NOTICE OF VACANCY ON THE PUBLIC ART COMMISSION ONE UNEXPIRED TERM ENDING APRIL 30, 2011 (HUO) NOTIC IS HEREBY GIVEN that the City Council is seeking NOTICE applications for the Public Art Commission from persons applic interested in serving in an unexpired term ending on April 30, 2011. Eligibility Requirements: The Public Art Commission is composed of seven members who are not Council Members, officers, or employees of the city, and will be appointed by the City Council, serving without pay. Regular meetings are held at 7:00 p.m. on the third Thursday of each month. Qualifications: Members of the Public Art Commission either shall be members of the Architectural Review Board or shall be professional visual artists, professional visual art educators, professional visual arts scholars, or visual arts collectors whose authorities and skills are known and respected in the community and, whenever feasible, who have demonstrated an interest in, and have participated in, the arts program of the City. PALO ALTO UNIFIED SCHOOL DISTRICT Strong Schools Bond – Citizens’ Oversight Committee The Palo Alto Unified School District Board of Education seeks applicants for appointment to the independent, volunteer Strong Schools Bond Citizens’ Oversight Committee. The Committee will review and report to the public on the District’s bond expenditures. Applicants must reside within the Palo Alto Unified School District. An applicant may not be an employee, contractor, consultant, or vendor of the District. The purpose of the Citizens’ Oversight Committee (COC) is to inform the public concerning the expenditure of bond revenues. The COC is required by state law to actively review and report on the proper expenditure of taxpayers’ money for school construction. NOTICE OF ESTABLISHMENT OF AN INFRASTRUCTURE BLUE RIBBON COMMISSION NOTICE IS HEREBY GIVEN that the City Council is seeking applications for the Infrastructure Blue Ribbon Commission. The City Council is forming a citizen task force to evaluate the City’s General Fund infrastructure backlog and needs. The 2010 and 2011 Adopted Capital Budget and various staff analyses have outlined this backlog at as much as $510 million over the next twenty years. This Commission will develop recommendations for addressing the funding gap and will potentially help shape the future vision of Palo Alto. Eligibility Requirements: The Commission shall be composed of 18 members appointed by the City Council who will serve without pay. Four members shall be seated members of existing Boards or Commissions. Two members shall have a financial background. Three members shall have technical backgrounds such as engineering or design construction. Six members shall serve at-large. Three members will serve as alternates. The Commission shall commence work in July 2010 and provide their final report to Council by June 2011. Duties: The Commission shall: 1) review, analyze, and prioritize the city’s infrastructure projects; 2) identify potential funding mechanisms, both one time and ongoing, and; 3) evaluate election timing if a bond measure is recommended. The Commission shall be an advisory body only with its scope of duties limited to the items listed above. Procedures: Upon convening the Commission shall establish meeting procedures and timelines to meet the June 2011 deadline for a report to Council. The Commission may establish rules and procedures governing the conduct of its meetings. The Commission shall conduct open public meetings, duly noticed in accordance with the Ralph M. Brown Act, California Government Code Section 54950, et seq.
