The Pennaf Housing Group Moving Forward Together With an impressive track record spanning the past 38 years, when Clwyd Alyn Housing Association acquired its first property in the West End of Rhyl, the Group has developed significantly thanks to the determination and commitment of all concerned. Now operating in seven local authority areas across North and Mid Wales, we had 5,650 homes in management as at 31 March 2017, making a significant contribution to addressing the increasing demand for high quality, affordable housing. The Pennaf Housing Group structure as it stands today has been designed to enable us to be more responsive to the needs of the communities in which we operate; place residents at the centre of our activities; increase local accountability; deliver a wider range of high quality services to our customers; and make the most efficient use of our resources.

Our Core Principles underpin all the work of the Group, committing our Staff and Board Members to undertake their duties within a framework of underlying values. These are summarised under the acronym “I CARE”:

With Pennaf as the parent company, our operational Group entities as at 31 March 2017 – Pennaf, Clwyd Alyn Housing Association, Tŷ Glas Housing Society and Tir Tai – provide complementary services and benefit from the mutual support of each other, whilst at the same time retaining their own unique identity and role.

Key to supporting the delivery of all the above is the implementation of core strategies; and continuing to improve business performance and efficiency.

The strong inter-relationship that exists between our Group entities is illustrated within the corporate Business Plan, which sets out our strategy for meeting the Group’s agreed Primary Purpose: Opening Doors – Enhancing Lives. This is achieved through a series of ‘Priorities’ (outlined below), which are driven by delivery outcomes for the community under two key ‘Themes’: We provide homes and services people want and are satisfied with:

A Message from the Chair The theme of this year’s Activities’ Report – Moving Forward Together – encapsulates the fundamental aims of the Group – to deliver key services efficiently and effectively, developing strong partnership working arrangements, and helping to create a more secure and sustainable future. 2016-17 has been another busy and successful year for us, thanks to the continued hard work and dedication of our staff, residents and Board Members, together with the support of our many stakeholder groups. Access to decent housing and associated support services are fundamental requirements for developing and sustaining thriving local communities. Despite the challenging times everyone is experiencing within the sector, we have continued to lead the way in finding innovative solutions to help address the housing crisis faced today.

In addition, work began on sourcing £250 million additional funding from the capital markets via a public investment Bond to enable us to have greater certainty of costs over the next 35 years; re-pay the vast majority of our existing bank debt; and secure private funding at a very competitive rate. I am extremely pleased to report that this was achieved in June 2017 and will be reported on in more detail in next year’s Activities’ Report. The Pennaf Housing Group has always sought to build upon its success and reputation for having a vibrant, forward-thinking attitude to providing high quality, responsive services to help meet the needs of our customers. The Group Boards have a clear desire to continue to develop more housing in the future and the investment funding we have secured will ultimately give us a greater degree of flexibility to respond to the Welsh Government’s challenge of delivering 20,000 new affordable homes within the current Assembly’s period in office.

This has been my first term in office as Chair of Pennaf, having taken over the reins from my predecessor last July. On behalf of the Group Boards, I wish to place on record my thanks to Dr Angela Holdsworth for her contribution and commitment during her time in office. Thanks also to my Vice-Chair, Peter Lewis, for his invaluable support, and the Group’s Honorary President and Founder Member, Mrs Eurwen Edwards, for her unstinting service. Our Members bring with them a wealth of skills and experience across a diverse range of disciplines. I was delighted to welcome on board Mrs Eileen Stevens and Peter LaTrobe, who both joined the Tŷ Glas and Clwyd Alyn Boards respectively last July; and Mrs Sandy Mewies, who was appointed to the Clwyd Alyn Board last September. I was sorry to see the departure of Dr Angela Holdsworth, Mrs Judy Owen, Dafydd Ifans, Jeremy Poole and Mike Soffe, with Angela and Judy resigning in accordance with the maximum 9 years’ service rule brought in by the new Code of Governance.

We really do provide so much more than simply bricks and mortar as we continue to make a major contribution to the Welsh economy – helping to secure jobs, providing learning and development opportunities, retaining skills, transforming communities and improving the living conditions of people across the region. As Chair, I am very proud of our achievements to date and wish to pass on my thanks to all our staff, Board Members and partners for your continued support and commitment. This report highlights just a few examples of our achievements during 2016-17, improving efficiency and service quality, working closely with our many stakeholder groups, and helping to create a more secure and sustainable future.

