ith sunshine, sunflowers and 76 Trombones, the dark of the new moon in Leo starting on July 26 is unlikely to be quiet as it embraces Jupiter in Leo. Think fairy godmother, Santa Claus, the Super Bowl Seahawks and Lady Gaga rolled into one, visiting for the first time in 12 years. Oh, my! Leo cheers us on to be creative, courageous and heartfelt. It’s time to ask:

What do I want — really, really want — to express authentic me from my heart’s center? But when the sun shines, it creates a shadow. On the shadow side of Leo looms as self-dramatizing and arrogant. If you catch yourself on the dark side, drop the drama. Dare to live your true, undramatic life. We all have Leo in us

PUBLIC NOTICE JACKSON PARK MILITARY HOUSING COMPLEX/NAVAL HOSPITAL BREMERTON INVITE YOU TO PARTICIPATE IN THE 5-YEAR REVIEW OF CLEANUP ACTIONS AUGUST 2009 THROUGH JULY 2014 The Navy, in cooperation with the U.S. Environmental Protection Agency (EPA) and Washington State Department of Ecology, is initiating the third 5-year review of environmental cleanup actions at Jackson Park Military Housing Complex/Naval Hospital Bremerton (JPHC/NHB) and invites the public to participate in this process. The purpose of the 5-year review is to ensure that the cleanup actions (remedies) established in the Records of Decision (RODs) under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) continue to be protective of human health and the environment. The 5-year review is also intended to identify possible deficiencies and recommend corrective actions. The 5-year review is required under federal law because the cleanup actions have left some contamination in place. Site Name, Location, and Address: Jackson Park Military Housing Complex/Naval Hospital Bremerton, Bremerton, Washington Operable Unit (OU) 1 (Sites 101, 101-A, 103, 110, and Benzene Release Area) OU 2 (Ostrich Bay) OU 3 (OU 3T-JPHC, OU 3T-NHB, and OU 3M) Lead Agency Conducting the Review: United States Navy BACKGROUND An initial statutory 5-year review was finalized in October 2005, and the second 5-year review was finalized in January 2011. This is the third 5-year review for this site. JPHC/NHB was administratively divided in 1995 into OU 1 which addresses the terrestrial environment and human health risks for both the terrestrial and marine environments; and OU 2 which addresses marine sediments in Ostrich Bay and any associated ecological risks to the marine environment. OU 3 was added in 2000 to address discarded military munitions in both the terrestrial and marine environments. At that same time OU 3 was divided into OU 3T-JPHC, OU 3T-NHB, and OU 3M. OU 3T-JPHC consists of terrestrial areas and intertidal areas within the JPHC property; OU 3T-NHB consists of terrestrial areas within the NHB property; and OU 3M consists of subtidal areas of Ostrich Bay. Because contaminants have been left at OU 1 and OU 3T-JPHC above levels that allow for unlimited use and unrestricted exposure, these OUs are subject to the 5-year review process. RODs have not yet been completed for OU 2, OU 3T-NHB, and OU 3M. OU 1 at JPHC/NHB consists of five sites: 101, 101-A, 103, 110, and Benzene Release Area. Cleanup actions for Sites 101, 101-A, 103, and 110 included: • Excavation of surface soil containing contaminants above the cleanup levels • Removal of wooden pilings from abandoned Navy structures • Installation of a vegetated cover where contaminants in surface soils exceeded the cleanup levels • Installation of shoreline stabilization measures to limit erosion of soils that may contain contaminants • Inspection and maintenance of the shoreline stabilization measures and soil covers • Implementation of land use controls • Implementation of a shellfish sampling program and an environmental monitoring program including sampling of intertidal seeps and outfalls and monitoring wells • Installation of signs along the shoreline to notify residents and the general public of any harvest restrictions Cleanup actions for the Benzene Release Area included: • Placement of oxygen-releasing compound into the subsurface • Limited excavation of petroleum-contaminated soil if found above the seasonal high water table • Implementation of an environmental monitoring program The original remedy selected in the OU 1 ROD for the Benzene Release Area did not achieve the ROD-specified cleanup objectives. Therefore, the remedy was changed to electrical resistive heating with dual-phase extraction, and in situ chemical oxidation. OU 3T-JPHC consists of all areas of JPHC above the 0-foot mean lower low water line. Cleanup actions included: • Investigation and removal of 100 percent of the detected subsurface metallic anomalies in terrestrial areas where discarded military munitions were found • Investigation and removal of 100 percent of the detected subsurface metallic anomalies in the intertidal zone • Implementation of land use controls More information on the cleanup actions for JPHC/NHB can be obtained from the OU 1 ROD dated August 10, 2000, OU 1 ROD Amendment No. 1 dated September 20, 2013, and the OU 3T-JPHC ROD dated July 28, 2011.
