Governor Langlie appears to have employed good political strategy in calling the special session of Legislature in midsummer. The governor can convene the law makers, but can't control them once they are assembled. They can consider whatever legislation they wish and there is no statutory limitations as to the length of the session. Thus the chief executive is always faced with the unhappy prospect of an out-of-control, runaway legislature when considering a special session.