As part of our efficiency agenda, we have rationalised our governance structure, which led to PenAlyn Ltd and Offa Ltd becoming dormant companies last October, and the transfer of the following functions:

We continue to work very closely with the Welsh Government’s Regulation Team and benefit from our outcomes-focused approach to performance management, together with our commitment to business planning and continuity, risk management, governance, continuous improvement, selfassessment activities and financial control. The past year has seen us generate a substantial surplus due to a combination of efficiencies and the deferral of projects. We secured £25.5 million additional funding from Standard Life Infrastructure Fund, enabling us to start work on the development of three new extra care housing schemes with our local authority partners in Wrexham (used in conjunction with Vibrant and Viable Places funding), Flint and Llangefni.

Development 2016-2017 saw significant progress with our Development Programme as we started work on 177 new units of accommodation across North Wales. This was made possible thanks to a combination of funding streams secured in partnership with the Welsh Government and our local authority partners including Social Housing Grant, Housing Finance Grant, Vibrant and Viable Places Grant and Strategic Regeneration Area funding – together with private finance raised by Pennaf. £12.2m of Welsh Government grant was expended, equating to 12% of the Wales Planned Development Programme. Other schemes on site included:

In addition, the final phase of the £6.3 million redevelopment programme of Chirk Court Care Home in Chirk, Wrexham, was completed. The new state of the art care home includes 10 en-suite rooms for residents with residential care needs, together with a purpose-built unit to meet the needs of 56 residents living with dementia. The design is based on the University of Stirling’s Principles and Standards of excellent dementia care delivery.

These projects equate to an investment of over £53m and are due to be completed over the next two years. In addition, the public investment Bond we secured in June 2017 will enable us to continue to transform communities and the living conditions of people across the region.

Offa Property Management Services As part of the Group’s decision to rationalise its governance structure, Offa Ltd became a dormant company last October and Offa Property Management Services became part of Pennaf. We currently manage 255 homes on behalf of landlords across North Wales and are fully licenced under the Rent Smart Wales Scheme. From a new investor and single property owner to established professional landlords with a large portfolio, Offa continues to offer all aspects of lettings and property management services.

Working Together with Our Residents As part of our on-going commitment to delivering customer service excellence, raising service standards and achieving value for money, a restructure of our Resident Services Directorate was implemented in October 2016, enabling us to meet the changing needs of the environment we operate within; provide a more efficient and responsive service to our residents; and address the on-going and forthcoming challenges associated with welfare reform. Examples of the benefits already being realised include: à The delivery of more cost-effective services à The creation of a dedicated Income Team to support residents, and à Staffing increases in both our Anti-Social Behaviour and Welfare Rights & Money Advice Teams.

Over the past year, the Group has refurbished and remodelled six properties in the centre of Rhyl to provide nine new homes as part of the on-going housing improvement work in the town. These properties are managed by Offa and comprise four, three-bedroom houses in Princes Street, Crescent Road and West Kinmel Street; together with five, one and two-bedroom apartments on Wellington Road.

Working with our Residents to Improve Services

Offa also continues to work in partnership with two local authorities to provide a contract for the management of interim management orders of Houses in Multiple Occupation under the Housing Act 2004.

à Residents have been actively involved on the Service Improvement Committee and the Quality Partners’ Scrutiny Group.

Continuing with our commitment to involve our residents in the decision-making process, a whole host of service improvements have been made.

à Resident volunteers have had an impact by getting involved in our Service Panels and Results Based Accountability Groups. à Resident volunteers have joined interview panels to appoint new staff to the Contact Centre and have made follow-up calls to gain valuable feedback on our repairs service. à Residents and staff have worked together to agree the questions for the STAR satisfaction survey and they have worked closely on the review of the ‘Getting to Know You’ resident profiling form. à The Residents’ Editorial Panel has continued to take an active role with the Residents’ Newsletter, ensuring that it truly represents the voice of our wider resident population.

