The Pres. H Says

ere we are in March already, the season is winding down and will be finished before we know it. This year has been unusua lly wet as compared to past Enduro: A llen P earce seasons where all we had was dust and sand. With these conditions comes endurochair@floridatrailriders.org By Rand y Faul a lot of challenges and decisions. I know all too well what is involve d with managing Hare Scrambles: R andy R ash a race weekend where you are rerouting and hschair@floridatrailriders.org cutting new trail as the event is going on. With this being said, our club was faced with a very tough (954) 931-5709 decision the week before our event was to take place. The Friday before our last work weekend, several of us from Motocross: C arol P reston the club gathere d at the propert y to do an assessment on mxchair@floridatrailriders.org what things looked like and if we had anywhere else we could move the trail to. With over 2 inches of rain that Monday, and the fact (813) 431-9183 that we had already moved away from the wet areas from the Novemb er rain we had, things weren’t looking very good. As we walked the propert y and looked at every possible scenario that we could think of, the thought of the “ Many thanks to Ron propert y being destroyed from the constant moving the trail wider Thomas and Pete E nduro : George Tolson and tearing up all the pasture land, the decision was obvious that Rose for stepping enduroref@floridatrailriders.org this didn’t need to happen. It became the best decision to postpone up and taking as that following Monday it dropped another 2 inches of rain on (863) 698-3837 on this task (new a already soaked parking area and the trails we had marked, had tech inspection H are S crambles : Dan Aitken water standing in all the woods. We hated to make a call like this procedures.) Both of hsref@floridatrailriders.org but it was the right call and the most responsible one. One thing these guys are longon something like this, we were very fortunate that we had a week (407) 461-8595 time FTR members, prior to our event to announce our decision, but we still had a A ssociate H/S R eferee : club members from couple members call the night before our scheduled event wanting two clubs and are Bill Drymon info, and we even had some riders call me Saturday asking where willing to give up (941) 351-4887 the event was as they were driving around looking for directions. their weekends to I don’t know what to say about this as we have our own website, wdrymon@verizon.net give back and to social media and word of mouth. It might be time to look at a mass make the FTR better M otocross : email to our members to announce changes like this. On another note, we have now incorporated a new phase to our tech inspect ion procedures with the addition of being able to read the riders transponders right at tech. Many thanks to Ron Thomas and Pete Rose for stepping up and taking on this task. Both of these guys are long-time FTR membe rs, club members from two clubs and are willing to give up their weekends to give back and to make the FTR better for all of us. Also thanks to Tim Nordle for helping and getting all the necessary hardware to achieve this. With this being a little new and different, it will take several more helpers to keep things moving and organized to keep things moving . Therefore, we ask that our promot ing clubs provide the needed manpower to help with this task. FTR doesn’t want to completely do tech, it is the clubs responsibility to help with this and provide support to our tech guys. Working together we can provide a more efficient way of checking transponders that not only helps our scoreke epers, it makes your race go better knowing that you are being scored in the correct class and less of a delay of getting the scores posted. Let’s try and be patient, support ive and appreci ative of the system and volunte ers who are trying to help make things better for you, the racer and FTR member. Thank you for your support, Randy Faul

FTR Mx Riders: It is with regret that I have to share this news with you: The MX Committee has come to the decision to cancel the MX series for this season. This decision did not come lightly. We have worked very hard at tryng to solve the issue of having an ambulance service on site. As most MX riders know, most Florida MX promoters do not have an ambulance on site for their events. They do have paramedics on site to handle injuries that might and do occur. Most promoters have contracts with those paramedics albeit FTR requires an ambulance on site for our events. So for the last few seasons, the MX program has had a sponsor that paid for the ambulance at the tracks where we were having our series. The sponsor, who we wish to thank again for the past support, is no longer able to help with our ambulance requirments. So, without an ambulance, there cannot be a FTR MX event. We are not being critical of our promoters. They are in business to make a profit. To burden them with having an ambulance plus the contracted paramedics is a cost they can’t afford. We have consulted the Executive Committee about these issues and they agree that we should cancel the 2015 MX series and continue to work at obtaining a new sponsor for next year. With the economy it has been difficult to obtain a new sponsor. It is the MX Committee’s promise and commitment to continue to find sponsors and ways to return the MX program back to an active series. I want to thank Sean Fitzgerald for his tireless work in trying to save us from this choice as well as those on the Committee. Thank you for your understanding of the issues at hand. Sincerely, Carol Preston MX Chairman

