Workshop showcases Riverside roundabout plan BY ANN MARIE QUILL Safety and traffic flow concerns are the impetus for roundabouts that will replace intersection signals on Riverside Drive’s I-285 interchange, says a Georgia Department of Transportation official. While roundabouts are “very popular in other parts of the country,” they’re new to most commuters in the Atlanta area who “tend to be nervous” about the change, said David Spear, GDOT press secretary. He explained that roundabouts “improve safety and traffic flow” over signalized intersections where there is stopand-go traffic. “Once you get into the flow it’s much simpler,” he said. Spear was on hand at a workshop at Sandy Springs City Hall on March 25 that was held to educate residents on the project and proposed detours. The GDOT plans to accept bids for the design and build project this fall, with construction expected to begin next spring. Darcy White, a resident of the Riverside area, says she goes through the intersections to and from work every day. “I like the idea in general, but I worry it might bring additional traffic flow,” she said, adding that she hopes tutorials on how to use the roundabouts will be held for drivers new to the concept. “I lived in the Northeast where they are pretty prevalent. Let’s hope it works here.”

The project will involve replacing the ramps on both sides of I-285 with single-lane roundabouts. A sidewalk will be added to both sides of Riverside in the project’s limits, and decorative lighting will be installed on the roundabouts. As part of the project, the Riverside Drive bridge over I-285 will be improved and shut down for two weekends during the summer. Proposed detours would guide drivers to Heards Ferry Road and Mount Vernon Highway. The public is invited to make written comments about the project. Comments can be mailed to Hiral Patel, P.E., State Environmental Adminstrator, Georgia Department of Transportation, 600 West Peachtree St., NW, 16th Floor, Atlanta, Ga., 30308. A set of plans will be available for review at Sandy Springs City Hall, 7840 Roswell Road. “It’s a learning process,” said GDOT’s Spear. He added that the roundabout project is actually an interim improvement, and that long term, the department plans a major reconstruction of I-285’s top end. “But until we do that, we’ve got a fair amount of time to look at safety and traffic flow improvements,” he said.

City Council on April 1 approved a mutual aid agreement with Atlanta for supplemental fire and protection services. An “automatic” aid agreement already exists. In 2007 when the Sandy Springs Fire Department began operating, an agreement was reached between Sandy Springs Fire Station 4 on Wiecua Road and Atlanta Fire Station 27 on Northside Drive to have the closest station respond in each other’s jurisdiction. Automatic aid happens when units are initially dispatched. Mutual aid occurs when first responders determine they need more equipment or personnel.

City Council on April 1 took action to move several sidewalk projects forward. The city approved a contract to award a $899,995.71 bid to Georgia Development Partners for sidewalk building and improvements on Roswell Road from Northridge Road to Roberts Drive. Improvements will include landscaping, lights and erosion control, and funds are budgeted in the Community Development Block Grant Program. The council also voted to accept rightof-way donations for sidewalk work along Powers Ferry Road and Hammond Drive, and to purchase about 276

City Attorney Wendell Willard is recommending that City Council rework an ordinance that prohibits applicants with a single misdemeanor alcohol offense from obtaining alcohol licenses and pouring permits. In 2012, the eligibility requirements for obtaining the permits were amended so that individuals with one DUI could still apply. However, the Sandy Springs Police Department says other misdemeanor alcohol offenses still disqualify applicants. The department said a single misdemeanor controlled substance conviction would prevent an applicant from qualifying for a pouring permit, but not an alcohol license. Under the proposed changes, applicants with more than one misdemeanor alcohol or controlled substance offense would not be able to obtain licenses and pouring permits.

