India and Mauritius: FRIENDS FOREVER

A

lthough Mauritius is thousands of miles away from India, there is tremendous sense of closeness between these two nations due to their historical links and strong cultural commonalities. This land overwhelms Indians with its beauty; its people embrace people of India with affection born of deep kinship and cultural affinities over many centuries. People from several states of India migrated to Mauritius a few generations ago and have preserved the traditions and cultural practices alive in authentic conduct than the practices in India. The beauty is that this inheritance from India is not only regarded with delight and pride in Mauritius; but constant efforts have been made, over the centuries, to conserve the rich cultural and valued tradition brought from different parts of India, often at the price of great sacrifice. The love and respect can still be seen and admired in so many households of Indian origin of Mauritius in the form of pictures of Gandhi-ji, Jawaharlal Nehru to Amitabh Bachchan, Dilip Kumar, Raj Kapoor and Shahrukh Khan. Both being pluralistic societies and having democratic values, give great importance to the innovative skills and entrepreneurial knowledge of their respective populace. Unity in diversity is the main feature of both the societies. On one hand, India has been playing an important role in the economic development of Mauritius through agreements such as the landmark Double Taxation Avoidance Treaty or project financing through grants, soft loans and lines of credit; on the other hand, Mauritius has been supporting India in its fight against terrorism, helping India tap into African markets through FTAs and also supports India’s quest for a permanent seat in an expanded Security Council of United Nations. India has also increased the number of scholarships and seats in various universities and institutions annually for Mauritian students; thus becoming one of the prime destinations for students of that country. The connection between Mauritius and India is foremost the connection of heart and blood; it is the affinity of shared heritage and culture. The common culture, familiar customs, similar festivals and same beliefs make a very special bonding between them even after so many generations. The economic and political relationship is secondary, but social and hearty relationship comes first between these two great countries which make India and Mauritius true friends forever. No wonder Mauritius is fondly called and known as a mini-India.

A Perspective for Future Dear Readers, I would like to thank Pravasi Today for giving me the opportunity to share my views with you on Mauritius-India friendship and how we move forward our relations. The relationship between Mauritius and India, as you know, go back as early as 1730, when artisans were brought from Pondicherry and Tamil Nadu. Later in 1834, substantive settlement began with the arrival of Indian immigrants from the States of Bihar, Uttar Pradesh, Gujarat, Andhra Pradesh and Maharashtra. Over the centuries, these relations have evolved into a meaningful economic partnership through constant nurturing of political relations, business-to-business ties, educational and cultural diplomacy. When I became High Commissioner to India, I immediately saw that the relationship between Mauritius and India had become too comfortable. I knew that if we were to form a strong future partnership it should not be on the basis of old sentiments but upon a shared vision of partners who recognised each other's strategic role. After spending almost four years as High Commissioner of Mauritius to New Delhi, I can proudly say that our bilateral relations have grown very much over these past few years, and I want them to strengthen still further. My term of office, so far, has been very satisfying and immensely memorable. My visits to the various cities of India have provided me with the opportunity to interact with Indians from all walks of life and allowed me to speak about Mauritius and India friendship. It was through my encouragement that over the last few years more than thirty Mauritian Members of Parliament and Ministers have taken the trouble to visit India for themselves, to meet with their counterparts and to gain a first hand understanding of Incredible India. It was also at my initiative that for the first time in Bihar's history, its Chief Minister travelled to Mauritius in 2007. In February this year, the Chief Minister of Uttrakhand also visited Mauritius during the Mahashivratri Festival. I am happy to say that these visits have generated considerable interest in the Indian community for Mauritius. In turn, the leaders and PIO's of Mauritius have conveyed to the people of India that there is a strong commitment from Mauritius towards India and a desire to contribute to its development and growth. During the meetings I had with Indian leaders, the strategic nature of Indo-Mauritian relationship and the strengthening of the strategic partnership of Mauritius with India are invariably discussed. We agree that new confidence is visible among India's business and is very much palpable. There is in India and in its people a tremendous spirit of enterprise, willingness and desire to achieve something despite the problems of poverty and underdevelopment. Our bilateral relationships are excellent and have huge potential for the future. Infrastructure development, tourism, the knowledge hub, the IT sector and the creative industries are the future areas of cooperation. I will not go into too much detail into what constitutes the thin hair on the soup in our relations. Suffice to say that that there is a strong will from Mauritius to build upon a relationship not shaped by sentiment or a shared past but also forged in the realities of the modern world. This way, I believe, we will be able to address whatever challenges the future brings.

First of all I congratulate the Pravasi Today Group for successfully organising the first ever Pravasi Film Festival. I was lucky enough to witness the event myself. The movies featured were exemplary and panel discussions were both educating and entertaining. I am eagerly looking forward for the second edition of the film festival. AJAY, Canada

I second with the brilliant write-up written in February 2010 about the uncanny situation of test cricket in the world (Test Cricket Not Only Lives, But Thrives). One of the reasons could be the arrival of more fascinating and glamorous one day cricket or 20-20. The shorter version called IPL has pushed it back a bit. But still it is cricket, in any form the world won’t forget it. MELBOURNE NOT SAFE, says Australian Opposition Leader NOBEL WINNER VENKATRAMAN not Suitable for Iphone Nobel laureate Venkatraman Ramakrishnan could smell the rat of 'racism' when he was asked by a O2 store manager to pay a deposit if he wanted the iphone 3GS black, 32 Mb. The British telecom tycoon did not find him 'credit-worthy' enough to sell him the phone. Speaking about the incident, Venkatraman said: "I am actually slightly suspicious that there is an element of racism at play here as well, since I can't think of a logical reason why I should be denied credit." But on the other hand, Sarah Taylor, spokeswoman for O2, while clearing the air said that they were "dismayed to hear that Prof Ramakrishnan would suggest that this decision was in any way related to race." She further added that "there was a discrepancy in the spelling or shortening of the customer's name."

Speaking in the wake of the Australian government's initiative of inviting a team of 25 Indian journalists to know the ground realities and conditions of the Indian students residing there, Australia's Opposition Leader Tony Abbott lashed out by saying that "our streets aren't safe, particularly the streets of Melbourne, which appear to have been pretty seriously under-policed." He said that without beating around the bush, "it would be much better spending the money on better policing of our streets because that's the basic problem." According to the Department of Foreign Affairs and Trade, about $10,000 would be spent on each of the visiting reporters; the itinerary of which will include a tour to the Melbourne Cricket Ground and a concerts of music composer A R Rahman.

200,000 Indians stay Illegally in US: REPORT According to "Estimates of the Unauthorised Immigrants Population Residing in the United States: January 2009", released by the Department of Homeland Security, around 200,000 Indians are living illegally in the country. This is despite the fact that the number of illegal immigrants in the US fell by seven per cent to 10.8 million last year. According to the statistics, Indians reported for only two percent of illegal immigrants. Mexico is at the top of the list (42 percent), followed by El Salvador, Guatemala and Honduras.