Florida Trail Riders Magazine Kevin Mo

Dear FTR Family,

What a crazy race season for the Florida Trail Riders. Our state has been hammered with rain and this has brought its own set of challenges for the hosting clubs. I know what it is like. I have been there. Once upon a time, before weather radar phone apps, texting and Facebook there was an event called Cherry Lake. If the mere mention of those two words do not put a chill up and down your spine clearly you were not racing back then. There is a reason no one mentions that event; they want to forget. Yes, that was my event. I know what it is like to choose to go forward with a race on Friday at 5:00 p.m. when it starts to rain and you are telling yourself, “Awe, this will blow over, we will be all right.” Meanwhile there is a steady stream of people rolling in from all over the state. None of us knew our impending future. You want to know why FTR clubs cancel or reschedule their events? You want to know why they seem so scared of rain? They remember the event that no one speaks of. In the deep recesses of their brain comes the soft whisper of Cherry Lake. Yes. I still have my T-shirt from that event. Don’t wear it much. When I do, the old timers that see and recognize that yellow tee either turn and go the other way or want to reminisce about what it means to truly have a horrific weekend. They would like to blame me but they know back in those days you just dealt with the circumstances as best as you could, and that is what we did. It liked to have killed the River City Dirt Rider club members. They worked so hard pulling riders from the black muck that was consuming everything in its path. Re-routes? Are you kidding? Re-route where? What a mess. The land owner and his two brothers, taking only brief naps all weekend, rotated non-stop on two tractors. They had a very large tractor for the big rigs and a small tractor for the trucks. When you arrived, they hooked up and pull you into the black goo. When it was time to leave, you waited your turn to be hooked up and pulled out. What a nightmare! Enough of that... OK. I admit it. I am the FTR Poster Child for the nastiest event… ever. But today we do have some modern technology to help us make better decisions, but it is still very tough. Don’t forget: we live in Florida and the weather changes on a dime. Making the decision to reschedule an event is difficult because you have to clear it with the land owner as well as with the Executive Committee. Then there are the purchases that have already been made to promote the event. The volunteers of your club have spent many weekends in the woods sweating their rear-ends off laying out an incredible trail system. Now, the club is faced with three options: Option 1. Can they re-route the course and park the campers in a way that makes the weekend survivable? Option 2. Can they reschedule the event in a few weeks with hopes that the land owner and the FTR schedule will be agreeable? Also, if the event can be rescheduled, the club is now faced

March 2015

“Just Thinking”

with re-routes and re-arrowing with the hopes that “Mother Nature” will be kinder to them on their new weekend. Option 3. Awe heck! Let’s just cancel and try again next year. You see, there is so much that goes into a race weekend. Most folks roll in and roll out only to complain to their buddies that it did not meet their standards. Granted, over the years I’m sure there have been clubs that have not put forth their best efforts to create a stellar event. However, most work hard and do the best they can with what they have. Kudos to the men and women of the Florida Trail Riders. You make our series possible. Thank you for all you do. By the time this article reaches you, some of the clubs will have made their decisions about their events. If they cancel, understand it is for the best. If they choose to go forward, support them. These decisions are not easy. Lastly, this month is Off-Road Racing Ministries’ anniversary. We launched the first week of March 2002 during Bike Week. Yes, I was very much involved with FTR prior but mainly my involvement consisted of chairing and hosting Hare Scrambles and Enduros. A lot of water, mud and dust have passed between us over the years. I have intentionally taken this year off from competing with hopes that my body will recover and I can race a few events next year. My oldest son, Ethan, who began on a Yamaha PW 50 left us this week for Navy boot camp. It has been a sad and tough week. He latterly grew up in FTR. He was less than 1 year old when Ragan and I attended our first River City Dirt Riders meeting at Sonny’s Bar-B-Q on University Boulevard. I can remember as clear as day setting his car seat on the table next to us as we were introduced to the club. That was 18 years ago. Time has flown by. Parents, many of you can relate to what Ragan and I are going through this week. I know he will be fine. I know he will be a better man for the decision he has chosen. However, to those of you who are not there yet, and there are many of you, I will leave you with these few words to think on: Cherish the days with your children; they fly by. Thank you for allowing me, Ragan, Ethan and Austin to be a part of the FTR family for the last 18 years. We have made some great memories.