Gwen Chamberlain dropped by her local branch library one recent Friday and found to her surprise that the building was closed. “I thought, ‘That’s strange. Something’s happening,’” she said. Something had happened, but it wasn’t the renovation work she first thought. The Atlanta-Fulton County Library’s Buckhead Branch – just like 30 other branches in the system – now closes on Fridays, and limits its hours of operation on other days of the week in order to save money. The library system cut $5 million from its budget because of reductions in library funding in Fulton County’s 2014 budget, County Commission Chairman John Eaves told members of the North Buckhead Civic Association during their annual meeting March 25. The library system laid off part-time employees and reduced hours, Eaves said. The library system said it cut hours of library operation to 996 hours a week from 1,562. Only two of the system’s 33 libraries – the Central Library in downtown Atlanta and the Auburn Avenue Research Library – open on Fridays, the system said. Reaction from some library patrons has come swiftly. “We’re all very upset and disappointed, of course, because we know how important the library is,” said Naomi Harper, publicity chairwoman of the Friends of the Sandy Springs Library. The Sandy Springs’ library branch cut its hours of operation to 36 hours a week, from 56, Harper said. The cutbacks, she said, also have meant it has proved difficult to have maintenance work done on the buildings. The Buckhead library now is open 32 hours a week and its patrons also questioned the changes. “I think communities need their libraries, and the more hours they’re closed, the more people can’t use them,” Buckhead resident Sue Certain said. “It isn’t just my local library that I am

It’s the whole county’s libraries.” At the North Buckhead meeting, county officials and candidates for the District 3 seat on the Fulton County Commission, which now represents Buckhead and a portion of Sandy Springs, were asked about the changes at the library. District 2 County Commissioner Robb Pitts, who has announced plans to run for commission chairman in 2014, expressed support for the libraries. “I’m going to do everything I can to restore those hours before the end of the year,” Pitts said. Eaves also said he supported the libraries, which he called “one of the most popular things the country provides.” He said the county plans to build eight new libraries and to renovate library buildings. “We are in the process now where we are examining staffing problems so we can get library hours up,” Eaves said. But residents questioned opening new facilities when the system can’t pay to staff the buildings it now operates. Chamberlain called building the new libraries during a time of budget cuts “ridiculous.” The library system says it has money budgeted to operate three new libraries – East Roswell, Wolf Creek and Palmetto – scheduled to open in 2014 or early 2015.

Sandy Springs is among 34 cities in the country, including nine in metro Atlanta, trying to convince the Internet company Google to install high-speed Google Fiber for use by residents. “If Google doesn’t come, we’ll find somebody else to come in,” he said. Paul also said business owners and city officials must find ways to shorten commute times, he added. “We need more people who work here to live here,” he told about 150 people attending the gathering March 25 at the Church of the Atonement. “We’re not go-

ing to be able to build our way out of it.” He said housing incentives were one way to keep workers in the area. Paul specifically referred to hospital employees, police officers and firefighters. He said he is working with hospitals in the area to come up with housing incentives for employees to help shorten commutes. “We’ve got to rethink how we deal with problems,” he said. Besides housing incentives, he said he would like to see employers promote using MARTA, and to think about staggering commute times. “We’ve got to think in different terms than we ever thought of before, or else we’ll just be sitting in our cars,” Paul said. “I need your help in how we go

Mayor Rusty Paul recommends that the policy define and secure consensus among neighbors. Is that likely to happen? What about those folks driving on public streets that are not part of the neighborhood? Are they able to give consent? Why is government abdicating their authority to private interests for public safety purposes and giving public right of way to accomplish the task? The most alarming part of the discussion is Councilmen Gabe Sterling and Graham McDonald advocating the “fast tracking” of this policy by requesting the city manager respond with a policy at next month’s meeting. The city is plowing new legal ground. With our city attorney not being present, this discussion took place with our Assistant City Attorney Cecil McClendon stating he would review the issue. We need public input from the citizens and for other homeowners associations to weigh in on this proposal. Tochie Blad

It is interesting that the City Council goes from using eminent domain to acquire private property at one meeting to this policy of relinquishing public right of way for private purposes at its March 18 meeting. The council directed City Manager John McDonough to fast track a policy to allow private homeowners association groups to place cameras at neighborhood entrances in public right of way. To work around the public property issue, the city will donate to the homeowners association 2-foot-by-2foot squares of land from which the HOA will mount security cameras on poles. The city manager will write up a policy and procedures, similar to those for traffic calming requests, for the HOA to follow to receive their donated public right of way land for this private security surveillance. HOAs need to consider who will collect this information, how long will it be stored and for what purposes will they allow the use of the tape. Will the tape be examined for crime only, civil cases, street accidents? Is this a good idea for government to turn over right of way to a private entity for surveillance?

