‘Freeze hits council cash’

Heartland of opportunity Helen Grimaux With a well-established Koori community, Epping was an obvious choice for a special vocational education and training centre aimed at “closing the gap” of Aboriginal disadvantage in the jobs market. “It’s good to be located in some of the communities that will benefit from this program,” said Tracee Vassallo, who last week took up her role as manager of the

new MEGT Vocational Training and Employment Centre in Coulstock Street, which has a diverse swag of 250 vacancies to be filled. “We’ve already started to put together the vacancy lists and position descriptions for indigenous Australians in some of the largest organisations in Melbourne.” These include White Lion and the Indigenous Workstars, WISE and Matchworks, as well as Aboriginal co-operatives and health services.

“The next stage is to connect with indigenous Australians across Victoria and invite them to apply for these vacancies,” Ms Vassallo said. “We want to encourage anyone interested to get in touch. “We can refer local kids to training in everything from hospitality to warehousing; there are positions as posties and in parks and gardens … there’s a range of jobs.” For more details, email vtec@megt.com.au.

Council rates are likely to rise significantly as a result of the federal budget freeze on indexing local government grants, according to the state’s peak body for local government. The Municipal Association of Victoria (MAV) said $5.65 million was missing from the first quarterly payments distributed to councils last week. “We have known since May that these cuts were coming,” MAV president Bill McArthur said. “Some councils have had to take extreme measures, like scaling back road maintenance and other council services, to make up for the shortfall. “Councils are responsible for $73 billion worth of infrastructure and financial assistance grants have [enabled them] to fund this, maintain 85 per cent of the state’s road network and pay for crucial community services like libraries, swimming pools, and parks. “These cuts will force councils to reassess their budget options. “Some councils may increase rates but this funding loss leaves communities vulnerable to scaled-back services.” Victorian Liberal Senator Scott Ryan said Hume council received $12,893,669 for its first-quarter grant, while Whittlesea council got $12,591,307. “Councils can spend this untied grant funding according to local priorities, including for infrastructure, health, recreation, environment, employment and roads projects,” he said. Top library? Book it in Its stature as a community centre as much as a place of learning has earned Hume’s Craigieburn library the highest accolades for a public building among architects worldwide. The global learning centre, as it is known, was named International Public Library of the Year at the IFLA World Library and Information Congress at Lyon, France, last week, pipping three other entries from England, the Netherlands and Denmark. The award is part of the Danish Agency for Culture’s model program for public libraries, aimed at generating new ideas about how the design of libraries can change to meet the changing needs of today’s society. Hume mayor Casey Nunn, said local libraries were invaluable community assets and testament to the council’s ongoing investment in community learning. “I’m incredibly proud that Craigieburn library has been named International Public Library of the Year.” In May, the Hume library service – which has global learning centres at Broadmeadows, Craigieburn and Sunbury – was named Australia’s favourite library service after a nationwide search and voting through the Australian Library and Information Association. Each year, Hume’s libraries have more than 527,000 visits and more than 992,000 items are borrowed. Library membership in the city stands at 59.1 per cent of the population – above the Victorian state average of 49.1 per cent. The $17 million Craigieburn centre was designed by architects Francis-Jones Morehen Thorp and houses an exhibition gallery, occasional childcare program, café and council offices, all under one roof. use, while the library itself houses an expanded collection of more than 60,000 items over more than 4000 square metres of floor space across two, natural light-filled levels. Judges assessing entries gave Craigieburn top spot based on six criteria: • How it involves the public and users; • Accessibility and interplay with surroundings; • Flexible functions that are adapted to user desires;

• Architectural quality; • Digital communication in the building; and • The architecture’s interplay with local culture. “The facility distinguishes itself as a significant modern construction with a strong, recognisable architectural concept,” judges said. The competition judges were also impressed by the library’s reference to the Australian landscape and use of locally sourced rammed earth and materials.