From this sunrise at the Lochloosa Enduro, the race would be a good one.

and then I went to take a nap.

his year’s Lochloosa Enduro was only my second time racing there but the course reminded me why I fell in love with Enduros many years ago. I went into the race hoping for not much more than a trail ride, especially after last year’s wet conditions and all these mud races of late; I wasn’t looking for anything like the oneness I felt that day on my motorcycle. The trail cut for this Enduro was not all wide enough to clear my handlebars, and I ride with cut bars, but somehow, at the same time, parts of the single-track trail came natural, as if waiting for me with a warm and welcoming embrace. Sounds hard to believe, I know. This Enduro, however short, flowed perfect in spots and that’s why they say, “The tighter, the better,” about Enduros. - JS

That sprint Enduro you guys hosted today was awesome! That was some of the tightest trail I’ve seen in FL. Reminded me of racing up north. Thanks so much for pulling off an awesome and challenging event!” Stefan Still from the FTR forum

I raced off and on as much as I could - as much as my mom could afford. She had three kids and it was just her. Through high school I did quite a bit of motocross and I did some FTR, did decent, was running C class way back then.”

Editor’s note: I first noticed Sean Daugherty at the Plant City Hare Scrambles when I caught him racing out of the woods without goggles and still on a mission. Then, once I started talking to him about his job working as a factory KTM mechanic, I realized we followed the same offroad circuit/circus for a while. Now, Sean shows up to the FTR races for the weekend; he’s not a show-up-on-raceday kind of guy. For Sean, racing is more than a job now. It’s about the experience: the camping, cooking out by the fire and hanging with friends and family. He’s handy, too, which is always a bonus and he’s helped fix my bent bars when I stopped during the Brooksville race. I thought I’d return the favor with this interview and see how he’s liking the new Plus 30 class this year but I really wanted to know why everyone calls him, “Captain Sean.” JS: All right, Sean. Let’s start at the beginning? SD: I was born and raised in Homosassa, FL. I started racing motorcycles about 8 years old. I did some FTR back in 1995. That’s kinda when I started doing all my racing and stuff. JS: Who got you into racing? SD: Actually my mom did. We went to a race with my uncle up at Gatorback to go watch a buddy of mine Terry Long race. And kind of from there on, my mom started taking me because I decided that’s what I wanted to do. Everybody else had their dad helping them out, I had my mom; that was awesome. JS: What was your first bike? SD: My first bike was a ATC 110 three wheeler with big balloon tires on it and then I got a DT100 Yamaha, a little trail bike and eventually when I started racing in 95, I had a CR 80 just an old beater, nothing special - you know a $500 special what my mom could find for me. That’s what I started on and it kind of grew from there. I never really had great bikes until I got older and was able to afford something myself. JS: So you rode both FTR and motocross as a child? SD: I did a little bit of both and did a lot of Dade City MX back then too because that was right up the road. JS: Which one did you like better as a child? SD: I like the moto side when I was a kid because I liked to jump. I mean, I thought that was everything about riding was jumping. As I rode longer, I figured out that’s not what makes you go fast. As I get older, especially with a family and stuff now, woods riding has become more of a drive for me. JS: So you raced throughout high school? SD: I raced off and on as much as I could - as much as my mom could afford. She had three kids and it was just her. Through high school I did quite a bit of motocross and I did some FTR, did decent, was running C class way back then. I went to MMI (Motorcycle Mechanics Institute in Orlando in 2004) after I got out of high school and ended up as a mechanic because I wasn’t like the fastest guy in the world out there and I still wanted to go to the track and everything so I started to mechanic and ended up getting a gig up in California working for some boys training and being their mechanic. They were the owners of Lake Elsinore MX - the Heiners. I had four boys, 12, 14, 16 and 18. Two were C riders, one was a B rider and I had one A rider and their parents

