obituaRies Ronald Sapp Ronald Sapp, 40, of Port Orchard, died Aug. 6, 2013, at Tacoma General Hospital. Ron was born Feb. 14, 1973, in Bremerton to Robert and Melode Sapp. He attended South Kitsap schools and graduated from Clover Park Technical Sapp College in 1991. He started out working for Dick Vlist Motors as a lot boy working his way up to an Auto Tech. He was employed with Safe Boats, Inc. Survivors include his mother, Melode Sapp of Port Orchard, brother, Will (Penny) Sapp of Port Orchard, two nephews and a neice, two aunts and one uncle and numerous cousins. A celebration of life was Aug. 19 at the Port Orchard Pavilion. Cremation arrangements were handled by Rill's Chapel Life Tribute Center. A memorial webpage can be accessed at www.rill.com.

George Boggess George L. Boggess, 82 of Port Orchard, died Aug. 13, 2013. He was born Dec 27, 1930 in Lincoln, Neb., to Paul and Marguerite Boggess. From 1956-58, George served in the U.S. Army and he married Ellen Powers Boggess on March 5, 1960, in Bremerton. He retired in 1986 after 35 years at the Puget Sound Naval Shipyaards George was a lifetime member of the Peninsula Fruit Club and Paws and Taws Square Dance Club. He is survived by his wife, Ellen; two sons, Richard (Linda) Boggess of Florida and Raymond (Ana) Boggess of California; daughter Connie (Mike) Stroble of Washingron; two brothers, Roger (Rachel) Boggess of North Carolina and Richard (Darlene) Boggess of Washington; a sister, Sue Ellen (Gary) Ewert of Washington; eight grandchildren and 17 great-grandchildren. Anthony Asuelo Anthony “Tony” S. Asuelo, 41 of Port Orchard, died in Bremerton on Aug. 9, 2013. He was born Jan. 17, 1972, in Fort Leonard Wood, Mo., to Francisco and Patricia Gerardo. Asuelo Tony graduated from George Dewey High School in Subic Bay, Philippines, in 1990 and married Caroline Alonzo on Feb. 14, 1993, in Reno, Nev. He worked for Home Depot for nine years. Survivors included his wife, Caroline; sons, Allen, Anthony and Arlen Asuelo; parents, Francisco and Patricia; brothers,

Beverly Eaton Beverly J. Eaton, 82, of Olalla, died Aug. 15, 2013, at her residence. She was born Jan. 10, 1931, in Lovell, Kan., to George and Sally Mobley. On Aug. 30, 1947, she married Jack Eaton in Olalla. Bev worked for the Florenclif Stamp Eaton Co. She was a past member of the Olalla Grange and Coutiette’s. Survivors include three daughters, Mary (Cecil) Pullins, Betty (Gene) Seichter, Alice (Steve) Knutson; one son, Robert (Dee) Eaton; a daughter-in-law, Robin Eaton; 16 grandchildren, 32 great-grandchildren and 16 great-great-grandchildren. Margaret Adams Margaret C. Adams, 86, died, Aug. 15, 2013 in Bellingham. She was born Aug. 15, 1927, in Los Angeles,to William and Mildred Griffin. Zachary McLellan Zachary McLellan, died Aug. 18, 2013, at his Manchester home. Zach grew up in Fargo, N.D., then moved to San Diego to serve in the Navy from 1970-1974. He then moved to Seattle and met his wife, Christine, He worked at the Puget Sound Naval McLellan Shipyard and retired in January 2011. He is survived by his wife, Chris; children, Zoe (Jean-Pierre), Jeremy (Christy) and Nathan; three brothers, Joe, Nick and Kevin; a sister, Katie; and four grandchildren. There will be a celebrate of Zach’s life at the Manchester State Park at 1 p.m. on Friday, Sept. 6. Department of Education renews state’s ESEA waiver Cautions that lack of student growth data puts Washington at ‘high risk’ Staff report

OLYMPIA — The U.S. Department of Education extended the waiver Washington state has received from requirements of the Elementary and Secondary Education Act through the 2013-14 school year. Superintendent of Public Instruction Randy Dorn said he expected to receive the extension. “This gives us a chance to continue the reforms we’ve started in the past few years,” Dorn said. “Those reforms seem to be effective, but having them in place another year will give us a better sense of how effective.” The original waiver request, which was approved in July 2012, centered on the state implementing three key education reforms: • College and career-ready expectations for all students; • State-developed recognition and accountability system support system; and • Teacher/Principal evaluations. The Department of Education termed Washington’s original waiver “conditional” because concerns about the state’s new accountability index and teacher and principal evaluation. waiver request, the second remains and has led the state’s waiver to be designated “high risk.” At issue is the use of students’ scores on state tests from year to year, known as student growth data. Paragraph 2(f) of Senate Bill 5895, passed in 2012, states, in part: “Student growth data … must be based on multiple measures that can include classroom-based, schoolbased, district-based, and state-based tools.” The Department of Education objected to the word “can.” In its letter explaining the use of the term “high risk,” the department wrote that “Washington’s interpretation of including student growth as a significant factor in educator evaluation systems is inconsistent with the ESEA Flexibility definition of ‘student growth.” Dorn said he wasn’t surprised that the new waiver was deemed high-risk. “When the Legislature was debating 5895, I said that the language didn’t go far enough,” he said. “The Department of Education agrees with me. Now the Legislature has the next session to strengthen the law. “The waiver also gives us a chance to fully implement the Common Core state standards. It will take some time for teachers to adjust to the new standards and the curricula to teach them.” To remove the highrisk label, the Department requires three actions: • Submission of a plan describing how Washington’s teacher and principal evaluation system meets the ESEA flexibility requirements. • Provide monthly updates on the state’s progress in carrying out the plan. • By May 1, 2014, submit an amended request to the Department that incorporates final guidelines for the teacher and principal evaluation systems, including the use of student growth data “as a significant factor in determining teacher and principal performance levels.”