INDIAN PROFESSOR KILLED in US Varsity Shoot Out Gopi Podila, an Indian American faculty member and chairman of the biological sciences department of the University of Alabama in Huntsville was among the three people killed when a women lecturer, Dr. Amy Bishop, opened fire during a faculty meeting. Besides Podilla, Maria Ragland Davis and Adriel Johnson were killed during the shoot out. Dr. Bishop has been charged with a single count of capital murder. Hailing from Andhra Pradesh, Podilla is an alumni of the Acharya Nagarjuna University near Guntur. Scores of women from Punjab BEFOOLED BY NRI GROOMS US Sikhs ask for Obama’s INTERVENTION ON BEHEADING Washington-based Sikh Council on Religion and Education has written a letter to President Barack Obama to look into the matter of the beheading of a Sikh by the Pakistan Taliban in the past and talk with Islamabad for the same. According to the letter: "The US government must press upon the Pakistan government to take stern action against the perpetrators of these horrendous acts. It is the primary duty of the Pakistan government to intervene on behalf of the Sikhs and other minorities and protect them from any atrocities committed by Tehreek-e-Taliban."

"I have come across more than 12,000 such women (duped by their husbands) now and of late, this problem has taken of epidemic proportions in Punjab," said Lok Bhalai Party chief Balwant Singh Ramoowalia, who has been fighting for the cause of such women for the past twelve years. While advocating for cause and averring that the problem has crossed its pinnacle, he said that the state government should expedite the process of assuaging the cause by passing "a law to check NRI grooms who fraudulently marry Punjabi girls and leave them high and dry." Stating that the women cells too are not active towards the cause, he said that most of the times they act " as a mute spectator".

Canadian-Indian Scientist PRAISES RAMESH ON BT BRINJAL Extolling the moratorium put by Union Environment Minister Jairam Ramesh on Bt Brinjal, prominent Canadian-Indian scientist Shiv Chopra said: "Bt food is an issue of people who eat the food. Fortunately, our Environment Minister, Jairam Ramesh, has done a wonderful job to save India from Bt." Addressing the attendees at the Deccan Development Society's XI mobile Biodiversity Festival in Medak district of Andhra Pradesh, Chopra cautioned them about the modus operandi of the promoters while stating that "Bt gene is capable of being blown in the wind and spreading to other crops from the same family." He said that once a green signal is given to the Bt species, the promoters will try to expand its domain by coming up with more genetically modified crops.

Indians in Haiti ASKING FOR MONETARY HELP With the tremors of January 12 earthquake shaking the lives of the Haitians, the small Indian community living in the country has sought monetary help from the government back home, which can help them reshape their lives. The inhabitants of the Indian community had made Shashi Tharoor, Minister of State for Foreign Affairs, aware of their ordeal by giving him a written demand for compensation. Tharoor visited the quakeaffected place two weeks after the tragedy. Quoting about the decision of the Indian government, Handal, a Haitian businessman said that while the Indian government had provided $ 5 million for relief efforts, but it had not supported any specific monetary help to its own citizens.

During the second one day international against the visiting South Africa, Sachin Tendulkar became the first batsman in the 39-year history of the 50-overs game to reach the pinnacle of the runs made by a batsman in an innings, when he scored 200 runs not out. Terror sneaked towards Pune on February 13 when a powerful bomb blast occurred in the German Bakery, near Koregaon Park, killing 16 people, when the report was going to press. The attacks have claimed the lives of four foreigners. According to the city Police Commissioner Satyapal Singh, it has been established that RDX and ammonium nitrate, hidden in an unattended bag were used in the attack. In another development, a still unknown group, Lashkar-e-Taiba Al Alami, has claimed that they have carried out the attacks in the city.

M F HUSSAIN given Qatar nationality Noted Indian painter Maqbool Fida Hussain has been bestowed with the nationality of Qatar. It was due to the hate-mongering campaigns taken to the streets by the right wing groups due to his controversial paintings on Hindu Goddesses which led him to trot through some parts of the world and spending his last four years in exile in Dubai. Announcing this through his signature painting, he said: "I, the Indian Origin painter M F Hussain at 95, have been honoured by Qatar nationality." Responding to the development, the Congress spokesperson Manish Tewari said that "if he wants to come back, it is our responsibility as a government to provide him full security." But on the other hand, RSS chief Mohan Bhagwat said that the painter should apologize to the people "whose feelings he has hurt with his paintings."

According to The Red Cross, around three million people have been affected by the catastrophe. The fund collected through unique initiative will be deposited to the Disaster Emergency Committee. 73-year-old Indian origin businessman Vim Kochhar has been nominated to the Canadian Senate by Prime Minister Stephen Harper. He is the President and founder of the Vimal Group of Companies in Toronto. Apart from it, he is also serving the Canadian Museum for Human Rights as a Board Member, and the Chair of the Canadian Paralympic Foundation. Kochhar is among five notable Canadians who have been nominated to the Senate by PM Harper. He is also actively involved with the Canadian Foundation for Physically Disabled Persons.

SONIA DARA on Sports Illustrated Sonia Dara became the first Indian-American as well as South Asian model to be featured in Sports Illustrated's swimsuit issue. "Sports Illustrated is definitely one of those eyeopeners where people then know who you are‌the girls that have graced the covers; people recognize them, people know them and it has allowed them to pursue what they want to do," said an elated Dara on a video of the magazine's website. A student of economics at the Harvard University, Dara was chanced upon at the Actors, Models and Talent Competition (AMTC) when she was sixteen years old. She has earlier worked with Cosmo Girl, Seventeen, Neiman Marcu and Vogue India.

GST not to be Implemented FROM APRIL 1

Former Chairman of state-owned Oil and Natural Gas Corporation, Subir Raha, passed away. The 62-year-old workaholic Raha died of cancer at a private hospital in New Delhi. It was during his tenure at the helm of ONGC that the entity’s market

The much anticipated Goods and Services Tax’s (GST) implementation process has been hanged for the time being. In a written reply in the Rajya Sabha, Finance Minister Pranab Mukherjee said that the Chairman of the empowered committee of state finance ministers, headed by West Bengal Finance Minister Asim Sengupta, have said that it is not feasible to implement GST from the due date. “It was decided that discussions on GST will be continued in another meeting in early April,” Mukherjee said while clearing the air over the implementation process. One of the roadblocks in initiating the tax is the non-willingness of the states to give up their powers which could let them levy taxes unilaterally.

Steps to be taken to Unearth ILLEGAL MONEY: PRESIDENT No stones will be left unturned to reveal the sources of black money stashed abroad. The message was quite clear when President Pratibha Patil said that, “my government has undertaken a number of steps to unearth unaccounted for money parked outside India. These include amendment of the Income Tax Act, 1961, to enable the central government to enter into tax-agreements with non-sovereign jurisdictions.” If some sources are to be banked upon, then it is to be known that the kitty of illegal money harboured by Indian nationals abroad is worth around $140 billion.

Stimulus package led to JOB GENERATION: ASSOCHAM capitalization increased to Rs. 200,000 crore. He moulded ONGC in such a manner which is spoken of boastfully in different economic arenas till now. According to a study conducted by Associated Chambers of Commerce and Industry of India (ASSOCHAM), the muchneeded stimulus package provided by the government during the time of economic recession led to the generation of additional employment with 19 percent growth during the period of October-January in the current fiscal. According to “Impact of fiscal stimulus in job creation”, the package led to the creation of 60% jobs in manufacturing, 38% growth in merchandising, and 24% rise in the automobile sector during October-January fiscal compared to the same period last year. The three-phased stimulus also led to growth in hospitality, aviation, insurance, gems and jewellery, and media and entertainment among others.

Being an important cog of Mumbai’s life, these dabbawallas will now be an integral part of the course of study in the Harvard Business School. Speaking on behalf of the dabbawallas, Manish Tripathi said: “The school had prepared a comprehensive report and submitted it to us for review… Unlike many other B schools which studied us, Harvard’s study was in-depth. It got the gist of how two lakh dabbas are delivered every single day by 5,000 dabbawallas without any mix-up.”