came me a gold card and a motor home and said, “Hey, go hit the country,” and I took their kids around the country racing. We did all the amateur national motocross races. That was cool. JS: How did they spot you? SD: When I got out of MMI, I lived in New York and was working at a dealership up there. I didn’t go straight into working onto people’s bikes. I went and worked at a dealership and made a bunch of mistakes first because that’s what you do when you get out of school: you make a bunch of mistakes, so I went up there and I’ll be honest I don’t really know how Jardine motorcycle exhaust company got my resume. They moved me out to California to help out with the R&D team and the motocross department and it just didn’t work out. They didn’t have the funding and it really didn’t last long so I moved out there and the program kind of fell apart so I was in California and I was getting ready to move back to Florida and I got a call from the Heiners and they just asked me to come down and interview with them. If I don’t get this job, I’m out. But they ended up hiring me and I ended up living at their house for the next year and a half. It was awesome. JS: Wow. Just kind of lucky? SD: Yeah, it really was. I think every job I’ve gotten was on luck. Being in the right place at the right time and happen to know the right person or meet the right person. Luck went into a lot of it. JS: That’s how the industry is, eh. SD: Skill’s nice but luck with get you way farther. JS: Talk about being a mechanic for motocross, Supercross and then to the offroad - was it different? Yeah, it was cool because you get to learn all different aspects - what works for motocross guys might not work for woods guys and what works for woods guys might not work for an Endurocross guy. They all have different things that make them great riders and you get to learn all those different things and what they like, little tricks and trades, and what’s cool for me is I picked up a bunch of little things that I can use for my son down the road. JS: Did you have to just learn on the fly? SD: I mean, I went to school for it but it’s more of a on-the-job training type thing. You learn trial and error as you’re out there. You can only learn so much reading out of a book. You gotta do it by hand and make a lot of mistakes to figure it out. JS: So, what happened next?

@ ftrmoto SD: Then, I moved on and started working with Adam made just to kind of get out of being on the working side Chatfield, did some West Coast Supercross, did some of motocross. I get to ride a lot more now and I get to go amateur motocross with his stepbrother and after all that, I swim with manatee everyday. It’s a lot more chill. moved back home to be with my mom; I thought it was best JS: Do you have any advice for wannabe mechanics? to move back into Florida. So, I was here, went to Daytona, SD: Don’t let anybody tell you that you can’t be a factory did a Wonder Warthog event for Daytona Supercross where mechanic. When I went to MMI, everybody there, they they bring you on as a guest to try to gear you toward being mechanic for a rider. The rider was a dealership mechanic and the Geddy Karrle and they ended up students there, my instructors, really liking me so they actually said, “You’re going to work at a hired me on for the rest of the dealership,” and I said, “No way. I’m season and then started flying me going to work on a race team. A lot to all the East Coast Supercrosses of people said, “Yeah, whatever,” to be his mechanic. but if that’s really what you want to I did 2007 East Coast Supercross do, it’ll happen. Don’t let somebody with him and then the 2007 tell you that you can’t do it. There summer I ended up going with his are teams. There are people out brother Freddy up to Canada and there who need private mechanics. we did all the Canadian Motocross That’s the best way to start as a Series. We did really well, too; we private mechanic. Don’t expect that ended up fourth overall so that was you’re going to get a factory job really cool. right out of school. You gotta find I came home and was sitting at the the right family and stick with them house one day and got a phone and hopefully it leads to another. call from KTM. I talked to Antti That’s where the luck came in. I just Kallonen; he’s their team manager happened to meet the next right and he asked me to come up and person who needed a mechanic interview with them to be Justin and a lot of that happened from Williamson’s mechanic. So toward just being at the track. It takes a lot the end of JW’s championship being there, meeting people and year in ’07 through 2008, I was talking to people constantly. his mechanic and then I also got JS: What was the favorite bike that to do a little bit of work on David you worked on? Knight’s bikes and occasionally SD: Freddy and Geddy’s bikes I got to help out other riders. I were nice but hands down the KTM helped Kurt Caselli out a little bit we had factory support and what at one time and took out Nate seemed like an unlimited budget Kanney out west to do some to make the bike right. He’s not there got a pretty good I’m going to have to do that.” So I ended up getting my feeling that’s what he wants to do with himself. Especially captain’s license and started doing manatee swim tours up as I get older, it’s definitely more of a family atmosphere in Crystal River. It’s probably one of the best decisions I ever at the woods races. It seems more kind of cutthroat at

