. expressed his delight with the new towers. “This will definitely change the way we restore transmission facilities. Improvement, in terms of efficiency and speed, of our restoration process will benefit not just NGCP and its direct customers, but more importantly, the power consumers.” NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. NGCP’s regular maintenance activities, expansion and upgrading projects aim to enhance the reliability and quality of electricity delivered to grid-connected customers like generators, distributors, and large industries.

ROVINCIAL Capitol, Agusan del Sur - The provincial government is getting serious to clear the national highway from traffic obstruction brought about by inevitable settlers within the road right of way. said Wednesday he will act as the task group commander since he doesn’t have a deputy for operations. Casimiro said the incident remains a case of abduction citing there was no demand yet from the gunmen, who were believed to be kidnap-for-ransomgroup (KFRG). Panes and her husband, Noel, were seized by gunmen clad in camouflage uniforms that entered the victims’ grocery store and pretended to be customers around 7:45 p.m. Monday. Noel managed to escape when responding policemen from Police Station 10 arrived and engaged in a shootout with the gunmen. The gunmen fled towards the direction of Zamboanga del Norte. (PNA)

local doctors and nurses.” In response, Mayor Moreno assured J.R. Borja Hospital’s upgrade would take place and is a continuing process. “Thanks to our friends from Australia, for having confidence already in JR Borja Hospital at this time when we had to literally scamper in order to prepare the hospital given the little time that we had and we are happy with the way the hospital has been able to assist them in this venture,” he said. “We hope that JR Borja Hospital would be properly equipped so activities like this would be a normal occurrence here.” According to Dr. Ramon Nery, J.R. Borja Executive Officer, they will be inaugurating on the hospital’s 51st anniversary later this month a new P62-million three storey East Wing which will house its Emergency Room, X-Ray Room, Laboratories and other related facilities. The surgery for a patient usually takes one hour although Dr. McGlynn said they usually do double operations for beneficiaries who have both a cleft lip and cleft palate. For instance, for August 19, the team seven operations, 3 double operations and one cleft lip. “For this trip, patients range from 3 months old up to some patients in their 40s, if we can accommodate we will do them,” Dr. Ho said. He said such operations cost around A$20,000 in a private hospital in Australia or up to PhP100,000 for each person in the Philippines. Since the team has already done some 1,300 operations on indigent patients in 18 trips here, that value of the operations alone would approximate PhP130-million. “Generally we have to do young children first, they need to be integrated into school and society so if we can do that early, it changes his whole outlook,” Dr. Ho said. “Technically children are much more difficult to do they are smaller and you have to be fairly experienced

to be able to deal with small children.” Asked why they keep coming back to do the free operations on indigent patients who could not possibly pay them back, Dr. McGuinnes replied: “We do enjoy coming over here and it’s nice to be able to come over and help people with our particular talent. And the Filipino people have been very kind to us and they’re marvelous people so we enjoy it. When I go home I’m counting down the days to the next trip. Dr. Ho believes the operations they do require but a little from them as doctors but empowers their patients to face a vastly brighter future. “There are few things in life that we are gifted with you can do something very little that takes a small amount of time but that will one day will make a huge difference and this is one of those. “To have the Rotary organize this, have the mayor host us, have the hospital organize all this little bits and parts of the machine come together. So when we operate and put the kids to sleep, it won’t be more than 45mins for us at that point. But that child has the next 60 or 70 yrs to make all the difference.” “So why do we keep coming back? That little drop in the ocean creates a ripple and then a wave that you don’t know what the end of it is,” he added. Mayor Moreno acknowledged the long-term benefits of the mission on their beneficiaries. “This undertaking as Dr Kevin said may just be a drop in the ocean, but this is very significant to the lives of those who benefitted and imagine growing up realizing they are equal to their group,” he said. “One of life’s most precious gifts is equality. Certainly there are situations where equality does not happen. But then you have interventions, scientific interventions. Imagine the equality that these beneficiaries would be as they grow up as any normal boy or girl.” Dr. McGlynn said last year Interplast dispatched

42 missions to Burma, Cambodia, Laos, Vietnam, Indonesia, China, Nepal and multiple sites in the Philippines. “There is a great need in this area for this type of surgery. Although we’ve done over 1 ,300 surgeries but every time we come we see more patients than we have time to do. That means we haven’t yet satisfied the local need,” he noted. Although he assures Interplast will be back, he also said the mission’s ultimate objective is to leave a legacy that leaves them out of a job by facilitating medical training and mentoring for in-country medical personnel by supporting and building the capacity of local health services. “Over the years we’ve worked with several local surgeons, one works in Marawi, the others have retired or gone elsewhere, one migrated to Canada. But we have the potential if we identify someone we can sponsor to come and train in Australia. We’ve done that with two surgeons from Benguet in the past. The principle is to make ourselves redundant by teaching locals to do that we do so.”