According to some figures, around 15,000 NRI resumes are under the pipeline of consideration; with more to come in the near future. While inaugurating state’s biggest senior citizens home built on a land by NRI Anil Monga, Punjab Chief Minister urged the overseas Punjabi community to take interest in the development of the villages and cities of the state. He also advocated that “NRIs should also focus on opening skilled centers in various parts of the state to address the problem of unemployment.” Rep-carpeting these initiatives, he offered the interested entities or individuals “land free of cost” which can eventually “help Punjab industry to address the problem of labour shortage.”

EAST INDIA COMPANY is Back with More Flavours Indian-origin businessman Sanjiv Mehta’s East India Company is soon going to launch its outlets in London to sell tea, coffee, spices and fabrics. The 400-year-old trading company is also planning to have furniture, chocolates, pickles and leather goods amongst others in its outlets in Mayfair at central London. The 400-year-old company was established by Elizabeth I, which after transferring its power to the Crown, was bought by Mehta in 2004. He further invested 20 million pounds along with other investors to strengthen the company. He is also planning to come up with more outlets in India, the Middle East, and later on in Japan, US and Russia.

Students acknowledge problem in policing, Australia revises migration policy

hile four more Indians have been attacked in Australia, Indian High Commissioner to Australia Sujata Singh met Australian Governor General and warned of long-term consequences over attacks. A group of Indian students studying in Australia, visiting India, acknowledged the problem of policing in Australia. However, Australian Premier Kevin Rudd expressed determination to enforce migration rules harshly. In January 2010, four more attacks on Indians (three directed at cab drivers) in Brisbane, Queensland took place. Indian cabbies are believed to be accounting for over 70 per cent of the cab driving jobs. In a separate incident, a 23-year-old pizza delivery youth was bashed up with a cricket bat and robbed while making a delivery. It is worth mentioning that over 100 incidents of attacks on Indians, particularly students, were reported in 2009 and the attacks have continued this year unabated. In the context of continued attacks, Indian High Commissioner to Australia Sujata Singh met Australian Governor-General Quentin Bryce warning of long-term consequences unless more action was taken to prevent attacks against the Indians, though she admitted that Australia is not a racist country.

It is said that the new development came after Victorian premier John Brumby on February 3, 2010 lashed out at the Indian media and some government officials for unbalanced views on the ongoing attacks. Recently on February 4, 2010, David Barrow, an Australian student of media and President of National Union of Students said: “International students get good education in Australia. Their numbers have expanded so quickly that there were some problems. There are infrastructure problems. There are some problems of policing, especially in Victoria. Students from India land into dangerous situations when they work late nights and use public transport at odd hours.” The Australian government has realized that it needs to fill up the loopholes that exist in the system, said Barrow. He met a 10-member delegation comprising of six students of Indian origin on a visit to India to attend a Confederation of Indian Industry (CII) event under the auspices of the Australia - India Business Council (AIBC). However, Australian Premier had expressed regret on January 21, 2010 over attacks on Indians in his country but instead of being concerned to make improvements in policing, he stressed on the need to enforce migration rules hardly. In a recent development, the newly announced migration policy is going to affect some overseas students who were willing to apply for permanent residence in the country. At the same time, Immigration and Citizenship Minister Chris Evans announced that 20,000 would-be migrants could face change in the system with “their applications cancelled and receive a refund” of their visa application charges. they had developed a three year developmental programme at Staatsolie. “We have a programme to take us from 2010 to 2012. We have details of every year and we try not to plan too far ahead,” he said. He added that their offshore exploration plans include the completion of a 3D seismic well. “We plan to drill two wells late in 2010 and early 2011,” he said. According to Sairras, Suriname is looking to tap into Trinidad and Tobago’s human resource capability for onshore explorations and downstream processing to help develop their own local energy industry. “We are going to have extensive explorations in several plots onshore. This is going to be at least one rig owned and operated by Staatsolie and two rigs operated by contractors-both are from T&T,” he said. Apart from this, the country is developing an alternative energy industry.

Exactly Al Gore and Pachauri considered deviations from average temperature, took into account the local anti-environment factors like deforestation, excessive human activities, mining, tourism etc. and then predicted Himalayan glaciers' meltdown by 2035. Recently Lord Monckton, an environmentalist, challenged these numbers. Monckton's interpretations are based on average temperature only and assure us that in case Himalayan glaciers retreat at the current rate, they will take 700 years to go. Of course '2035' might be a false number and '2700' a right one. But this kind of falsity is of great use while the so called right information may be harmful. What we see is that the Indian politicians are criticizing Pachauri and backing Monckton so that they may take a 700year sleep and deforestation go on. The nation is at risk of the waiting game they are playing before giving their consent for dense afforestation. No matter how wrong be the Pachauri's numbers, they're still more useful than the so called right numbers. In fact Al Gore and Pachauri kept watch on environment and gave 'early numbers' and expected people to be quick off the mark. Addressing a function organized by The Energy and Resources Institute (TERI) on January 21, 2010, Pachauri said, "A rapid action on fundamental level is required otherwise next generation will have to suffer due to our inertness."

Not only Al Gore and Pachauri, but wakeful people, particularly farmers, noticed this phenomenon and suggested their respective government to take an early action on the matter. USA, Europe and Japan worked out the possibility of maximum vertical expansion of housing and industrial tracts to save forests and pasturages. irst women speaker of Lok Sabha, Meira Kumar led a parliamentary delegation on a trip to Mauritius to hold wide ranging discussions on various bilateral and international issues. She met President Anerood Jugnauth, Prime Minister Navinchandra Ramgoolam, among other leaders. She also met her Mauritius National Assembly counterpart Rajkeswur Purryag, whereby they called for the formation of a friendship group between the two countries. According to a statement released by the Lok Sabha Secretariat, "Meira Kumar agreed that people in both countries were committed to pluralism and democracy and unhesitatingly welcomed the suggestion that an India-Mauritius friendship group be constituted

as early as possible." The delegation also visited the Coolie Ghat, which is a memorial to indentured labours that were transported to Mauritius from India from the 1830s to the 1920s. "Common human values, he (Purryag) said, governed the political destinies of the two countries from different continents," said the Secretariat statement.