Where did all the color go in our lives? I think we can agree that in American society, our decades are defined by the color of their décor. In the 1970s, homes were decorated in burnt orange and avocado green. In the 1980s, it was taupe and mauve. In the 1990s, I wasn’t paying attention and I have no idea what was supposed to be the “in” thing. I did, however, notice “shabby chic” start creeping into the pages of ladies’ magazines and onto the shelves of Target, and I do think that this particular style sensibility has paved the way to our current color void. Because the defining colors of this decade, as far as I can determine, are gray and weathered…with white accents. Come on, people! Can’t we do better than that? Why are we coloring our hair and lubricating our skin if we are going to decorate our homes in “gray” and “weathered”? So that we can look good in comparison? Don’t believe me? Go ahead — check a bridal registry, any bridal registry. All the dishes on offer are white — and not just shades of white, mind you, but pure white. The variety comes in the shapes. You might have square white dishes, round white dishes, curvy white dishes; you will have nuances of shapes that will challenge your powers of discernment. But all the dishes will be white. I’m telling you, folks, plain is in. White is the new Wedgewood. At the same time, Riedel is the new Waterford. The blander, the better. Still not convinced? Walk into a Restoration Hardware (but don’t wear fuchsia — you’ll probably be kicked out). I’ve seen more color in a game of “Battleship.” The store’s color palate for upholstery ranges from light neutral to dark neutral. You can choose between “sand” and “fog” for your wingbacks… and you can stray as far as “mocha.” There might be an item — a pil-

low, perhaps ROBIN’S — that once NEST contained color, but it has been ROBIN JEAN MARIE CONTE stripped of it so as to look stylishly dull. Thus, the pillows in the store that I used to covet due to their singular ability to lend festive splashes of color to my solid leather sofa have all been covered in burlap sacks. (But they have French words on them! And, yes, that costs extra.) Flowers are dried, furniture is distressed, linens are faded, and they all come that way when you buy them. The more worn-out it looks, the more in it is. But I happen to like a bit of fresh color. Am I the only one left who does? Unpretentiously bold orange pumpkins, festive red ribbons tied onto evergreen garland, cheery yellow sunflowers — I think that they all serve to brighten our lives. So how is it, that color has become unfashionable? Why do we only go for the vivid blues and reds when they’re enameled onto a $350 cast iron pot? I’m a bit unconventional, and I’ve always been about two steps behind the current fashion trends, anyway. Come over to my house for lunch, and you will be served on rebelliously multicolored dishes. Because I do think that if we’re honest with ourselves, we know that we can manage to use color and be tasteful at the same time. So be daring, be flamboyant, be intense…pull out that old, violently patterned throw you’ve been hiding in the basement and slap it right down onto your beige sofa. I won’t judge you. Farmers markets spring to life BY ELIZABETH WILKES Farmers markets are gearing up for spring, with new locations, vendors and events in the upcoming season. Below is a roundup of what you need to know about markets in Buckhead, Brookhaven, Dunwoody and Sandy Springs.

Brookhaven Farmer’s Market

With 34 vendors lined up, this year’s market returns to the parking lot of Brookhaven Baptist Church, 1294 North Druid Hills Road. “This year, we’re going for a family-friendly feel. We’ll have kid’s activities and music every week, and we’ve invested in tables, chairs and tents to bring back that community feel,” board member Corey Self said. The market will be open from 9 a.m. to noon on Saturdays until December.