Council urges Libs to act Whittlesea council will ramp up its campaign for road upgrades and better policing in the lead-up to November’s state election. Mayor Mary Lalios welcomed Labor’s commitment of $15 million to build a 24-hour police station in Mernda and warned the Liberal government that it needed to provide more certainty. “Our city’s population isn’t just rapidly growing, it’s exploding,” Cr Lalios said. “The Mernda-Doreen area, over the past five years, has experienced the greatest population growth in Victoria – it has grown by 740 per cent. But the number of first response police officers hasn’t increased, nor has the city received an increase in the essential services our families so desperately need.’’ The government has promised that announcements about its law and order initiatives will be made in the lead-up to the election. “All of our law and order policies will be fully costed, fully funded and will be developed in consultation with Victoria Police, the local community and all relevant stakeholders,” a statement from Premier Denis Napthine and Police Minister Kim Wells said. This was cold comfort for Mernda police station campaigner Tom Joseph. “I have been after them to give me an appointment with the police minister or the parliamentary secretary,” Mr Joseph said. “They haven’t even bothered to reply.” Helen Grimaux

GRAND FINALE PRESENTATION (Supplied)

Paramedics Matt Arcieri and Ward Young

‘Unsafe’ terms slammed Health Minister David Davis has been accused of “bullying” paramedics into accepting a pay offer which the union claims workers will have to fund themselves by working harder for longer. Whittlesea delegate Ward Young said the Health Minister would “use any opportunity to try and attack paramedics” after Mr Davis issued a media release urging paramedics to accept the government’s “generous” offer. “The offer is consistent with the percentage pay increase and paramedic work-value pay claim sought by the ambulance union,’’ Mr Davis said. “Unfortunately, the hardline left-wing ambulance union leadership is denying its members the pay rise they want for political ends.” But Mr Young said the government had tried to put unreasonable and unsafe working

conditions on paramedics. ‘‘Paramedics could work anywhere in the state at a moment’s notice, adding to the fatigue of our 14-hour night shifts,” he said. “The worst part is that David Davis wants paramedics to choose between our jobs and our families.” Mr Young warned such a move would lead to paramedics leaving for other jobs or states, robbing the ambulance service of veteran paramedics and their wealth of knowledge. “For the money that this government has spent on trying to discredit paramedics in the form of full-page advertisements, it could have bought 480 defibrillators to put in the community, or put more ambulances on the road,” he said.

Big ride, mighty cause By Sumeyya Ilanbey By the end of October, Tanya Kubitza hopes to have clocked 800 kilometres and raised more than $5000 for cancer research. For the second year in a row, the mother of two will ride through scenic Victoria for the Great Cycle Challenge. “It went so well last year,” Ms Kubitza said. “It was such a rewarding and humbling experience; I thought I had to do it again.” The administration staffer is teaming up with her colleagues at Al Siraat College “to do something” for the disease that affects one in two Australian men and one in three Australian women. Cancer accounts for about three in 10 deaths, according to the latest Australian Institute of Health and Welfare report. “As soon as you open a newsletter or an email, you have all this dreadful news coming in [about people dying from cancer] – it’s disheartening,” Ms Kubitza said. “There’s little I can do, but with little a lot comes together.” Pupils and parents at the school are again rallying behind her. She said the children were enthusiastic about chocolate drives and icypole sales. “Kids are slowly becoming aware that we’re doing the Great Cycle Challenge again and parents have already said they want to donate money.” Ms Kubitza is flying out to Sydney with her seven- and 10-year-old daughters to visit cancer patients next month and hopes they can come along to some of her bike rides. “It’s a different experience when you see [cancer patients] first hand.” The girls, who have been their mum’s number one supporters, are eager to help out again this year. “The older one donated one month’s worth of pocket money [last year] and

Runway designs set for take of f By Helen Grimaux

Errick Kim and fellow students Rebecca Waldmeyer and Brittney Hunt will have designs featured at Spring Fashion Week. (Joe Mastroianni)