“The most important things I learned was that both rider and motorcycle must be in top condition to win. You can’t have a bike that won’t finish and the same goes for the rider. Preparation is everything. Come to win.”

the motocross races. At least with the woods stuff everybody’s just kind of hanging out cooking and shooting the breeze with people with they go to the races with every weekend. Competitors tend to hang out a lot more in the woods than they do in motocross. JS: And you can go to work on Monday! SD: Yeah, it’s a little bit safer, I think, than trying to go hit 60 or 70 foot jumps. And the weekend’s laid out to where the kids can ride first and the dad can ride later where if you did motocross, it’s all in between and you’re running around with your head cut off wondering about if your kid’s moto is right after yours. At least you can plan it out a little bit better: kids rides now and dad rides later. That’s what I’m looking forward to doing. JS: Or mom! SD: Or mom. JS: So, what’s a typical work day like? SD: I wake up about 4:30 in the morning, head into work. We do our first manatee tour at 6 o’clock and our second tour at 9 o’clock. We try to practice passive observation at River Ventures. It’s a big thing with us when we’re in the water with the animals, we allow them to come to us before any interaction is done. Typically, the calmest quietest person will usually have the best interaction while we’re out there. It’s a 3-hour tour so I’m usually off by 12 or 1 o’clock in the afternoon, which is nice because I’ll either go moto or ride or hang out with the family. JS: What exactly do you do? SD: I’m an in-water tour guide so I captain the boat to the location where we swim with the manatees.

It’s a pretty educational tour. We do a lot of talking about JS: How are you liking the new Plus 30? the history of the mantes, where they’ve come from, where SD: I’m stoked that they finally have a Vet class in the they’re going - a lot of scientific side of it also. We like to get afternoon. It is a little bit spaced out in ability especially them comfortable in the water before we take them over to because I’m a fast B rider possibly to a slow A rider and we’re the manatees. We swim about a body length away from the racing AA guys. That’s a little tough. But it makes me feel a manatee and kind of let the manatee decided if little bit better if I do happen to place in front it wants to come up to us or not. Sometimes it of one of those guys. Quoteable:

“Don’t let anybody tell you that you can’t be a factory mechanic. When

I went to MMI, everybody there, they try to gear you toward being a dealership mechanic. ‘You’re going to work at a dealership,’ and I said, ‘No way. I’m going to work on a race team. A lot of people said, ‘Yeah, whatever,’ but if that’s really what you want to do, it’ll happen. Don’t let somebody tell you that you can’t do it. There are teams. There are people out there who need private mechanics. That’s the best way to start as a private mechanic. Don’t expect that you’re going to get a factory job right out of school. You gotta find the right family and stick with them and hopefully it leads to another.” Sean Daugherty

