City memo

Members of city council have pledged to publicly open this document in the name of transparency. A public body “may” (not “shall”) keep personnel records confidential if “disclosure would constitute a clearly unwarranted invasion of personal privacy,” according to Title 51 Section 24. Nothing in this document is an invasion of privacy and most of the information is already a matter of public record.
