There were 350 people who knew a great deal more about the whys and wherefors of incorporation at 10 o'clock Monday evening than they had known at 8 o'clock. They were the Parkland residents who attended t_he debate and open forum sponsored by the Parkland Business Club at the school. The first speaker, W a 1 t Young, started proceedings by emphasizing that Parkland must make some kind of a decision. He compared the community with little "Johnny," who needs new clothes as he grows up. "Some people have taken the word incorporation as something to get excited about," Young commented. "Yet every major city in America has incorporated at some time in its history. Incorporation is as natural in America as apple pie." Young pointed out that under the county, there were . a multitude of districts fighting for levies. Under a t ow n government, administration would be ccn tralizecL in a council of seven members. The school superintendent, chief of police, mayor, and other officials would be your neighbors. He maintained that there are specific things that Parkland can't get from the county - adequate poliCe protection, street lighting, enforced zoning regulations, and curbs and sidewalks. Keynoting the anti-incorporation argument of Carl Ostlund, the second speaker, was a quotation from Thomas Jefferson: "The best governed people are the least governed people." "What induces so many people to make their abode in the Parkland area?", he asked. "It certainly isn't incorporation." Ostlund, a resident of the South End for more than 30 years, pointed

And District Staff No. 1 social event in the South End last night was the reception at Spanaway School for Mrs. Ruth Bethel, co u n t y superintendent of schools, and the administrative staff of the Bethel School District. Several hundred parents from Spanaway, Elk Plain, Roy and Kapowsin turned . out to meet the administrators and teachers of t.he district. Music during the recepion was provided· by two musicians from each of the four schools involved. Representing Spanaway were George Barrass, violinist; and Mrs. Helen Taylor, vocalist. The. lunchroom was decorated by ,the Spanaway Garden Club, Mrs. George King, president. Mrs. Louis Symmons was general chairman of the entire affair.

Bob Lynd declared that incorporation overlooked the human angle. He explained by pointing to the hard work of the volunteer firemen since it was organized. He claimed that the firemen would resent not. being paid if all other civic officials were. Frank Berry mentioned that Parkland is a community of homes and small businesses. The chief industry is education, which is not taxable. Other observations and queries flew thick and fast for half an hour, after which the friends and foes of incorporation called a truce and retired to the basement for coffee and doughnuts. The Business Club staged the forum to bring out information, and hasn't gone on record as either favoring or opposing incorporation. The four speakers were not necessarily voicing their own opinions, but were upholding the sides which had been assigned to them.

The Pierce County Tuberculosis League announces that a mobile x-ray unit will visit the four communities. ·First stop will be at Midland, where the unit will be parked at 98th and Portland Avenue on Tuesday. The following day, it will be located at Collins school. Thursday will be the day for Woodlanders to get their x-rays taken. Summit residents will have their turn on Friday and Saturday, when the unit will be stationed in front of the Summit Trading Company. On all days, the unit will be open from 11 a.m. to 1 p.rn. and 2 p.m. to 5 p.m. Everyone over 15 years old is eligible to t'1ke advantage of the service. The x-r:iys are taken free, and all reports are confidential.
