State budget – Local lawmakers react Local lawmakers hope bipartisanship continues

SPRINGFIELD — While the temporary stopgap legislation passed by both legislative chambers Thursday provides much-needed financial relief for schools and social services agencies, the action is a Band-Aid on a financial wound that continues to bleed red ink.

The four-bill package funds education for a full year, but the rest of the budget will expire in January.

State Sen. Chuck Weaver (R-Peoria) said the stopgap measure is an affordable and responsible plan that will address the state’s most critical needs until a longterm budget agreement is negotiated.

“Finally, we had the opportunity to vote on a budget package where education is funded at 100 percent foundation level for the first time in seven years; all schools are treated equally — with no special deals directed to Chicago Public Schools — and all districts are held harmless,” said Weaver. “By no means does the work stop here, but this does come as a hopeful sign for Illinois. Children are no longer left to worry about what they are doing this fall.”

Also, the legislation, which passed the House with a 105-4 vote and the Senate with a 54-0 vote includes a $75 million increase for early childhood education.

Most of the schools in the state will receive more than they did last school year with-

out bailing out the Chicago Public School District. The legislation also gives $250 million to educate children who live in poverty.

For college students, the stopgap measure will ensure universities open on time, as well as funding for community colleges. MAP grants are also back on the table for college students.

The legislation offers six months worth of funds for human services and critical government services. A year of transportation projects will remain active, which is expected to save 25,000 workers from being laid off.

Memorial Day parade oversight addressed at PES Board meeting

PRINCETON — School bands are a ubiquitous presence at community parades, but this year an early end to the school calendar led to assumptions and oversights, which resulted in school bands being absent from the Memorial Day parade.

At the Princeton Elementary School Board meeting on Wednesday, June 29, resident Jackie Davis spoke of the band’s absence and the importance of their performances at the yearly parade.

“I’ve lived in Princeton for about 35 years and have made it a real practice to go to the Memorial Day parade. This year, for the first time in 35 years, we did not have a band. Neither the junior high nor the high school band showed up to play. To me, our Memorial Day parade is a very important way our community remembers those who have passed. We make a big effort to remember veterans, and I would just like to say I realize they were gone. I would like to see everything done to make sure our junior high band gets itself in the line-up and appears at the parades,” Davis said.

“We’ve got a very fine music program. They have a lot of fundraisers. They come to the community; they ask for donations, and as far as I’m aware the community has always been very supportive of the band.

Appearing is one way the school, the community and the band can say ‘Thank you,’ to the community.

Now I don’t need an explanation, I’m not here to say you’ve got to change your policy or to know what happened. Things happen, and I understand, I’m just saying they were missed. I hope in the future a big effort is made to make sure we have a presence in that parade,” Davis concluded.

Superintendent Tim Smith explained the band’s absence was an oversight.

“The instructor that would be responsible for that would love to be a part of the parade. It was a unique situation this year, as we have not finished before Memorial Day in quite some time, and quite frankly, I forgot and didn’t think of it, nor did they. He told me they were not invited this year, and in the past, there has been someone that’s made contact.

“So I think there were some assumptions made that maybe we were going to be there, and we maybe were assuming, speaking for him, that they weren’t expecting us to be there because our calendar ended early this year. However, I will assure you that in speaking with him that we agree entirely that we want to be a part of that parade because we feel it’s incredibly important. So I can assure you that on behalf of the school district, that we are going to make every effort to be visible at that and other events much like that.

We certainly agree that that’s important,” Smith said.

In other board news: • The state owes a total of $293,957.82 to the district.

• The resignation of fourth-grade teacher Ryan Crawley was accepted with regret.

• The 2016-17 board calendar, the Fiscal Year 2016 amended budget and the prevailing wage resolution were approved.

• The boiler repairs, not to exceed $4,965, for Reagan were also approved.

• The 12-month employee salary increases, up to 3 percent, were approved. Most had no increase last year because of contractual issues caused by the Affordable Care Act. Comment on this story at www.bcrnews.com.

The momentum from the previous two days of frantic negotiating might have to carry over for a while – the lawmakers aren’t due back until the November veto session. It’s possible a special budget sessions could be called, but November elections threaten to extend the gridlock.

DEPUE — The Illinois Environmental Protection Agency (IEPA) has proposed a clean-up plan for the residential area within DePue’s Superfund Site. However, representatives of the village are challenging the plan, claiming it has deficiencies and only prolongs the time residents will be exposed to contamination.

IEPA hosted a public meeting in the DePue School gymnasium Wednesday, June 29, where IEPA project manager Charlene Falco presented the agency’s preferred clean-up plan before comments were taken from the public.

Three individuals took the opportunity to express their opinions about the plan. Each speaker challenged the facts laid out before them.

Eric Bryant, village president of DePue, said citizens are happy a cleanup proposal is being worked out, but they feel it shouldn’t take this long.

