The Long Beach West Gateway is a full city-block large building complex. The project is a mixed-use complex, including 354 residential units, parking garages, and retail spaces. It includes two levels of parking garage, one being subterranean, and four-level residential over a podium.

This is a two-story steel frame building with one level of concrete parking garage below. Metal decks and steel frames are used to carry the vertical loads. Steel chevron braces are used to resist the lateral forces. The one-level subterranean parking is constructed with masonry walls on the perimeter and post-tensioned concrete slab on top. It has a conventional pad, and continuous footings used to support columns and walls.

This $200 million mixed-use hotel and garden plaza complex is comprised of six residential buildings, ranging in height from 6 to 11 stories each, two 26 story condominium towers, and one 25 story hotel tower with large garden and walkway retail plaza. The entire site is situated over a three-story parking garage of approximately 324,000 square feet totaling 3,200 spaces. The project overlooks Queensbay in the Long Beach harbor. This project is one of the largest mixed-use projects in southern California and has substantial site constraints, including ground water, existing historical buildings on and adjacent to the site, as well as being close to a major active fault system.

Westfield Topanga Plaza Mall and Parking Structure

The Westfield Topanga mall is one of the largest in the United States. This project consists of over 1 million square feet of upscale expansion. There are 125 tenants on two floors with the new expansion adding 100 more. The $2 billion dollar project with a $500,000 facelift provided upscale dining options with cafe-style dining terraces and full-service concierge and acres of covered parking. Also included is a Westfield Play Town for children, a family lounge and an indoor carousel.

The Los Angeles Southwest College Design-Build Package 2 consists of the upgrade and modernization of three main campus buildings, the School of Science and Math building, Fitness and Wellness Center, and the Cox and Little Theater Building that have been in use for decades. The package also includes a new 650car parking structure on the East side of the campus. BFL Owen is the structural engineer of record for the design-build team providing structural evaluation, analysis and seismic strengthening engineering solutions.

The Humphreys Elementary School expansion project consists of a two-level single story building featuring a multi-purpose room (MPR) and food service area. The 12,000 square foot expansion includes lunch shelters, kitchen canopy, covered stairs and walkways, trash enclosure, and other miscellaneous structures.

CSU Dominguez Hills Library Addition and Renovation

BFL Owen teamed with Carrier Johnson Architects to provide engineering services on the new Library Addition Project and the existing Library Renovation Project at Cal State Dominguez Hills. Owen’s role was to review the design and existing conditions of the mechanical, electrical, plumbing (MEP) systems, as well as the fire/life safety, security, telecommunications, and data networking systems. Based on this review, suggested improvements were developed for the upgrade and/or retrofit.

BFL Owen’s Structural and Electrical Engineers were part of the design-build team for this new $31 million project at California State University, Los Angeles (CSULA). The new 100,587 square foot four-story building replaced an existing aging facility that did not meet current seismic standards. The CSULA New Student Union is a four-story steel building above a subterranean level. The structure is designed for compliance with 2001 edition of California Building Code. A Special Moment Resisting Frame system with Side Plate connections has been used to resist seismic and wind loads. In 2009, the Student Union received the DBIA Merit Award for the design-build construction of a Public Sector Building over $25 million.

BFL Owen and Henrikson Owen & Associates are teamed with Kluger Architects to provide mechanical, electrical, plumbing, structural, and civil design engineering and construction support services for the new In-Patient Tower 2 Project. Tower 2 at TRMC is an 111,100 square foot addition to the current hospital campus and will consist of a four-story above-grade structure, plus a basement. It is intended to house up to 105 patient rooms and medical and technical support functions on the fourth floor.

BFL Owen is the structural engineer of record for the new design-build Stem Cell Research Building at UCI teamed with Hathaway Dinwiddie Construction and DES Architects. The $48 Million facility is a 105,000 sf, four-story building. The building is intended to receive LEED Gold Certification.

University of California Irvine - Gavin Herbert Eye Institute Irvine, CA

BFL Owen provided structural engineering services for the new LEED Gold design/build Clinical Laboratory Replacement Building (CLRB) at the UCI Medical Center. This five-story, poured-in-place concrete structure is comprised of 8” flat slab concrete floors and 20” square concrete columns providing the bulk of the gravity load resisting system. The on grade floor will consist of a 5” concrete slab supported on compacted fill. A dramatic concrete exterior stair accentuates the main entrance and is further enhanced by the very large cantilevered roof that covers the entire entrance.

BFL Owen is again teamed with Hathaway Dinwiddie Construction Company and DES Architects on this $30 million dollars design build project for the University of California, Irvine. Structural engineering services were provided for the newest and most state-of-theart eye care and treatment facility to be built on the West Coast. The Gavin Herbert Eye Institute’s mission is to develop educational programs, technologies and clinical solutions that enhance visual health and performance for people in Orange County, the nation and the world through cooperation with medical professionals, industry and the community.