t is no big news if Indian corporates venture into other countries. After all, in these times of globalisation, the success of businesses ventures, to a great extent depends on their willingness to venture into other countries that have growing economies and promising markets. By that yardstick alone, most leading corporate houses and financial institutions are of the view that Indian businesses, including SMEs, can look at Mauritius as an investment destination as well as a gateway to other African nations. It might come as a surprise to many that Mauritius ranks among the top three countries that are a source of FDI inflows into India (in 2007-08, Mauritius accounted for 44% of the total inflows into India, a figure that hasn't undergone any significant change). As far as bilateral merchant trade go, India holds the spot of being the largest exporter to Mauritius. two countries, corporates as well as consumers. India is currently one of the largest trade partners for Mauritius. Of the total imports, agriculture and manufacturing sector account for 50-60% of imports into Mauritius. Another oftrepeated fact is that Mauritius is considered a tax haven for Global Inc., often becoming an issue of hot debate. India has a Double Taxation Avoidance Agreement with about 65 countries like the US, UK, Japan, France, and Germany, but it is Mauritius which is the most preferred route for FDI inflows. On the domestic economic front, Mauritius has grown on an average of 5 to 6 per cent over the last decade, quite a robust economic performance for a small island country, helped in no small measure by its remarkable sugar and textile industries and of course, its enviable tourism sector, of which paeans can be penned. But it is not mere economics and trade that define ties between India and Mauritius. Nurtured over a few centuries by migration and truly eclectic cultural cross-assimilation, it would be no exaggeration if one were to state that it is mutual ties between countries like India and Mauritius that have the real wherewithal to lead the way in showing history and humankind that pluralism is a workable proposition and a surer benchmark of global security. It needs no repetition that the much-touted pluralism is under threat from forces hostile to peaceful coexistence and harmonious relationships within societies. During his last visit to Mauritius, Indian Prime Minister Manmohan Singh aptly paid tributes to the memory of Sir Seewosagur Ramgoolam, calling him a visionary statesman, who embodied the best values of a global citizen. Incidentally, Sir Ramgoolam is also known as the Father of the Mauritian nation and a cherished friend of India and his legacy is still clearly discernible in the bonds that unite the peoples of both countries. The political legacy of Sir Seewosagur Ramgoolam lies in his role as the founder of a unique experiment in democratic governance and institution building in a society marked by exceptional diversity, overween-

ing barriers to trade with the outside world in terms of sheer distances and constraints imposed by limited natural resources. It is to Mauritius' credit that in spite of considerable odds, this small island nation has demonstrated to the world that through hard work and enterprise, it is possible to build a rainbow nation based on a robust democratic record, social harmony and provide respectable standards of living for its people. In this respect, Mauritius can also be said to be a beacon for the rest of the African continent, a region known more for its despotic binges than adherence to democracy. It needs little reiteration that India and Mauritius are inextricably knit together by abiding bonds of friendship, cultural, religious and shared historical experience. India's bilateral relations with Mauritius too, find multifaceted manifestation, in sustained bilateral cooperation, in the common positions that both countries adopted with regard to most pressing global issues, but above all, in a rich tapestry of shred ancestry, culture and heritage. The story of the evolution of Indian Diaspora, which begins way back in the nineteenth century, can be divided into three categories. First were those whose journey began during the colonial period; mostly the economically beleaguered labour force seeking their livelihood in distant lands. This was mainly in response to the enormous demand for cheap labour that arose immediately after the British

abolished slavery in 1833-34. Indentured system was largely a by-product of colonialism and the abolition of slavery. Indentured labour was sent to Mauritius, Caribbean (Trinidad, Tobago and Guyana), Fiji and South Africa by British. French and Dutch had also to follow suit in abolishing slavery, resulting in migration of Indian plantation labour to their territories - Reunion Island, Guadeloupe, Martinique and Suriname. The second wave of migrants reached neighbouring countries in more recent times as professionals, artisans, traders and factory workers, in search of opportunities and commerce. There was a steady outflow of India's semi-skilled and skilled labour in the wake of the oil boom in West Asia and Gulf in the 1970s. and the UK. Organized commerce was introduced in Africa by Indian emigrants as traders and shop owners. These traders and businessmen, by their dint of hard work and business acumen, have turned adversity into opportunity. It has been both a poignant and an inspiring tale, spanning generations. The current third wave consists of professionals and the educated elite of India, who seek economic betterment in the more advanced countries of the world. Substantive Indian migration to Mauritius and Reunion also began after the abolition of slavery. While People of Indian Origin (PIOs), at over 220,000, constitute around 30% of Reunion's population, Mauritius is the only country where PIOs form a majority with 70% of the population at over 700,000 in numbers. The Indian community in both the islands maintains its cultural ethnicity and at the same time, enjoys good relations with the local community groups. In recent years, Mauritius has embarked on a mission to reinvent itself in the face of a fast changing international environment - nurturing new skills, diversifying into high value added products and services and by anchoring itself into the wider

regional markets. The existing framework of cooperation between India and Mauritius look set to be widened, especially with agreements in various fields. The Comprehensive Economic Cooperation and Partnership Agreement between India and Mauritius will is just one example of a new chapter in the bilateral relationship, promising to be a harbinger of a deeper economic relationship between our countries. Mauritius ambitious venture into the field of Information Technology is best exemplified by the Cyber Tower, inaugurated by India's Prime Minister Dr Manmohan Singh. Human Resource Development, health, pharmaceuticals, education, professional training, finance and management and small and medium enterprises are other areas where the two countries are mutual partners. Added to this is the fact that the vast Mauritian Exclusive Economic Zone is largely an unexplored asset. India extends support Mauritius in ensuring the security and sovereignty of its land and maritime territory. The annual Pravasi Bharatiya Diwas, where India felicitates its Diaspora across the globe is almost a coevent with Mauritius, which has always provided full support to the PBD events with high level presence. In fact, Sir Aneeroodh Jugnauth, President of the Republic of Mauritius, was the first recipient of Pravasi Bharatiya Samman, and also unveiled the awards at the opening ceremony of the first-ever Pravasi Film Festival 2010, Paravsi Today's unique cinematic initiative to promote Diaspora cinema. Indeed, it is near-impossible to imagine a Pravasi Bharateeya Diwas event without Mauritian presence. It would be no exaggeration to state that the relationship between India and Mauritius transcend mundane words. These are the ties of heart and blood - of kinship born of shared heritage and culture. Any visiting Indian would be struck to witness many Indian customs, festivals and beliefs, indeed, a common culture, finding the fullest expression in Mauritius even after the passage of so many generations. What better example can one quote other than the Ramayana, the epic narrative of Bhagwan Shri Ram's life and ideals and India's timeless history. wage, which ranged from about 8 to 24 cents. At the end of the indenture, return passages would be guaranteed and a small lump-sum of money would be given. Later, those who opted to remain in the new land were each given small plots of land instead of the lump-sum of cash.

Bihar's legacy of indentured labours nce slavery officially ended within the British Empire in mid 1830s, a new system of coercing people to work on its plantations was required. Britain was forced to look elsewhere for cheap labour and turned its attention for a brief period to China, and then to India. The solution came in the form of a new system of forced labour, which in many ways resembled enslavement. Indians, under an 'indentured' or contract labour scheme, began to replace enslaved Africans on plantations across the British Empire - in Fiji, Natal, Burma, Ceylon, Malaya, British Guiana, Jamaica and Trinidad. The economic situation in some Indian states at that time was very depressed. This was particularly so in Bihar, near to Calcutta, which continued to be ravaged by flooding, cyclones and the occasional famine. It was therefore easy to recruit indentured migrants from this state especially when lucrative promises of easy working conditions and good wages were made to them. There is no doubt that most of the recruits were fooled by the recruiting officers, many of whom were Indians themselves. Since most of the migrants were illiterate and had probably never ever travelled more than a few miles from their own home villages, they were also misled to believe that the new place where they were being taken to was not very far away. They did not have the concept of distance, and maybe they felt that they would have the opportunity to see their relatives and their friends and their home villages on a fairly regular basis. They marked their indenture contracts -most could not sign their names - and these were duly witnessed by the Indian recruiters. In most cases, the indentured Indian was bonded for five years during which he or she would be housed and given a daily