“When children are involved, there is always an urgency, and urgency has not been at the top of the ladder in dealing with our children over the last 20 years,” he said.

Bryant said residents are also disturbed with the standard level of cleanup being used for heavy metals arsenic and lead. IEPA plans to use a standard clean-up level of 21 parts per million (PPM) for arsenic and 400 PPM for lead — meaning anything above those numbers will be determined contaminated; anything below will be considered not contaminated.

Bryant questioned why the 21 PPM for arsenic is being used in DePue, when the standard cleanup level of arsenic being used in LaSalle at the Mathiessen and Hegeler Superfund site is 18.5 PPM. “We think at a minimum, we should be afforded the same level,” he said.

Another point in the plan Bryant criticized was the depth level that IEPA plans to use for cleaning contaminated yards, which is 18-inches deep.

“Your property may not be totally cleaned up,” he said to residents at the meeting. “Institutional barriers could be there for a long time. The burden is on you or the people you sell your home to deal with it. If there is contamination in your properties, you need to have it taken out regardless of the depth.”

Shakespeare in the Park

Ann Crosby of Annie’s Little Pots in Princeton visited the children’s department of the Princeton Public Library on Thursday, June 30, for a pottery demonstration. The children learned different techniques used to make pottery and took turns working with the clay and potter’s wheel.

The Festival 56 production of Shakespeare’s “The Winter’s Tale” opened Sunday, June 26, in Princeton’s Soldiers and Sailors Park. It will be performed every Wednesday and Sunday evening at 7:30 p.m. through Sunday, July 24. This is the 13th summer of Festival 56 offering a free outdoor Shakespeare production in the park.

Rezin said the budget deal also includes critical funding for state prisons, mental health centers, veterans’ homes and state parks, and $700 million is earmarked for human services.

“Our human service providers can breathe a lot easier today, something they rightfully deserve,” Rezin said. “I believe a top priority – as a society and as a government – must be showing compassion to those who are most vulnerable and need our help.”

According to the plan, IEPA would like to “stockpile” the soils on the former site of the New Jersey Zinc plant in the village. In a report explaining the clean-up plans, it states “the stockpiles would be safely managed until a final remedy for the plant site is determined.”

Bryant said this plan would further contaminate the plant site and make it more costly to clean up that portion of the Superfund site.

“We want the contaminated soil out of town, and we want the most protected health standards we can get,” he said.

The second person to make comments at Wednesday’s meeting was Nancy Loeb, director of the Environmental Advocacy Clinic at Northwestern School of Law. Loeb has worked with DePue in its clean-up fight for nearly five years.

State Rep. Andy Skoog (D-LaSalle) said, “It is absolutely outrageous the state of Illinois took this long to reach a partial budget agreement. After entering the General Assembly halfway through this budget mess that has hurt our most vulnerable citizens, I am relieved that today we were able to reach a truly bipartisan agreement to fund our local schools and human service providers. But make no mistake about it, there is plenty of work still to do, and I will continue to work with anyone and everyone, no matter what political party

they belong to, to reach a long-term budget agreement.

“Importantly, this stopgap budget provided monies and some stability for essential programs like breast cancer screenings for women, assistance for kids with disabilities, rape crises centers, and in-home care for the elderly for the rest of 2016 without raising taxes,” Skoog said. “I look forward to future negotiations and efforts to pass a full budget that reflects the priorities of the citizens I represent.”

State Rep. Don Moffitt (R-Gilson) called Thursday’s stopgap legislation “a very positive move,” but quickly added, “Let me say first, we should have never gotten to that point.

“This is a real positive move that makes sure the schools are going to stay open, that the highway projects continue and human services efforts remain,” Moffitt said. “The job’s not done, but it’s a good first step in funding the needs of

the state. In the meantime, we need to keep performing the basic functions of government, and that’s what this (legislation) does. Symbolically, it keeps the lights on.

“Another good thing about it is it is a bipartisan spending plan. It was a negotiated plan over many weeks ... this is what it came down to. I always feel better when it’s a bipartisan plan. It’s a framework to build on the future,” he said. “We will work our way out of it.

“I do not like that some of the tough decisions are being postponed after the election. If you can’t take a vote before the election, then you probably don’t belong in the Legislature,” he said.

State Rep. David Leitch (R-Peoria) could not be reached for comment.

The budget legislation was sent to the governor for his signature.

Loeb’s first comment pointed out how IEPA’s plan was intended to speed up the clean-up process and short circuited in-depth testing of absorption rates of contaminates in the soils.

“IEPA does not know what levels of these contaminates are truly safe at DePue,” she said, adding the 21 PPM standard level of arsenic is almost twice the background level of arsenic in this area of the state.

Loeb said IEPA’s clean-up standard level for lead is out-of-date, insufficient and is based on a model that was changed by the Centers of Disease Control in 2012. The standard IEPA is using in its clean-up plan is twice the target blood lead levels the CDC recommends for children, she said.

