LOCAL GOVERNMENT IN A PARTICIPATIVE LEADING DEMOCRACY CONTEXT Dra. Ninoska Díaz de Mariña MSc. Ana María Osorio González
ABSTRACT Venezuelan conception of the traditional state and its functions of government leads to a peculiar way of looking at municipal government. Municipality is organized according to geographical boundaries, population and the utilities offered. This modern conception of municipality is structured based upon physical coordinates, customers existence and public service supply. Its function relies on the supervision of citizen’s life and the execution of public work or infrastructure. In a context of economic resources and greater demands, it becomes evident the emergency of needs to be satisfied since a lot of “excluded people” from government assistance have been accumulated and have been deployed from decisions taken by former representatives, who depicted the representative democracy characterizing former Venezuelan State conception. Even though, in the 80’s, decentralization started, the situation became worse with the years. In fact, Venezuela was an example of Latin America events by the time, and this situation characterized by the intention of privatization of some basic services and by free economy, magnified the gap between those who could access to public services and those who were more excluded from them.