Resident Feedback Helps Shape Future Services We undertook the independent STAR satisfaction survey over the summer of 2016 , with residents from across the region giving us feedback by phone and on-line on the services we deliver. The results have given us an invaluable insight into how we are performing and feedback is now helping to shape services for the future. Residents who had repairs work carried out reported increased satisfaction levels with our service and with PenAlyn now in its fourth year of operation, the positive impact the Team is having is evident. Whilst we are aware that satisfaction levels have dipped in some areas, we are pleased to report relatively high levels of satisfaction overall, which is a credit to the hard work and commitment of our staff. As part of our on-going commitment to improve service delivery, we have also contacted residents who expressed dissatisfaction to help shape even better services for the future.

Involving Our Residents & Engaging with Communities During 2016-17, we continued to build upon our commitment to resident involvement and community engagement activities across our area of operation. Working closely with our residents and local communities, we successfully:

à Developed, supported and/or implemented over 124 community events and activities;

à Secured over £161,000 in external grants to enable Clwyd Alyn and other local groups to undertake initiatives that benefitted our residents and/or local communities;

à Secured ‘in kind’ contributions from various partners, helping to make a very positive difference to the lives of many of our residents;

à Demonstrated through a Social Return on Investment exercise that over £54,000 in extra financial value was generated by promoting our community development work.

Improving the Local Environment Supported by many of our contractors and external agencies such as AVOW, Keep Wales Tidy and Ground Control, residents have been actively involved in a whole host of activities aimed at helping to improve the local environment, as well as enhancing the health and well-being of everyone involved:

à Several community planting projects in Rhyl, Wrexham, Buckley and Shotton, have enabled residents to brighten up their communities, helping to create wildlife gardens, and attract important pollinators such as native bees and butterflies.

à Residents from our Quay Supported Living scheme joined forces with a team led by Keep Wales Tidy to clean up debris from Talacre Beach – helping to demonstrate the difference local people can make to help protect our coastline and wildlife from avoidable pollution.

à By working in partnership with Crest, Refurbs, CAD Recycling and local scrap merchants, residents living in Y Gorlan, Rhyl and Meliny-Dre, Greenfield, took part in Community Clean-up and Recycling Days - serving to enhance the local neighbourhood and reduce unnecessary waste that goes to landfill sites.

à A recent Care & Social Services Inspectorate Wales (CSSIW) Report on the nursing care services delivered at our Merton Place nursing home in Colwyn Bay noted that “People living in Merton Place are content and treated with dignity and warmth by the staff working there. People can do what matters to them and comprehensive activities are available, with an emphasis on involving family and friends in celebrations and having fun”.

à We also own and operate three care homes which are all CSSIW compliant – Llys Marchan in Ruthin; Plas Bod Llwyd in Newbridge near Wrexham; and Chirk Court in Chirk. We take great pride in the high quality, personcentred care our staff provide, helping to enhance the lives of our residents.

Digital Inclusion & Tackling Fuel Poverty

Health & Well-being

We have continued to recognise the many benefits of digital inclusion, helping our residents to gain better access to services, alleviating loneliness and isolation, building skills and employability, saving money and enabling residents to claim Universal Credit on-line

Thanks to a successful partnership initiative with Flintshire County Council and the Betsi Cadwaladr University Health Board, our Erw Groes Family Centre in Holywell secured a £140,243 grant from the BIG Lottery ‘People and Places’ Fund in 2016 to run a project spanning two years. The funding has enabled us to establish a unique on-site wrap-around service, which includes access to health and counselling services through a specialist part-time Health Worker, a Domestic Abuse Project Worker and a professional Counsellor. Feedback to date has been very positive, indicating that the project is helping to enhance the health and well-being of families living at Erw Groes by:

à Clwyd Alyn signed up to a national ‘Digital Inclusion Charter’, which includes six pledges aimed at helping organisations support digitally excluded people to enjoy the benefits of the internet. à We have continued to deliver training, motivate and encourage residents to use the internet, social media and networking platforms - together with our Residents’ Portal, which gives them 24/7 access to services such as reporting a repair, making rent payments, accessing rent accounts, reporting anti-social behaviour and much more on-line.