Loeb also touched on the restricted 18-inch depth digging level IEPA would give to residents. She said it makes no sense, and there is no justification as to why IEPA wants to use this depth.

She pointed out DePue residents, who have contaminated soils in their yard, will have to call for help if they want to dig further than 18-inches in the ground.

“Many normal activities, for example just planting a tree will often require digging beyond 18 inches,” she said.

Further, Loeb said the estimated cost for the clean-up plan, which is $13.1 million, is not sound.

“The analysis assumes there will never be a cost of storage for (contaminated) soils.

That is unrealistic. At some point the soils will have to be disposed of,” she said, adding the time frame for how long the soils will be stored on the plant site is likely to be lengthy.

The final person to speak at Wednesday’s meeting was 21-year-old Grant Bosnich, a DePue native, who started out his comments saying the fight to clean up DePue has “been a fight of (his) lifetime.”

Bosnich has stayed involved in DePue’s clean-up fight for the last four years and said he has yet to see something that suggests cleanup put on the table in this case.

Bosnich shared a few of his own anecdotes about how people outside of the village view DePue. One being a colleague who thought otherwise about purchasing a home in DePue because of the “bad water.”

Another story was about how he had to explain to his girlfriend, a lifelong Chicago resident, the fencing that surrounds the village.

“Much like the pollutants that sit on (the former New Jersey Zinc Plant), we are boxed in, and a lot of times it looks like the EPA would like to take (clean-up) Option 2 and just pile it on us,” he said.

Bosnich said he respects the work the EPA does throughout Illinois, but said it’s insulting to him that it “takes half hazard attempts at clean up because the dollar amounts are smaller.”

“I’m not sure if I’ll ever see a clean DePue, and it’s certain that after my 21 years that I have yet to see one … While this plan is a step in the right direction, I fear we are headed down the wrong road,” he said.

OHIO — The Ohio High School Board of Education met in regular session on May 23 and approved the agenda as presented, the minutes from the April 25 regular board meeting, April’s treasurer and student activity reports as presented, and bills and payroll.

The board authorized depositories for district funds: Midland State Bank of Princeton, Heartland Bank of Princeton, Citizens First State Bank of Walnut, First State Bank of Van Orin, Centrue Bank, Central Bank of Princeton and Illinois School District Liquid Asset Funds.

The board also approved auditors, Phillips and Associates of Bloomington, and architects for the district, Landes, Benson and Parkins of Chillicothe and Scott Piper.

In other news, the board: • Appointed legal representatives for the district: Ward, Murray, Pace & Johnson, P.C. of Dixon and Klein, Thorpe and Jenkins, Ltd. of Chicago.

• Approved the tentative amended FY16 budget.

It is on display in the superintendent’s office.

• Approved bookkeeper/HR assistant and treasurer job descriptions.

• Approved the second and final reading of policy updates.

Superintendent Sharon Sweger reported: • Enrollment is 39.

• This summer’s focus for the building will be on the windows and the high school science room.

They are putting in two windows a day and they look really nice.

• The architect has completed the drawing for the science room. They will be applying for the work permit to start the necessary plumbing, electrical, and gas work according to code.

• The landscaping around the school sign has been completed. Sweger would like to put in one taller bush on the back side. She thanked students Jakob Transou and Nathan Bousum for helping her with the project.

• They have received the levy for both Lee and Bureau County. The district will be receiving approximately $1,013,252. The EAV is 33,876,704

LA MIRADA, Calif. — Roger Willard Hoxie, 73, passed away Wednesday, June 22, 2016, at his home in La Mirada.

He was born May 17, 1943, in Lexington, Mass., to Edmond and Marion (Dinwoodie) Hoxie. He married Judy Lynch (deceased).

In 1980, he married Kathleen (Moretta) Flaxington. She survives.

He graduated from Lexington High Roger Hoxie School in 1961 and then from Trinidad State College in Colorado. He retired from Pankl Aerospace of Cerritos, Calif., in 2008. The original spelling of Hoxie was Hawkseye. Then, later through the years was changed to the current spelling.

Also surviving are three daughters, Wendy (Jeff) Kidd of Chapin, S.C., Linda (Bruce) Marston of Ontario, Calif., and Christine (Patrick) Ponce of Everett, Wash.; two stepsons, Christopher (Tonya Slutz, formerly of LaMoille) Flaxington of La Mirada, Calif., and William “Craig” (Riechilda Cedron) Flaxington of Anaheim, Calif.; and 10 grandchildren.

He was preceded in death by his parents; one brother, Ralph; and one sister, Barbara Keller.

Cremation rights have been accorded. A celebration of his life will be held at a later date for his family.

Ramniklal Khant NORMAL — Ramniklal Khant, 70, of Normal, formerly of Princeton, died Wednesday, June 29, 2016, at his residence surrounded by his family.