Biharis in Mauritius and the story of the Aapravasi Ghat Immigrants arrived in Mauritius from India after a journey that generally took eight to ten weeks. At the Aapravasi Ghat, they were fed and housed while being processed and received medical care if necessary. In all between 1834 and 1924, around 450,000 Indians were brought over to Mauritius with around 290,000 remaining and 160,000 returning mostly between 1839 and 1880. Most of the Indian labourers remained after 1880. During this period, Mauritius was not only going through a prolonged sugar revolution but also a demographic revolution or explosion. In 1835, the Indians made up less than 4 % of the colony's total population and by 1860, they constituted more than 66% of the total population. By 1880, Indians made up even as much as 80% of the colony's total population. Thus, Mauritius was unique among the British colonies and any other European colony because none of them received so many Indian immigrants and their composition of their local population changed so dramatically. Biharis in Mauritius today Among all the emigrant labourers from Bihar, the population that settled in Mauritius has been able to maintain both the culture of their ancestors and the connections to the land of their origins. Bihar is gearing up to connect you to the land of your ancestors

been the majority ethnic group on the island since long before independence, this group itself consists of multiple and complex subgroups, adding to the diversity of the nation. Indo-Mauritians are those Mauritians whose ancestors came to the island from India, mostly in the early to mid-19th century as indentured labourers for the sugar estates of Mauritius. These labourers left the Indian subcontinent from a variety of ports, and so reflected the diversity of India itself. A significant number of these early immigrants were Muslim, and their descendents, the Muslim Indo-Mauritians, make up around 20% of the country's current population. The Indo-Mauritians that are not Muslim are considered to be Hindu, although the variety of ethnic, linguistic, and cultural backgrounds offers little to suggest any cohesion within this large group. The majority of Indian immigrants came from the state of Bihar, or the surrounding area of Northern India, where Bhojpuri, a regional dialect of Hindi, is spoken. The descendents of the Hindus from this area are the largest in Mauritius today. The early Hindu immigrants that came from Bihar often traveled in groups from the same village or region. Therefore, they were more easily able to set up the social structures and religious practices familiar to them at home. Since most of the labourers intended only to serve out their contracts and then return home, they adapted their lives to their new environment by re-creating only their basic cultural and religious frameworks in their new context. The diversity of Hindus in Mauritius reflects the diversity of India's great traditions. However, in the Mauritian context, the proximity of each group to the other, entwined in the same neighborhoods, workplaces, and schools, creates a unique situation. Nowhere else in the world outside India is the Hindu religion the majority: religion of the country and yet so sub-divided and complex. With the introduction of cheaper travel and the internet, all Hindu groups are finding it easier to make connections with fellow Hindus outside of the island.

Connecting to your Culture The Bihar government has launched an initiative called "Trace your roots" to help the Bihari Diaspora in tracing their cultural roots and ancestral homes. A special cell has been formed to strengthen the ties between Bihar and the people of its origin. As a part of this initiative, exclusive centers will be set up in various countries to help connect the people to the land of their ancestors. The Bihar Foundation and its objectives One of the focus areas is the promotion of investment by overseas Indians. In order to provide a host of advisory services efficiently, the government formed the Bihar Foundation and have decided to entrust these responsibilities to the Foundation as a facilitation body for the Diaspora. • To provide a forum for and facilitate communication and interaction between Non Resident Biharis and the state of Bihar • To facilitate the participation of Bihari Diaspora in the development of state • To act as Self-Help Groups in other Metros and Provinces in India which have a large Bihari migrant population • To take steps for improving vocational training and skill inculcation of migrants Bihari labour to improve their wages and conditions of work • To establish, develop and support Centers for documentation, set up Reference and Information Centers and Systems and Administration and Common Service Centers relevant to the welfare of Non-Resident Biharis • Establishing local chapters in other countries and within India wherever there are Non Resident Biharis • To undertake activities for assisting the State Government and for achieving the objectives of the Foundation Q

Every year GOPIO leads a delegation comprising GOPIO members from Mauritius, Reunion, South Africa, Sri Lanka, Singapore, Malaysia, and other African countries to the Pravasi Bharatiya Divas. Ministers, Members of the Mauritian National Assembly do also regularly join hands with the GOPIO delegation and all participate fully its Dialogue with India, organised by GOPIO immediately

after the PBD. The Indian Government’s decision to hold the PBD, introduce the PIO Card, set up a PIO University are largely due to the efforts and lobby of GOPIO. GOPIO has embarked upon a scheme for the organisation on a recurrent basis, of The Indian Diaspora Festival, the objective being to focus on one of the Indian States which has close links with Mauritians of Indian Origin. Thus, the first edition of that Festival was held in 2007, with focus on Bihar and the Bhojpuri Culture. The Government of Mauritius gave its full support and hosted officially invited the Chief Minister of Bihar, Shri Nitish Kumar to be the Chief Guest at the Festival. A few days ago we had the visit of the Chief Minister of Uttarakhand, in the course of which GOPIO organized with the support of the Government a number of events. The third will focus on the state of Tamil Nadu and the Tamil Culture. During the visit of the CM of Uttarakhand, GOPIO organised a number of events for the delegations led by him, including a working session with Mauritian and Indian businessmen operating in Mauritius.

Explain the indelible relationship between India and Mauritius. Mauritius has been described as “Chotta Bharat” by late Shrimati Indira Gandhi. Every Prime Minister of Mother India coming to Mauritius shares the same feeling. Mauritians of Indian Origin, who constitute around 70% of the population, look to India as their original motherland. The rites and rituals of their everyday life find their source in India. Indians are pleasantly surprised that Mauritians of Indian origin has still preserved their ancestral culture. Not only they have preserved their religious and cultural heritage but also they are fervent practitioners. After the Independence of Mauritius India opened its Universities wide for Mauritians and thousands have studied and are still studying in India. At present Mauritius is the only country where a person of Indian origin is President; so is the Prime Minister, who is head of the executive. It’s a matter of pride that the Prime Minister, Dr Navinchandra Ramgoolam is also the Patron of GOPIO, and whose support we value very much.

What further steps are being conceived by GOPIO to beef up the relationship? GOPIO will continue to provide its full support towards the PBD; organise GOPIO’s Dialogue with India; go ahead with the organisation of the Indian Diaspora Festival; work on its project for the adoption of villages in selected states of India; organise visits by Mauritians willing to explore possibilities of investment in India and also organise visits by Indian businessmen to Mauritius to explore business possibilities. Kistoe, avant-gardist progressive leader and the first PIO endogenous national leader; GMD Atchia, fighter for national development and the first nonChristian mayor; Ramkhelawon Boodhun, the first Indo-Mauritian barrister who was also the first Hindu legislator; and Beekrumsing Ramlallah, a self-taught journalist with ancestral tie in Ballia, considered as the Father of the Aapravasi Ghat. Basdeo Bissoondoyal contributed considerably through his sermons across the country and his writings published regularly in Mauritius and outside since the early 1940s, in awakening the people about their civic and religious rights.