à Improving access to essential support, tailored to their specific needs à Helping residents to feel less isolated and more involved in their community à Improving parenting skills, which results in stronger family relationships.

à We have rolled out ‘Wi-fi’ to over 40 of our sites, enabling over 800 residents and staff to access the internet free of charge. à Digital Communities Wales helped to improve access to the internet for many of our older residents by donating tablets, mobile Wi-fi devices and laptops to our sheltered housing schemes, including Llys Erw, Ruthin and Pentre Mawr, Abergele. à Linking in with Vision Support’s ‘RNIB On-line Today’ project, residents at Llys Erw sheltered housing scheme in Ruthin and Llys Eleanor extra care housing scheme in Shotton have been developing their IT skills to enable them to save money, do their shopping on-line and use social media to keep in touch with their family and friends. à TPAS (Cymru) have delivered Energy Best Deal sessions, providing practical advice on helping to save money on energy bills and use less energy within the home.

Developing Skills & Employability We were delighted when Double Olympic Gold Medallist and Community Engagement Ambassador for Calbee UK, Jade Jones, MBE, spent time with staff and residents at our Greenbank Villas Supported Living project in Flint and when she attended an ODEL Involve ‘Volunteer Open Day’ at the Old Courthouse Café in Flint. Jade presented certificates to many of our resident volunteers and thanked them for the contribution they have made to the local community. Taekwondo Champion, Jade, not only shared her own success story, inspiring residents with her commitment and dedication, but she also spent time listening to their hopes and dreams, and encouraging them to aspire and thrive as they build new lives for themselves.

During 2016-17, our ODEL Involve service, which is externally funded by Flintshire County Council, has helped 32 people in Flintshire who are in receipt of, or who have received, Supporting People services, including residents from our Supported Living schemes. ODEL Involve offers advice, training opportunities and support, and signposts people to other agencies that can help to meet their individual needs. A 12week ODEL Involve Volunteers Programme enabled participants to gain an accredited qualification in customer service and helped to increase their awareness of health and safety and boundaries within the workplace. Practical work experience was also offered, which ultimately led to several participants securing employment, including one new recruit within the ODEL Involve Team.

Working with our contractor partners, Anwyl and Keepmoat, we organised four ‘Job Ready’ sessions for residents living in our Supported Living schemes, giving them practical advice and guidance on writing their CV’s, and tips when applying for jobs and attending interviews.

Recognising Achievement A number of our residents and staff were shortlisted and/or won awards over the past year, recognising the contribution made to their local communities and serving to instil a sense of pride and inspire others. Congratulations to the following:

à As part of the TPAS (Cymru) National Awards Ceremony 2016, which recognises excellence in housing services:

à Our Quality Partners won the ‘Improving Services Award, where they were described as “excellent ambassadors for resident involvement at Clwyd Alyn”.

à Our ‘Digital by Default’ programme of activities and workshops, delivered in partnership with Julie Ferns from Keepmoat, won the ‘Digital Involvement’ Award.

à Greenbank Villas, our Supported Living scheme in Flint, won the ‘Participation in Housing Related Support’ Award, and they also came runners-up in the ‘Staff Team of the Year’ category.

à Our work to support and assist people living with dementia was also recognised as we achieved Dementia Friendly Status through our work at the Old Courthouse Café and our soon to be completed Llys Raddington extra care housing scheme, in Flint. Several Dementia Friends events run by the Alzheimer’s Society have been organised for both residents and staff at Tan y Fron in Llandudno; Plas Telford in Wrexham; and the Old Courthouse Café in Flint. Those who attended said the events were excellent – increasing awareness of dementia and helping to change the way people think, talk and behave, which is important given that there are currently some 45,000 people living with dementia in Wales. A very big thank you to everyone who supported us and got involved in our activities over the past year – we look forward to working with you all again over the years to come.

