ith the housing recovery gaining steam, Americans have more incentives to paint up, touch up and otherwise redecorate their homes. But there’s no need to spend willy-nilly. From finding treasures on eBay.com to taking advantage of new offerings at department stores and discounters, there are plenty of ways to make your home more stylish on the cheap. “There’s no excuse for an undecorated home on any budget,” said Candace Corlett, president of WSL Strategic Retail, a retail consultancy. “Home has as much retail selection as fashion. And you can get a lot of buys.” Wal-Mart Stores Inc., the world’s largest retailer, has expanded this year its assortment of window treatments like blinds, and also is bolstering offerings on rugs, decorative pillows, bathroom accessories and patio furniture. Under the discounter’s Better Homes & Gardens brand, decorative pillows range from $11.97 to $13.97. Meanwhile, Target Corp., known for its cheap chic home designs, has launched a full line for the new store brand called Threshold, which offers a variety of goods from dinnerware sets to sheets and towels. And J.C Penney Co. is counting on a newly revamped home area that opened April 5 that houses new brands like Jonathan Adler, Sir Terence Conran and Bodum. Michael Graves, who ended his 13-year partnership with Target last year and is known for his stylish tea kettles, also is joining Penney this spring. Here are six tips for decorating your home:

Do your homework First, create a budget and search around

Often a rash (or tiny red bumps) appears after the burning sensation wears off (usually less than 30 minutes). In sensitive individuals, the rash or dull purplish discoloration can last for several days. The plant blooms through

He said he has furnished his apartment and office with eclectic eBay finds like vintage Italian turquoise pottery pieces.

Study your space and figure out what pieces of furniture you’ll be using more. So if you spend a lot of time in your living room, you may want to spend more on a sofa and an entertainment center that would house your flat-screen TV and books. It’s like investing in good shoes or a handbag, said Pallavi Naidu, vice president of merchandising and product development at Atlanta-based Ballard Designs. Spending more on items that get lots of use means they will last longer and give you more satisfaction.

Tread Softly is considered a perennial and will return from the roots year after year unless removed carefully by hand. The tuberous roots are considered edible and can be cooked like a starch. The sap of the Tread Softly plant has been used in folk remedies. It is found through most of Florida and the Southeast. In the Gainesville area, you will

see it in the scrub and dry hardwood habitats. To remove it from your landscape, use a longhandled hoe and good garden gloves or spray with a non-selective herbicide. wildflower. Generally, it blooms in June or in summer. Even though the name is Indian pink, the 2-inch tubular blooms are normally red, tipped in yellow. With flowers like that, you know that it will attract hummingbirds to the garden. The plant will grow 1- to 2-feet tall and are about as wide. MORTGAGES RATES TRENDING HIGHER Mortgage rates continued to inch higher this week and could continue the upward trend in the coming future. “Fixedrates moved up for the third consecutive week, with the average 30-year fixed-rate mortgage about a quarter-percentage point higher than three weeks ago,” says Frank Nothaft, Freddie Mac’s chief economist. “While this may slow some of the refinance momentum, rates are nonetheless low and home-buyer affordability high, which should further aid home sales and construction in coming weeks.” · 30-year fixed-rate mortgages: averaged 3.59 percent this week, with an average 0.7 point, rising from last week’s 3.51 percent average. A year ago at this time, 30-year rates averaged 3.78 percent. · 15-year fixed-rate mortgage: averaged 2.77 percent, with an average 0.7 point, increasing from last week’s 2.69 percent average. Last year at this time, 15-year rates averaged 3.04 percent. · 5-year adjustable-rate mortgages: averaged 2.63 percent, with an average 0.5 point, rising from last week’s 2.62 percent average. Last year at this time, 5-year ARMs averaged 2.83 percent. · 1-year ARMs: averaged 2.55 percent, with an average 0.4 point, holding the same as last week’s average. How to be prepared for hurricane season Scripps Howard News Service

s a professional home-improvement speaker, I have traveled across many coastal communities to educate homeowners on how to prepare for hurricane season. This week is National Hurricane Preparedness Week, so I thought I would share five basic tips on how to be prepared if you live in a hurricane-prone zone: 1. If you are told by officials to evacuate, don’t try to ride it out! Well in advance, you should have your best evacuation route identified — along with a safe destination where someone will be expecting you. 2. Have a ” storm supply”

box or bucket stocked and stored before hurricane season starts. It begins today and lasts until Nov. 30. If you don’t have to evacuate, these items can be important to have during a hurricane. Items can include an AM radio, batteries, candles, matches, flashlight, etc. 3. Compile a list of important phone numbers. Do it the old-fashioned way: by using a little book and a pen. Also, have at least one direct wired land-line phone available.

Insulating rim joists is easy, if you don’t mind small spaces Scripps Howard News Service

What are rim joists, and how do you insulate them? Our home was recently inspected and the buyer asked that we pay for the repairs. Is this something I can do myself? Rim joists are the boards at the end of all floor joists on the first and second floor. They literally are a “rim” around the house. Homes with a crawlspace or a basement have rim joists on each level. Homes on a slab do not have rim joists on the first level. There also are the full-length outside joists on each level, which fall into the “need to be insulated” category. Any space or cavity exposed to the outside air needs to be

insulated. Depending on your skills — and if working in small dark areas is not a problem — then yes, it’s easy to insulate the rim joists. A typical floor joist is a 2- by 10-inch joist set 16 inches from center to center. That leaves a space of approximately 14½ inches by 97/8 inches between each joist. The easiest method is to cut several pieces of 6-inch-thick fiberglass insulation to a length of 10 inches. The insulation will fit into the cavity of the rim joists and will be held in place by friction,

because the insulation is slightly larger than the cavity. The downside to using fiberglass insulation in a crawlspace is humidity. Moisture can build up on the surface of the rim joists on the cooler sides of the foundation and decay can start to damage the wood floor joists and flooring. Because of humidity problems, some builders either leave the rim joists uninsulated or use a piece of rigid foam board, cut to fit into each opening. Although the foam is more expensive, it is, in my opinion, the best solution to the problem. Because not all the cavities are exactly alike, the precut foam boards may be loose in the cavity.

I would use a can of spray foam to seal the foam board at the edges to ensure an airtight seal. Foam board or spray foam also is the best way to insulate the long rim joists on the outside of the foundation or secondfloor area. It is difficult to secure and seal a long piece of fiberglass insulation to the outside rim joists without damaging the insulation. INTERESTING CHARGERS TO SET THE STAGE: The key to creating place settings that wow is to build them up from the bottom, beautiful layer by beautiful layer.

Start with a charger to ground the pyramid of dishes. I have three styles of chargers I keep at home to pull out in a pinch: apple green with a ruffled edge, plain white and wicker. I picked these three very different kinds of chargers so I could achieve a variety of looks on my table, depending upon which dishes and linens I use with them. 3. LINENS TO ADD LUXURY TO THE TABLE: Some things I will scrimp on when I set my table for company. But not when it comes to napkins. You won’t find paper napkins on my table because I feel that cloth napkins do so much to make a table feel more luxurious and layered. I have four sets of napkins I

keep at the ready for entertaining — each set offering me the opportunity to take my table in a completely different direction. One set is white linen and features our monogram. The other three feature cute prints in blue and white, green and white, and yellow and white — three color treatments I use a lot. I also like to use 53-inchsquare table cloths turned on the diagonal at the center of my rectangular dining table. Another favorite? Bright place mats! 4. VERSATILE WHITE DISHES SAVE THE DAY: If I were stranded on a desert island and could only have one set of dishes, I would pick plain white because these babies give and give and give.
