NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM April 4, 2014 City of Federal Way 33325 8th Avenue South Federal Way, WA 98003 (253) 835-2401 REQUEST FOR RELEASE OF FUNDS On or about April 21, 2014, the City of Federal Way will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release FY 2014 Community Development Block Grant (CDBG) Program funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, in the amount of $730,000 to implement the following projects identified in the City of Federal Way FY 2014 Action Plan: Single-Family Owner Occupied Housing Rehabilitation activities - $ 250,000 Commercial Exterior Improvement Program activities - $ 105,000 Commercial Loan Program - $160,000 Business Retention Program - $214,000 The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act requirements. In accordance with §58.15, a tiered review process has been structured, whereby some environmental laws and authorities have been reviewed for the target area and other applicable laws and authorities will be complied with, when individual projects are ripe for review. Specifically, the target area has been studied and compliance with the following laws and authorities has been established: Floodplain Management, Coastal Barriers Resource Act, and Coastal Zone Management Act.