You have written a score of books on the history of Mauritius as well as about democracy and local governance system prevailing there. Can you come up with the role played by the Indian community in sustaining it? No doubt, a few Indians and IndoMauritians have conspicuously contributed to the enlargement of democracy in Mauritius. Mahatma Gandhi, on his unexpected brief stay in the country in 1901, advised Indo-Mauritians to care for education and active politics, besides living harmoniously within the plural society. As delegated by him, the lawyer-journalist and member of the India Servants Society, Manilal Doctor, living in Mauritius from 1907 to 1911, performed highly commendable work for the emancipation of IndoMauritians. Later, his own delegates, Dr Chiranjiv Bhardwaj and Pandit Atmram Vishwanath continued his work for uplifting the community. A few personalities, born in India or Mauritius, most of them being descendants of indentured workers, contributed to the country’s overall development. Sir Seewoosagur Ramgoolam (SSR) tops the list, his name being synonymous with the sociopolitical evolution of Mauritius from 1935 to 1982. SSR became the world’s first PIO Prime Minister. Having rubbed shoulders with Indians (students and others) during his continuous 14-year stay in London, he chose 12 March 1968 as Independence Day in remembrance of Gandhi’s Salt March. The other outstanding PIOs, who also contributed to the emancipation of the society are: the Gujadhurs, with Rajcoomar doing emancipatory work, since the 1920s, famous for long public life; Goolam Mohamed Issac, pioneer in local and national politics; Cashinath

Can you tell us about the Bihari Diasporic community staying in Mauritius? It is believed that the majority of the Indian Diaspora across the world is made up of the descendents of those hailing from the huge Bhojpuri belt of North India. Their ancestors came from such districts of undivided Bihar and UP as those of Arrah, Bhojpur, Buxar, Champaran, Muzaffarpur, Shahadabad and Sharan, Ajamgarh, Ballia, Deoria, Faizabad, as well as Varanasi and its neighbourhood besides the villages in or around Patna. With possibilities now available of mutual exchanges, a good number of them, including the youth have now an inclination towards the Bhojpuri culture. Many of them have climbed the social ladder, inspired by such leaders as, among others, the now dead SSR, Boodhun, the Bissoondoyal brothers, Roy, Hazareesingh and Ramlallah, and at least by the three under- mentioned Bhojpuris who have occupied the country’s topmost situations. Dr. Pokhriyal accepted the invitation and came for a three-day visit at the head of an official delegation which included, inter alia Mrs R Pokhriyal and his daughters. CM and his delegation arrived in Mauritius on 8th February and were received by the Hon Rajesh Jeetah, Minister of Health and Quality of Life, H.E Madhusudhan Ganpathi, High Commissioner of India in Mauritius, Mr M Utchanah and Mr R Nunkoo, President and Executive Member of GOPIO International respectively, and the Chief of Protocol. On the first day of his visit, the CM paid a courtesy call on Dr the Hon Navinchandra Ramgoolam, Prime Minister and subsequently on the President of the Republic the Rt Hon Sir Anerood Jugnauth. The President hosted the CM and his delegation for lunch which was also attended by the PM, the Dy PM, Dr R Beebeejaun, the Vice PM Xavier-Luc Duval, Dr the Hon Vasant Kumar Bunwaree, Minister of Education, Culture and Human Resources and Mr M Utchanah. At 1530 hrs a civic reception was held in honour of the CM at the Mahatma Gandhi Institute in Moka. Representative of some 40 socio-cultural organisations were present. r. Ramesh Pokhriyal 'Nishank', Chief Minister of Uttarakhand is basically a poet-writer-turned-politician. His literary creations published so far, have established his reputation as a distinguished poet-writer in the world of Hindi literature. The literary creation by Dr. 'Nishank' in Hindi has been translated into various languages, namely, Tamil, Telugu, Marathi, and some other Indian languages in addition to the foreign languages like German, English and French. Some of his works are being included for study in the syllabi of many Universities and institutions of higher learning including Hamburg University in Germany. Mauritius has also decided to include the works of Dr Pokhriyal in the curriculum of studies at the secondary level. Dr Pokhriyal's works have been the subject of many research works and PhD thesis by many prominent educationists and scholars. In the wake of the Pravasi Bharatiya Divas 2010 and the 8th GOPIO's Dialogue with India, held in Delhi in January, 2010, Mr Mahen Utchanah, President of GOPIO International and of GOPIO Mauritius, and former Minister of Energy in the Mauritian Government, and H.E Mookhesswuur Choonee, High Commissioner of Mauritius in India, took the initiative to suggest to Dr. Pokhriyal, that he should visit Mauritius in the context of the National celebrations of the Mahashivaratree Festival in February 2010. At the SSR Botanical Garden, he was received by Hon S Faugoo, Minister of Agro Industry, Hon M Gowressoo, Minister of Business, Enterprises etc., Hon D Rittoo, Minister of Youth and Sports and the Chairman of GOPIO International. The CM and his delegation participated in a Business Session organised by GOPIO International, at Four Points, Sheraton in Ebène. GOPIO Mauritius, for a dinner at Ganga Talao. On the last day of his visit, 10th February, he visited the Le Morne World Heritage for a wreath laying ceremony. The site is in memory of the slaves who escaped to that place to avoid the atrocities they were subjected to by their masters. He was received by the Minister of Education, Culture and Human Resources, Hon V.Bunwaree. He was so impressed by the site that he announced that he was going to write a book on it. Following his visit to Le Morne, he visited the Aapravasi Ghat World Heritage Site. The Ghat is the place adjoining the Port-Louis harbour, where the Indian Immigrants, on their arrival in Mauritius, were kept before being sent to sugar estates. Later on, he attended a meeting with Mauritian poets and writers, organised by the MGI in Moka. Here, the PM Dr Ramgoolam proceeded with the launching of the French version of a book written by Hon Pohkriyal, "Esperences et verities". The former praised the qualities of the latter, who despite his heavy political responsibilities found time to write books and poetry. Hon PM also handed over GOPIO International's Highest Award of Distinction to Hon Pokhriyal for his remarkable achievements in the fields of culture, literature and politics. In the evening the HC of India, HE Madhusudan Ganapathi hosted a dinner in honour of the CM. He left Mauritius for Mumbai on 10 February. Q

Based on the deepening European debt crisis and technical support for domestic market at lower level, we recommend investors to invest very cautiously in the domestic market. We recommend investors to spread investments over the next six to nine months in installments. Investment plans should be done in a phased manner, in periodic monthly installments. Technical analysts predict a bull phase for Indian markets after 2010, which is clearly visible through the third impulsive wave on the weekly chart.