Meeting Customer Expectations & Satisfaction The staff team at PenAlyn have had another busy and productive year providing reactive and planned maintenance services to our residents. As part of the Group’s decision to rationalise its governance structure, PenAlyn Ltd became dormant last October and PenAlyn Maintenance Services was transferred to Clwyd Alyn. Over the past year, we have maintained our commitment to improving service delivery and increasing productivity, increasing customer satisfaction and realising efficiencies as average costs continue to reduce year on year. Our achievements have included:

à £8.3 million budget delivered à Savings in excess of £105,000 achieved following a comprehensive review of the procurement of contracts and materials

à 283 kitchens and 184 bathrooms replaced à 186 ‘A’ rated energy efficient boilers installed à 49 properties benefitted from planned window up-grades and 111 from planned door up-grades

à 20,220 works orders completed à 6,362 asset management inspections undertaken, including stock condition surveys

à 100% of homes complied with Welsh Housing Quality Standards (WHQS) at 31 March 2017, including acceptable fails.

à 2 new Electrical Engineer posts created à 2 Apprentices, a Data Compliance Assistant and 7 new Scheme Cleaners appointed

à Overall satisfaction with the maintenance service remained consistently high at 98% for the standard of repairs and conduct of contractors. The Team has also made significant savings over the past year by moving away from fleet leasing arrangements and investing in 30 vans for the in-house maintenance and repairs team. Following a detailed viability review, we also agreed to bring our Cleaning Services in-house to give us greater control over the quality of service we deliver and reduce our operating costs, which in turn will help us achieve lower service charges for our residents. Recognising the importance of supporting the local community, the PenAlyn Team was only too pleased to put the Conwy Thunder Wheelchair Basketball Team in touch with their supply partners, Travis Perkins, as part of a Legacy Partnership with the Pennaf Housing Group. As well as benefitting from a donation of £2,500 from Travis Perkins, Conwy Thunder challenged the PenAlyn Team to join one of their training sessions. 11

The Group continues to grow and currently employs over 700 staff on a full-time, part-time, temporary and relief basis in a wide variety of roles across North and Mid Wales. Continuing to provide the very best service to our customers across a wide variety of disciplines continues to be one of our main priorities and our success is evidenced by the results of the STAR resident satisfaction survey, where:

Over the past year, a number of our existing and aspiring Managers have completed one of our nationally recognised Institute of Leadership & Management (ILM) Programmes, run in partnership with Cambria College and Grŵp Llandrillo Menai. This has helped to further develop the skills, confidence, experience and expertise of our staff as they gain a better understanding of the importance of leading effective and motivated teams, and managing performance to better serve our customers. The fifth year of our ‘Grow Your Own’ Training and Employment Strategy has resulted in 24 work experience placements being undertaken, 11 apprenticeship opportunities and the establishment of 2 trainee roles, helping to support individuals to develop their knowledge, skills and confidence. Congratulations to all concerned, including Yvonne Cole on achieving a Foundation Degree in Housing & Sustainable Communities.


Our Commitment to Inclusion The Group is committed to eliminating discrimination and ensuring equality of opportunity in all aspects of our interaction with stakeholders. Our commitment to accepting differences and treating everyone fairly is reflected within our Core Principles, and we have a dedicated Committee with responsibility for developing equality, diversity, inclusion and the Welsh language across the organisation. During the past year, officers have been working on developing a Group Inclusion Strategy, which will focus on six key workstreams - protected characteristics, delivering a bilingual service, financial inclusion, digital inclusion, health and well-being, and worklessness – and will encompass our tenants, residents, staff, Board Members and volunteers.

Raise the Roof Corporate Charity Challenge The Group’s commitment to making a difference is reflected in our Raise the Roof Corporate Charity Challenge in aid of Cancer Research UK. Over the past year, a further £9,704.60 has been raised thanks to the support and enthusiasm of our staff, who took on a whole host of challenges from cake baking to ‘dress down’ days; raffles to sporting events; and joining in with the annual ‘Turn Tesco Pink’ national collection days. Our staff have now raised an amazing £20,094.92 since the launch of the Challenge in 2013. Thanks to the generosity of everyone who has supported us, we are helping Cancer Research UK to continue to discover new ways to prevent, diagnose and treat cancer in the future.

The Group’s last Regulatory Opinion issued by the Welsh Government in June 2016, stated that the ‘Pennaf Group continues to be financially sound. Our financial viability judgement is a PASS. The Group has considerably strengthened its resilience over the last 12 months. High priority has been given to detailed stress testing and recovery planning with good progress towards achieving a robust assets and liability register.’ 15