Jan. 3 EC minutes continued from page 11

Allen Pearce raised a question regarding new FTR membership applications received at the February 28 to March 1 SEFTR Hare Scrambles since the dates straddle the March 1 start date for purchasing a 2015 to 2016 membership that also would be good for 2014 to 2015 events occurring from March 1 until June 30, 2015. Motion made, seconded and passed by unanimous vote to accept 2015 to 2016 membership applications received either day of the event and to honor it as FTR membership for the February 28 portion of the event. The MX Chair submitted for approval the 2014 to 2015 MX series schedule. Dates are March 1, March 15, March 29, April 25, May 3, May 17, June 1 and June 21. Motion made, seconded and passed by unanimous vote to approve the MX schedule. A discussion regarding safety and liability issues at our events identified several areas of concern: · Off-track operation of non-competition machines (pit bikes/ATVs/side x sides/ golf carts) by underage operators · Off-track operation of competition and non-competition machines · Separation of spectators from track and staging areas The Executive Committee requested the Competition Chairpersons (as well as all FTR officers, directors and officials) to work with promoting clubs to correct the problem areas identified in the previous paragraph, and to insist that liability release forms required of all spectators (at the property entrance gate) and all competitors (both general release and entry form) be completed for everyone entering the property of an event. All data entered in these releases must be legible and complete. The “fine print” in our event insurance policies contain stipulations requiring non-participants to wear appropriate protective gear, such as helmets. Depending upon clarification of some of the terminology in this “fine print,” we may have to require all operators (including spectators) of pit bikes, pit scooters, ATVs, ROVs, side x sides, etc., to comply with this requirement or lose liability protection for certain types of accidents occurring off-track. The Executive Committee will follow up on this issue before implementing new requirements for non-competition operators. Motion made, seconded and approved by unanimous vote to request the FTR Business Manager to investigate the availability, cost and compliance requirements for event liability for the 2015 to 2016 season; and report the findings to the Executive Committee as soon as possible. Motion made, seconded and approved by unanimous vote to request the FTR Business Manager to investigate the availability and cost of officer and director liability insurance for FTR; and to report the findings to the Executive Committee by February 1, 2015. The Hare Scrambles Chair requested that Jake Skelhorn (B Open rider) be appointed as the B-rider representative on the Hare Scrambles Committee. Motion to approve the appointment was made, seconded and approved by unanimous vote. A problem with the credit card processing equipment used at our events was discussed. A motion was made, seconded and passed to request the Business Manager to investigate the problems, and research availability and cost of alternative options to handle credit card purchases.

Recurring problems with hare scrambles electronic scoring was discussed, and the committee is requesting input from Tim Nordle, and the Hare Scrambles Chair and the Business Manager, for specific solutions to improve or replace the current equipment and software. An electronic pre-entry system for Hare Dcrambles events was discussed. The cost of implementation will be discussed with the Business Manager.

The President will work with the Business Manager to complete necessary paperwork to change names of authorized signatures for FTR financial accounts, and to provide access to our online QuickBooks software for new Executive Committee members.

@ ftrmoto

We will need a power source for the antenna and a laptop to be able to conduct transponder checks at hare scrambles. The Hare Scrambles Chair offered to donate a generator for this use but was unsure if it was compatible with the intended use. He will check and report back to the Committee. It also was reported that Tim Nordle had located a used Honda 1000 generator that could be purchased for $500. A motion was made and seconded to accept the donation of the generator offered by the Hare Scrambles Chair if it is determined to be compatible with the intended use, and if not compatible, to purchase the used Honda 1000 generator. Motion approved by unanimous vote.

The 2014 to 2015 awards banquet was discussed. The President will contact the Business Manager to see what pre-arrangements have been made. A banquet committee will be appointed by February 1.

A motion was made and seconded to schedule a special election to fill the vacant position of the Area #1 Director. Motion approved by unanimous vote. Details to be announced by the Election Committee Chair.

Motion made, seconded and approved by unanimous vote to adjourn at 5:36 p.m.

Results of the Runoff election for Area #9 Director were reported: Ron Thomas 22, Drew Cole 5.

Minutes submitted by Jack Terrell, FTR Secretary

The President reported that SADRA may have to postpone their February 14 to 15 Hare Scrambles due to wet conditions on the property. SADRA will advise us of a decision by February 7.

February 5, 2015 FTR Executive Committee Meeting Location: Conference call Meeting called to order at 8:06 p.m. by President Randy Faul Roll call was conducted and the President noted that a quorum was present. Members present: Randy Faul (President), Amanda Richardson (Vice President), Kevin Vaughan (Treasurer), Jack Terrell (Secretary), Randy Rash (HS Chair), Carol Preston, (MX Chair) Members not present: Allen Pearce (Enduro Chair) Old Business: None New Business: The Enduro Chair submitted an

email request to postpone the CFTR Richloam enduro sanction date from February 22 to May 24 due to high water conditions on the property. A motion was made and seconded to approve the sanction date change. Motion approved by unanimous vote. The President reported that the Business Manager has been in contact with the Oceanfront Center (Daytona Beach) and that August 8 and August 15 are available for the 2014-2015 FTR awards banquet. A motion was made and seconded to approve August 8 as the date for the awards banquet. Motion approved by unanimous vote. The President reported that Jenn Sheppard had been appointed as the Banquet Committee Chair and that she was looking for volunteers to serve on the committee. The committee will report back to the Executive Committee on banquet options before making contractual arrangements. The President reported that the Business Manager has checked into the status of the inoperative Hare Scrambles scoring antenna that was returned to the vendor for inspection/repair. The vendor is making a determination if the antenna can be fixed under warranty. When/if the antenna is repaired/returned, it will be used to check transponders at tech inspection. In the meantime we need a backup antenna. A motion was made and seconded to approve the purchase of a new antenna ($850 estimated cost). Motion approved by unanimous vote. Cost will be charged to the electronic equipment scoring account.