are the ones complaining, sounding like the rights-respecting officials that they’re definitely not,” Conde said in his Facebook account. Conde linked a news item from Rural-Urban News that quoted Mayor Rodrigo Duterte approved of women wearing twopiece underwear during the Kadayawan rave party as “freedom of expression.” He went on and criticized the Duterte’s silence on the issue of Davao City Police Director Vicente Danao slapping his wife. “If Davao’s leaders are really concerned about women’s rights, they should have their police chief investigated for alleged violence vs. wife,” he said. Doctor Jean Lindo from Gabriela Women Network also shared the same concern of double standard. “This becomes ticklish

for me because collectively Davaoeños have not lifted a finger on their leader saying ‘p—ina’ even in events dominated by women in the audience,” she said. Bautista, a comedian known for characterizing a guy who never gets a girlfriend, posted on his Twitter account his apology and his respect for the council’s decision. Hours after the councils’ decision, Mayor Duterte reportedly said that he still welcomes Bautista back to the city since the actor has apologized for his joke. “He has asked for forgiveness. It’s okay now. What else do you want from him? He is always welcome here. He was man enough to admit it,” the mayor said. Lindo added that though she respected the council’s decision, she would rather have a resolution condemning sexist actions pushed by a collective understanding rather than being coerced. “I would love to see the day that the principle applied (by officials) is a rule of law, rather than rule by law,” she said. Many netizens posted approval of the Dutertes’ action on the Davao City Government Facebook account, except for a couple of comments that showed a different opinion. “So comedians are not allowed to say something about the audience but ordinary people can talk about others? He is simply hired because of the way he makes jokes… and the audience didn’t mind until it was raised by our mayor…. Let’s all move on. dili lang si Ramon Bautista ang naka ingon og hipon. (It’s not Bautista who used the slang hipon)..” a comment by Danielle Ancheta San Pedro said. Another netizen, John Cornflakes advised Davao people not to be irked by Bautista’s joke. “Demokrasya tayo, hayaan na lang natin. Di matitinag ang Davao City dahil lang sa isang comment. Di tayo ganon ka babaw. (We’re a democracy. Just let it be. Davao City shouldn’t be shaken by one comment. We’re not that shallow), he posted.

Writer and former Mutya ng Dabaw Joan Soco thought Bautista’s public apology was enough for her. But she said the council’s position has elicited reactions from netizens that showed their lack of understanding of the public’s outrage. “They actually don’t understand why there was an outrage about the joke from RB. It becomes a contextual problem because in my observation, they don’t know that they are being harassed or being taken advantage of,” she told Davao Today. Lawyer Rex Velesrubio said celebrities visiting cities and making jokes that gone awry was nothing new. “This is certainly not the first time a joke had gone awry, like in the case of Candy Pangilinan’s “Igorot” comment flax in Baguio City,” he said. Velesrubio added that the ban on Bautista should be seen not as a punishment. “This declaration as persona non grata is not just a punishment to him but a larger lesson, reminder and warning to all that Davao city officials are not tolerating any form of violation or wanton disregard of its city ordinances that might threaten the peace of its diverse community,” he said. Jeanette Ampog, executive director of the women and children support center Talikala, said education is key to make the public understand gender sensitivity, as sexism and sexist language are prevalent in the Philippine society. “We need to strengthen the implementation of the Women Development code and Magna Carta of Women which prohibited the use of sexist language in describing women. This should be applied to all and not only with celebrities,” Ampog said. Dr. Lindo added that the challenge now is to have Davao’s diverse groups come together on this issue. “It’s time that artists, politicians, citizens fight sexism together in all arenas. In social media, in the academe, in the pulpit, in the halls of congress and city hall, in the bedrooms, and in the arena of debate and discourse,” she said. (davaotoday.com)

Worthy Special Gospel of the day: Luke8:1618(August21, 2014-Thursday) Luke 8:16-18-No man, when he hath lighted a candle, covered it with a vessel, or putted [it] under a bed; but setteth [it] on a candlestick, that they which enter in may see the light. For nothing is secret, that shall not be made manifest; neither [anything] hid, that shall not be known and come abroad: This gospel reminds us to show our goodness as our light to the society. In Matthew 5:16-Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven. Do you have goodness? Are you showing this to the people around you? In Galatians 5:22-23-But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, Meekness, temperance: against such there is no law. Supposed to be these good examples and attitudes must be visible in our lives since in this way, God is manifested. Meaning, if you possessed the good qualities, it is the same that God is in you.