DPC140502.02

The deadline has passed, the frocks are fitted and now all that’s left to deal with are the nerves. Thomastown creative design student Errick Kim is one of five emerging talents at the Kangan Institute who are about to wow the catwalks of haute-couture at Melbourne’s Spring Fashion Week, which starts next month. The students were chosen after presenting designs for three outfits on paper to Fashion Week judges several months ago. Yesterday, the sewing machines were silenced and all last-minute tucks and flounces completed as the winning designs were taken off the drawing boards and put on to flesh in readiness for the show. “I was excited to present my work, but I didn’t think I’d be chosen,” Kim says. “Most of the comments made were criticisms, like ‘How are you going to make this happen, explain how this will work?’ “You’ve got to prepare and know your designs and they must be professionally presented.” Kim says dealing positively with criticism is the best way to learn. “It’s a hard industry and a lot more hard work than you think.” Kim should know; it’s his second stint at the demanding fashion and design course. He left to work in sales with Myer in Sydney, returning to fashion distributor Voyager Solo in Melbourne before

recommitting to the course again. “Work opened up my eyes,” Kim says. “Especially working in a production area. I used to only think about design, nothing about production. “It was through learning about quality assurance and production that I learned what a garment needs to look very, very good. “Now it’s all about the quality of the fitting and finishing, and the overall look.” Kim has been making wedding and evening dresses for private clients throughout his course. He can’t afford a studio or shopfront just yet so relies on a Facebook page to showcase his work. His sister, Allanah, is his model and the Vietnamese community his support base. Kim’s creations will feature at the show’s opening night at North Melbourne Town Hall on Saturday, August 30. The World Designer Runway will also feature pieces by Versace, Galliano, Dolce & Gabbana, Yves Saint Laurent and Sheikha Hub. Kim’s creations and those of his colleagues from the Melbourne School of Fashion, Box Hill Institute, Kangan Institute and Whitehouse Institute of Design will also be displayed at MSFW: Emerging at Runway 1 at 6.30pm, Saturday, September 6. 100% of your fire levy goes to our fire services Last year, the Victorian Government replaced the Fire Services Levy with a fairer system, as recommended by the Victorian Bushfires Royal Commission. Now every property owner contributes a fair share to Victoria’s fire services, not just those with adequate insurance. Eligible pensioners and veterans also receive a $50 concession. 100 per cent of the fire levy goes to support greater funding of the operations of the Country Fire Authority and Metropolitan Fire Brigade. This includes firefighters, staff and volunteers, training, community education, protective clothing, vital lifesaving equipment and more than 1,200 fire stations and 2,300 trucks. Each year, Victoria’s firefighters attend more than 78,000 incidents, including road accidents and rescues, bush and grass fires, fires in the home, and workplace incidents. It’s a fairer fire levy.

FOOD FOR THOUGHT New facilities are the right recipe for students, writes LIZ McLACHLAN the new rooms. We’ve already had an increase in students taking food technology across the senior school, and the laboratory renewal has re-energised interest in the field of science in our school.” McKenna says she recently found 25 students at the food technology centre all working on individual dishes. “I had to go over to pick up last-minute supplies for a board meeting and I was impressed by how the girls moved so professionally around the practical room, the prep room and storeroom. They were working on incredible dishes from a three-tier macaron wedding cake to sushi to a vegetarian tart. It gave me a real lift to see the girls so engaged.” The new food technology centre has a central foyer open to a theory room with a raised demonstration bench, a large walk-in storeroom, central preparation and food storage zone and a large, airy practical room with a raised demonstration bench and 13 paired workstations. Williams Ross Architects associate Tammy Beck, project architect Michelle Jepp and interior designer Amanda Meiklejohn consulted CLC specialist teachers on how they wanted to teach in the spaces, and requirements for using and storing equipment and tools. “We needed to bring life into existing spaces,’’ Beck says. “The interior environment