BFL Owen was selected by the County of San Diego to perform an independent structural seismic assessment of the existing Central Courthouse Facilities, situated in downtown San Diego per the requirement of Senate Bill 1732 (Escutia), also known as Trial Court Facilities Act of 2002.

BFL Owen provided pre-construction and construction services for the Department of General Services (DSA) to provide fire and life safety plan checking services for the multiple new VA Hospital facilities in Southern California.

A preliminary assessment for this facility had been previously performed in 2003 by the Administration Office Courts (AOC).

Seismic Rehabilition

BFL Owen performed seismic rehabilitation and assessments of the current conditions of the historic structure, and redesigned the existing building electrical distribution system. The upgrades bring it up to a more efficient operating standard while keeping the appearance of the original 1920’s and 1930’s status as a historical structure.

BFL Owen teamed with Carrier Johnson Architects to provide engineering services on the City of Irvine’s William Woollett Aquatics Center. This was a significant project to upgrade the City’s Aquatics Center, and to construct a new building for aquatic offices and support facilities. This project also entailed the three, 25-yardwide pools – a 50-meter competition pool, a 50-meter multipurpose pool, and a 25-meter training pool. The new Aquatic Center is used both by the public and by the adjacent high school for swimming practice and competition.

BFL Owen provided all staff resources to oversee the project from design through construction completion. This $25 million project is led by City of San Bernardino Redevelopment Department in association with SANBAG and Metrolink. The terminal provides service for one Amtrak and three Metrolink lines. The project is a 20 acre transit center and four-level, 400 car parking facility. Work included site improvements, hazardous materials abatement, street improvements, utilities, storm drains, dry utility, grading, retaining wall, bus access, drop-off island, tenant improvements, restaurant improvements, seismic and structural upgrade, new mechanical, electrical HVAC system and site improvements to renovate and reuse a 60,000 sf existing building.

BFL Owen was hired by USC to provide structural engineering services as part of the design/build team. The project involved a comparative cost analysis which determined that cast-in-place post-tensioned concrete was the most economical and practical alternative. Parking Structure I is a seven-level, three bay structure containing approximately 1,153 parking stalls. Parking Structure I is designed above grade with major entrances from 37th Place and Flower Street.

BFL Owen is the mechanical, electrical and structural engineer of record for this new 1,900 car, $58 million, five-level parking structure at the Long Beach Airport. BFL Owen won this 1.2 million sf parking structure as part of the ARB team on a nationwide design/build competition for what was to become one of the largest parking structures in California. Originally planned as a 4,000 car facility, the as-built structure has a second phase that will add the additional 1,110 cars in the future.

BFL Owen was awarded the structural engineering and architectural design service contract for Scripps Medical Center parking structure in San Diego, CA. The structure will be comprised of poured-in-place post tensioned concrete and will contain ductile frame lateral systems. The Innovation Parking Structure was developed by Kilroy Realty Corporation to provide support parking for a new Medical Office Facility located at the corner of Innovation Drive and Rancho Carmel Drive. This posttension concrete structure will house approximately 633 vehicles.

The work also involved a complete redesign of interior space requirements to meet faculty and staff needs to improve overall service, to improve space comfort and to upgrade building energy efficiency. Other aspects of the project included upgrades and improvements in seismic, ADA compliance, and programming use of the building and its architecture.

BFL Owen was contacted by the City of Laguna Beach to assess the physical condition of The Glenneyre parking structure. The preliminary evaluation was conducted per Tier-1 of ASCE 31-03 Standard. The evaluation was further developed based on Tire-2 methodology and using 3D computer models and performing dynamic response spectrum analysis. The structure is seismically retrofitted in accordance with Chapter-34 of CBC-2010 and ASCE 41-06. The structural strengthening primarily includes a new concrete shear wall, supported by new CIDH piles, and enhanced ductility of the existing columns by applying Fiber Reinforcing Polymer/ Composite overlays.

Orange County Transportation Authority - Structural Evaluation of Existing OCTA Facilities Orange, CA

The Plaza-Irvine - Parking Structure Field Study and Structural Assessment Irvine, CA

BFL Owen services included structural engineering and seismic upgrade. The project consisted of the seismic evaluation and strengthening of five different but connected buildings ranging between two to four story high, built in the early 60’s.

OCTA Facilities

BFL Owen provided seismic evaluation of the existing facilities for three different bases (Irvine, Garden Grove and Anaheim), and developed retrofit schemes to upgrade these facilities based on pre-selected criteria of FEMA-356. The overall scope of work included several tasks to optimize the overall approach. Data collection included review of the as-built drawings, specifications, and other available data for the existing structures. Site visits were necessary to verify the available data and to consider other related conditions at the sites.

The Plaza - Irvine

The Plaza-Irvine Owner’s Association awarded a contract to BFL Owen to conduct a field survey to map the existing cracks within the parking slab levels and also to provide an assessment on the probable impact of the cracks on the structural integrity of the system. The building is a residential complex building built in 2007 and includes two separate towers and a connecting plaza and subterranean parking garage. The plaza and parking levels includes structures that are seismically separated.