The Secretary reported that the paperwork has been completed to change the names of authorized signatures for FTR financial accounts and to provide access to our online QuickBooks software for new Executive Committee members. The MX Chair reported that the MX Committee has been unable to find a replacement sponsor to provide funding for required EMS services at FTR MX events, and after considering alternative sources (such as increased entry fees or use of funds from other FTR accounts), the MX Committee has decided to cancel the MX series dates for the 2014-2015 season. The Executive Committee agreed that given the number of competing MX series it was doubtful that a fee increase would be sustainable, and that using funds from other FTR accounts was not an acceptable option. The Executive Committee accepted the MX Committee’s decision to cancel the MX series and urged them to continue their search for a replacement sponsor. Motion made, seconded and approved by unanimous vote to adjourn at 9:06 p.m. Minutes submitted by Jack Terrell, FTR Secretary

February 28, 2015 FTR Executive Committee Meeting Location: SEFTR Hare Scrambles, Gatorback Park, Newberry, FL Meeting called to order at 4:08 p.m. by President Randy Faul Roll call was conducted and the President noted that a quorum was present. Members present: Randy Faul (President), Amanda Richardson (Vice President), Jack Terrell (Secretary), Randy Rash (HS Chair), Allen Pearce (Enduro Chair) Members not present: Kevin Vaughan (Treasurer), Carol Preston, (MX Chair). Both were prevented from attending due to the massive traffic jam on Interstate 75 near Wildwood.

# ftrmoto Old Business: A motion was made, seconded and passed by unanimous vote to accept the minutes of the January 3, 2015 and February 5, 2015 Executive Committee meetings. No Treasurer’s report was provided. It was reported that the new antenna (for Hare Scrambles scoring) has been purchased and delivered, and it is being used today to check transponders as part of tech inspection. The supplier of the older inoperative antenna has inspected it and agreed to replace it under warranty. We expect to receive the replacement before the next Hare Scrambles and it will be used as a backup/spare unit. The Hare Scrambles Chair brought the generator that was offered free of charge for use at Hare Scrambles tech inspection (see 2/5/15 meeting minutes). Tim Nordle and our computer systems advisor recommended that the generator was not compatible with the intended use. At the 2/5/15 meeting, the Executive Committee approved the purchase of a used Honda 1000 generator if the donated generator was not suitable. The Business anager is authorized to purchase the used Honda 1000 generator. Jenn Sheppard, Ellen Fleming and Kerri Chambers presented a Banquet Committee report regarding options for the 20142015 awards banquet. The committee has contacted the Oceanfront Center (Daytona Beach) regarding the August 8 date, and is looking into the possibility of conducting the event as an Expo rather than a banquet. The event would expand the vendor area, include a full schedule of activities and contests, continuous video presentations, a professional announcer, trophy presentations, etc. The Executive Committee was in agreement that the banquet format needed to be changed to move most of the time-consuming trophy presentations into the afternoon hours, but felt that the majority of the FTR membership did not want to do away with the banquet itself. The Banquet Committee was asked to come back with a budget that included both the Expo concept and the banquet. A decision on the awards banquet format was delayed pending receipt of the revised budget figures. The President reported on the status of the property for the postponed SADRA Hare Scrambles. A motion was made, seconded and passed by unanimous vote to approve moving the sanction date to April 5 to 6, 2015. The Rocky Mountain ATV/MC Race Gas contingency program was discussed. The Executive Committee acknowledged that it did not follow through on implementation details, and instructed the Business Manager to revise 2015-2016 membership applications (both printed, online and in the magazine) to contain the “Opt Out” information. Pit riding and general safety/liability issues at FTR events was discussed. It was agreed that stricter enforcement of the pit riding rules was required, and this included more education (of participants and promoting clubs) and self-policing efforts.