Born May 6, 1946, in Gujarati, India, the son of Dhanji and Surajaba Vagaja Khant, he married Ranjanbala Megha July 14, 1979. She survives.

Better known as Ram, he came to the Ramniklal United States in 1971. He purchased his Khant first business, Dunkin Donuts, in Calumet City and his second in Homewood. In 1994 he sold the two Dunkin Donuts franchises and purchased the Days Inn in Princeton. He retired from his work life in 2013.

Also surviving are two sons, Raj (Nikki) Khant of Normal and Rishi Khant of Normal; four grandchildren, Jazmine, Elijah, Lila and Amelia; two brothers, Nanaji (Smita) Khant of North Carolina and Damji Khant of Gujarati, India; and one sister, Jaya Jivani of Gujarati, India.

He was preceded in death by his parents; one brother, Chandu Khant; and one sister, Rama Zalavadia.

Cremation has been accorded. A visitation will be from 4 to 7 p.m. Friday, July 8, at the Norberg Memorial Home in Princeton with a memorial service following at 7 p.m.

I like to think of myself as a traditionalist. Actually, most people might prefer to say I’m old-fashioned, but regardless of the description, I hold the past and all it represents near and dear to my heart. While I’m forced to be forward-thinking when it comes to my job as editor of your newspapers and magazines, deep down this old girl revels in what used Terri to be and attempts to hang on for dear Simon life to yesteryear. It’s COMMENTARY just who I am.

With that in mind, I get kind of sentimental when it comes to the Fourth of July. While my memories of this holiday from the past probably aren’t too different than your recollections — family picnics, sparklers, fireworks, etc. — there is an underlying feeling revolving around this holiday that causes my heart to do a bit of a flip-flop. Traditionalist? Old-fashioned?

Maybe. But I prefer to call it something else ... and that word is patriotic.

I’m the kind of person who gets a lump in her throat and tears in her eyes when I hear Taps played at Memorial Day services. Or when the national anthem is played or sung at a crowded event with all kinds of people standing and facing the flag ... well, I often just close my eyes and listen to the crowd singing along, and again that lump and those tears arrive without coaxing. Watching a veteran salute the flag — his hands gnarled from age; a flag blowing in the wind — alone with nobody but me to see it; fireworks bursting in air with Lee Greenwood singing “God Bless America” in the background ... I could go on and on, but bottom line, these are the things that cause me to be proud to call myself an American. Old-fashioned? Traditionalist? Probably. But patriotic? Absolutely.

I can only speak for myself, but I guess I worry how often the patriotism of others is called into question.

Being patriotic means different things to everyone, and far be it for me to tell someone else how they should feel about our country and all it offers us.

That’s a personal decision, and one everyone has to make for themselves. I’m glad I live where I do on the subject. While there are several issues where I’m undecided or on the fence, the issue of patriotism for me is crystal clear. I have no doubts.

In my office, I have a large, framed, hand-drawn copy of the First Amendment from the U.S. Constitution. There are days, especially the trying ones, when I turn around in my chair and read and reread the words. I think about them carefully, knowing how much I believe in them and all that First Amendment represents. Freedom of speech, freedom of the press ...

Those words run through our veins in this newsroom, and I’m proud of that.

So with the Fourth of July just around the corner, our nation’s independence is on my mind, as are all the feelings associated with this country I hold close to my heart. While I’d love for everyone to be patriotic and to love our country — even with all our faults, mistakes and problems — I know it’s not realistic to have that expectation, which is troubling to say the least.

But what I really find disturbing is the absence of patriotism in the hearts and lives of children. I was raised to be a proud American, but I worry those patriotic values have changed for many today. When I’m standing with my hand over my heart when a flag passes by, and I see others still sitting in their lawn chairs — oblivious to the monumental image before us — I’m saddened by not just those adults, but by the lessons they are teaching the young people in their own lives.

While it would be easy to say, “Well, that’s their problem,” it ultimately will become everyone’s problem, if we don’t respect our nation and all it represents.

Traditional? Old-fashioned? You bet, especially when it comes to the United States of America. May today’s children find those patriotic values ...

This last week, I’ve been spending a considerable amount of time looking at some photographs that are hanging on the walls of my house.

Every time I study these pictures, I come to one undeniable conclusion — my wife has questionable taste in men.

You see, the little lady and myself celebrated 25 years of wedded bliss this last week, and every time I pass by the wedding photos hanging in our living room, I can’t help but reminisce a little. And every time I see the haircut that I had and those big old glasses that I wore, I can’t help but think that she could have done so much better.

If you look up the date June 29, 1991, I am fairly confident you’ll discover that was the hottest day the world has ever experienced.

Meteorologists told us it was only in the mid-90s, but as I’ve always said, meteorologists are just a bunch of big, fat liars. It was easily 120 degrees in the shade that day and possibly 425 degrees inside of our un-air-conditioned church. We had so many fans running inside that sanctuary, we were afraid that we wouldn’t be able to get the unity candle lit. I didn’t care. It just added to the heat.