European Debt Crisis Fears of another crisis spiraling for the world economy deepened after the Portuguese Parliament defeated a government austerity plan, triggering renewed concern that the financial crisis in that country and in Greece could spread through the Euro zone and spill across its borders. Many of these ads are nothing more than fishing for NRIs living overseas. As you can see for yourself, the primary qualities for match-making are often overlooked. What happened to the need for decent human qualities; maybe a search for compatibility, honesty or other values? These advertisements don’t seem like invitations for an alliance, but more like a business proposition: would you take our pretty/handsome daughter/son for a green card? settled NRI overseas…..” or something like that. Being an “NRI abroad” is the main quality being touted again and again. I guess, as long as people are willing to be exploited, there will be exploiters. More and more problems are emerging with these NRI marriages. The problem is not just opportunistic NRIs, but also those who put their trust in someone whom they have barely met. The personal gains take priority over any consideration for the long term wellbeing of the bride/groom. We can blame the NRIs for failed wedding, but the fault lies with both sides. Actually, the blame lies more on those who get married to someone just because he/she is an NRI. If you are lucky, you may find a decent match; yes, there are lots of success stories. However, it is too much to be left to luck alone; wagering everything on blind trust and chances alone is no wisdom. No wonder NRI weddings are getting increasingly negative press. Everywhere in the news and media, there are too many sad stories of NRI marriages gone bad everyday: • A bride is being shunned soon after her arrival overseas • A groom is taking a beating for one reason or another, • A couple is looking for ways to separate or divorce as both sides are unhappy due to failed expectations. • The bride/groom families are blaming the other side…. These are just a few typical examples. The proof of deteriorating NRI relations is right in front of us. The stories of this nature are everywhere - the newspapers, the social gatherings, the Internet. If you Google search for ‘NRI issues’, the sites related to NRI divorce are popping up on the front pages of search results. I personally tested and verified this from the local public libraries at different locations (USA), and also using Bing.com. Even the search engines seem to know what type of issues NRIs are searching for. It is indeed sad. Let us hope and wish that the Indian community wakes up and pays attention to this issue of increasingly failing NRI marriages. It is very important that every future NRI bride/ groom and their families do the due diligence before committing to NRI weddings. Even if we are not involved directly, we can still make a difference by exposing the issue. Someone else will benefit from it. he openness of the West and a seemingly perpetual clash with traditional Indian values would provide ample grist for many a filmmaker's dream machine. This cinematic expression had a historical template too, as the earliest Indians arriving on foreign shores had to literally fight for everything, including their place under the sun in alien shores. Little wonder that those powerful and more often than not, emotional narratives found expression in NRI cinema. But NRI cinema now has to transcend the ABCD (American Born Confused Desi) formula and progress on to the next level, though the recent Pravasi Film Festival does offer ample hope that we indeed, do have the crop of directors ready who are ready to explore themes and stories beyond Diaspora angst. Films like Green Card Fever and Cosmopolitan, for instance, make a conscious effort to play down the NRI self-identity in a different country. Akhil Sharma's Cosmopolitan, for instance, is about a man who falls in love with his neighbour after being deserted by his wife and daughter. For the NRI cinematic experiment, this surely must qualify as an

Films like these do underscore a less-reported fact that non-resident Indians are becoming part of the mainstream in western society and its cultural milieu, though one would be mistaken to presume that this is a seamless or irreversible integration. It is a long journey ahead, full of fascinating and forbidding propensities, something that future NRI filmmakers would do well to be involved with. At the Pravasi Film Festival itself, renowned NRI filmmaker Mira Nair was fairly vocal that Pravasi movies should carry a local feel. In her words, "I used to be pretty sensitive about being called an NRI for a long time. But I think the feel of the movie should have the feel of the journey to the destination

and there should be some kind of definition to clarify ideas vis-a-vis movies made by people living abroad." Washington-based contributing editor to Pravasi Today, Dhananjoy opines that Pravasi (non-resident Indian) films should have some homeland routes, "but the definition of what constitutes an NRI movie is still very fuzzy." The box office returns on overseas Indian movies, too, is among the concerns of NRI filmmakers, though not an overriding one at the moment. Dhananjoy says, "Not many Pravasi movies are made in India but for many overseas Indians, films are a passion and they make more crossover movies. In the area around Washington where I stay, nearly 100 movies are made every year of which 10-12 make it to the local television." What about the rest? "They can look forward to be screened in India and gross revenues if the organisers of the festival and the Indian government lay down some points on NRI movies and provide a support system." Over the past three decades, Indian films have created a special niche overseas enabling NRI filmmakers to strengthen their relationship with their motherland. A moot point that merits discussion is whether future - and futuristic - NRI films should confine themselves to the bilingual genre of Hindi-English alone (with Hinglish being thrown in for good measure). For most, Indian cinema is 'Bollywood'. But not many remember, or even know that the popular Hindi-language movie industry and its various cousins across the country might have been different without a man called Dhundiraj Govind Phalke, popularly known as Dadasaheb Phalke, who made India's first feature film in 1913, giving birth to an industry that is now worth 109 billion rupees (2.3 billion dollars), makes more than 1,000 films and attracts over three billion people to theatres every

Last year, it had to be moved to South Africa to save it from clashing with our elections. Why it wasn’t renamed the South African Premier League is beyond understanding!!! This year, it is already getting embroiled in various problems, which apparently have no obvious connection with the game of cricket as such and seemingly abused by the crooked politicians of various parties who are kicking it around as a football to gain mileage for themselves. When this idea was stolen by Lalit Modi of the BCCI from Kapil Dev - one of the finest cricketers India has ever produced and a genuine well wisher of the game - he unwittingly created a monster which is now ready to devour him. In the mad rush to lure the best cricketing talent in the world, Modi forgot to fix a limit on the vulgar amount of money on offer to the players who were willing to join him. The involvement of Bollywood celebrities made it easier for him to raise the financial stakes by creating an unholy alliance between the worlds of cricket and showbiz and also showed up those international cricketers for whom PRAVASI TODAY | MARCH 2010

The latest furore created by Shah Rukh Khan’s statement regarding the exclusion of the Pakistani players from IPL has been understandably pounced upon and being used for their own publicity by various unscrupulous political parties like the Shiv Sena and the Bajrang Dal. It should be noted that such groups or parties thrive on situations like this and have nothing constructive to offer to people of our country as such. The Shiv Sena targeted Sachin Tendulkar but soon realised that by doing so it was making more enemies than friends and were canny enough to realise the blunder it committed and kept from further badmouthing the Indian icon. Shah Rukh Khan’s interest in Pakistani players would only be financial and not a political or religious one. I do not believe that his involvement in the IPL is due to his overpowering passion for the game. His only mistake in making that statement, in my opinion, was the timing of it. The Pakistan team is being discredited by Shahid Afridi’s antics of balltampering, blatantly in front of the camera and later admitting to his mischief as well as Pakistan’s audacious behaviour in denying any involvement with terrorist attacks on Indian soil meant that anyone making a statement favourable to Pakistan was anyway going to face public wrath in some form or the other, whether Amitabh Bachchan or Shah Rukh Khan. It also coincided with the release of his new film My Name Is Khan, which gave the more rabid elements the ammunition they needed to attack him. However, this has only ended up giving him more publicity for his film than he would possibly have

historians have charted 1920 as its probable year of inception. The Kundri mela of Chatra which is held on Kartik Purnima, the two-centuries-old Lawalong mela, the Tutilawa mela of Simaria held on falgun purnima are some of the other prominent cattle fairs held in the state. The Badli mela in Itkhori witnesses a congregation of devotees to a 400-year old Bhadrakali Temple of Lord Shiva and Goddess Kali during Makar Sankranti. The religious gathering during the holy day is enjoyed and cherished by one and all. Located fourteen kilometers from south of Chauparan, the place is the religious host to Jains, Shaivites, Buddhists and Vaishnavites. An ancient fair, held twice in a year during Chait Ramnavami and Magh Basant Panchami, the enthralling Kolhua mela is held in Hunterganj. The fair is held in the vicinity of an ancient Goddess Kali temple located at the top of the Kolhua Hills, which lies at a distance of six miles to the south-east of Hunterganj. These fairs have become a landmark identity in the tourism domain of Jharkhand. It is hard to erase the memories of such invigorating and engaging fairs. These thumping fairs are worth sojourning.