New Business: Prior to the meeting the Treasurer requested an agenda item to discuss how meeting votes are recorded. The existing procedure is that all motions made (whether seconded or not) be recorded, that the second (or lack of a second) be recorded, and that approval or non-approval of the motion be recorded. The minutes will report if the vote is unanimous, and if not, the numerical vote will be reported. The Secretary noted that this amount of detail is in excess of what is required by Florida Statutes or Roberts Rules of Order. The Secretary requested the approval of an expenditure from the FTR Land Use Fund to retain the services of the Peeples Group, LLC to provide government relations services before the Florida Legislature and the Executive Branch during the 2015 legislative season. The purpose of these services is to obtain legislative approval to stop the transfer (fund shift) of revenue derived from OHV title fees away from the OHV Trust Fund and OHV grant program. In recent years, between a quarter million dollars and a half million dollars of title fees have been diverted each year. A motion was made, seconded and passed by unanimous

vote to enter into a contract with the Peeples Group to provide these services with the following conditions: 1. The Executive Committee authorizes the immediate payment of $2500 (maximum allowed by FTR Constitution and Bylaws), and 2. Subsequent payment of $5000 upon approval by the FTR Board of Directors, and 3. Maximum total payment not to exceed $7500. It was noted that the total amount requested was less than the 2014-2015 season deposits to the Land Use Fund. The opening of the new ATV park in Polk County was discussed. The Secretary reported that he had negotiated (on behalf of FTR) an agreement for the OHV industry to provide free ATV operator safety training to both youth and adults during the rest of 2015. We may be able to arrange discounted operator safety training for dirt bike operators, but this may require some financial support. The Executive Committee indicated a willingness to support a dirt bike operator training program, but requested more information before any decision could be made. The Enduro Chair requested approval of the appointment of Peter McGee as Specialty A&B representative on the Enduro Committee. A motion was made, seconded and passed by unanimous vote to approve the appointment. The Enduro Chair reported that the Apollo Motorcycle Club has requested to move their enduro sanction date from March 29 to April 12. Motion made, seconded and passed by unanimous vote to approve the request. The processing and retention of rider releases at FTR-sanctioned enduros was discussed. The Enduro Chair agreed to make sure that the clubs conducting FTR enduros be made aware of, and comply with, the requirement to obtain and retain the releases for all entrants in the event. The cost of supporting enduro scorekeeping expenses was discussed. FTR has provided the enduro series a scoring trailer, computer, large computer display, generator, fuel and maintenance for the generator, gas reimbursement to transport the trailer to events, and storage fees for the trailer. These expenditures are on track to exceed $1200 during the 20142015 season, and this does not include any provision for funds to upgrade or replace aging equipment. A motion was made, seconded and passed by unanimous vote to discontinue the use of Hare Scrambles Scoring Fund money to pay for enduro scorekeeping beyond the end of the 2014-2015 season. The Enduro Chair agreed to discuss this with the Enduro Committee to determine if they wanted to continue FTR’s financial support of the enduro scorekeeping system, and if so, to come up with a means to fund the enduro scorekeeping system from a dedicated source, such as a head tax, an increased sanction fee, or other source. The King of the Woods (KOW) series has approximately $500 on deposit with FTR in funds collected from website sale of merchandise. The KOW promoter has money generated by KOW raffles conducted by the KOW promoter at KOW events. In accordance with the Board of Directors vote at the August 2014 meeting, the money collected from merchandise sales will be transferred to the KOW promoter to purchase KOW awards. No additional FTR funds are available for KOW awards. The KOW promoter is responsible for ordering, delivering and paying for the KOW awards. A special election is underway to fill the vacant position of Area 1 Director. Results to be announced by the Election Committee Chair. Motion made, seconded and passed by unanimous vote to schedule dates for two meetings of the Board of Directors: March 28, 2015 at 10:00AM and May 30, 2015 at 10:00AM. Locations to be confirmed as soon as possible. It was suggested that the first meeting be held near Daytona. Discussion of Hare Scrambles Safety Team funding was postponed until the next Executive Committee meeting. Motion made, seconded and passed by unanimous vote to adjourn at 6:52 PM.