Before the ceremony began, my groomsmen and I sat in the back room from which we were to emerge, huddled around the only air conditioner in the entire building. It was a small window unit that produced more noise than cold air. But it was still the coolest place in the building. There we were, myself and six of my best friends in our jet-black tuxedos plastered against that little appliance fighting for every bit of slightly-chilled oxygen that we could get into our lungs.

I only bring up this whole issue about the heat because I am what you might call a proficient, semi-professional perspirer. I can sweat when it’s not even hot. I’ve always been that way. Our quarter-

No sweat ...

Greg Wallace COMMENTARY back in high school hated the idea of throwing to me because he knew the ball would come back soaking wet. It’s a very sexy and appealing feature. Again, I question my bride’s taste in men.

When you think about it, the 425-degree sanctuary, the black tux (with tails), and the fact that I was getting married, all of these things added up for me to have a personal record-type day when it came to perspiration levels. But oddly, before the ceremony began, that was not the case. I was relatively dry. Almost arid.

I remember that as the six of us lined up to go through the door to the sanctuary, my best man looked at me and asked me if I was ready for this. Being the cool-as-a-cucumber guy that I was, I smiled and told him, “No problem. This will be a piece of cake.”

And then the door opened ...

That was the day global warming began. It was like opening the door on a blast furnace or possibly a kiln.

The heat hit us in the face and darn near started our little lapel boutonnières on fire. I remember gazing out at all of my relatives sitting in the pews. They were all shimmery-looking like when you look across a desert. It was hot.

But for whatever reason, I was still perspiration-free. As I walked to the center of the church to wait for my bride-to-be, I didn’t feel too bad.

There was a nice hot breeze blowing from all of the fans. As her dad gave her a kiss and handed her off to me, l thought they both looked warm. I wished they could be as calm, cool and collected as I was.

As we stood before the minister, I remember thinking it was strange I felt relatively OK while everyone else looked so hot and uncomfortable.

And then the minister started talking.

I guess it was at that particular moment that my subconscious suddenly realized the weight of the situation and that I was actually getting married. Every ounce of sweat contained in my body came rushing to the surface at one time. I remember my best man looking at me in wideeyed horror as I transformed from a cool guy in a tux to drowned rat in a matter of seconds. The minister offered me a handkerchief. A beach towel wouldn’t have helped. I visibly sweat through a black coat. That’s hard to do.

Everybody up there that day thought I was going to faint as those huge glasses slid down my sweaty face and my self-styled mullet became matted to my skull. However, I’m proud to say I remained upright and survived the ceremony.

In fact, at the reception, I re-hydrated myself and showed off my awesome dance moves well into the evening.

When I look at the picture of the wedding party, I can’t help but think about what we put those poor people through that hot June afternoon.

As for my groomsmen, I don’t see most of them as much as I’d like to anymore. One of them even left this earth much earlier than anyone could have imagined. But I guess that sort of stuff happens over a quarter of a century.

As for my wife, I’m just glad she’s stuck it out this long. Twenty-five years is a long time to put up with perspiration, weird eye-wear and stupid haircuts. She really could have done so much better.

‘Until we meet again’ To the Editor, My brother, Gene Fred Nanninga, died suddenly on July 5, 2015.

Gene was just 17 years old when he was drafted into the U.S. Army. He had just graduated high school in Kewanee.

Gene was trained to be a paratrooper as a medical corp man. He earned Spec. 4 in four months.

He was shipped to Vietnam to serve a year there. Gene was just a greenhorn.

Gene lived on a dairy/crop farm with Aunt Leanore Kuster and Uncle Alvin. Mom was in the hospital, and Dad died when Gene was 8 years old.

Gene worked hard trying to save lives and deal with the

wounded. Gene’s last days were spent on Cemetery Hill, slang for that skirmish.

I have five grandsons, and I cannot imagine them in this situation.

Gene’s military funeral services were conducted by Dan Craig: Church of Peace. Gene was buried at the Rock Island National Cemetery at the Arsenal the next day.

I miss my brother, but he blessed me with a wonderful sister-in-law, Debbie Nanninga.

Rest in peace, Gene; until we meet again.

PHS Scholastic Bowl teams recognized PRINCETON — The fresh/soph and varsity Scholastic Bowl teams from Princeton High School gathered together with their families and members of the Princeton Masonic Lodge for dinner, awards, and of course, a friendly game of scholastic competition.

The meal, provided to more than 70 individuals including the team, their families, friends and the Masons, at the Masonic Lodge, was complete with dessert; but the real treat was the after dinner competition. The teams competing at this event were non-traditional. It was parents versus students. Great fun was had by all in attendance and in

an unusual and dramatic change of history, the students were victorious.