Dunwoody Green Market

Celebrating its 10th anniversary on April 16, the Dunwoody Green Market will open at its new home in the parking lot of Dunwoody Baptist Church, 1445 Mount Vernon Road. Easter eats mean more than just jelly beans BY JOE EARLE AND MELISSA WEINMAN Eleni and Tasos Letsos’ annual Easter feast started with family. Then, about 10 years ago, their children started bringing along families of their own. Friends joined in. Soon, every Easter Sunday, the Letsos were feeding multitudes. “Slowly, the party gets bigger and bigger,” Tasos Letsos said. Each Easter, diners by the dozen crowd into their Dunwoody home, fill tables placed

on the back deck and, on sunny days, set up in the yard. Last year, Tasos said, about 85 guest showed up. They’re treated to a Greek holiday dinner: grilled lamb, moussaka, pastitsio, Greek potatoes, stuffed grape leaves. Eleni serves special Easter breads and a kind of cookie or pastry called a koulourakia that she says she only makes for the holiday. “People have no time to cook like this ev-

ery day,” Tasos Letsos said. “It’s for special days. One of those is Easter.” Holidays connect with special foods. They often are dishes handed down within families that come to embody the spirit of the holiday and can make Easter dinner mean more than a slice of ham – that special kind of cookie or cake or deviled egg platter that helps bind a family generation after generation. Soften butter in blender. Mix in egg yolks and sugar, blend for 10 minutes. Mix baking powder and baking soda with milk and add to mixture. Add vanilla. Add flour and mix. Whip three egg whites and add to mixture. Twist or pat dought intro desired shape and place onto a cookie sheet. Brush with egg white. Decorate with sesame seeds, if desired. Bake at 350 degrees for about 10 minutes or until light brown.

2 cups sifted flour and a little extra for pans, 2 cups sugar, 1 teaspoon baking soda, 1 teaspoon baking powder, 1/4 teaspoon salt, 1 teaspoon cinnamon, 4 eggs, 1 1/2 cups vegetable oil* (not butter or margarine), 2 cups grated carrots and 1/4 cup extra for garnish at end Preheat oven to 375 degrees. Easter means hunting for Easter eggs. When Julie Herron Carson was growing up in Buckhead, there were plenty to find, which meant plenty of hard-boiled eggs to deal with, starting with Easter dinner. “The Easter Bunny always brought us a lot of eggs,” she remembers. “There were so many hard-boiled eggs, my mom would make egg salad, deviled eggs, anything to use them up.” The secret to her mother’s egg salad and deviled eggs, Carson said, was her home-made mayonnaise. It was based on a recipe handed down from her great-grandmother. “That was all we ate growing up,” Carson said. “I never bought a jar of store-bought mayonnaise until I was a college graduate.”

Mayonnaise: In a mixer, beat the egg. Add the oil to the beaten egg slowly with the mixer set to high speed. After all of the oil has been added, reduce the speed and add the sugar, salt, mustard and lemon juice. Add a few dashes of cayenne pepper at the very end to taste. Deviled eggs: Boil and peel the eggs. Cut them in half lengthwise and scoop out the yolks. Mash the yolks with a fork and add mayonnaise until the consistency is soft. Add mustard, salt and pepper to taste. Fill the egg whites with the yolk mixture and top with whatever you like: chopped chives, green or black olives, chopped pimentos, etc. Sprinkle a little paprika on top for color. The recipe came down from her husband’s grandmother. “As the wife of a gentleman farmer on a tobacco farm in Elm City, N.C., she prepared this recipe during my moth-

er-in-law’s childhood, and beyond,” Perry said. “My mother-in-law prepared the dish for her four boys during their growing-up years. When I married her son, she gave me this recipe and wrote on the recipe card ‘one of his favorites.’ I have been preparing it for my family ever since.”

For Gwynnie LaMastra, “going for a swim” means more than just hopping in the water for a few quick laps. Since she was 13, Gwynnie has dedicated countless hours in the pool to enhancing her swimming skills. Her hard work has paid off. She’s a USA Swimming and Scholastic All-American and a GHSA AllState swimmer. She holds six Pace Academy records, including the record in her signature event, the 100-breaststroke, which she has broken four years in a row, according to the school. Gwynnie qualified for the state championship in the event for four years, and finished fourth in the state in 2013 and 2014, Pace said. In her four years at Pace, she qualified for 30 state championship events, Pace said, and this year swam four events, broke four Pace records and had four top-10 state finishes, Pace said. As a junior, she won the Jim and Lesley Wheeler Scholar Athlete Award, which is presented to a girl and a boy from each class below senior level to recognize academic excellence, sportsmanship, good citizenship, high moral and ethical standards, and athletic achievement. She says her love for the sport originates not only from “the feeling of being in the water,” but also from “all the places you get to go to, and all the people you get to meet” through competitions. John Ague, Gwynnie’s coach of four years, says he has enjoyed watching her work hard to get better at a sport that she loves. Ague is confident that she will “continue to get stronger and develop

