educational needs, etc.) and ensure the protection of their basic rights and integration into society by funding of relevant programs. It is very important to precisely identify the role and duties of various actors in terms of generating, distribution of funds and the use of funds/resources. Support function of local governments for schools should be increased considerably, while retaining the centralized funding structure. This will contribute to effective funding of schools without any intermediate points although here as well it is necessary to have in place a flexible mechanism of disposal and spending of funds that would be directed at supporting with school funds management and would be less oriented at punitive activities. Management decentralization should be stimulated and developed further at a school level. It is necessary to increase the role of parents in setting school priorities, budgeting, planning educational process, control and assessment. It is important to develop school community capacity – knowledge and skills in financial management. As for the mechanisms of distribution and allocation of funds and resources it is important to continue refinement and improvement of per student formula funding. Currently the level of these funds is not sufficient to meet educational (including special education) needs. First of all realistic basic amount of the funding formula must be determined, including through comparative analysis with similar systems. And most importantly, in order to establish in the country optimal approaches towards system funding policy it is necessary to ensure active involvement of stakeholders from the planning stage of policy and keep active dialogue with them on problems. Concurrently with the dialogue topic-related academic and applied studies is to be supported and intensified and qualified providers should be actively involved in this process.