Ten other individual engraved medallions, made by A&M Products, were distributed by varsity coach Rob Jackson and junior varsity coach Wendy Fredrickson. The awards and dinner are sponsored by Princeton Masonic Lodge.

Meisels will celebrate 70th wedding anniversary Mr. and Mrs. Harold Meisel of 1000 14th Ave., Mendota, will celebrate their 70th wedding anniversary on Wednesday.

Harold Meisel and the former Darlene Rod were married July 6 1946, in the Lutheran parsonage by the Rev. A.W. Engelbrecht. Their attendants included Donald and Kathryn (Meisel) Echelbarger, both deceased.

They are the parents of three children, Janet (Rick) Close of Dalzell,

Kevin (Joann) of Mendota and Darryl (Sandy) of Ottawa. They also have seven grandchildren, nine great-grandchildren and one stepgreat-grandchild.

Harold farmed his entire life in Dimmick Township before retiring. Darlene retired from school transportation for Dimmick Consolidated School. They also did volunteer for St. John’s Lutheran Church, Meals on Wheels and Mendota Area Senior Services.

Balensiefen-Doty Kent and Cheryl Balensiefen of Buda are announcing the approaching marriage of their daughter, Nicole Balensiefen, to Justin Doty of Walnut. He is the son of Mitch and Lori Doty of Sheffield.

The Bureau County Democratic Party recently presented three area students with $500 Bureau County Democratic Party Scholarships.

The Bureau County Democratic Party established a scholarship program to assist Bureau County youth in furthering their education and to encourage participation in the political process. Applicants earn points based on being a registered voter; involvement in extra-curricular activities, especially student government, during high school; involvement/volunteerism for political campaign(s); being accepted into a post-secondary or apprenticeship program; and maintaining a minimum of a “C” average during high school.

WASHINGTON, D.C. — Dillon de Jong, who was nominated by his teacher, has been accepted into the National Youth Leader Forum: Explore STEM program. He wrote an message for the program also and was awarded a partial scholarship to attend the program. He will attend the program at Loyola University in Chicago in late June.

Students who attend the program participate in a broad range of interactive simulations, hands-on workshops and educational site visits to discover the work of today’s professionals in fields such as engineering, health care and environmental science. Scholars of the program will also learn to develop critical success skills such as time management, conflict resolution, information analysis, collaboration and public speaking.

Dillon is a 2016 graduate of John F. Kennedy Elementary in Spring Valley and will be attending Hall High School in the fall. While at JFK, he was involved in Student Council and the Scholastic Bowl and track teams.

He took an accelerated algebra class at the high school this past year, his eighth year, earning him high school credits.

He maintained a 5.0 and above grade point average for all his junior high years. His accomplishments and awards are Student of the Month several times, Wildcat Warrior several times, Young Author award, went to regionals for the science fair and at graduation received the Scholastic Honors Award which is presented to graduates who achieved between a 4.5 and 5.0 GPA for the four semesters of seventh and eighth grades.

Rezin wins Women in Politics Making a Difference Award State Senator Sue Rezin (R-38) is one of the first winners of the Women in Politics Making a Difference Award presented by the Women’s Legislative Network of the National Conference of State Legislatures (NCSL).

The Women’s Legislative Network is the active, vibrant and respected organization dedicated to promoting the participation, empowerment, and leadership of women legislators. There are currently 1,809 women serving in state legislatures across the country.

Life’s good north of the border Editor’s note: BCR Sports Editor Kevin Hieronymus caught up with St. Bede alum J.A. Happ, now a pitcher for the Blue Jays, in the dugout of U.S. Cellular Stadium in Chicago before a recent Blue Jays’ game with the White Sox. Happ was the 2000-01 BCR Athlete of the Year and now is pitching his 10th season in the majors. Over the offseason, he signed a three-year contract worth $36 million to return to the Blue Jays where he pitched from 2012-14. He and his wife, the former Morgan Cawley, have a son, J.J., born last October. This is the first installment of the one-on-one interview.

BCR: You’ve had a nice go back with the Blue

With J.A. Happ Jays this season. Nice to be back?

Happ: It’s the second time around. I’m more comfortable. It’s nice to be back. I have some familiarity with a lot of people here, which is a big reason why I’m back. We’re starting to play good baseball, starting to put consecutive series wins together, which is good. We’re able to stay in the hunt here.

So, it’s been fun. We’re starting to get into the

thick of the summer and we’ll see where we can end up here. We’ll take a look at the break and see where we go from there.

BCR: Growing up in Peru, did you ever think you’d be playing north of the border?

Happ: (With a laugh), I can’t say it really crossed my mind. Yeah, that’s the way this game goes. You never know what comes next. You just try to roll with it and enjoy it the best you can.

BCR: Life’s got to be good for J.A. Happ. You’re kind of newly married, have a cute little boy, have a nice contract, got a nice ball team. Life couldn’t be better for you, could it?