Food technology and science have a fresh appeal at Catholic Ladies’ College thanks to newly designed and renovated facilities. A high-tech food technology centre with large screens, stone benchtops and an elegant colour palette has emerged from two former 1970s classrooms with brick and concrete interiors. Two of the school’s science laboratories have also had a makeover, creating light-filled contemporary learning spaces designed to support CLC’s forward-thinking science program. The new food technology and science laboratory are part of the progressive modernisation of school facilities. Originally founded by the Sisters of Charity in East Melbourne in 1902, CLC relocated to Eltham, 25 kilometres north of the city, in 1971. Its 8.5 hectares sit on the banks of Diamond Creek. CLC principal Margaret McKenna says the latest renovations were designed to complement the school’s programs. “Our new facilities are in line with the quality of our teaching and learning. We like to say ‘girls flourish here’ and that was our goal in redeveloping these areas,” she says. “We want environments that are uplifting for the students and provide bright, light flexible spaces that enhance learning for young women. The food technology area just buzzes now. “The girls were very excited when they saw

United keepers injured By Tara Murray Injury-hit Whittlesea United had to use three goalkeepers as they went down 2-0 to North Geelong Warriors in National Premier League 1 on Saturday. The Ranges lost Dianoush RasoulzadenSyesan and Jarrod Hill to injury in the away match to the second-placed Warriors, meaning outfield player Kliment Dimitrieski had to take the gloves for the final 15 minutes. Ranges had the first real attempt at goal through Dimitrieski, but the Warriors survived the early minutes without conceding before scoring themselves through midfielder Vito Cichello. Warriors were unlucky not to double the lead before half-time. But Robbie Zadworny made it 2-0 for the Warriors within the first 10 minutes of the second half. Despite continuing to control the rest of the game, the Warriors couldn’t score a third. The result leaves the Ranges 13th on the 14-team ladder with a 5-4-13 record and 19 points, nine clear of Brunswick City. Ranges have the bye this week. In NPL, Hume City lost 2-0 in its clash with Heidelberg 2-0 at Broadmeadows Valley Park on Sunday. The score was 0-0 at half-time, before Heidelberg got its first goal through Dan Heffernan in the 67th minute. City looked for an equaliser but couldn’t find one before Heidelberg made sure of the win with a second goal, also to Heffernan, in the 90th minute. The loss leaves City sitting in fifth spot with 11 wins.

Sport shorts TAC Cup

Calder Cannons finished on top of the TAC Cup ladder following a win against Northern Knights in the final round of the season. There wasn’t much between the two teams in the first half but Cannons tall forwards Jayden Foster and Peter Wright took control in the second half to lead them home 14.10 (94) to 10.12 (72). Foster kicked six to finish as the league’s leading goalkicker, while Wright bagged four. The Cannons will meet North Ballarat Rebels in the qualifying final at Visy Stadium on Sunday.

VFL

Northern Blues’ season came to a disappointing end on Saturday. The Blues were still in the contest at quarter-time against Box Hills Hawks but from then on kicked only three goals to lose 26.15 (171) to 6.6 (42). Matthew Watson was best for the Blues with three. The Blues finished the season in 11th place with seven wins.

Darts

The Shooters welcomed the Watsonia Fill-Ins into A-grade with a big 9-2 win at the Northern Darts Association. The Junction Coosts beat North Heidelberg Hawks 8-3, Reservoir Bulls defeated Westside Dockers 7-4 and Reservoir Dogs were too good for Cramers Legends. In B-grade, Whittlesea Royals bounced back from a first-round loss by smashing Junction Grifters 9-2. Tulla Demons are on top of the ladder after a 7-4 win over Preston Reservoirs, while Reservoir Mustangs won a close one 6-5 over Watsonia Saints 6-5.

Whittlesea Ranges’ Kliment Dimitrieski, in red, stepped into goal keeping duties. (Darren Howe)