The Cox Little Theater is to become a state of the art facility centrally located at the heart of the Los Angeles Southwest College campus. BFL Owen’s structural team is currently providing a complete analysis of the building’s main lateral force resisting system. The structural program includes seismic strengthening of the theater building and a full building lateral upgrade that meets current code requirements and architectural program standards with careful attention to acoustical and vibration aspects that may affect the theater’s interior space. All of this is being done in conjunction with a complete modernization of the theater’s functionality.

BFL Owen provided structural engineering services for the Loews Hotel in Santa Monica, CA. A prominent hotel structure close to Santa Monica Beach, the Loews Hotel was designed with pour-in-place concrete as well as a steel frame structural system. A cast-in-place post tension concrete parking structure completes the facility. The hotel has 342 rooms, including 13 one-bedroom suites and 4 custom-designed luxury suites with breathtaking views.

UC Riverside - Hinderaker Hall

BFL Owen was the Prime Consultant for the seismic evaluation and strengthening of this four-story high reinforced concrete / masonry building, built in the late 50’s. Hinderaker Hall houses the office of the university chancellor and is one of the most significant original buildings on campus. The seismic upgrade of the building was conducted as a part of a master plan to provide a desired level of life safety through out the UC Riverside campus in the event of strong earthquakes.

BFL Owen was the structural engineer of record for the new Social and Behavioral Sciences Building at UCI. This was Owen’s eighth design-build project at UCI Irvine. The 5-level building will provide 64,100 sq ft of space for instructional and research laboratories and faculty and administrative offices for UCI’s Schools of Social Sciences and Social Ecology. It will also include 14,750 sq ft of flexible office and dry laboratory space. The structure is cast in place concrete. The lateral force resisting system is a dual system with ductile moment frames and shear walls. The floor system features castin-place post-tensioned floors.

BFL Owen provided full service design and engineering of this 18-story tower project, which consists of 13 stories of residential condominiums on top of a fivelevel parking structure, located in the heart of San Francisco. The first and second floors are shops and offices and the remaining 13 floors are residential units, consisting of one- to three-bedroom condominium/apartments, including two penthouses on the top level.

BFL Owen provided parking consulting and structural engineering services as part of the design/build team for this project. Floor System: One-way post tensioned slabs supported by post-tensioned Cunningham beams at 20 feet on center. Lateral Support: provided by cast-in-place moment frame system at exterior in each direction. Structure: Aside from foundation, structure is 4000 psi concrete using hardrock aggregate. Supported on conventional spread footings.

BFL Owen provided structural engineering services as well as design services for the Embassy Suites Hotel in Glendale, CA. This 273,000 square foot, 14 story, 372 suite, full -service high-rise hotel includes an atrium, meeting and conference space, lounge and restaurant facility, gift shop, deli, and back-of house functions and spaces. Supporting the hotel is a three-level, 350 space, subterranean parking structure. The poured-in-place concrete structure is comprised of 8” flat slab concrete floors and 20” square concrete columns providing the bulk of the gravity load resisting system. BFL Owen was part of a design-build team that under contract with UC Irvine provided a six-story LEED Gold building that expanded the existing ICS campus and increased general assignment classroom space by more than 46,000 sf. The design of this facility was intended to enhance interaction between faculty and students and to create a progressive learning environment. Designed with flexibility in mind, the plans were outlined to accommodate ICS growing faculty, staff and student body populations.

University of California Irvine - Croul Hall, Laboratory Building Irvine, CA

BFL Owen is the structural engineer of record for this $50 million design-build lab project at UCI. This is Owen’s seventh design-build project at UCI. The 122,000 sq ft building includes laboratory space, lecture, and office. The structure is cast in place concrete. The lateral force resisting system is a dual system with ductile moment frames and shear walls. The project was designed to achieve LEED Gold Certification and is in the final stages of earning the certificate.

University of California Irvine - Natural Sciences Unit 2 Irvine, CA

BFL Owen is the Structural Engineer of Record on this design-build, with Hensel Phelps Construction and Carrier Johnson Architects. The 58,000 gsf designbuild project consists of a three story building and a full built-out basement that functions as a research laboratory and office area with a large three story high atrium at the entry. The lateral force resisting system consists of a combination of cast-in-place reinforced concrete and reinforced unit masonry (CMU) shear walls and reinforced concrete roof and floor diaphragms. The vertical load supporting system consists of cast-in-place concrete slab and beam, floors and roof supported on cast-in-place concrete columns.

UCI - Natural Sciences Unit 2

BFL Owen was the Structural Engineer of Record on this new LEED $44 million, five-level, laboratory facility design-build project with 136,380 sf of space. The building consists of poured in place concrete with five levels of office space and four levles of wet lab space.

The on-going collaboration throughout the project prevented changes to the schedule and delivery of a successful project to the Owner. With the 2011 Design-Build Excellence Award in Educational Facilities from the Design-Build Institute of America (DBIA), it marks the second award for Engineering Unit 3.