as a swimmer.” Outside school, Gwynnie swims for Dynamo swim team. She has had the opportunity to travel and compete all over Georgia, as well as in Florida and Texas. Last summer, she reaped the rewards of her hard work as she qualified for the Junior Nationals in Orlando, Fla. Gwynnie said that making it to the Junior Nationals as one of her greatest swimming accomplishments because it helped her see her potential. “After qualifying for [Junior Nationals] I knew I could do so much more with swimming,” she said.

BY ART HUCKABEE Does your house have a basement? If it’s like mine, it’s filled with all those “keepsakes” that would be better off at Goodwill. How would you like to have a brewpub in your basement, replete with valet parking and a side entrance where visitors could come and go at will? The Wrecking Bar is that kind of basement. Located in an historic home between Little Five Points and Inman Park, the house has been everything from a private home to a church to a dance studio to an antiques store. The current owners have re-purposed the main floors into a special events space while turning that dank and musty space known as a basement into a charming and welcoming pub. At first, the columns, plumbing pipes overhead and exposed brick walls remind you of a subterranean, grotto-like location. Yet the bar and various dining rooms are well lit and filled with all sorts of seating options. There is a very inviting and welcoming feel to this place. The wait staff rivals some of the higher end restaurants in the area, bringing unsolicited refills of house-bottled water, extra plates and even re-folding your cloth nap-

kin when one leaves his or her seat. As the term brewpub indicates, they not only serve beer here, but also brew it on premise. The varied selections include Pale Ale, an IPA, several Stouts, and others, including a German Rauchbier that has a smoky aroma; you would swear it’s brewed with bacon. The beers are very good and change often. In addition to the beers, there’s a large selection of whiskeys and bourbons.There is a small wine list as well. Now to the food… This place is every bit a gastropub. I’m not dissing the beer here, but the food shares the spotlight. Executive Chef Terry Koval, formerly of Canoe, Room at TWELVE and Farm Burger, along with a team of chefs, is creating interesting starters, salads, sandwiches and entrees, many using locally provisioned products. Many dishes also incorporate the excellent house-brewed beers. The Kale Ale Cheese Fondue contains aged Gouda and sharp cheddar. It definitely tastes and smells of ale. It’s served with a pretzel and local fruit and veggies. This stuff would be good on a shoe. Order an additional pretzel, as you’ll want to get

 Cedar Run 30350 – On March 17, someone made an anonymous call to the leasing ofﬁce of Azalea Park Apartments that a burglary was in progress in one of the apartments. The ofﬁce called the police who responded, and found forced entry to the apartment. It is not known if there is anything missing.

March 16, a man reported someone stole a dishwasher, still in the box, from his carport. A large dolly was also taken.  8600 block of Roswell Road 30350 – On March 17, an employee at a sports bar said a man left without paying an $11 tab.

 5600 block of Roswell Road 30342 – On March 19, a 36-year-old man reported someone entered his apartment between 5 a.m. and 3 p.m. and took several items including a PS3, jewelry and a laptop. The burglar came in through an unsecured sliding glass door.

 6000 block of Roswell Road 30328 – On March 17, around 1 a.m., a woman reported that she was at s nightclub and placed her purse on the bar for only a few seconds, but during that time, someone took it. The purse, cash and other contents, including an iPhone, was not found and presumed stolen.

A $40 bottle of lotion was missing from a box.  500 block of Northridge Road 30350 – On March 19, a 28-year-old woman said a Nikon digital camera was stolen following delivery by UPS. They tracked it to her home on Feb. 26 but it was apparently taken before she arrived home.  1000 block of Harbor Pointe Parkway 30350 – On March 19, a man reported that around 3 p.m. he was in the ﬁtness area of the apartments. He accidentally left his wallet and cellphone there. When he returned 45 minutes later, the items were gone.