Happ: Yeah, let me knock on some wood somewhere. Yeah, I can’t complain. We’ve been blessed. First and foremost, just everyone’s healthy. That’s always the No. 1 goal. Now it’s trying to maintain all that.

BCR: How’s that little guy of yours doing?

Happ: He’s great. It’s amazing. I know everyone says it, but I’ll go on a road trip and come back seven or eight days later and he’s doing something new. He started crawling a couple weeks ago and now he’s already standing up and throwing himself up on stuff. He’s just grown so fast. It’s nuts. But it’s been so much fun. Really just blessed.

Last start: While it wasn’t his best start of the season, Happ earned a 14-9 victory Tuesday, June 28 in Colorado to raise his record to 10-3, one of just three pitchers in the A.L. with 10 or more wins, and one of nine in the big leagues. He made it through five innings, surrendering five runs on nine hits and three walks.

Next start: Sunday, July 3 at home vs. the Indians.

Happ: They love it. They wish they could get more time. That’s why these trips are great when we come here or somewhere close. Nice to have a baby-sitter, too.

BCR: How has the family life changed you away from the ballpark?

Happ: It’s actually been good. For a ballplayer, I guess I kind of got married and had kids a little bit later age-wise. But it’s

Free boating safety class offered The U.S. Army Corps of Engineers Illinois Waterway Visitor Center, in conjunction with the Illinois Department of Natural Resources, will offer a free Illinois Boating Safety Education class from 9 a.m. to 5 p.m. Saturday, July 9, to everyone age 11 and older. Students under age 16 should be accompanied by an adult. Pre-registration is required.

This class is recommended for people who are new to boating, families who enjoy weekend boating adventures, or seasoned boaters who would just like to brush up on their safe boating knowledge.

Anyone over the age of 12 can be certified.

This is a classroom based safety class and will not include any on-the-water experience. Upon successful completion of the class and exam, participants will be issued an Illinois DNR Boat Safety Certification. The completion certificate may also save participants money on their boat insurance.

The indoor class will include instruction in basic boating safety, equipment and requirements, motorboat registration and titling, navigation, basic maintenance, emergency measures and Illinois and federal boating laws.

Former Super Bowl champions from the 1985 Chicago Bears team will be available for a round of golf and a friendly conversation. All money raised through the event will go to supporting veterans in the area.

The event was started up in memory of Jay Braida of Princeton, who passed away from cancer, as a fundraiser for local residents in times of need. This year’s recipient is Matt Compton of Princeton.

Compton, a father of four, was working for a Bureau County farmer when a large tree fell directly on him. He was life flighted to OSF in Peoria.

He had a subdural hematoma

(blood causing pressure inside of his brain) so a craniotomy was performed. It stopped the bleeding and the pressure, but doctors are unable to say how this severe head injury could or would impact his life.

Registration will take place at 10:30 a.m. with a shotgun start at noon. Dinner will start at 6 p.m. Non-golfers are welcome to come out for just dinner and bid on silent auctions items. Contact one of the committee members for dinner tickets.

Another week fishing in paradise Editor’s note: Larry “Yog” Kirgan writes this week’s outdoor column, filling in for his good pal, former teammate and fishing buddy, Lee Wahlgren.

The Green River Lines bus and all of the other members of the Princeton group had left after breakfast the Saturday morning after our first week in “paradise.” The main organizer of the Princeton group and my close friend since we played football together at Bradley in the early ‘60s, Lee Wahlgren (better known as Wally or P-Dub) had earlier traveled up with me, and he had planned to stay the second week.

However, because of his knee problem and upcoming replacement surgery, it became apparent during the first week that he was unable to move around much without help. With some urging from his sons and myself, Wally reluctantly agreed to miss his second week in Ontario and leave on the bus after the first week.

Later Saturday morning, with the first of two weeks of fishing with the Princeton group behind us, my brothers, Richard (Dick) from rural New York state and John from Pekin, drove to the town of Red Lake to eat lunch and try to make phone calls to loved ones at home, as well as members of my family that were en-route to join us for our second week in “paradise.“ Due to another group of fishermen taking over many of the cabins during our second week, my brothers and I moved to a lakefront cabin named Bayview and we were joined in that cabin by Ben and

his 10-year old son Schuyler. Two other grandsons, A.J. and Jake, and A.J.’s wife, Kaitlyn, settled into a small cabin alongside our cabin. We were now ready and anxious to catch some more big fish.

During the first full day of fishing, Ben used a very large “doctor-type” spoon that had a large attached rubber skirt/ treble hook. He had purchased the new lure at Cabela’s on the way up to BBL. It was so heavy that he had trouble casting it as his rod was not stiff enough. Persevering, he was able to hook and land a 41-inch, 17.5 pound Northern pike, fishing in an unexplored bay near Marten’s Bay. What a way to start the week. Later in the week, Ben lost his prized spoon as he got it snagged and was unable to get it loose.

