he newest of the TSP funds offered is the L fund. This fund is not actually its own independent investment, but rather a combination of all the other five funds. The L stands for lifecycle, because this fund is meant to follow you through the course of your career and retirement with no adjustments necessary. The account adjusts itself. The lifecycle fund determines how one’s money will be divided between the funds based on your goal retirement date. Depending on how many years until you can begin withdrawing funds in retirement, the account determines the appropriate level of aggressiveness, risk, and potential account growth. Funds are allocated according to this standard. As one approaches the goal date, investments become less aggressive and money is pooled into funds with conservative growth (G, F, and C funds). Once you reach the stage of your retirement during which you want to start withdrawing money from the accounts, one enters what’s called the L Income stage. In this stage, 74 percent of the money is transferred to the G fund, with the rest mainly in C and a little in the others. This ensures safety from the volatility of market conditions. tions, and nothing is personally tailored to the account holder (besides time until retirement). As a young investor, the fund will automatically put a sizable portion of the assets in the risky C, S, and I funds. This doesn’t consider that a presidential election is looming, the euro is on the verge of collapse, and other political or economic factors. It solely determines risk based on your timeline. If you want to reduce risk for a year and alter the allocations, you cannot control this within the L fund. One is not completely helpless, because money does not need to always stay in the L fund. Up to twice monthly, the TSP investor can transfer funds into any of the other funds. After that, transfers can only be made to the G fund until the start of the next month. At any point one can return the money to the L fund. All in all, the L fund is perfect for an investor who is not confident enough to make substantial investment decisions or does not have enough time to follow the market and economic conditions. No private retirement accounts offer this kind of service without a hefty fee, but the L fund fee remains at the absurdly low $0.25 per thousand dollars annually; a great deal by any measure. Exciting news — the Reach Out and Read Program has come to U.S. Naval Hospital Naples. For those not familiar with the program, Reach Out and Read is a national evidence-based program that incorporates reading into a child’s wellness visit. Each child from the age of 6 months to 5 years will receive an age-appropriate donated book during their wellness appointment. The importance of reading has never been as well documented as it is now. As President Barack Obama said in a address to the Joint Session of Congress, "In the end, there is no program or policy that can substitute for a mother or father who will attend those parent/teacher conferences, or help with homework after dinner, or turn off the TV, put away the video games, and read to their child." Early exposure to reading and listening aloud has a lifetime benefit. “Reading aloud to young children is the single most effective thing parents can do to help prepare their children to succeed in school. Unfortunately, fewer than half of U.S. children ages 5 and under are read to every day, placing them at risk for reading delays and school failure.” Naples Medical Home Port and the Reach Out and Read program are here to encourage young children and parents to have a long and happy relationship with reading. Hospital encourages familes to ‘Reach Out and Read’

"Shipmates and Navy families, For 130 years, our great nation has celebrated Labor Day, the ‘workingmen's holiday’ as it was referred to in the 1800s. Labor Day is, in fact, a celebration of the social and economic achievements of American workers; those workers whose drive, determination and relentless strength made our nation into what it is today, and those who continue on their path. Labor Day weekend is also seen as the last 'hooyah' before the end of summer ... a long weekend filled with various outdoor activities or one final road trip with the kids before school starts. Whatever your Labor Day plans happen to involve, be sure your holiday weekend includes risk management and preventive measures so it ends on a safe and positive note. In 2011, between Memorial Day and Labor Day,

Master Chief Petty Officer of the Navy (MCPON)(SS/SW) Rick D. West released the following Labor Day message to the fleet Aug. 27:

16 sailors lost their lives. One in an ATV wreck; two drowned; one during recreational activities; five in four-wheeled motor vehicles; and seven on motorcycles. This year we have lost 15 sailors in similar mishaps. Let's not see the number rise this Labor Day weekend. You and your families are important to the Navy. The loss of just one trained and ready sailor or family member is unacceptable, and in most cases preventable with proper planning. As you enjoy time off with family and friends this holiday weekend, keep in mind our shipmates who are deployed and in harm's way. Their labor of keeping the watch for the safety and security of our nation is one we all share. It's because of you that Americans can enjoy the freedoms and liberties we all hold so dearly. Thank you, shipmates, for your continued service and dedication to our great Navy and nation. Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L.