AS S AULT  7200 block of Roswell Road 30328 – On March 15, cops received a call to an auto company and met with a man, his grandmother, and the manager of the store. The man said he had been working at the shop for a week and he was trying to collect his paycheck. The manager said he wanted to prosecute the man for hitting an employee, damaging a car, and stealing money. The man said he got into a ﬁght with his father, who also an is employee, while sitting inside a 2000 Lexus RX300, which the man was interested in buying. The ﬁght started when the man told his father that the odometer did not match the CarFax report. Punches were thrown back and forth resulting in a broken rear-view mirror and cracked windshield. The manager said the man had agreed to buy the car and had taken it off the lot. The manager tracked the car via GPS, and drove over to Cobb County to retrieve it, which resulted in an incident where Cobb County PD was called. This group of people didn’t want charges pressed, and the man was told to stay away from the shop. The car’s engine was running. A man and woman were in the car, reclined in the seats. The officer smelled marijuana coming from the car and so he questioned the pair. They said they had smoked all that they had on them, although some was left visible in the ashtray. While the officer was looking in the car, he found, in the woman’s purse, containers filled with urine. She said she was providing urine for her friend who was on probation. Brookhaven City Council will join the private 911 authority known as ChatComm later this year. City Council voted to approve an agreement with the Chattahoochee River 911 Authority at a March 25 meeting following the encouragement of the city manager and police chief, who said the move would improve police response times and improve safety for police officers. When asked what he would recommend, Police Chief Gary Yandura said, “unequivocally, move over to ChatComm.” Yandura said he has not been satisfied with DeKalb’s 911 service. He said there have been complaints of delays on emergency calls, and he’s heard officers complain that they aren’t able to communicate with dispatchers once they are on a call.

Currently, DeKalb County dispatches Brookhaven’s emergency calls. Brookhaven will become the fourth city to join the Chattahoochee River 911 Authority, or ChatComm, which is owned by Sandy Springs and Johns Creek, and operated by iXP Corporation. The city of Dunwoody uses the 911 authority as well. The council voted 3-1 to approve an agreement with ChatComm. Councilman Jim Eyre voted against it because he felt potential delays in transferring fire and emergency calls needed more consideration. “I don’t know that we have fully vetted the issues,” Eyre said. “While they are the minority of calls, they are the most life threatening.” Because Brookhaven is still served by DeKalb County Fire and Rescue, fire

and emergency medical calls will be answered by ChatComm, and then transferred to DeKalb County for dispatch. Police calls, the majority of 911 calls, will be dispatched directly through ChatComm. Capt. Tom Burrell, of DeKalb County Fire Station 2 on Dresden Drive, told the council that transferring a call from ChatComm to DeKalb County could create a

delay lasting 90 seconds to 2 minutes, moments that could be critical in an emergency. Mayor J. Max Davis said he is aware of the possible delay, but feels it’s better to improve response times on a majority of 911 calls. “I understand the ratios. But I don’t think a person calling because their loved one’s having an emergency cares about the ratios,” Burrell said. Dunwoody, which also transfers fire and emergency calls to DeKalb County, has unsuccessfully tried to develop a system known as “CAD-to-CAD” that would automatically send information between the DeKalb and ChatComm computers, eliminating the need for a manual transfer. “The CAD-to-CAD system, while simple in description, has taken more than two years and it’s still not ready to go,” said Joe Estey of iXP Corporation. “I can’t tell you where it stands.”

that in Brooklyn, when you want to know something, you go to the barber shop—so he did. He went to a shop and spoke to one of the barbers, asking asked for any referrals he could give. The barber told the man his brother could help. Later, the complainant met someone at the entrance to the apartments and went to the barber’s apartment. Inside, the complainant thanked the men for helping and asked if he could look around. He did so, and when he came back into the room, the barber was angry and produced a gun which surprised the complainant and the two other men in the room. He was told “Get the f--- out!” He did. He went to the barber shop shortly after and again was told by the man to get out. He doesn’t know why the man turned on him, but he will not be returning to the shop.