he cultural and traditional fabric of Jharkhand is imbued with a number of colourful fairs and festivals. Spanning throughout the year, these fairs and festivals have been celebrated religiously and in a consecrated manner by the natives and the tourists. While strolling through these fairs, a thought which crosses one’s mind is the captivating nature of these fairs - the vibrant colours, delectable cuisines, the ever-busy conventional hang-outs, and the mutterings of the stall-owners splattered here and there. The seductive charm of the cacophony and the din created by the surroundings lets the visitors get soaked in these charming and fun-filled affairs. The Kunda mela in Pratappur is undeniably one of the largest and remarkable fairs in Jharkhand. The mela is held during the time of falgun (February) Shivratri. The fair is marked by the large scale buying and selling of cattle. People throng from far away places - sometimes from West Bengal - to participate in this fair. One of the most noticeable aspects of the fair is the presence of a large number of colourfully dressed and ornamented cattle. Apart from it, Chatra mela is also counted as one of the most popular cattle fairs organized in the state. According to some records, the fair is said to have started from 1882. The Chatra fair is mostly held during the Durga Puja. During this festive season, the cattle fair is accompanied with holy rituals to appease Goddess Durga. The Belgada mela held in Simaria takes place on the auspicious day of Baisakh Purnima. Some

RAM - the Master of Emotional Management

Shri Ram, the legendary divine figure of yore, is also superhuman as well in his qualities. After the Lord's Parshuram avatar, which radiated overwhelming strength and aggressive valour against evildoers - but generated much trepidation too - the necessity for a manifestation of the divine that would balance out human emotions and resuscitate the wisdom of both a mellowed and mature intellect was keenly felt. There can be no denying that emotional quotient too, is an integral part of the sojourn our development. The incident where Lakshman has a heated argument with Lord Parshuram after Ram has sundered the mighty bow to win Sita's hand is one of intrepid interplay of two forcible emotions. Ram's pacifying intervention amidst the heat and thunder kicked up is the intervention of one who is calm and composed, has his senses firmly under control and can be perturbed easily. Interestingly, Ram is also

the first avatar who in his lifetime encounters an earlier avatar. It had become necessary by then to counter and pacify the domain of intrepidness with calm and reason. Ram's role in this incident is the perfect role model of the paradigm of interpersonal and intra-personal intelligence, for which Howard Gardner had laid out the framework ages later, in 1983. Ram exemplifies this concept in his personal and familial relations many times. Ram is also an individual who cannot be 'neurologically hijacked', so to say. No wonder Tulsidas uses the word 'shant' (peaceful) for Him early on in the Sundar Kand, which denotes his emotional wisdom. There can be absolutely no doubt that Ram has complete mastery in self-management, which arises from his emotional wisdom. His expertise in stress management emanates from his actual mental performance. Lord Vishnu's next avatar, i.e., Krishna, not only quells trepidation but transforms it into a pleasurable experience; such is His power, so aptly personified in dancing on the raised hood of a powerful serpent. Ram, though, displays emotional maturity throughout, with the possible exception of the episode of Sita's kidnapping by Ravan, which appears to shake his poise, albeit only briefly. This is, of course, is an entirely understandable outcome as Ram has deep and abiding love and emotional attachment for Sita. Even here, Ram gradually realizes the public contours of his personal pining. He then transforms the consequences of his personal grief into a cause for the greater good of the world. Ram set out to do exactly that - he created adequate boundaries to channel the onrush of his release of energy for a greater purpose, a quest that saw him and his companions construct a bridge across the seemingly unbridgeable an impassable ocean. A unique bridge of stones sculpted into shape after grappling with their extremely potent untrammeled energy, indeed made history of the kind humankind has not seen till date - huge rock traversing on the mighty waters of the unfathomable ocean. Rocks, which otherwise would have sunk to the bottom of the sea, began floating on them when the name 'Ram' was inscribed on them, forgetting their inherent nature. Such then, is the sheer propensity Q of Ram.

Karan Johar, opening up in an interview said that it was the toughest movie he has ever made. We can now see why his cinema got more real this time. In the movie he tries to make a statement and he succeeds with thumbs up. When tragedy strikes, Mandira is devastated and they split. Rizvan is confused and upset that the love of his life has left him. To win her back, he embarks on an emotive and inspiring journey across America. Yes, the movie turns melodramatic and chances are if you missed one or two vital links in the story you have missed it all. The fact is there is too much happening in the first half. The leading lady has a solid screen presence but the much-hyped jodi of Shahrukh and Kajol disappoints though a number of sequences are appealing. Don’t compare the movie to the wonderful Dustin Hoffman’s movie Rainman where the world was first time introduced to Asperger’s Syndrome. Brownie points for the man of the moment, Karan Johar for moving his style of cinema while attempting something good and important. Karan’s direction is commendable. With MNIK, Karan takes rapid strides as a storyteller. Shibani Bathija’s screenplay is truly fascinating. Shibani and Niranjan Iyengar’s dialogues are applaud-worthy. Ravi K. Chandran’s eye popping cinematography is inspiring. Shankar-Ehsaan-Loy’s music gels well with the film. This movie has to be the best of Shah Rukh Khan till date and no praise is to high for the dynamite performance of one of the most talented actress of all times - Kajol - who was by the way wonderful. The film boasts of a number of capable actors like Zarina Wahab, Sonya Jehan, Jimmy Shergill, Arjun Mathur, Parvin Dabas and Arif Zakaria. Vinay Pathak leaves a mark in a brief role. At that time some 25 years back, long before advent of internet boom, India was considered exotic, a country of palaces, temples, snake charmers and other quaint but remarkably well educated characters. Love at First sight A foreigner gets amused by the way cars and four wheelers drove on the road overtaking each other. Out of curiosity he asked his local guide, who said that in some countries they drive left hand side and in some they have norm of right hand drive, but in India they drive under shades. “The most peculiar thing to fall in love with is definitely driving and the roads. It is an organized chaos. The thing I loved most was understanding prevailing among drivers” says Armin Errbsland from USA. “Everyone I encountered here was so friendly, kind and willing to help or assist, very unlike in US”, explains Armin. “India is Indian, uncompromisingly so. It does not try to copy the West. Indians adopt from other cultures, but their own culture is so deep that it can easily absorb these foreign influences. Discovering this culture, a different way of living, is a very exciting experience - it makes you more a complete human” elaborates Rutten. “The Hurt Locker” swept the 82nd Annual Academy Awards ceremony winning six out of nine trophies, becoming the lowest grossing movie ever to win the ultimate Hollywood award. Its maker Kathryn Bigelow is the first female director to win the Oscar. Apart from best picture and direction, it won four more golden statuettes for sound editing, sound mixing, original screenplay as well as editing. It won an equal number of awards at the 2010 BAFTA (British Academy of Film and Television Arts) Awards earlier this year. “Avatar”, the most successful film in history with more than $2 billion in ticket sales, won just three awards for visual effects, art direction and cinematography. Another winner was the inspirational “Precious”, which racked up three wins, including a supporting actress award for Mo’Nique. Jeff Bridges won the best actor prize for his role as a washed up country singer in the film “Crazy Heart”. Sandra Bullock was named the best actress for “The Blind Side”, in which she plays a high society woman who takes in an impoverished black kid and turns him into a football star. American director Gregg Helvey’s India-themed 19minute film “Kavi”, about a young Indian boy forced to work in a brick kiln, lost out the best short film award to “The New Tenants” by Joachim Back and Tivi Magnusson. Pete Docter’s “Up” was adjudged the best animated feature film and “Crazy Heart” won the Oscar for best original song. Christopher Waltz won the best actor in a supporting role award for playing the scheming Col. Hans Landa in Quentin Tarantino’s “Inglourious Basterds”. The award for the best animated short film went to “Logorama” and “The Cove” by Louie Psihoyos and Fisher Stevens was judged the best documentary feature film. “Music by Prudence” by Roger Ross Williams and Elinor Burkett took away the Oscar for best documentary on a short subject.