My brother, John, was also able to catch a large Northern in Marten’s Bay that day. His pike was slightly bigger than Ben’s at 17 pounds. John won the big fish contest for that day.

On Tuesday evening, Ben and his young son, Schuyler, went out on the big water, surrounding the seat-cushion, with my brother, Dick, to down-rig for Lake Trout. Previously, we had not had much luck. That all changed that evening, as Schuyler fought and landed an amazing five fish that weighed from 12.9 up to 19.8 pounds. Wow! I later told Schuyler that “it’s all downhill from here.”

Ben, manning the other rig, also landed three trout, weighing from 14 to 24 pounds 10 ounces. That largest fish surpassed Ben’s biggest fish ever, as he still

All eight trout were carefully released back into their environment to fight another day, as lake trout must be released in Red Lake per Ontario regulations. Tired from fighting the big fish and with such good luck, Ben, Schuyler and Dick returned to camp early that evening to rest after only two hours on the water.

In all of the 20 or so years that my brother, Dick, has down-rigged for lake trout in Red Lake, he said that was the best, by far, that he had ever done.

Later that week, Dick took A.J. and his wife out to down-rig for trout and Kaitlyn was able to land three large lake trout that ranged from 33 inches and 14 pounds to 37 inches and 21 pounds.

During another evening, Dick took Jake out and he fought and landed three more large lake trout that ranged from 13 to 15 pounds.

John and I used another method to fish for trout, as he and I view trolling with a down-rig as the same as “watching grass grow.” We “bottom-bounce” for trout in 20-30 feet of water using a lead-head jig baited with a full leech. Moving slowly around using the trolling motor, we slowly lift the jig off the bottom and then let it back down to the bottom. We did not have much luck using our method this year for some reason, but I was able to land one trout at 15 pounds.

We spent the majority of our time fishing for walleyes, as usual. Spires, Sadler, Martens and Grassy Bays were our favor-

ite locations for walleyes with Spires being the best this year. Overall, walleye fishing was average, in my opinion.

We were able to catch more than usual small fish in the 13-15 inch category. We found it hard to catch larger walleyes in order to fill our limits for shore lunches and to bring home. There was an unusual absence of walleyes that we were able to catch that were over 4 pounds and we caught none over 5 pounds. We look forward to future years when the large numbers of small fish grow up. No matter what, it is always a real treat to eat fresh-caught walleyes, right out of the lake.

We saw fewer large wildlife than usual with the highlight being a lynx that walked along the lakefront one evening while we were fishing in Young’s Bay. A small black bear was seen by some of our group as it was seen walking close to the outhouse, one morning. A cow moose was also observed laying in a waterhole alongside the Red Lake road on the route home. As usual, beavers, loons, ducks, pine squirrels and eagles were frequently observed during our two weeks.

Overall, this year’s trip was very good as all had a great time and we were able to return home safely. It was special to me as I was able to spend time in the great outdoors with several members of our family. I feel bad that Wally had to go home early after the first week and wasn’t able to enjoy the achievements of the second week. Hopefully, he will have two healthy knees to enjoy more trips in the future.

Happ From Page 11 been really good just from a perspective standpoint. Now I come home, no matter what happens on the field, I come home, I see my son and my wife. Definitely changed me a little bit in a real positive way.

BCR: How much do Morgan and J.J. travel with you?

Happ: Not really a lot. She picks about once a month a road trip to go on. They’re up in Toronto with me.

It can be challenging just logistically trying to meet up. We feel that’s a good amount.

BCR: How has Morgan adjusted to big-league life?

Happ: It’s got its pluses and minuses. Obviously the biggest minus is just being away from other family and then me being on the road. It certainly has its pluses. Toronto’s a really safe, nice area. We live close to the ballpark. Very walkable city, so we feel very comfortable with her safety and J.J.’s safety and all that.

She’s done very good. Sometimes she has to play secretary a little bit and handle some things, and obviously when I’m gone she’s got J.J. by her-

self. She’s done a great job.

BCR: A year ago coming up, you got traded to Pittsburgh from Seattle. That seemed to be kind of a career-changer for you. You really seemed like you found your game in Pittsburgh.

Happ: It was something, I feel like I started the first couple months last year really well. I got into a tough stretch there in the middle of the summer. When I went over to Pittsburgh, kind of readjusted some things, and I really gained a lot of confidence and kind of took off from that point. I was able to be very consistent and repeat my mechanics.

It (the trade) happened at a good time. I’m trying to take that into this season, too. I feel like from a mental standpoint, I’m in a good place.

BCR: Certainly it seems like you’ve been able to carry that over with you this year back with the Blue Jays.

You’ve had a great season.

Happ: Thank you. That’s what we’re trying to do. Keep it going. I’ve got little markers in my phone, if I get out of whack a little bit trying to remind myself — a few cues and stuff. Yeah, we’re just trying to keep this going.
